Over a month has elapsed since thevery successul conerence and
exhibition in Windsor and it only seems
like yesterday. The BAR Annual
Conerence was ully reported in Junes
edition o R&S and we hope that you
liked the look, eel and enhanced
content o the new ormat. Let us know
your views, we are always looking at
ways to improve, so your eedback is
welcome.
June was a very busy month. We
collated and reported on the eedback
rom the Conerence, which will allow
the Conerence committee to structure
next years event in Newcastle in
accordance with the requirements o
those who support this event. In
addition, the BAR Services Board has
met, as has the QSS Board, the National
& European Council, the Overseas
Group Council, the Commercial Moving
Group Council and the main Board.
What is particularly striking about this is
the amount o work put in behind the
scenes by the volunteers and electedrepresentatives o the Membership, who
sit on these Boards and Councils, which
oten goes unseen and unappreciated
by the wider Membership. Hot topics
discussed were the Membership Criteria
ollowing a period o detailed
consultation, a review o this years
DMotY and CMotY and plans or next
year, a review o the Conerence and
plans or next year, subscriptions,
training, the removals Apprenticeship
(watch out or the newsletter or some
exciting news on the Commercial
Moving Apprenticeship), BAR marketing
plans, the CMG website, the soon to be
developed Overseas group website and
so on the list is extensive. BAR is always
looking at ways to improve
communication to Members. Theintroduction o a weekly newsletter
towards the end o last year was one
such method. Disappointingly only
about 30% o recipients o the
newsletter open and read them. This is
surprising as the content o the
newsletter, apart rom keeping Members
inormed on the latest BAR events and
activities, oer a signifcant amount o
business advice, help and support. For
instance, during the last month there
have been articles and advice on the
eect o the transport issues during the
Olympics and how Ts & Cs can be
strengthened, dealing with employee
absence, an update on pension
reorms, employment law update,
advice on the new EU cookie
regulations, Fedemac update and lots
more.
As well as the BAR LinkedIn group, which
all Members are welcome to join to
discuss and debate subjects o mutual
interest, we also have a presence on
Facebook and twitter ollow the links in
the newsletter.

New plans orroad networkTransport Secretary Justine Greening has set outthe rst steps in a plan to increase the quality
and eciency o the national road network andto reorm the Highways Agency.
Ms Greening also published the terms oreerence or a easibility study to look atinnovative ways o attracting private sectorinvolvement in the road network. The study wascommissioned by the Prime Minister in Marchand is intended to increase eciencies andmake the money that the motorist already paysgo urther.
Ms Greening said our motorways and majorA roads are the backbone o Britain, gettingpeople to and rom work, powering the
economy and keeping amilies connected. It isvital that we start taking positive steps now toimprove how we operate, maintain andenhance our major roads. My goal is totransorm the Highways Agency in to a best inclass organisation...this paves the way or amore ecient, business like and commerciallyocussed operator, which crucially does muchmore to listen and respond to the needs o roadusers. Together with the terms o reerence orthe easibility study, this constitutes anambitious integrated programme or reormingthe road network in both the short and longterm.
The easibility study will explore a rangeoptions to increase private sector involvementand investment in roads, but will not considerroad pricing. It will also determine the role otolling in the provision o new inrastructure,but it will not consider tolling existing capacity.The study will provide a report to the PrimeMinister this Autumn.
Rhian Kelly, CBI Director or BusinessEnvironment policy, said the Governmentsresponse has allen short. Its intention to set along-term vision is laudable, but delaying itsdecision on the Highways Agencys status is amissed opportunity.
There are reports that the uel retail industry will haveto prepare a code o conduct to make sure that pricesin the wholesale uel chain are passed onto theorecourts without delay. Ms Greening said that i novoluntary code o conduct can be agreed, newlegislation might have to be enacted as has been donein countries such as Austria, Denmark and Germany.
The Road Haulage Association welcomed theannouncement. We are constantly highlighting theslowness o lling stations to lower their prices to
correspond with the price o oil, said RHA Chie
Executive Geo Dunning. We have all seen pumpprices shoot up when the wholesale price o oil is highbut the corresponding drop in price when thewholesale price reduces can be painully slow andpump prices oten ail to reach the pre-price hikelevel.
The RHA will continue to oppose the proposal oa 3 pence per litre increase in uel duty on 1 August.However, Geo Dunning said this latest initiativewill go a long way to bringing some relie to all
road users.
Government to clampdown on uel retailers?Another area on Transport Secretary Justine Greenings to-do list is
to consider legislative action to orce petrol retailers to pass on cuts
in the wholesale price o uel. According to the Department or
Transport, despite a 10p all in prices since April, prices at the pump
were just 7p lower at the end o May.
Dartord charges riseFrom October 2012, the level o cash payments at theDartord Crossing in London will increase rom 1.50to 2.00 or cars, rom 2.00 to 2.50 or 2 axle goodsvehicles, and rom 3.70 to 5.00 or heavy goodsvehicles.
The Department or Transport said that undingrom the charge increase will help to pay or ree-fowelectronic charging which will be introduced by
Autumn 2012. Road Minister Mike Penning also saidthe Government will build a new crossing in theLower Thames area. As part o the changes, discountsor those paying the crossing charge in advancethrough the electronic Dart-Tag system will remain.
The enhanced discounts provided to local residentswill also be retained with no changes to the levels ocharges.
A second increase will be made at the point thatree-fow charging is introduced currently orecastas October 2014 to 2.50 or cars, 3.00 or 2 axlevehicles and 6.00 or heavy goods vehicles.
Although welcoming the introduction o ree fow
tolling, the Freight Transport Association has voicedits disappointment at the news o the rise as it hadrecommended pegging the Dart-Tag ee rather thanincreasing tolls.

