AREA, TYPE LAND AND LOCATION:

State oil and gas lease PRC 410 was issued in April 194S and consists of 50 acres of partially filled tide and submerged lands in the Rincon area, Ventura County. Bush Oil Company is the current operator. Both proposed wells will be drilled from approved locations on this lease.

State oil and gas lease PRC 145 was issued in July 1944 and consists of 326 acres of partially filled tide and submerged lands which adjoin lease PRC 410 on the seaward· and southern sides. Bush is the current operator.

Both of these leases are in production, producing approximately 8,900 total barrels of oil per month.

PROPOSED PROJECT: Bush proposes to drill two directional exploratory wells from surface drill sites on State Oil and Gas Lease PRC 410 to penetrate the Rincon Fault to evaluate potential recoverable oil and gas reserves from zones below the fault. The total depth of the directional holes will be approximately 12,000 feet measured depth. The bottom-hole location of each well will be within lease PRC 14S. Should commercial reserves be proven, the wells would be placed on production and the production processed through existing production facilities on the uplands portion of the leases. Processed oil and gas will be transported from the area via existing pipelines.

ENVIRONMENTAL INFORMATION: The Ventura County Planning Commission has

approved a Conditional Use Permit 16, Modification No. 1 covering the drilling of the subject wells. A Mitigated Negative Declaration was prepared and certified by Ventura County Planning Commission on August 21, 1986. The Mitigated Negative Declar~tion is attached .as Exhibit "B". The State Lands Commission

has reviewed the document and believes that it complies with the requirements of the CEQA.

This activity involves lands identified as possessing significant environmental values pursuant to P.R.C. 6370, et. seq. Based upon the staff's consultation with the persons nominating such lands and through the CEQA review process by the County of Ventura, it is the staff's opinion that the permit as part of the program for the project, as proposed, is consistent with its use classification.

The Ventura Cuuaty Ecviro11111ent.1l Report Review Co11111ittee reviewed the draft llegative Declaration on H3y 14, 1986 aad considered the issues niaed regarding cwaul.ative imp3cta, 'olid waste and risk of upaet.

In regard to c11111ulative ia>pacta, the cc-ittee dcteniined th3t the "nc" finding wu appropri3te for lhe following reuons. The propc~ed wells vill be ddlled one at 3 time, with a drillicg period of 4S to 50 days for each well, over a period of three yc.ars, and v1ll be located in t.hc midst of .an established oil field. Ne grading or roadbuilding vill b~ req~ired, and the storage t3nks, vapor recovery ~ystem and the oil and gas pi~elines alre.ady exist. t~pltts from this project, therefore, would occur during the drillia~ phase, and would be liaitcd and temporary in nature. Tbe applic•nt baa agreed to ec.asures proposed by the Air Pollution Control District to 111itigat.c the .iir quality icpac::.s associated vith the project. The Pl.ia.aiac Department. is aot cucreatly processing any other oil vell drilling applications io tile Rincon area. so this project i5 act expected to have significant cuaulativc ispacts vith other such projects ia the area.

Regarding solid vnte, the applicant estimates that approxi111ately 177.IS cubic yards 0£ earth would be removed as cuttings from ca~h vcll. This 1a.1terial vould be hauled to an approved dump site. The drilling mu~ is ~cmovcd as liquid waste. It is collected in bias t.o dry out and ·~e rea:aios are h~ulcd to aa approved dwap site. In this area, fresh 'later dnllios fluids arc used, and these are classified as lllln-ha:ardous. The amount of drilling aud required for the drilling operation varies, and h dif!icult t.o csticaue. The applicant {eels th.at not. anon: than tvo or three t.rucl::: pee veelt vould be needed to rC1110ve the solid vute. The Vent"ra County £nviron..."'lt!ntal Health llepartl:l<!nt bas revicved these estimates, and bas found that there v~ll not be a si~nificant impact. due to solid vaste.
