The Northern District Conference was held at Mt. Olivet. This year’s District Conference Business Session was done in context of the Worship

Service, which is in the blue section of the District Journal. We had 72 people registered.

Explanation of the Budget

I. House of the Carpenter: Children’s Outreach Programs and Camping Ministry: $4,500.00

The House of the Carpenter ministers with children in need through a variety of programs. The single largest program is our summer camping ministry. The HOC will offer camp to more than 200 children which will include day camps and resident camps in the Ohio Valley.

Other specific children/youth ministries are the strings lessons class providing instruction in guitar and violin on a weekly basis. The school supply program makes educational supplies available in the fall and then again the first of each year. During Christmas each year, we reach and provide gifts for over 500 children and anticipate more requests in 2014. Children/youth also benefit directly and indirectly through the ongoing food pantry, clothing center, underwear room and utility assistance that are all part of the ministry of the HOC.

II. The District Superintendent’s Discretionary Fund $5,000.00

The funds from this line item support the ongoing work of the District Superintendent in and with leadership, work, teaching, and ministry in the Northern District. This fund is also used to provide resources to supplement unfunded programs. At times this fund is also used to assist pastors and local churches in times of need, and provide scholarship assistance for youth events and for pastors and churches enrolled in healthy vital conference workshops.

6III. The District Program Ministries $5,900.00

This area supports the ongoing work of our District’s program, ministry, and mission teams and committees. Our goal is to find ways to be in ministry and mission to all. This is done through our programs, training events, and spiritual growth opportunities for pastors, laity, and congregations.

IV. Cabinet Work Teams $1,000.00

One of Bishop Steiner Ball’s emphases is on mission work throughout the connection, and she believes that the Cabinet should lead by example in this area. Last quadrennium, the Cabinet helped with Hurricane Sandy relief in New Jersey; helping with ministry in McDowell County, WV; with an eyeglasses clinic in Haiti, and on a House of the Carpenter ramp-building team and making apple butter at Burlington United Methodist Family Services in our Conference. This year we’re visiting our Conference Mission Passport sites. This line item provides funding for these mission opportunities.

V. Clergy Evaluations $ 600.00

After piloting, other instruments, our Conference has settled on conversation and evaluative questions prepared by the Lewis Center for Church Leadership. One year will be a paper-and-pencil process, and the next year will be a computer-assisted process called the Lewis Pastoral Leadership Inventory; this two-year cycle will continue over the years. This line item in each district budget spreads the cost of clergy evaluation evenly throughout the conference.

VI. The District Office Operations $10,300.00

Though some of the cost of the District office is defrayed by the Conference, the District continues to absorb the largest percentage of the operating expenses for the District Office. This line item covers operations, communications, the annual purchase and/or lease of equipment in the District Office, as well as the upkeep of all equipment. Also, from time to time Equipment and Furniture wears out and needs replaced and the cost is budgeted from this line item. Ongoing needed supplies and materials are also purchased from this budget line. This line item also provides funds for a person to work as needed for the Administrative Assistant during illness or vacation leaves.

VII. District Parsonage Maintenance Fund $4,500.00

Our District, as all Districts throughout the Annual Conference, is responsible for providing a parsonage for our District Superintendent. In addition, it is our responsibility for maintaining the parsonage. Funds from this line item are for the regular maintenance of the home, repairs, service contracts, and ongoing improvements that may arise.

Africa University Fund

Today Africa University has 1500 Students. These students choose 1 of 6 undergraduate or 5 postgraduate programs. The Management & Administration and Humanities & Social Sciences have the most students. Nearly 100 students are currently enrolled in the Health Sciences area. Africa University has 135 faculty members and, additionally, multiple permanent and visiting lecturers.

Black College FundSupports our traditionally Black Colleges relating to the United Methodist Church

Maintain solid, challenging academic programs; strong faculties; and well equipped buildings.

Create vibrant spiritual environments that encourage pride and self-esteem in the accomplishments of African Americans.

Provide the opportunity for approximately 16,000 students to interact with academic staffs that serve as strong cultural and spiritual mentors.