Scottishdrink drivingcrackdownJustice Secretary Kenny MacAskill hasconrmed that proposals to lower the limitrom 80mg o alcohol per 100ml o blood to50mg will be brought orward later this year.Brake, the road saety charity, has welcomedplans to lower the drink-drive limit inScotland as a priority. Brake would now liketo see the British Government also loweringthe drink-drive limit. However, a 50mg limitdoes still leave some level o conusion or thegeneral public about what is sae, accordingto the charity. While the charity wouldultimately welcome a limit o 20mg or less,
the best message to send out is one o zerotolerance or driving ater drinking.
In 2011, Northern Ireland EnvironmentMinister Alex Attwood announced a package omeasures to tackle drink driving, includingintroducing a lower drink drive limit.
Breath testnumbers all
Ten per cent ewer drivers were breathalysed by
police in England and Wales in 2010 than2009, according to government statistics.Police conducted an average o 13 tests per
1,000 people in the population, but variationin requency o testing was high across orces.North Wales Police conducted 43 tests per1,000 residents, while drivers in the WestMidlands were subject to only test per 1,000people.
Road saety campaigners Brake havewarned that cuts to roads policing acrossGreat Britain would make it harder or thepolice to provide an eective deterrenceagainst drink driving.
In 2010, one in seven road deaths in the UKinvolved drink drivers. 250 road deaths and1,230 road casualties occurred when someonewas over the drink drive limit.
Drewry now monitors container carrier service qualitymonthly or quarterly against 7 Key PerormanceIndicators, including vessel schedule reliability,elapsed time between shipping instruction and bill olading issue, on-time shipment o cargo and port-to-port transit time against schedule.
The latest result represents a 2.9 percentage point
improvement on the previous record 69.4% on-timeaverage recorded in the last quarter o 2011 andmeans that there have been reliability gains in ourconsecutive quarters.
The most reliable carriers in the period were MaerskLine and its sister company Samarine, ollowed byHanjin Shipping.
The low success rate o the key perormanceindicator or elapsed time between shippinginstruction & bill o lading issue, showing thatroughly only 40% o shippers obtain bills o lading
ater three days o submitting the original shippinginstruction, suggests that there is still a lot o workrequired to improve certain commercial processes, theconsultancy said.
Room or improvementin container industryA new report rom Drewry Maritime Research has revealed that
industry-wide vessel schedule reliability improved to 72.3% in the
rst quarter o 2012, but carriers service standards or some
commercial processes remain as low 40%.

