Runway Safety Teams: an ANSP’s experience

2004 - 2006In line with the LRST Recommendation contained in the European Action Plan for the Prevention of Runway Incursions, ENAV laid down a solid foundation upon which LRSTs could be established in all airports.
2007All ENAV Airports have a Local Runway Safety Team in place.
2008ENAC – Italian Civil Aviation Authority – Airport Regulation No. 30 –
Local Runway Safety Teams become mandatory in all Italian Airports.

According to APT 30:
• Main references: Eurocontrol EAPPRI and ESARR2, ICAO DOC 9870, FAA Rwy Safety Blueprint
LRST is under the authority/coordination of the Airport Operator as part of its Safety Committee
The adopted definition of Rwy Incursion is: “Any occurence at an aerodrome involving the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take off of aircraft”
Members: Airport Operator, ANSP, Airlines and all other airport organizations that are involved in Runway Safety Operations

Incursions at RHP A main causes:
• Unfamiliarity with the layout • Pilot expectation of a closer RHP to the runway• Distraction during taxiing.
Counter-measures developed:• Improve situational awareness of pilots and ATCOs • Local awareness campaign for all pilots, ATCOs and airlines• Hot -spot map published in AIP and provided directly to pilots • ATC clearance normally issued before taxiing to decrease head-down