Prepare and educate people for the new global technological world – never veering from an academic excellence based on the Christian perspective of community, service and social responsibility.

District Superintendent Report“Think of us in this way, as servants of Christ and stewards of God’s mysteries. Moreover, it is required of stewards that they be found trustworthy. -I Corinthians 4:1-2

As I’m sure you’re aware, our focus this year is on Commitment. Through our district newsletters, through the work our District Connectional Team is doing, and through Cluster Groups that will be meeting throughout the summer, we’re thinking about and sharing about commitment-that is, how do we take our visitors and members and make them into disciples, and then how do we take disciples and keep them growing closer to Jesus Christ?Our working definition of commitment is, “a continued spiritual decision to live faithfully in daily relationships with God and others.” We’re looking at involvement in church work, but also involvement in fulfilling Christ’s mission beyond the local church. We’re talking about both private (prayer/Bible reading/relationship with God) and public (faithful attendance at worship/serving in church and community/financial support) aspects of commitment. Chances are good that you are a committed member of Christ’s body: the church, and I bet it’s 100% true that you know a couple of committed saints of God. What does it take to become like them? We believe it takes love for God-which translates into a desire to work for God’s vision-along with a love for others, patience, persistence, and a sense that God’s priorities need to become our priorities. We’ll be gathering ways to make and keep committed disciples throughout the summer and into the fall, and a list of all these good ideas will be coming your way after the Cluster Groups have met. For now, 1) think about how you and your congregation can make and keep committed disciples; 2) plan to attend your local Cluster Group this summer (schedule included!); and 3) do a check-up on your own commitment to your church and your

Lord…how can you grow as a faithful disciple of Jesus Christ? When we all can commit to loving God and neighbor more, we can help bring the Kingdom of God to the Northern District!

LAY LEADER REPORT

Dear Friends in Christ,The ministry of the laity is the work of mission and ministry to which each believer is called. As Christians we are all called to this ministry. Each of us has a responsibility to proclaim the Good News and reach out to others in love. We are working every day to become better disciples of Jesus Christ in our own communities. This year the Northern District Connectional Team hosted several “cluster” meetings, bringing together churches in the same geographical area. In addition to fun and fellowship, the cluster meetings gave churches a chance to meet together and consider what ministries are working and also those areas where improvement can be made. Attendance at most cluster meetings was very good and the Connectional Team is looking forward to visiting with the churches again this spring and summer.On March 30, 2019 the Northern District Lay Leadership Academy was held at Glen Dale UMC. Leadership is an extension of discipleship. It calls for Christians who are committed to increasing their leadership skills and deepening their spiritual practices. Those in leadership need to understand their roles and then carry out their roles effectively. Leadership in the church begins with a personal and growing faith and a passion for sharing God’s love for all people. We need leaders who can equip their congregations to live out God’s mission in the world. The Lay Leadership classes were offered in “Planting Seeds to Grow Generosity” with Kim Matthews from the WV United Methodist Foundation; “Lay Driven Leadership” with Carol Miller; “Creative Ways for Encountering God” by Rev. Carl Tribett; and “Getting the Most Out of Your Church Website” by Rev. Joe Webb. The day began with Rev. Felicia Wooten Wiliams leading the worship service and preaching. Our thanks to Rev. Williams and to those who led the classes and to all who attended this wonderful day of training. Thank you also to Rev. John Morrison and Donna Morrison and all those at Glen Dale UMC for their outstanding hospitality!

The above Basic Course was offered as a special request for multiple individuals from a single church charge. Fifteen people from the Dallas Charge completed the course, two from Greggsville and one from Bowman UMC also completed the course.Four courses were offered for Spring Lay Academy in March. None of the courses had more than three people register for class. Because of these circumstances, Spring Lay Academy was cancelled. The same courses will be offered on October 19 and November 2, 2019.

There is a complete list of all Certified Lay Servants and Certified Lay Speakers provided in this booklet with contact information for your convenience. Please feel free to call on these laity if you are in need of assistance.