This includes cuts to services such as rehabilitationcourses or motoring oenders, training andinormation or young drivers, sae routes to schoolsschemes and school crossing patrols.
The research also shows that over hal o Englishcouncils cut their spending on road saety and tracmanagement by more than ten per cent. O the 152councils contacted, 81 replied.
Spending on road saety saw huge variations. Forexample, Londons Camden Council cut road saetyspending by more than 70 per cent (4m), despite theact that road casualties have increased by 10.6 percent in this borough since 2006. More than 100people were killed or seriously injured on Camdensroads in 2010. At the same time, neighbouringIslington Council increased unding or road saetyand trac management by 134,000.
Spending on roads also varied. Thirty councils(37%) cut spending on road maintenance by morethan ten per cent, but generally, road maintenanceared well with an overall increase o 0.37 per cent.
For example, Northumberland Council cut roadmaintenance by 63 per cent while Blackpool Councilincreased it by 34 per cent.
IAM chie executive Simon Best said in diculttimes, councils can be more innovative and fexible
in their approach by working with the voluntary andprivate sectors to provide the services they can nolonger aord. He said that cutting road saety sohard makes no sense, particularly in the context oroad atalities. The average wage o a lollipop lady is3,000 a year while the cost o each road atality is1.6m. So the returns on investment are huge. As
well as calling or the restoration o casualtyreduction targets so that councils make road saety apriority, the IAM is also concerned that patchyspending on maintenance will not keep pace withcrumbling roads.
Freight trafcto Europe dipsIn the rst quarter o 2012, 608,000 goodsvehicles travelled rom Great Britain tomainland Europe, down 4 per cent on Q1 2011,according to the Department or Transport.
O these good vehicles, 455,000 were poweredvehicles and 154,000 were unaccompaniedtrailers, down 2 per cent and 11 per centrespectively on Q1 2011.19 per cent (85,000) o the powered vehicleswere UK registered, compared with 20 per centin Q1 2011 (95,000).
The DT said that since the early 1990s therehas been a signicant rise in the number ooreign-registered powered vehicles, rom 0.48million in 1996 to 1.45 million in the year
ending Q1 2011. O these oreign-registeredvehicles, 274,000 were Polish-registered,ollowed by the Netherlands (198,000),Germany (127,000) and France (119,000).
In the year ending in Q1 2012, 2.44 milliongoods vehicles travelled rom Great Britain tomainland Europe, 2 per cent lower than theyear ending Q1 2011, and 49 per cent higherthan in 1996, but 16 per cent lower than thepeak in 2007.
Eurotunneltrafc andrevenues upTotal revenue or the Eurotunnel Group in therst quarter o 2012 reached 222.5m, anincrease o 21% compared to 2011.
Shuttle trac increased signicantly in allareas compared to the rst quarter in 2011,particularly or the Truck Shuttles which are allthe more competitive in the current state o thecross-Channel market. During the quarter,Eurotunnel benetted rom the transer o sometrac rom SeaFrance which ceased operationsin November 2011. The number o truckstransported by Shuttles increased to 364,724,21% more than in the same period in 2011, duein part to a higher than orecast level o expressdeliveries in a market which grew by anestimated 2 to 3%. Revenues rom the corebusiness, the transport o trucks and passengervehicles by Shuttles, reached 101.7m, anincrease o 21% compared to the same period inthe previous year.
Port o Tyne acquires more landThe Port o Tyne has acquired 10 acres o landadjoining its Tyne Dock estate in South Shields. It is astrategic acquisition which will support the Portsplans or uture growth in both its existing businesssectors and new areas.
The acquisition is an important addition to thePorts Tyne Dock Estate, which currently oers 750metres o operational quayside. The McNulty siteprovides an additional 250 metres.
The Port o Tyne is one o the UKs major deep seaports and recently announced record cargo volumesand record nancial results or 2011. It recorded a30% increase in turnover and doubled prots, basedon growth in its bulk cargoes such as coal, steel andwood pellet, its container terminal and logisticsbusinesses, and its car terminals.
The Port is urther investing in its container andcar terminals and plans to expand its handlingacilities or wood pellets, which are used as well ascoal by power stations to generate electricity.

Michelinlaunches guideto tyre labellingMichelin is helping truck, bus and coach feetsget to grips with the new EC/1222/2009regulation on tyre labelling, which will comeinto orce rom 1 November 2012.
The company has launched a dedicatedtyre labelling inormation module at http://www.michelinonline.co.uk/trucktyrelabelling/which explains everything feet operators needto know about the legislation, including why itis being introduced, what tyres it covers, anoverview o the dierent rating criteria andwhat benets it oers feets.

provides essential inormation on the threecriteria included within the legislation energyeciency, wet grip (during braking) andexternal rolling noise plus details on whateach individual rating will mean.
Michelin advises: tyre labelling will be agood starting point when it comes to choosingtyres, but feets should remember that thisinormation must be considered in conjunctionwith their own specic business requirements.Its vital to choose a tyre oering the rightbalance o perormance.
Other actors to take into account includetyre longevity, braking on dry suraces,

