Russian G2C eGov knowledge portal
The Russian eGov community needs a nexus to find and share eGov ideas and solutions developed and implemented in Russia and the EU.
The G2C eGov knowledge portal provides Russian eGov community with access to the best practices in RF and EU
The target groups include a wide spectrum of various citizen’s groups, ICT companies, and government officials at regional and federal levels
The portal is based on Web 2.0 methodology that enables users to became active participants
Special e-Learning section (ELS) along with FAQ and Forum also make the G2C portal a learning and experience sharing resource

As of 01.07.2011 some of G2C portal’s most important achievements are:
4 highly demanded e-services available for free implementation
4000 library documents
more than 2500 visits per month
access from 170 cities of 62 Russian regions
users from 74 countries
1800 participants of the G2C Electronic Learning System (ELS)
1480 ELS certificates issued
first G2C survey executed

3.1 Electronic Learning System (ELS) (www.rusg2c.ru/moodle/)
The ELS has 18 courses at the present time. The official EU certificate has been issued for the student who successfully completed course “Introduction to e-government” and passed Certification quiz.
During this course participants expressed their opinion on the essential e-government issues that constitutes a first G2C survey (see below)
As on July 1, 2011 ELS has more than 1,800 registered participants from 8 countries, 115 Russian cities; 1,472 Certificates were issued.

3.2 ELS leaders are Ulyanovsk and Volgograd regions
The ELS has a broad geography – from Baltic Sea to Pacific Ocean! The course “Introduction to e-government” is a mandatory course for all government employees in Ulyanovsk region.
