RURAL ATTORNEY RECRUITMENT
BACKGROUND
• Project Rural Practice
• Chief Justice’s State of Judiciary Messages
• 65% of Attorneys are in Minnehaha, Pennington, Brown and Hughes Counties
• 6 Counties have 2 attorneys• 13 Counties with 1 attorney• 2 Counties with 0 attorneys
COMMON QUESTIONS
• Why is it important to have attorneys?
• Who administers the program?
• Which counties can participate?• Population 10,000 or less
• 48 counties meet population requirement
• Agree to provide portion of incentive payment• Determined Eligible by the UJS
• What is the financial commitment?
HOW IT WORKS
• 4 Year Pilot Program
• Eligible Counties Contact UJS to Make Application
• Applies to licensed attorneys
• Agree to Practice Full-time for 5 years• If breech have to pay it all back
and subject to discipline by Supreme Court
• 16 Attorney Limit
• Yearly Incentive Payment for 5 Years
• Equal to 90% USD Law Tuition as of July 1, 2013
• County pays 35%• May enter agreements with
municipalities, school districts or nonprofits to share cost.
• State Bar pays 15%
• State pays 50%