Highway Code
on smartphonesIn its 81st year, the Highway Code is nowavailable as an interactive app or smartphones.
Much o the Highway Codes content haschanged considerably since its launch in 1931.For example mirrors were not even mentionedin the rst edition and drivers were advised tosound their horn when overtaking.
The new app includes the complete contentso the Highway Code with a search acilitymaking it easy to nd rules and inormation.There are also interactive eatures like quizzes,
a stopping distance calculator and a tool tohelp users identiy road signs.The Ocial Highway Code app is available on
iTunes or 3.99.
World Economic Forumgives thumbs-up to UK
tradeThe Global Enabling Trade Report 2012, released by the WorldEconomic Forum has given a strong rating to Europes majoreconomies or their ability to enable trade, with Finland and the UnitedKingdom both advancing six places to 6th and 11th, respectively, andGermany and France remaining stable at 13th and 20.
The report, which is published every two years, alsosays that East Asian economies have recorded markedimprovements in their ability to enable trade, whiletraditional rontrunners Singapore and Hong Kongretain a clear lead at the top o the global ranking.
Other large economies are less well: the UScontinues its decline to 23rd, as does China (56th)and India (100th). Among emerging economies,Turkey (62nd) and Mexico (65th) remain stablewhile Chile (14th), Saudi Arabia (27th) and SouthArica (63rd) climb in the ranking. ASEAN membersThailand (57th), Indonesia (58th) and the
Philippines (72nd) also improve.The adoption o policies that enable trade will
become increasingly important, not only or
enhancing development in individual countries butalso or generating prosperity in their tradingpartners, according to the report which covers 132economies worldwide.
A widely used reerence tool, the report measures theabilities o economies to enable trade and highlightsareas where improvements are most needed. It helpscountries integrate global value chains andcompanies with their investment decisions.
We learn rom this report that a supply chainapproach to easing border barriers while maintainingquality, security and integrity is increasingly
important to success in trade acilitation, saidRonald Philip, Manager, Supply Chain & TransportCommunity at the World Economic Forum.
Treasury discusses VED reormThe Treasury has conrmed that is looking to makechanges to Vehicle Excise Duty charged on cars, toprotect the tax taken by the Government in an era omore ecient cars which incur less VED because theyemit less carbon.
Treasury minister Chloe Smith said that the
Government is considering whether Vehicle ExciseDuty should be reormed to support the sustainabilityo public nances and to refect the improvements invehicle uel eciency.
The AA has said that this could be a signal that the
government could scrap the tax-ree status o thecleanest cars, such as hybrids. It believes that themove is connected to the need to raise unds to paythe operators o privately run motorways and roads.
There are reports that an on-o up-ront chargecould be charged on new vehicles when they are sold,
replacing the current annual VED payments. In theBudget George Osborne announced VED would rise byinfation, but road hauliers would be exempt rom theincrease.
VED raises almost 6bn a year or the Treasury.

Tax overhaulplanThe 2020 Tax Commission, a joint projectbetween the Tax Payers Alliance (TPA) and theInstitute o Directors (IoD), has called orradical reorm o the UK tax system.
In a 400-page report, the Commission callsor the abolition o eight taxes and the creationo a Single Income Tax.
The 2020 Tax Commission said its proposalswould result in substantial tax cuts or allhouseholds and provide a signicant boost toeconomic growth. For example, a two earnerhousehold, with an income o around 28,000would receive a tax cut o around 3,400.
According to an analysis o the proposals bythe Centre or Economic and Business Research
(Cebr), an economics consultancy, the changeswould increase GDP by 8.4% over 15 years.
Taxes on capital and labour income disguisedas business taxes should be abolished andreplaced with a tax on distributed income, the2020 Tax Commission said. Income Tax andEmployees and Employers National Insurancewould be merged into a single tax on labourincome, with rates levelled down so that certaingroups dont ace higher bills. Corporation Taxand Capital Gains Tax should be replaced witha single tax on capital income dividends,interest and rent at a rate o 30%.

