Fostering our community, enhancing the economy and protecting the environment

depends on residents developing directions and actions for the future of our area. The

Community Plan provides exactly this. It reflects the input of a wide range of residents

across many sectors and is a very important guide for the future of our community.

Importantly, the plan includes many practical actions. There are already many activities

and investments by a wide range of organisations and agencies to enhance the Region.

However, the plan reflects the values and interests of residents in a set of strategies and

actions in areas such as community services, maintaining healthy lifestyles, education,

youth and seniors. It guides actions by local government, state government, federal

government, the private sector and the community itself to maintain the vitality of

the area. It provides a focus for future actions and potential for further collaboration to

address the many challenges and opportunities in the Region.

The development of the Community Plan was a community effort. I sincerely thank the

many residents of the towns and surrounding rural areas of the Region who contributed

their time, knowledge and insight in providing input to the plan. The engagement

process relied on existing organisations and community networks. Many local people

acted as ‘community contacts’ – key people who provided their insight and arranged for

Councillors and staff to engage appropriately with their sector or community.

I particularly thank these local community members.

I commend the Community Plan Working Group of the Gympie Regional Council who

coordinated the process. I thank my fellow Councillors who facilitated almost all of the

community discussions involved in developing the plan. I also thank the project consultant

who guided the process, conducted local community discussions and prepared the plan.

a briefThe Gympie Region in the Wide Bay Burnett includes a combination of rural,

urban and coastal areas across 6900 square kilometres. Gympie is the main

population centre but a considerable proportion of the population live in

many smaller communities.

These include:

• Imbil, Amamoor, Dagun and Kandanga in the Mary Valley.

• Tin Can Bay, Cooloola Cove and Rainbow Beach on the coast.

• Goomeri, Kilkivan and Woolooga to the west.

• Gunalda, Miva and Curra to the north.

• Kybong and Traveston in the south.

Preserving the aspects of the community that residents value and managing

challenges, requires a comprehensive plan. The Community Plan, based on

resident input, aims to maintain and enhance the many assets of the Region

and also guide further improvement in the economy, environment and

social aspects of the community.

It specifically aims to:

• Provide a common set of priorities for the Region.

• Guide decisions and investment.

• Further mobilise a range of organisations and agencies in

supporting the infrastructure, services and vitality of the

community.

Legislative Background

The community plan was developed under the requirements of the:

• Local Government Act 2009.

• Local Government (Finance, Plans and Reporting)

Regulation 2010.

Council has produced this Community Plan document to present the

outcomes and actions that have been nominated by the community and

considered by Council and relevant stakeholders.

what are

The Gympie Region has many assets that contribute to the liveability and prosperity of the

area. Residents value the Region's scenic environment, the strong sense of community,

friendly people, community involvement, the strong economy and the facilities and services

available. However, the Region also faces challenges such as providing services to meet

growing demands, managing development, meeting the needs of an ageing population,

maintaining the condition of natural resources, adapting to a changing economy and

sustaining affordable housing and services.

The Gympie Region has attracted many retirees and young families with a relaxed

and affordable lifestyle. Increasingly traditional family farms are being taken up as

lifestyle hobby farms and for rural residential living.

Where are we now?

About 48,000 residents live in the Gympie Region, with an increase in population of 20,000

expected over the next 20 years. Agriculture remains a key industry with a focus on

beef production and forestry. The Region has maintained a tourism sector drawn to the

unique heritage, scenic, coastal and country attractions of the area.

However, more can be done to improve the incomes and socio-economic

levels of residents in the Region.

The plan was developed in line with our Community Engagement policy which is

based on the principles of:

• Inclusiveness.

• Appropriateness.

• Reaching Out.

• Cost Effectiveness.

• Mutual Respect.

• Communication.

• Recognition.

Council defines community engagement as:

An ongoing, open dialogue with our community to identify issues and opportunities,

exchange views, and assist with planning and informed decision making.

The process involved residents in identifying assets of their community and what they

appreciated about living in the Region. Residents were then asked to describe a

realistic view of how they would like their community to be in the future. For a range of

sectors and communities, people identified opportunities and challenges and

developed priority actions to achieve the preferred future.

