(courtesy photo) The government of Rwanda and Goldsol II on Thursday signed a Memorandum of Agreement to build a 10 MW solar power plant worth $20 million in Kayonza. Goldsol II is a consortium formed by TMM Renewables based in South Africa, Gesto Energy Africa from Malta and 3E Power Solar from Rwanda. The project, which is the largest solar power plant to be built in East Africa, is expected to be operational by 2016. According to Emma Francoise Isumbingabo, Minister of State in charge of Energy and Water, the deal is another step to provide more electricity. The government targets to increase access to electricity to 70% of the population by increasing the supply to 563 MW by the year 2017/18, against the current generation capacity of 120 MW giving 19.4% of the population access. To meet the target, the government plans to invest in developing different energy sources hydro, methane, geothermal and peat with a target of developing officials said. “We must produce electricity from different sources of energy. There is a need of a strong collaborative effort between the government and the private sector as part of our shared responsibility in promoting socioeconomic development,” Isumbingabo said. She added that Goldsol II’s project will contribute to reducing the expenses currently made fo thermal electricity generation. Nuno Nóbrega. managing director of TMM Renewables, said that over 20,000 households are going to benefit from the solar plant, adding that the Goldsol consortium has a joined track record of investments in Africa that exceeds $800m, collective experience of more than 400 MW of renewable energy projects in operation worldwide and business presence of more than 10 years on the continent. Nóbrega noted that it is the conducive investment environment that attracted them to come to Rwanda. Ntare Karitanyi, the director general of EWSA, explained that the public utility will buy electricity from Goldsol II at a cost of Frw 120 per kilowatt/hour, noting that the implementation of the project will support the country to achieve vision 2020 objectives.
