SHELTER MANAGER CARE Bangladesh was established in 1949 and is one of the largest private international humanitarian organizations, enabling families in poor communities to improve their lives and overcome poverty. Together with long-term partners, CARE Bangladesh is currently engaged in a large-scale response in the aftermath of Cyclone Sidr to assist these communities to reestablish their lives and livelihoods. We are now searching for a Shelter Manager to assist us with the rehabilitation phase on contract. Initially this position is for ten (10) months, may be renewed subject to extension of program. Location: BAGERHAT Job Summary: This position mainly requires to assist program staff in the implementation of the shelter and settlement program specific to the cyclone reconstruction/rehabilitation context. Prepare work on proposals, work plans, logistical frameworks, budget projections and staffing plans. Participate and advise on multi-sectoral assessments of the longer-term development needs and assist in finalizing priorities of reconstruction efforts. Key Responsibilities: Represent CARE at co-ordination meetings and other activities with government and non-government agencies such as those in Shelter, WASH, Logistics and Early Recovery. Provide technical advice on appropriate design, materials and construction techniques to project engineers, implementing partners or beneficiaries. Collaborate effectively with other CARE sectors involved in public health/WATSAN and livelihoods to ensure an integrated approach to shelter. Give adequate support to field-based Emergency Program Coordinator. Engage in advocacy activities with local and regional government and non- government agencies on policies and best practices relating to shelter. Co-ordinate and ensure relevant training in partnership with educational institutions/ partners and internal technical specialists in e.g. construction skills, gender and protection issues etc. Ensure effective monitoring and evaluation techniques are established for the project. Arrange work schedules and training inputs where necessary. Ensure consultation with displaced families and the participation of stakeholders such as family committees, host population, government and non- government agencies. Ensure that all work is carried out in a way that is sensitive to gender issues, and to actively promote the full and equal participation of women in all aspects of the work. Ensure that all work is carried out with consideration of environmental impacts. Core Qualifications and Competencies: Masters degree in any discipline, but preferably in B.Sc. in Civil Engineering. Good professional history of not less than 06 years. However, for truly deserving candidates, this will be relaxed. Excellent organizational and planning skills, proven managerial capacity, high level of initiative, good analytical, strategic and innovative approach, ability to work well under pressure and to deal with a variety of issues at the same time; dynamism and motivation are essential. Problem solving and trouble shooting capacity. Excellent written and oral communication skills both in Bangla & English. Compensation : The monthly consolidated salary is Tk.70,000, Higher salary can be considered for an exceptionally brilliant candidate.