Community engagement involved multiple opportunities for residents to have

input as follows:

1. Seventy community members agreed to be ‘community contacts’ for a

sector and ‘geographic’ community helping to contact local residents to

participate in the process.

2. Gympie Regional Councillors facilitated workshops with community

members from 16 different sectors such as business, seniors, health and

wellbeing etc.

3. Community workshops were held in five ‘geographic’ localities.

4. Feedback forms were circulated widely in the community across the Region.

5. Feedback forms were provided to all community organisations on the

Council's My Community Directory.

6. Some organisations and individuals provided their own contributions

7. People were able to have input via the Council website and by phone.

Community Contacts

“Community Contacts” were asked to assist in the engagement because they were well

connected with their sector or geographic community. These people were invited to

play three roles:

• To use informal networks to inform their sector or community about the

development of the plan.

• To advise how best to engage their sector or community and help arrange

appropriate engagement activities.

• To provide ongoing oversight and remain as key links with the community

during the implementation of actions.

Community Workshops

Six open public workshops were held in five sub-regions:

• Gympie and Surrounds (meeting held at Gympie).

• East and Coast - Tin Can Bay, Rainbow Beach and Cooloola Cove

(meeting held at Tin Can Bay).

• Northern Rural – Curra, Gunalda, Theebine and Miva

(meetings held at Miva and Curra).

• Mary Valley – Imbil, Kandanga and other communities in the Mary Valley

(meeting held at Imbil).

• Western Towns - Goomeri, Kilkivan and Woolooga

(meeting held in Kilkivan).

Arrangements to finalise the Plan will follow the process

as shown.

progression of the Community Plan. Furthermore, a

comprehensive community engagement process to

formally review and evaluate the Community Plan will

be undertaken at least once every five years.

GRC will consider any feedback provided on the draft

prior to adopting the Region's Community Plan.

While the Plan has been funded and facilitated by the Gympie Regional Council, it

fundamentally belongs to the community. The Council will act to coordinate and

progress actions but many of the actions will involve a range of stakeholders, including

several State Government departments, Federal Government, the private sector,

community organisations and residents themselves.

Often no one organisation can ‘fix’ the complex and inter-related issues identified in the

Plan. M

owever, the Council will ‘steward’ the plan on behalf of the community and coordinate

with a wide range of organisations and groups to implement actions in line with the

availability of resources.

The Role of Council

The key roles of Gympie Regional Council in implementing actions are:

1. To consider actions that are Council core business and look to

incorporate them into Council's Corporate Plan, Operational Plan and

Budget over the next several years.

2. To negotiate with responsible organisations for them to consider

incorporating actions in their operational plans and budgets.

3. To take responsibility for coordinating and supporting arrangements

for the implementation of the Plan.

4. To maintain communication with the broader community

about progress with the Plan.

5. To provide strategic leadership for the community on achieving the

aspirations and actions in the Plan.

6. To annually review the Community Plan.

How the Community Plan Links to Other Strategic Plans

The Community Plan is related to the Gympie Regional Council Corporate Plan, the

Gympie Region Planning Scheme, the Long - Term Financial Forecast and the Asset

Management Plan.

The plans are linked to ensure the sustainability of our Region and our Council. The

Community Plan provides a strategic focus for Council and stakeholders so that

planning can be put in place that will ensure adequate future resourcing for the

delivery of the Community Plan strategies.

The following processes are in place to ensure that the Community Plan informs these

strategic plans.

The goals and strategies in the Community Plan that fall within Council's responsibility

will be identified in the Corporate Plan. The Corporate Plan will be revised and updated

to include relevant strategies and actions from the Community Plan that can then be

translated into the Asset Management and Operational Plans.

The Planning Scheme will be reviewed internally to take into consideration issues

identified in the Community Plan.

Each year as the Community Plan is reviewed, Council's other strategic plans will be

monitored accordingly.

The Community Plan will be also inform any future reviews of the Wide Bay Burnett

Regional Plan.