Cadogan TateEssex Bodies, which has been building vehicle bodiesor Cadogan Tate or over 10 years, has just suppliedthe company with another two vehicles, designed andbuilt to their exact specications.
One o the vehicles is to be used to collect anddeliver antiques and works o art that are bought andsold through a very well-known London auctionhouse.
According to Steve Thomson at Essex Bodies, theloading and sae carriage o these potentiallyextremely valuable items required a great deal oplanning. I was glad to be able to sit around thetable with the guys who do the work to get theirthoughts and ideas, Steve told R&S.
Several ideas were put orward including the largecantilever tail lit, which is capable o liting 2,000kg.A nal specication was then agreed.
One o the benets o using our construction isthat we can build into the body the ability to alter it ata later date should it be required, Steve explains.In this case, Cadogan Tate requested that the two
bodies have only one door to the nearside.However, while ollowing this requirement, EssexBodies also designed the ramework in such a waythat a urther three container size doors can be addedin the uture.
There are also retractable pallet table supports andinternal lighting tted in the correct places, therebyoering versatility and keeping the costs o uturemodication to a minimum. The colour scheme andlivery as well as the conspicuity markings were allcompleted by Essex Bodies themselves.

Harrow Greenmoves luxuryshoe storeFollowing ve months o planning, Kurt Geiger,the internationally renowned luxury shoe andaccessories retailer, has moved into its new headoces. Harrow Green was appointed to co-ordinate and carry out the relocation rommulti-foor premises in Regent Street andBermondsey to new headquarters inFarringdon, EC1.
One o the challenges o this move, saidHarrow Greens Wayne Buller, who managedthe project, was the access and parkingrestrictions that apply to Regent Street, whichmeant we could only start loading at
midnight.Harrow Green moved the entire stang

Leatherbarrows solve Gordons kitchen nightmare
Most days in the removals industry can beinteresting but some can be more interesting thanothers, and so it was at Britannia Leatherbarrowsoces in Bournemouth recently.
First thing on a Wednesday morning an emailwas received rom a Mrs Ramsay needing to movethe contents o a our-bedroom house along with aull-size tubular steel ootball goal romHampshire to London, including a ull packingservice by youve guessed it, the Friday,Leatherbarrows Managing Director Rob Dance toldR&S. A quick phone call to the client by SalesEstimator David Bigglestone, established thatindeed the property needed to be cleared within aday and, youre probably a step ahead here already,this was Mrs Tana Ramsay, married to Gordon, theacclaimed che, TV personality and author.
Never one to shirk a challenge, the OperatorRichard Fisher started checking all the existingbookings and scouring the rest o the network orresources. It was touch and go at one point butthen the break he needed arrived with a lastminute postponement or the next day. It was now
all hands to the pump. An urgent call to theRamsays was made to arrange a survey at 16:30,and by 17:00 a quote had been organised with thejob conrmed just past 18:00 that evening. Theollowing morning a crew, vehicle and materialswere in place by 09:00 and the whole house hadbeen packed and loaded ready or delivery by lateaternoon.
Fantastic eciency, said Tana Ramsay whenshe called to say thank you, adding: The crewwere great and it was so nice to deal with acompany who just set to work right away and gotthe job done without any uss.
And the goal? David Bigglestone says:Dismantled and loaded into the van with sixinches to spare! Now thats what I call accurateestimating! But then I would say that wouldnt I!

The relocation o 160 employees started onthe Friday evening when all the computers werepowered down. The process carried onthroughout the Friday night until 1200 andcontinued rom 8.00am Saturday morning,transerring desks, cabinets, chairs and crates oling systems, led by Project Manager GedWhitley.
The whole relocation was complete by9.00pm Saturday evening, working to a colour
coded foor plan, with 4 x dierent coloured lowadhesive labels provided by P. Fahey & Sons. Allworkstations were set up with computers,pedestals, chairs and crates sitting next to desksready or the Rightmove sta on Mondaymorning.
The P. Fahey & Sons crew also carried out thefoor clearance at the old premises, disposing oany redundant urniture, which was taken awayto be environmentally disposed o, on thisoccasion given to a charity to make money ora developing country.
P. Fahey & Sons have carried out relocationsor Rightmove over the last 5 years, working