C.O.M.E. REPORT

Without anyone getting all wet and shivering cold from jumping in a frozen river, lake, dam, or other body of water, we have collected money and goods for our Conference Mission project: Ebenezer Community Outreach in Huntington.  Thank you for your tremendous response and faithfulness in supporting the most vulnerable members of the Kingdom of God.  Thus far the Northern District has received checks from Nessly Chapel, St. Paul’s, Paden City, Elm Grove, Wayman’s Ridge, Fairview, Short Creek, and leading the response is Warwood who sent a check for $1000!  The Reverend Bart Thompson assured me no one was injured or got wet in the raising of the money; they broke bread together! (Well, actually taco shells; but who is that nit -picky.)

This year we welcome Ms. Celes Sheffield, executive director of Ebenezer Community Outreach, to celebrate and worship at this year’s District Conference.  We appreciate her leadership in ministry and her traveling to be with us.

This year, those adventurers who visited all of our Conference Mission Sites and have all of their passport stamps will receive Mission greeting cards; for those who fell short, you can purchase the cards for ten dollars with proceeds benefiting COME. I appreciate those churches who responded to the call in serving all of God’s children through your generosity.

NORTHERN DISTRICTUNITED METHODIST WOMEN

DISTRICT CONFERENCE REPORT 2019

So let’s not get tired of doing what is good. At just the right time we will reap

a harvest of blessing if we don’t give up. Galatians 6:9

On March 23, 2019 United Methodist Women organization turned 150 years old! Our predecessors established a gold standard for women to do what is good for women and children all over the world. On a local, district and conference level our present United Methodist Women have been working for the past 3 years to build the National Legacy Fund to $60 Million in new donations. We are currently at $28 Million and will continue working to reach our goal through 2020 so that women and children worldwide will be educated, protected, nourished and loved for the next 150 years.

West Virginia United Methodist Women Pledge to Mission in 2019 is $184,000 of which $12,000 is pledged by our Northern District Units. It is important to make and keep our Pledge to Mission in order to share God’s gifts to us with women, children and youth in the United States and around the world and this also gives witness to the love of Jesus.

In addition to pledging our money for mission, we are pledging our time to service. Our active Units in our District have increased from 7 to 11 over the last 2 years.

We are working hard to build on that growth by building closer bonds between our members. 150 years ago Isabella Thoburn was one of the first 2 missionary ladies sent out into the world to teach in India. She was active in Fourth Street Methodist in the Wheeling District, so we have a tradition of service to maintain.

“The nicest thing we can do for our heavenly Father is to be kind to one of His children.” (Mother Teresa) United Methodist Women are known for their compassion, service and kindness to mothers and children in more than 100 countries in the world. This must make God smile. Our Northern District ladies are allowing the Holy Spirit to lead them to be kind, supportive and compassionate to women and children in our district, our state, our country and our world. What a blessing it is to be part of this great organization of our United Methodist Church!

District Youth Report

I am happy to report that we have youth groups meeting throughout our district. We have been working to gather information from each church who is sponsoring one or more groups. The ones we know of have groups to meet needs of various ages from middle school to senior high. Below is a list of churches and the contact person(s) we have so far. Please check the list for corrections and let either Peggy at the district office or me know. Once the list is complete we will be sending it out. Our district office continues to send out information regarding opportunities for our youth as they arise for our district, conference-wide, and nationally. Be sure to encourage your leaders and youth to take advantage of each opportunity. In many cases there are scholarships to help defray the costs. In addition, I have been in communication with some youth leaders in our conference who are good contacts for support. Each will be happy to talk with you, share ideas for working with youth, and field your questions.

Wheeling/Ohio ParishThis is a much better report this year! Our parish hosts a clergy covenant

group which meets every Tuesday morning at Elm Grove UMC with an average of

five attending. We take time to hold each other accountable for our faith walk and

share experiences preaching from the lectionary. Currently we are doing a book

study, “Restart” looking into new ways to revitalize our respective congregations.

This year we participated in a ‘Team Building’ event; ten of us made a

journey to The National Aviary on Pittsburgh’s north side. We had a learning

experience watching God’s winged creatures both great and small, shared some

fellowship time, and in general, had a great day apart.

