The INSPIRE Directive„Building Energy Awareness”

INSPIRE lays down general rules to establish an
infrastructure for spatial information in Europe
INSPIRE define 34 spatial data themes in three annexes
ranging from cadastre parcels, to buildings, addresses,
hydrography, transport network, …
The INSPIRE directive legally binds public institutions which
hold or own data related to the 34 spatial annex themes to
make their data accessible in accordance with the INSPIRE
specifications
If your data is related to INSPIRE, the Directive asks you to
publish it as view and download service for the purpose of
reuse, as well as to provide metadata for discovery
purposes

Among the 34 data themes, the following ones are
directly or indirectly related to the “energy”:
- Buildings (BU)
- Addresses and Cadastral parcels (AD / CP)
- Utility and governmental services (US)
- Production and industrial facilities (PF)
- Energy resources (ER)
- Atmospheric conditions (AC)
… but also
- Transport network (TN)
- Population distribution and demography (PD)

Energy Performance Certificates (EPC) are
requested by the EPBD Directive and may
provide some useful energy-related information
of buildings
… but EPC only apply to a small
share of the building stock:

About 35% of the EU's buildings are over 50 years old.
By improving the energy efficiency of buildings, we
could reduce total EU energy consumption by 5% to
6% and lower CO2 emissions by about 5%.
Buildings are responsible for 40% of energy
consumption and 36% of CO2 emissions in the EU.
While new buildings generally need less than three to 5
liters of heating oil per square meter per year, older
buildings consume about 25 litres on average. Some
buildings even require up to 60 litres.
