RETRIAL FOR NIGHT RIDERS-
Men Convicted of the Murder of Cap ¬
tain Rankin Will Have AnotherChance for Their Lives
Jackson Tenn July 4The su-preme
¬
court of the state of Tennessee-has reversed the verdict of the crimi ¬
nal court in the cases of the eightnight riders who were convicted somemonths ago at Union City for themurder of Captain Rankin at Reelfoot Lake The supreme court ordersthat the cases be retried
PRESERVATION OF FENCE POSTS-
A Most important Item for the Amer-ican
¬
FarmerEvery farmer is familiar with the
rotting of his fence posts at the sur¬
face of the ground The labor of re ¬
placing them and how to secure newand durable posts are sources of con ¬
stant annoyance and expense EvenI the more durable woods such aschestnut white oak and cedar decay-in eight or ten years It is true thatthere are a few kinds of wood in theUnited States such as locust andosagcorange which give much longer
I service but their supply never verylarge is rapidly becoming exhausted
I and the farmer must now look to someother source for his posts Perhapsdirectly on his farm there may be apatch of woods which includes suchtrees as black oak beech maple orpine and cottonwoods and willowsmay grow along the banks of hisstreams These are trees which here-tofore
¬
have been thought of little orno use for posts because of the rapid-ity
¬
with which they are attacked bydecay In their natural conditionthey will rot in two or three yearstoo soon to pay for the labor of set ¬
ting them The Forest Service in itsI study of prolonging the life of fenceI posts has found cheap and simplemethods of preserving them in asound condition for an indefinite timetho they are the poorest and natur¬
ally least durable woodsDecay Is not a simple process like
the crumbling of stone or the rusting-of Iron It in caused by low forms ofplant life which thoroughly permeate-the wood discolor it and cause It tobecome disconnected and rotten Topreserve the timber in a thoroughlysound condition it is only necessary-to render the wood unfit for thegrowth of these organisms This isdone by injecting into it substancespoiionouu to plant life
One of the most widely used preser-vatives
¬
is creosote one of the byproduts of coal tar When it is injectedinto the wood decay will be retardedindefinitely and an oldfield pine orcottonwood fence post when properlytreated will easily give a life of twen-ty
¬
years or longer Such a preserva-tive
¬
treatment costs about ten centsper post The creosote can be appliedby painting the wood with a brush ordipping it Into the liquid but muchhotter results will be obtained if it isactually Injected into the wood in-
stead¬
+ of merely coating the outsideIf the brush method or painting Isused the creosote should be appliedat a temperature of about ISO degreesF Two coats should be given atleast twentyfour hours apart If theposts are dipped directly Into the pre ¬
servative the creosote should boheated to about the same temperature-The best results of all can be obtain-ed
¬
by first heating the posts In bath ofhot creosote anti then either trans-ferring
¬
them quickly to a bath of creo-sote
¬
at a lower temperature or elseshutting off the heat and allowing theposts to remain In the oil as it coolsPy such a method the sapwood willbecome thoroughly permeated withthe creosote Full details and specificdirections for the treatment of differ ¬
ent kinds of posts may be obtained-by application to the Forester Wash-ington

HealthyXew York July 1Yellow fever is
again prevalent in Cuba according tothe Medical Record The journalclaims that the island authorities as ¬
sert that the disease now pievalent isnot yellow jack but pernicious ma ¬
laria or malignant jaundice-The Medical Record says the ports
along the Gulf Coast of the Unitedtales are menaced by the presence-of yellow fever in Cuba as there isno quarantine in effect The journalfurther states that tho politicians onthe Island have monopolized the ap-

Early Thursday night Samson wasin his loft near the bridge whenlightning killed him and threw hisbody into the water in front of hiswife and little child Mrs Samsontried to save the body but it wentdown just as she was about to reach I

SPOKANE UP AGAINST IT
The aggressive contest of years thatSpokane and other cities and towns ofthe far West have been making in an
Ieffort to secure the advantage offreight rates on the basis of watercompetition which Seattle Portlandand other coast cities have been < njnying is destined to prove a failureThey may secure a reduction in rates-on shipments from the East but the
Idecision will be based wholly upon thereasonableness of the rate and noth-ing
¬
moreThis announcement was made by
Interstate Commerce CommissionerI
Prouty luring the recent hearing onthe Spokane rate case In advising I
counsel for the chamber of commerce I
of Spokane to prepare testimony to I
be submitted il hearings to bo givenduring the early fall by several of the I
commissioners Prouty directed him to I
not be misled by the rates grantedSeattle and other cities for he ex-plained the commission and the courtshad already determined that watercompetition gave an advantage to a l
city located on a navigable stream oron the ocean I
San Francisco Los Angeles andPortland have joined with Seattle tomaintain the advantages arising fromtheir location Although the socalledwater rates can not have but a bear-ing
¬
upon the question of rates fromthe East to Pacific coast cities notlocated on the ocean the combination-of cities against Spokane coupledwith their advantage in having theHill and Ilarriman interests withthorn may prove sO formidable thatSpokane will lose certain benefitswhich silo was about to pluck I
The trunk lines of the East arewatching this readjustment of inter-mountain rates for the cities andtowns of the Inland Empire are in-
sisting¬
that they he given the samerecognition in rates to Chicago andSt Paul as arc granted tho oceancities I
The commercial bodies of the latter I
cities maintain that because of thePacific their field of operation iswholly to the East whereas the in ¬
land cities have no such handicapThey declare that if Spokane for in-
stance¬
were given the same rate ad-
vantages¬
as enjoyed by the contest-ants
¬
the result would be greatly t°that citys advantage and to the fi ¬
nancial loss of industries particularly-in San Francisco and the other citiesstanding shoulder to shoulder in thepresent fight
Those who have been following theSpokane case express the opinion thatits reopening means the readjustment-of all the freight rates in the intermountain territory and possibly manyeast of Chicago and St Paul

NO HURRY IN PORTO RICO
Stories of his obpervjitiones in PortoRico told by Congressman OlmPtoadof Pennsylvania have proved highlyentertaining to his colleagues Hereare three little ones-
I watched for an hour the yoking-and hitching up of a pair of oxen byfive men Onethird of the time wastaken up by dressing their horns withred Cloth After they got them at-
tached¬
to the cart it was found thatthey would not pull because they wereyoked on the wrong side Then allhnd to be done over again I did notawait the result for fear that congressmight adjourn some time this autumnand I wanted to get my pay so as toget home
On ono occasion 1 was stopping at I
a hotel in Ponce and wanted a drink-of water I called a waiter and after
five or ten minutes I made him un-
derstand¬
what I wanted He calledanother servant and after consulting-him awhile the second one went afteranother and after consulting himawhile the third one went up twoflights of stairs and from the balconycalled down to the street and arousedanother servant who was asleep justwhere I was standing all the time try-ing

to get that drink but in all fair-ness