Nationwide,which is based on a sample o loansissued in any given month, reported that house pricesacross the UK rose by 0.3% in May and were 0.7%lower than in May 2011. The price o a typical homeis now 166,022.
Chie economist Robert Gardner said demand orhomes remains subdued on the back o weak labourmarket conditions, but the lack o homes comingonto the market is providing support or prices. This isin part a refection o the low rate o building inrecent years which has ailed to keep pace withhousehold ormation.
Nationwide said that house prices remain high
relative to incomes, at more than ve times averageearnings, well above the long run average o ourtimes earnings.
Haliax,which bases its index on a sample o eachlenders own loans each month, said that on amonthly basis house prices around the UK increasedby 0.5% in May. The UK average price in May 2012was 0.7% higher than in December 2011, at 160,941.
Housing economist Martin Ellis said that whilstthere has been a modest improvement in the trend orhouse prices recently, the current average UK price isvery similar to the levels both a year ago and at thebeginning o this year. We expect this situation to
continue with prices likely to still be around todayslevels at the end o 2012 as the on-going tougheconomic environment constrains housing demand.
Figures rom The Land Registry(based on actualsale prices achieved or sales in England and Wales)or April record an annual decrease o 1.0% with theaverage house price in England and Wales at160,417. Monthly house prices also ell 0.3% sinceMarch 2012.
The region in England and Wales whichexperienced the highest increase in its averageproperty value over the last 12 months was London
with a movement o 5.1%. London also experiencedthe greatest monthly rise with an increase o 5.1%.Yorkshire & The Humber experienced the greatestannual price all with a decrease o 5.6 %. WestMidlands saw the most signicant monthly price allwith a decrease o 2.7%.
Figures rom the Ofce or National Statistics showthat UK house prices in March 2012 were 0.4 per centlower than a year earlier. Despite the slight decline,house prices continue to lack any real movement withthe current UK average price little changed romwhere it was at the beginning o 2011. This is with theexception o Northern Ireland, which has experienced
strong alls in house prices since 2008.In the 12 months to March 2012, average house
prices decreased by 0.3 per cent in both England andScotland and 10.7 per cent in Northern Ireland. Thesedecreases were oset by an increase o 0.4 per cent in
Wales. The annual decrease in England was driven bydecreases in London, which ell by 0.2 per cent, theSouth East, which ell by 1.4 per cent, and the NorthEast, which ell by 0.9 per cent. This was the rst year
on year decrease in London since October 2009. Thelargest annual increase in regional average houseprices was 2.2 per cent in the South West o England.

Gary is the owner o Sullys Removals, a small but wellknown removals rm in South London. Hes beenworking in the Removals Industry since 1973 whenhe joined the amily business ater leaving school,beore moving to Sullys in 1988 and acquiring thecompany in 1990.
Its a background that gives him a realunderstanding o the issues and problems aced byBAR Members across the country, and he is passionateabout the need or removals companies to share theirconcerns with each other and with the BAR.
A problem shared is a problem solved, he says.Our industry is unique in the way competitors get
together, discuss problems and help each other out.Were rivals but were all riends. Ive been in thisindustry or nearly 40 years, and I know how helpulit is to be able to pick up the phone and talk tosomeone in another company were all goingthrough the same situations. It can make a realdierence to bounce ideas o someone else.
One o the best ways or Gary to meet others in theRemovals Industry over the years has been throughattending BAR area meetings. I know romexperience how helpul these meetings can be to gainlocal inormation, and network with peers, especiallyin the current economic conditions, he says.
Indeed, one o the highlights or Gary as a Directly
Elected Director was the visits he made to many o theBAR areas. During my time as Directly ElectedDirector, it was very ullling to talk to Membersabout their concerns and take any messages back tothe Board.
As Vice President, he will now visit every BAR areaover the next two years, to update Members on BARand industry developments. Gary is concerned by thenancial diculties acing many companies in theindustry. He says his term as Directly Elected Directorcoincided with one o the worst recessions in memory,which has had a lasting impact on removals: Morethan ever beore, what you need now in this businessis determination and trust in others, he says.
He is adamant that the secret to success in theremovals industry is or a company to know its costsand put the right pricing in or a job. This race tothe bottom has to stop, he says. Its not good or
anyone, except possibly the customer. I would say toevery BAR Member get your pricing right! The newcost modelling tool rom BAR is a antastic way tohelp every Member accurately determine margins. Itsnot acceptable in this day and age or people not toknow their costs.