The singing group, “Two Lambs, the Old Goat and a Kidd” made rounds of

several churches in the parish bringing the Lenten message far and wide.

We are looking forward to another year of camaraderie in the Wheeling

West Parish.

The House of the Carpenter “You shall love the Lord your God with all your heart, and with all your soul, and with all

your strength, and with all your mind; and you shall love your neighbor as yourself.”“And who is my neighbor?”

Lisa teaches the money management class as part of Utility Assistance. While in the grocery, one of the participants approached her: “Lisa, I paid at least something on all of my bills and put $5 into my savings account.” The Kingdom of God is coming near!

A Christmas Kid sponsor bought her a coat, pants, tops and shoes. As she opened them with the school counselor she kept singing “Jesus loves me”. The Kingdom of God is coming near!

Matt won Guys Grocery Games and is the chef in his own restaurant. He was the guest judge for the last Teen Cooking Boot Camp. The next day he brought gift certificates for the participants and their families to have dinner at his restaurant because “Those are awesome kids and I want to encourage them.” The Kingdom of God is coming near!

She hates the world, school and everyone around her, but Peggy (a member of the UMW) befriended her, tutored her and brought out this loving, happy, intelligent young lady. The Kingdom of God is coming near!

Darrin is a professor of history at WLU. Later this summer he will once again walk into a room of Elementary students dressed as a medieval Viking. The kids love him, he makes history real, and the kids are a joy to him. The Kingdom of God is coming near!

She walked out of the grocery store and approached the donation table. She told us of the day she came to the food pantry needing help. As she extended her hand with the can of soup, she told us; “I still don’t have much, but I want to give something back.” The Kingdom of God is coming near!

The backhoe’s teeth dug into the soil removing the first scoop of earth for the foundation of the Youth Center. The entire Island shuttered, the hope of anticipation was becoming reality and it was overcoming the fear that “nothing good ever comes to the Island.” The Kingdom of God is coming near!

The WV State Police visited to ask if they could be part of the programs at the Youth Center when it was finished. They wanted to work with the children and youth to break down the barriers that often separate them. The Kingdom of God is coming near!

Last year over 14,000 volunteer hours and a myriad of generous donations allowed ministry to take place more than 47,000 times. Yet, there is always another opportunity to impact

someone’s life; another opportunity to serve. You are invited to share in the story of the Kingdom of God coming near.

“Truly, I tell you, just as you did it to one of the least of these who are members of my family, you did it to me.”

Buy a Block for $15 The House of the Carpenter is entering the final phase for the construction of the

Youth Center. The massive footers are preparing to be dug and poured in the coming weeks. Then the piers will be constructed, the precast beams added and

the floor poured. Once this is completed, it will take 9,000 colored blocks to form the walls of the

Youth Center. The Mason says it takes $15 to cover the cost of purchasing the block, rebar and mortar to put it in place. You can help move the project forward by purchasing and encouraging others to help purchase 1 or more blocks to build

the walls that will provide a wide range of ministries to children and youth for years to come.

These numbers should disturb us, yet statistics can have a numbing effect. The Cost of Poverty Experience (COPE) offers you an opportunity to walk in the shoes of families in our community who face poverty every day.

Think Tank developed COPE with individuals who have lived experience in poverty. Their stories offer an opportunity to move beyond assumptions or stereotypes lo a more holistic understanding of the causes and effects of poverty.

In this 2.5 hour hands- on training, you will experience a month in the life of families struggling to get by. The experiential nature of COPE will help you more deeply understand the complexities of poverty, paving the way for our community to be better allies and advocates for under resourced families.

You will have many ways to spend your lime this month, but this experience you will never forget.

Supporting Foster Care in Your CommunityThis workshop will allow you to gain a basic understanding of what foster care is and how children come into care. You will be able to gain an understanding of the issues foster children and foster parents face and how you can provide support and inclusion in your communities.Instructor: Mia VanSantMs. VanSant is the Vice President of Community Based Services for Burlington United Methodist Family Services. Mia has worked in the social service field for 20 years, 15 of which have been spent working with foster care.

