and eighteenth plenary meeting, held on ~ 7 November 194 7, the

General Assembly adopted the following resolution :

11RELATIONS OF MEMBERS OF THE UNITED NATIONS WITH SPAIN

WHEREAS the Secretary-General. in his annual report has informed the General Assembly of the steps taken by the States Members of the Organization in pursuance of its recommendations of 12 December 1946 ;

THE GENERAL ASSEMBLY

EKP~SES its confidence that the Security Council will exercise its responsibilities under the Charter as soon as it considers that the situation in regard to Spain so r equires . "

In der Eerichterstattung der gesamten ·leltpresse der

letzten Ivionate spielt Frankospanien eine beachtliche ~ olle.

Alle fortschrittliche Kraefte fordern die Beseitigung dieses

tlegimes als eine i rut- und Zuf luchtstaette des aschismus und

der eaktion, waehrend die an der rhaltung dieser l ustaende

in vpanien interessierten aechte die spanische Frage zu

bagatellisieren versuchen.

Ich erlaube mir - ueberzwugt von der otwendigkeit eines

freien, demokratischen ~egimes in Spanien fue~ die Erhaltung des

:I<"' riedens in Europa - dthe Aufmerksamkei t de r zustaendigen

russ i schen ehoerden auf eine bisher wenig bekannt gewordene

ei te der F'rage zu lenken, die vi e lleicht geeignet ist, l<' ranko

unter eipem neuen Gesichts~unkt zu beurteilen.

ir wurde der J.'•ame '" r aruco in meiner aetigkei t als Chef

der bwehr-f\bteilung II des berkommandos der vJehrmacht in den

Jahren 1934-1938 bekannt. In meinen Besprechungen 1934 mit

meinem damaligen Amtschef, Admiral Canaris, ueber die loeglich

keiten des Umbaus der Abwehr kam das Gespraech auch auf Spanien.

ich interessierte ~as dieses Land schon deshalb, weil ich

fr ueher l ef erent f uer Spanien i n der 3. Abteilung des eneral

stabes des eeres war und mich als solcher naturgemaess ein

gehender mit spanischen Fragen beschaeftigt hatte.

Canaris erzaehlte mir, dass er gerade panien sehr gut

kenne. Er sagte, dass er in panien, Spanisch- arokko und /

io d' ro viele gute Wld weitreichende Be ziehungen habe, denen

er unbedi!ff,es Vertr auen schenke. ~eider Pf l ege dieser fuer

den deutschen achrichtehdienst wertvollen Verbindungen kom~e

ihrn die voellige eherr s chung der spanischen Sprache sehr CitW',\..?e.-)

zustatten. us diesed'[PTTege er diese Verbindungen auch selbst.

seinen Verbindungen Ken1 tnis gehabt. ~anaris erzaehlte weiter,

wie es zu seiner weitgehenden Kenntnis des Landes und der

darnals schon im militaerischen, politischen und wirtschaftlichen

Leben t3paniens eine .-{olle spie lenden Persoenlichkei tem kam.

Nach seiner aoenteuerlichen r lucht aus der chilenischen

Intennierung als Angehoeriger der besatzung des ueuzers

··Dresden·· von der pac if'ische lnse 1 ~uierikina im 1. el tkriege

wmrde er 1916 vom deutschen 1arine- achrichtendienst mit

besonders wichtigen geheimen uftraegen nach ''panien gesandt.

Dort organisierte mit Hilfe in Spanien lebender Deutscher gnd

spanischen Fr~unden mit grossem Erfolg die Einri~chtung von

Versorgungs~tichpunkten fuer deutsche U-boote, er schuf ein

weitverzweigtes Ueberwachungsnetz fuer den Schif'fsverkehr der

Englaender und l''ranzosen im ittelrneer, besonders in Gibraltm.ar.

Von Spanisch- arokko und ~ io d'Oro aus leitete er die Aufstaende

marokkanischer und arabischer Stammesfuersten und veranlasste

sie zum Teil sogar zur I issung der Fahne des heiligen Krieges. ~

us dieserC5tammt, wie mir anaris selbst erzaehlte, seine

geheime 2:usammenarbeit mit ... ·ranko, der damals als Major der

spanischen Arrnee in .arokko stand und durch seine Eingeborenen

Truppen ueber gute rieziehungen zu den Stammesfuersten ;arokkos

verfuegte.

ndem ~ranKo saine erbindungen ~anssis zur Verfuegung

stellte, schuf er ihm erst die ·oeglichkeit , die rbeit der

deutschen Abwehr in v~arokko zu entfalten.

Franko wurde s o ein wichtiges Glied in dessan Aufbau.

Diese ~usammenarbeit ueberdauerte auch den deutschen ~usammen

bruch 191 , um 20 vahre spaetee ungeahnte r'ruechte zu tragen.

Canaris wurde .arineadjutant des ersten deutschen ehr

rninisters der Nachkriegszeit - Nose. Als solcher nahrn er

sofort die alten Verbindungen nach Spanien wieder auf, baute

den 1\. i ttelrneerueberwachungsdienst wieder aus und schuf mi t Bilfe

seiner weitreichenden spanischen Beziehungen unter Fuehrung des

Grossindustriellen Echevarieta eine spanisch getarnte deutscbe

U- Bootwerft in Alicante. Auch die alte Verbindung zu FranKo wurde

wieder aktioniert.

verlassen und ging nach Portugal. Franko wurde auf die entfernt

gelegenenR Kanarischen Inseln abgeschoben. Die Verbindung zu

ihnen hiel t Canaris abe_r atl&iH wei ter auf'recht . Er war ueber

diese Entwicklung naturgemaess besorgt. In Gespaaechen ueber

die von ih~ erwartete Gegenrevolution sagte mir Canaris wieder

holt, dass er lli.lartinez nido fuec den faehigsten und fuer die

nteressen ueutschlands geeignetsten Fuehrer halte.

ls nun der Aufstend der gegenrevolutionaeren Offiziers

grup en 1936 tatsaechlich begann, flog Martinez Anido vo

Portug~ nach Spanien, um sich an die Spitze dieser Jewegung zu t

stellen. Auf diesem lug verunglu.eckte er toetlich.