BAR membership criteria reviewBAR Area meetings around the country have been having lively and detailed debates on the new
membership criteria that BAR put out or consultation by its Members.
A recurring question or the South West Area inrelation to the majority o criteria being proposed wasHow do we police it? with the conclusion that allthe criteria must be measureable. Sussex AreaMembers were particularly interested in criteriarelating to independent residence terms, as well aslevels o sta training and proportions o staundergoing this training. There has been a mixtureo views rom Members about the requirement orbusinesses to be run rom an oce rather than roma residential address, with suggestions that aresidential address could be used in cases where thereis a designated oce space at the residence. While theWestern Area Members were in principle in avour o
BARs proposed criteria, they have expressed specicconcerns or suggestions in relation to premises, statraining and O licences.
Yorkshire Area supports VAT registrationAt their meeting in April, the BAR Yorkshire Area,Members rom the Area endorsed the ideas that aspart o the BAR Membership Criteria, companies mustbe VAT registered, possess as a minimum a StandardNational Operators licence and pay an additional120 per annum per location as a contribution toattendance at Area Meetings and Social events.They also suggested that in a new Members rst year,they would be eligible or probationarymembership.
Like many other BAR Areas, or the Yorkshire Area,the issue o VAT registration is crucial. Philip Kidd,managing director o Kidds Services, has written to
BAR Director General Stephen Vickers to stress theimportance o VAT registration. With moderncomputers and packages there is no argument or any
business not being registered or VAT. It is unair thatone part o the economy has a 20% price advantage,particularly when this crosses over also into the areao jobbing builders, who also undertake moves on aFriday/Sat, Philip wrote. The last Government TVcampaign, which ocused on cash payments, wastestament to the success o BARs work in this area, atthe time. That time has again returned. the evening event where we met with old riends andsaw some new aces. We amiliarised ourselves in ournew setting over a traditional Hungarian meal,watching as the photographs o all conerencedelegates appeared on a large screen, cheering as werecognised our international riends and colleaguesbeore enjoying the welcome party, which alwaystends to be a lively aair.
The business sessions this year were excellent, onthe rst day we heard rom Gerard Geijtenbeek oRoldo Rent providing inormation on how to beeective in the current tough economic times.Krisztin Hackl gave a motivational session providing
a guide to dierent personalities which had us all onour eet and sharing ideas.The next evening consisted o traditional
Hungarian entertainment with some antastic horse-riding skills in an amazing show ater travelling instyle on a antastic river boat cruise along the Danube
ollowed by horse drawn carriages to our destination.We enjoyed the traditional Hungarian dish o Goulashwhich was absolutely delicious and the ne winefowed as we networked with our peers beore going toa nearby nightclub or an impromptu party.
On the second day o the business sessions, we hearda antastically well-presented seminar rom BrianLimperopulos o IAM which gave us an insight intoonline marketing solutions and the uture intentionso IAM, ollowed by inormation or successul pettransportation rom Faruk Berberovic o G.K.Airreight Service. Without our leader, Denis Cauleld,
the Peter Pan o the industry, we did not have ourannual scene play unortunately but we heard romDenis over a Skype connection and wish him all thebest and a speedy recovery.
In the aternoon we visited the Budapest Zoo to takepart in team challenge games with huge Aricanhissing cockroaches and a competitive hunt or ateam picture o our allocated animals which I am sadto say, my team did not win but un was had by all.We took a group photo at the spectacular HerosSquare, perhaps the most iconic image o Budapestbeore heading o to our Gala dinner at the beautiulSymbol restaurant and nightclub or our closingparty sponsored by Move One, where, over dinner weall gave our hearty congratulations to Matthieu Odijko Voerman in Holland on his engagement and
upcoming nuptials to another o our Young Movers,Tina Larsen rom Denmark.
Save to say that you arrive back home to eel prettyexhausted ater a jam-packed exhilarating conerencewhich was clearly very well prepared and planned bythe wonderul minds and talents o our Hungarianorganising committee. To coin an English phrase......hats o to them! They did a really brilliant job oshowing us their beautiul city, a real taste o Hungaryand including some o the most interesting businesssessions I have seen so ar, being it so that I haveattended quite a ew conerences in my time, it reallyis quite something or me to say that this has been my

Planning tools launched or LondonsroadsAs announced by David Silvey (pictured) at the BARAnnual Conerence (R&S June page 46), Transport orLondon (TL) has launched an online Temporary
Road Changes planning tool and the Freight Journeyplanner.
The Temporary Road Changes tool enables roadusers to see how dierent areas in London will beaected, postcode by postcode. The new service can beaccessed at www.getaheadothegames.com andincludes inormation about the Olympic andParalympic Route Networks (ORN/PRN) and theRoad Event routes in London, as well as tracmanagement around the Road Events routes andvenues. The Freight Journey Planner (FJP) isdesigned to help reight operators plan their route ora specied size o vehicle, and identiy where to stoplegally. The area o coverage is within GreaterLondon. Routes can also be generated rom or to anyjunction o the M25. Users can select up to amaximum o 26 separate locations or each journey.Each drop o can be assigned a stopping time orloading and unloading thereby creating a total
journey and delivery time. An accurate estimated timeo arrival is calculated or each route based onhistoric trac inormation to enable the tool to