Holistic Ministry: Every Day Steps That Build CommunityThis workshop will center around holistic ministry and what it means to walk with families in transition. Communities of Transformation, a nonprofit in Alabama, walks with families as they transition from surviving to thriving by developing personal leadership skills and building authentic relationships. Throughout this workshop, we will begin to question: “What is our viewpoint when we first begin working with families? Are we helping without hurting? And Who is being transformed?”Instructor: Katy WronaMs. Wrona is the Director of Communities of Transformation in the Alabama West Florida

Understanding Addiction and How the Local Church Can HelpIn the first hour of this workshop, participants will explore understanding addiction and why it is so difficult to get out from under it. The second hour will be spent looking at how the local church can help those who are in recovery to get back on their feet and become vital parts of the community.” Instructor: Rev. Dr. Barry Steiner BallRev. Ball is retired from the Maryland Natural Resources Police where he worked on the Drug Enforcement Administration’s Task Force. During this time, he was exposed to the plight of Drug Endangered Children. He is ordained as a United Methodist minister and now works full time with local churches in helping them find their ministry in response to the opioid epidemic.

Pathways to SuccessThis is a program geared toward middle school students in poverty and is designed to aid in the exploration of career and education opportunities for their future. This program includes a variety of facets including leadership development, job-related skills and experience, financial management, as well as exploration of colleges and/or trade schools. This workshop will provide you with the materials and training you need to run a ‘Pathways to Success’ program in your local community.Instructor: Shara Perry

Ms. Perry is the Youth Coordinator at The House of the Carpenter in Wheeling, WV. She has worked with children through senior adults, and with people in poverty in 11 different 3 rd

world countries.

Reclaiming ReadingThis workshop will provide the participants current information focused on poverty and reading specifically. It will provide models of how churches can begin to impact reading in their communities including the development of a Literacy Camp in the summer.Instructors: Rev. Dr. Mike Linger and Michelle LucarelliRev. Linger is the Executive Director of The House of the Carpenter and Ms. Lucarelli is the Associate Director. Over the past several years, the HOC has worked with Madison Elementary on Wheeling Island, a school with 100% of the students below the poverty level. Over the past few years, the HOC has been part of the team helping to increase the scores of the students.

Financial Empowerment: Train-the-TrainerThis workshop will provide tools and insight to help you assist your community members who are experiencing financial difficulty. Topics will include: How to Improve, Repair, and Guard Credit; How to Create a Budget; Strategies for Saving; Protections Against ID Theft and Scams; Down Payment and Closing Cost Assistance – First Front Door.Instructor: Lisa WernerMs. Werner is currently Vice President – Mortgage CRA Officer for WesBanco Bank, Inc. She has 32 years of financial experience and over 20 years of experience as a financial education provider. She is the founder of the

West Virginia Saves initiative, which originated in 2006.

West Liberty Fusion Campus MinistryDistrict Report- Spring 2019

Rev. Debra DagueRev. Debra Dague continues to serve as both campus pastor at West Liberty Fusion Campus Ministry and the West Liberty Federated Church. These combined ministries of the West Liberty campus and local community form Fusion Campus Ministry and provide atmospheres of fellowship, networking, worship, bible studying, service, and relaxation! Fusion’s goals are to provide each student with a “home away from home” atmosphere in everything we do, along with a safe place to explore his/her faith. This school year, a new programming initiative has been on uniting various Christian groups on campus, in order to better shine Christ’s light for all of West Liberty. Service projects have also been a large focus for Fusion, as we continue to attract college students to serve local communities. Overall, the school year has been positive and Fusion continues to transform!

FUNDRAISING INITIATIVES Fusion Campus Ministry is exclusively funded through both private donations of individuals and local churches. We truly thank all those who contribute to keeping Christ’s light shining on the hilltop! Our first “Theme Party Fundraiser” was an absolute success! The event brought the surrounding communities together to showcase the importance of campus ministry, along with a great time of fun and fellowship.

There are many ways you or your church group can support Fusion Campus Ministry. Collecting for our food panty or donating food to our Free Lunch are just a couple creative ways to support this ministry. Of course, Fusion accepts monetary donations! No amount is too small to be put toward the continuing of programming for our students.