Franko war zur selben ~eit mit Unterstuetzung des Mit

arbeiters der Abwehr Sauermann, der sich in Las Palmas befand, h

van den Kanarischen lnseln nach \etuan geflogen, um die Fuhrung

der ih;:n ergebenen marokkanischen Eingeborenen-Truppen und der

spanischen Fremdenlegion zu uebernehmen .

deutschen Interessen ~eeignetste, zumal seine Verlaesslichkeit

in langjaehrige1' t.iusarnmenarbei t erwiesen sei.

Also nicht seine persoenlichen ~ualitaeten bewogen ·anaris

·ranko zu lancieren, sondern der Umstand, dass Franko der

geeignete mann fuer seine lnteressen war .

~inige Tage , nachdem ich dieses Gespraech mit Canaris

hatte, erschien bei ihm - etwa r.iitte August 1936 - ein Mitarbeiter

der Abwehr namens Langenheim, der mm Flugzeug in Begieitung emnes

..;ffiziers aus dem ·tabe r'ranKos aus etuan nach .uerlin kam und

meldete, dass Franko in arok o gelandet sei und um Hilfe bitte •

.wangenheim berichtete auch ueber die Lage in Spanien .

Von diesem-Z eitpunKt an stand fuer Canarms Frankospanien

im Vordergrund des nteresse s. A lle seine l,,oeglichkei ten wurden

ausgeschoepft, um lranko zu stuetzen und Zlli~ Siege zu verhelfen.

Ich habe es eelbst erlebt, wie er unter Vernachlaessigung aller

anderen r ragen keine ~ei t und .iuehe scbeute, um die fuehrenden

ruaenner liitlerdeutschlands und ltaliens fuer seine Flaene und

seinen wann zu interessieren.

In melulreren esprechungen im Dienstgebaeude des

presssischen iinisterpraesidenten und in Karinhall erreichte

er im August 1936 von Goering die Gestellung von Transport und

Kampfflugzeugen fuer die Ueberfuehrung lll!N der marokkanischen

Truppen nach Spanien, bei 1ibbentro nahm er Einfluss auf die

politische und diplomatisch~ unterstuetzung Frankos; er gewann

immlers Einfluss fuer seine ache. Canaris machte ueberall klar

dass .l< ran o - obwohl unbe ka~ a ls o li tiker - das vo lle

Vertrauen und jede Unterstuetzung verdiene, da er ein erprobter

Mann sei, mi t dem er - Canaris - lange t.iahre zusam11enarbeite .

gelang es ihm ZLUil Schluss auch die Zustimmung itlers, dem er

persoenlich Vortrag ueber diese ngtlegenheit hielt fuer die

militaerische und politische Unterstuetzung rankos zu

gewinnen. i"ach dem 1:mpfang bei Hitler erzaehlte mir Cana!'is,

aa ss • i tler sich ausfuehr lich ueber F'rankos Verdienste im

_{ ahmen seiner langjaehrigen LJ Usammenarbeit mi t ihm - Canaris -

babe berichten lassen.

Hiernach flog Canaras nach tlom, um durch den ihm befreundeten

damaligen Chef des italienischen rachrichtendienstes , General

~oatta, die Unterstuetzung seines Planes durch die italienische

_egierung zu erreichen. uabei regelte er mit ihm die usammen-

aroeit der beiden 1achrichtendienste in Spanien selbst und aus

Spanien heraus gegen die am 1ittelmeer interessierten aechte. J Er erwirkte, dass auch 1ussolin · ihn in der Angelegenheit

.ranko empfing.

Bald darauf ist er zu beginn des J:i' ran.kounternehrnens in

zum eil waghalsigen r'luegen ueber J:l 'rank.reich oder Italien

und das ,ittelmeer nach panien gefloge9 um mit iranko seine

Plaene zu besprechen und dessen iuensche zu hoeren.

gr warder einzige, wirklich vertraute Vermittler ' rankos

zu itler und ~ussolini . Die hohen spanischen Orden ~nd

uszeichriungen, die .r'ranko Canaais verlieh, sind der aeussere

.Ausdruck dieser al ten und tief'en gegensei tigen Verbundenhei t.

Selbstverstaendlich erhielt der Ausbau des deutschen

.I: achrichtendienstes in · panien und von dort gegen "' rankreich,

England und Russland einen gewal tigen Antrieb . Spanien wurde

vor allem das Erprobungsfeld fuer d en Sabotagedienst der

Abwehr-Abteilung II. Sie ist dort von dem nach Spanien ent

sandten Chef dieser .Abteilung , ~ ... ajor im General.stab Grosscurth,

eigentlich erst aufgebaut worden. Ausserdem wurden - wie im

1. eltkriege - die Vorbereitungen fuer die Unterstuetzung und

Versorgung deutscher U-Boote im Kriegsfalle getroff'en.

Canaris hat sein Ziel erreicht! it der Festigung

der Stellung Frankos hatte e r sich fuer den deutschen Nach

richtendienst die idea le Ausgangsstellung fuer seine Arbei t

gegen England- 1'' rankreich und a lle am r.' i ttelmeer interessierten

which I have the honor to transmit to you in full as follows -
