PREFACEThe U.S. Department of Homeland Security Preparedness Directorate’s Office of Grants and Training requires that every State and Urban Area conduct a Multi-year Training and Exercise Planning Workshop (TEPW) annually. As a result, the Houston Urban Area has conducted a Training and Exercise Planning Workshop (TEPW) and has since produced this Regional Training and Exercise Plan (RTEP).

The Houston Urban Area Regional Training and Exercise Plan is the roadmap to accomplish the goals described in the region’s Homeland Security Strategy. The Houston Urban Area has developed a comprehensive region-wide approach to homeland security planning, equipment purchases, innovative training, and realistic exercises to strengthen emergency prevention and response capabilities. Training and exercises play a crucial role in the UASI strategy, by providing the region a means of attaining, practicing, validating, and improving new capabilities.

Houston Urban Area DefinitionThe Houston Urban Area is comprised of the City of Houston, Harris, Fort Bend, Montgomery, Galveston and Brazoria Counties. This area is entirely situated within the Houston‐Galveston Area Council (“H‐GAC”) region.

Per DHS guidance, UASI funding is only allowable for trainings and exercises that assist the Houston Urban Area in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. For the purposes of this document, only multi-jurisdictional and regional trainings and exercises were captured.1 Local jurisdictions continue to train and exercise their first responders to build capabilities in the region. All non-terrorism related trainings and exercises listed in this plan are not eligible for UASI funding. Jurisdictions will need to research alternative funding sources for the trainings and/or exercises.

The opinions, findings, and conclusions or recommendations expressed in this publication are those of the authors and do not necessarily reflect the views of the U.S. Department of Homeland Security, the Texas Division of Emergency Management, or any individual jurisdiction within the 5-county Houston UASI region.

Purpose The purpose of the RTEP is to provide a follow-on companion document to the Houston Urban Area Homeland Security Strategy. The plan is a living document that is updated and refined annually. The RTEP provides a roadmap for the region to follow in accomplishing the goals as described in the Houston Urban Area Homeland Security Strategy through effective trainings and exercises.

The RTEP will assist in the prevention of duplications of efforts, increase efficiency of training and exercises and ensure resources are not overextended during training and exercises.

Each goal is linked to a corresponding National priority, State priority, and, if applicable, an Improvement Plan (IP) action from a previous years’ After Action Review (AAR). The goal is further linked to the associated core capabilities that would facilitate accomplishment of the priority, and the training and exercises that will assist the region in achieving that priority.

Included in the RTEP is the training and exercise schedule, which provides graphic illustration of the proposed activities, scheduled for the years 2017-2020. This plan represents the natural progression of training and exercises that should take place in accordance with the progressive building-block approach.

Houston UASI

Purpose: To improve the region's capacity to prevent, protect against, respond to, and recover from acts of terrorism or other major disasters through the successful implementation of the Houston Urban Area Homeland Security Strategy.

Vision: The Houston Region will achieve and sustain the capacity to detect, prevent or mitigate, prepare for, respond to and recover from acts of terrorism and other disasters, whether natural or manmade.

Impacts of Hurricane HarveyHurricane Harvey impacted many jurisdictions and agencies training and exercise plans. This resulted in some trainings and exercises to be cancelled, rescheduled, or refocused.

Regional Improvement Planning WorkshopOn October 24, 2017 the region conducted a Regional Improvement Planning Workshop. A copy of the agenda and roster can be located in Appendix C.

The Regional TEPW has produced a three-year training and exercise calendar for activities that are scheduled or proposed. See Appendix A: Multi-Year Training and Exercise Schedule.

Review and Concurrence A draft copy of the RTEP was disseminated to all UASI committees and jurisdictions for review and approval of their appropriate sections of the plan. After approval, the final draft RTEP will be sent to the Executive Committee for approval. After executive approval, this plan will be sent to the Texas Division of Emergency Management and FEMA via email.

Plan MaintenanceThe Training and Exercise Plan will be maintained by the Regional Collaboration Committee through the Training and Exercise Work Group, and updated on an annual basis. Updates to the training and exercise attachment are made as needed.

Reduce the long term vulnerability of the Houston Urban Area by filling identified and documented gaps with training and exercise.

Improve the capabilities of the region through advance ICS courses and the continuation of existing and ongoing trainings within the region.

Conduct a multi-year training and exercise workshop and improvement planning workshop on an annual basis.

Validate existing regional plans and procedures through training and exercise.

Goal 1: Coordinated Planning

Overview:To support a more cohesive regional approach to prevention, protection, mitigation, response,and recovery activities through multidisciplinary and multijurisdictional planning that is vertically integrated with state and federal planning efforts and the regional plans (where applicable), that facilitates coordinated training and exercises.

Objective 4.5: Integrate and coordinate multiple methods to warn and keep the public and local leaders informed about emergencies in their communities.

Enhance the Regional Training and Exercise Program. Conduct Training and Exercise Gap Analysis annually. Enhance and update the Regional Training and Exercise Plan annually. Train and exercise on regional technologies on the local and regional level.

Goal 2: Coordinated Intelligence and Enhanced Detection

Overview:

Enhance the region’s capability to prevent an act of terrorism through (1) coordinated intelligence and information-sharing, (2) improved threat recognition and reporting of suspicious activities to include chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) threats, and (3) enhanced cyber intrusion protection, detection, and reporting in the region.

Objective 1.1: Expand and enhance the statewide intelligence capability that reduces the threat of terrorism and criminal enterprises.

Appendix A: Multi-Year Training and Exercise ScheduleThe attached Regional Training and Exercise Schedule is a living document that presents our proposed calendar for the next three years (2017-2020). Dates, trainings, and exercises are subject to modification based on the region’s needs and availability. Training and exercises will be added as needed.

The Houston UASI Regional Training and Exercise Workgroup has developed the minimum standards for exercise classification.

Local: A single jurisdiction (county or city). A county includes any cities that have signed on to the county plan.

Regional: A minimum of two counties, or in lieu of one county, the exercise must have state or federal integration.

Multi-Regional: Involves at least two Houston UASI jurisdictions as well as non-Houston UASI jurisdiction(s).

For information on types of exercises, please see Appendix F.

ALERT FM

Overview:ALERT FM allows designated emergency management personnel to create and distribute targeted alerts and messages to emergency responders, citizens, and businesses. ALERT FM provides secure transmission o f a single point to multipoint messaging, layered by “need to know” groupings based on an existing communications infrastructure-the existing nationwide FM broadcast network. This system gives the Houston UASI region the ability to send emergency alerts via IPAWS.

Training StandardsUsers Do not have to be formally trained. There are slides on how to send a message available with step by step instructions for users upon request. Alert FM provides online AlertStudio tutorials for programming receivers and sending messages.

OverviewWebEOC increases the ability for response agencies to communicate during emergencies, on-going operations and special events. The ability for WebEOC to function is contingent upon the proper training of users at various levels.

Training StandardsBasic Users: Must complete a WebEOC 101 course prior to being granted access to the server; and complete a refresher course every three (3) years.

Sentinel: Sentinels must complete WebEOC Sentinel training and be approved by the WebEOC Work Group and complete a refresher course every three (3) years.

Board Builder: Sentinel Board Builders are granted access to the Boards Administrative Profile up on completion of the ESi Board Building Wizard Week Training, which is comprised of:
