1) Opening brief by the Principal & Secretary:
Principal welcomed all the Governing Body members present for the meeting.
2) To Welcome Shri. M.P. Sadekar, Legal advisor as member of the Governing Body:
Shri. M.P. Sadekar could not remain present for the meeting due to unavoidable
circumstances. Chairman directed that the services of Shri. M. P. Sadekar may be availed as
Legal Expert/Convener of Enquiry Committee as and when needed. Shri. M. P. Sadekar shall
be considered as Member – Special Invitee, for such specific meetings.
3) Read & Confirm the minutes of 28th
Governing Body Meeting held on Saturday, 15th
March 2014:
Minutes of 28th Governing Body Meeting held on Saturday 15/03/2014 were read and
confirmed.
4) Report of Polytechnic activities between March 2014 to September 2014:
Principal presented a report on Activities for the period March 2014 to September 2014.
5) Report on staff Recruitment Process. Post-facto Approval for the appointment of Adhoc
Staff:
i) A Report related to staff recruitment process as per guidelines for Maharashtra State
Board of Technical Education approval initiated during February 2014 was presented.
The G.B. suggested that, if the request for including candidates from Employment
Exchange is not mandatory as per the G.R., we shall proceed with the process. For this
year, staff members have already been appointed on Adhoc basis w.e.f. 1st July 2014.
The process to be initiated for the next academic year, subject to financial position and
admission related situation.
ii) Post–facto approval for the appointment of Adhoc staff for the year 2014-2015
(Teaching-44, Support-23) is granted.

6) Post-facto approval for permission granted to staff deputed for higher education:
Eight Adhoc staff members had sought permission to join M.E. during 2014-2015. The Post-
facto approval granted for their request with 75% honorarium to be paid during September
2014 to April 2015.

Extension of Approval for the academic year 2014-2015 received from All India Council for
Technical Education (AICTE) New Delhi., vide Order No: F. No. Western / 1-2013059850 /
2014 / EOA dated : 11th March 2014.
8) Appraise G.B. about the Academic monitoring for the year 2013-2014. Restoration of
Permission to Non-AICTE ‘CP’ Programme:
The Details of Maharashtra State Board of Technical Education (MSBTE) Academic
Monitoring Report and Restoration of affiliation of CP course is provided to the members.
9) Report on the Maintenance Activities:
Details of maintenance activities currently in progress and future proposed activities placed
before the Governing Body., for appraisal and approval.
10) Financial status and approval for Budget 2014-2015. List of finalized equipments by
various departments for approval against sanctioned budget:
i) Financial status of the Polytechnic for the year 2014-2015 placed before the Governing
Body. This included the outstanding amount of Rs. 203.28 lakhs for the year 2014-2015
and Rs. 33.85 lakhs for the year 2013-2014 from the Social Welfare Department (SWD).
The Polytechnic is facing deficit of about Rs. 267.09 lakhs. Around 85% of expected
receipts is to be spent on salaries. Members expressed concern over the deficit, as well as
high salary related expenses.

ii) List of equipments provided by the departments as per the allotted budget for the
financial year is approved.
11) Summer-2014 Result Analysis and Topper’s List:
The Result Analysis and list of top students of various year/branches in Summer–2014
Maharashtra State Board of Technical Education (MSBTE) exams was presented. Governing
Body appreciated the overall student’s performance.
12) Admission status for the academic year 2014-2015. Strategies to improve admission for
the next academic year:
The Admission statistics of AICTE/Non-AICTE courses was presented for the discussions.
This year Electronics Group received less applicants which resulted in admission of 312
students against intake capacity of 410.
In view of ensuring complete admissions, Polytechnic is devising a strategy for awareness
programmes in schools around Thane City. A presentation with documentary of Polytechnic
is prepared. HOD’s with other staff members will visit various schools to guide aspiring
students and parents during October–December this year.
Looking in to the student community demand, it is recommended to apply to All India
Council for Technical Education (AICTE) New Delhi, for change of diploma programmes
with appropriate resolution.
The application process to be initiated after assessing the feasibility and possible compliance
to All India Council for Technical Education (AICTE) norms.
13) Final fees approval by Shikshan Shulka Samiti. Financial status of the Polytechnic for
the year 2014-15:
The Final fees for students admitted to First year during 2014-2015 was declared on 26th
August 2014 by Shikshan Shulka Samiti.
The Tuition fees Rs. 55,455.00
Development fees Rs. 5,545.00

14) Report on the Preparation of Annual National Conference XVI on the theme “Next
Generation Electronics” scheduled on 16th
and 17th
January 2015:
Report on 16th National Conference of the Polytechnic was presented. The efforts for getting
expert speakers and Revenue generation were appreciated.
15) Transfer of GC Unit from VPM’s Advanced Study Center to Polytechnic:
Governing Body acknowledged the transfer of GC unit to Instrumentation Department.
16) Schedule of Next Meeting: 14th
March 2015:
Next meeting is scheduled to be held on Saturday 14/03/2015 at 2.00 p.m. (tentative). Final
schedule to be informed to the members during February 2015.

One day RYLA-Rotary Youth Leadership Awards workshop on Entrepreneurship
Development was conducted on 3rd
March 2015 in Thorale Bajirao Peshwe Sabhagruha for
ED-Cell members and Third year students of all the Departments.
Two day workshop and hands on training on Cloud Computing in association with IIT,
Bhubaneswar was held on 4th - 5

With a view to introduce new trends in electronics technologies to create innovative system
concepts in the new era of electronics, V.P.M’s polytechnic, Thane organized 16Th
National
conference on the theme “Next Generation Electronics” on 16Th
and 17Th
Jan 2015.
The program was inaugurated at the hands of Dr. S. P. S. Kushwaha (Group Director, Programme
Planning and Evaluation Group, Indian Institute of Remote Sensing, Deharadun, Uttarakhand). At
the start of program, Prof. D. K. Nayak, convener of the conference and Mrs. K. S. Agashe,
Organizing Secretary of the conference, highlighted the objectives of the conference. Inaugural
function was conducted in the presence of Guest of Honor Mr. Achyut Godbole (Director, Soft
Excel, Mumbai), Dr. V. V. Bedekar (Chairman, Vidya Prasarak Mandal).
The inaugural session ended with vote of thanks given by the organizing secretary Mrs. K. S.
Agashe.
The technical session started with the presentation by Dr. Dhananjay Pandit, Director, (Water
Resources and Environment), DHI (India)Water and Environment Pvt. Ltd. In his speech, he
discussed the role of electronics, communication in flood forecasting. At the same time
mathematical modeling in flood forecasting was also covered.
The topic, ‘Ultrasonic Instrumentation’ was presented by Dr. V. H. Patankar, Scientific Officer
‘H’ , Electronics Division, Bhabha Atomic Research Centre, Mumbai. He discussed on various
modes of ultrasonic testing, ultrasonic imaging, system software, automation results acquired using
automated ultrasonic imaging system designed and developed by ED-BARC.
Mrs. Kalpana Umarani Scientific Officer ‘H’, Nuclear Power Corporation Ltd, Pune delivered a
speech on Qualification of Electronic Equipment for Nuclear applications.
Post lunch session started with a very informative talk by Dr. K. Nageswari INUP Program
Manager, (Indian Nanoelectronics Users Program) IIT-Bombay. She guided the new researchers
about the IITBNF i.e. facilities available for nano fabrication at IIT-Bombay.
Mrs. K. S. Agashe, the organizing secretary of the conference has been using this facility for her
Ph.D. She shared her experience under this IITBNF for her research on ‘Next Generation Non-
volatile ReRAM’.
The session continued by Prof. Jayanta Mukherjee Electrical Engineering Department, IIT,
Bombay on the topic ‘High Isolation Mixer for Wi-Fi Applications’ his presentation included
implementation of 2.4GHz novel RF Mixer designed in 180nm RF mixed signal technology.

The last session then proceeded with presentation on innovative topics by participants coming from
various institutes.
Mr. Dinesh Shantaram Auti talked on Performance analysis of multicarrier OFDM system for
underwater acoustic communication.
Ms. Vishnupriya Shinde talked on Coplanar Implementation for dual band Micro strip Patch
Antenna.
Day 2: 17th
Jan 2015
The program was started with the presentation by Dr. Mrs. Sangeeta Joshi, Prof and Tech
Advisor, Vidyalankar Institute of Technology, Mumbai delivered a speech on CMOS to Nano
Technology.
It is a pride privilege for VPM’s Polytechnic and particularly for Industrial Electronics Department
to have an International Research Collaboration with Aston University under UKIERI (UK India
Education Research Initiative) program. Mr. Omkar Joshi, Research student, Mechanical
Engineering & Design, Aston University, Birmingham, U.K. discussed about UKIERI Promotion
and Collaborative research activity of VPM’s Polytechnic and Aston University.
Invited speaker Prof. Geoff Tansley, Professor and Head of Griffith school of Engineering,
Griffith University, Australia delivered a speech on Automatic Control of implantable rotary blood
pumps.
Dr. Prasad Karnik Technical Director, International Institute of Sleep Sciences, Mumbai
delivered a speech on a very innovative topic Role of Electronics in Sleep Sciences.
Dr. Mark Prince Lecturer, Mechanical Engineering & Design, Aston University, Birmingham,
U.K. presented his paper on a topic Particle manipulation in micro-fluidic systems for synchrotron
imaging.
Dr. Mrs. Nisha Sarwade, VJTI, Mumbai delivered a speech on Nanotechnology.
Dr. Mrs. Madhavi Thakurdesai Associate Professor, Birla College, Kalyan delivered a speech on
Ion beam processes in Micro and Nano Electronics. The next session was chaired by Dr. V. H.
Patankar.
Mr. Uday Satish Muthe Technova Engineering Service discussed about Opportunities’ in export.
Ms. Smita Survase Birla College of Arts, Commerce and Science, Kalyan, Mumbai presented his
paper on Effect of swift heavy ion irradiation on structural and electrical properties of nano
structured CdTe thin films.
Dr. Deepak Sabler Head, Department of Economics, VPM's K.G. Joshi and N.G. Bedekar
College, Thane delivered a speech on An Affordable Mechanism for the Indian Educational
Institutions: A “Chalk-dust on Duster” Remover Machine.
Ms. Neha Deshpande, Student D.Y. Patil College of Engineering, Pune presented her paper on the
topic Auto Doctor.
Mr. Jogi Singh Munde and Mr. Pratik Wagh, Students, VPM’s Polytechnic, Thane presented

Thane. The Conference Souvenir was released at the hands of Guest of Honour Mr. Geoffrey
Currie, Regional OH&S Director, South Asia and Africa Middle East, Holcim Limited. He
focussed on safety management in the global perspective and also stressed the need to bridge the
gap between India and other countries.
Keynote address was presented by Col. A.K. Sehgal (Retd), Retd. Vice President (SHE) from ITD
Cementation India Ltd. on the topic ‘What industry expects from a safety manager’. The
presentation was very impressive and was full of practical examples. At the end of his presentation
he gave the message that Safety can be enhanced by communication.
Mr. J.N. Kayal, Jt. Secretary, Vidya Prasarak Mandal, Thane, addressed 200 delegates from
various institutes and industries as the Chairperson for the conference.
The Inaugural Session started with the Saraswati vandana and Prof. D.K. Nayak, Convener and
Principal welcomed all the dignitaries. The genesis of the conference was presented by Prof. V. S.
Bhakre, Co-convener. All the sponsors of the conference were felicitated at this occasion. Mrs.
S.D. Khandagale, Organizing Secretary of this conference presented vote of thanks.
The session was followed by Plenary Session Chaired by Mr. Prashant Kokil, Head-Corp. Env. &
Climate Change, The Tata Power Company Limited, Mumbai. Among the four speakers for the
plenary session, Mr. Kailash Gharat from BARC presented an audio-visual clip on industrial
safety which was self-explanatory. Mr. Avinash Karmarkar, Retd. Chief Engineer from RCF
presented safety aspects to be covered by the manager of chemical industry. Mr. Arvind Mandke,
Chief Fire Officer, TMC, Thane explained Fire Safety, requirement of firefighting installations and
purpose of mock dills. The plenary session concluded by Mr. Ashok Raichur, Technical Advisor,
NSC who covered major hazards in the petroleum & petrochemical companies and the expectations
of top management from safety professionals.

The post lunch session was chaired by Prof. V. S. Bhakre, co-convener who introduced the
speakers of the session. The High Power Panel Discussion included the speakers Mr. Satya
Prakash Shrivastava from ACC Limited, Mr. Pravin Panchal from ITD Cementation India ltd.,
Mr. Pradip Nakashe, Retd. EHS Manager, Glaxo Smith Kline Pharmaceutical Ltd., Mr. Anil
Sawant from NSC, Dr. Praveen Dubey from BARC.
All the speakers and chairpersons were felicitated by the organizing committee for their valuable
inputs and sharing the knowledge with the audience. The conference concluded with recitation of
‘Vande Mataram’.
All the Delegates, Hon. Speakers and Invitees appreciated the overall conduct and management of