Almost three in ten employers say they willtry and accommodate requests romemployees to work rom home, 17% willextend fexible working opportunities, while

FTA calls or sensible enorcementduring Olympics
The Freight Transport Association has stressed the importance o logistics to the success o theOlympics and the need or the public and customers to be aware o the demands the Games are
placing on transport companies.
Natalie Chapman, FTAs Head o Policy or London,gave evidence to the House o Commons TransportCommittees inquiry into transport or the OlympicsInquiry, alongside representatives o London Councils,the Federation o Wholesale Distributors and theLicensed Taxi Drivers Association.
The inquiry was looking at the transport challengesposed by the Olympic and Paralympic Games,including the impact o Games Lanes and the
Olympic Route Network on road transport in London.Natalie Chapman told the inquiry that the industrywas largely prepared and ready or the challenge thatthe Games will pose. However, FTA members areconcerned how those reliant on logistics are preparingand adapting or the challenges o the next ewmonths. She also raised concerns regarding theadditional costs that the industry will ace in servicingcustomers during the Games.
Many companies have had to hire in additionalvehicles and drivers or the Summer even i these do
not oresee an increase in trade as productivity willslump due to a reduction in road speeds and anincrease in congestion.
Ms Chapman said the vast array o additionalrestrictions that will be implemented or the Olympicsand Paralympics such as the Olympic Route Network,Games Lanes, banned turns and loading bans arelikely to cause conusion even to drivers how knowLondons streets like the back o their hand. We hope
that the boroughs and Transport or London will takea sensible approach to enorcement and will ocustheir eorts on compliance and assisting drivers.Welcoming the decision by the Mayor o London andthe Secretary o State or Transport to reject theincrease in PCN levels to 200 as requested by LondonCouncils and the Olympic Delivery Authority, shewarned: i 130 nes are issued like conetti, we willas an industry, have a very big bill to pick up at theend o the Summer.

QSS Update
Peter Weltenius:a passion or qualityPeter Weltenius, ounder o Expect Move Management, is the new Director o Quality Service Standards
Ltd. He spoke to R&Sabout his experience in removals and the role that quality and standards play in
todays ast changing industry.
Like many people in the industry, Peter started outworking on the trucks during his summer holidaysrom school. Ater compulsory military service in hishome country o Sweden, he started working ull timein 1988, beore joining Pickords in the UK as abusiness development manager, ollowed by a stint atMomentous.
It was in 2000 that Peter struck out on his own,establishing Expect Move Management in Greenord.
The company is heavily ocused on internationalrelocations; Peter estimates that 95 per cent o itswork is international, including a lot o trade serviceto and rom Sweden and other Nordic countries.
Throughout this long and varied career, quality hasalways been a priority. Peter was awarded the FIDIdiploma back in 1992 (top student) and subsequentlybecame a member o the FIDI 35 Club board (youthsections o FIDI).
Without high quality service, I dont believe thatExpect Move would have any enquiries, Peter says.All o our enquiries come rom recommendations our best sales people are our clients.
Peter is now looking to see how to apply this
philosophy to Quality Service Standards Ltd, whoseBoard o Directors he joined as o 18 May. Ive alwayshad a strong interest in quality, he says. In the last20-30 years the industry has changed, but the qualityhasnt changed, and hence our prices haventchanged. This industry needs to improve its quality iit is to increase its margins. Everyone in the industryhas a responsibility to see that happen.
As this is Peters rst senior position with a BARentity, he believes he will be able to give new inputinto the quality arena, coming at the issues rom adierent angle, and contributing, in particular, theinternational perspective that he has acquired on the
ground and rom his experience with FIDI.However, he wholeheartedly agrees with many o theBARs top brass that standards should orm a part omembership criteria. BAR may not need moremembers, but it does need members with higherquality standards, he argues.
For Peter, standards allow Members to charge moreand get a reasonable margin. Too many removalcompanies are operating at cost or even below cost,he says.
Understandably, many company owners anddirectors eel they are too busy and have otherpriorities than attaining standards. Theres a lot opressure on the industry, Peter tells R&S. But
standards are an important way o demonstratingquality.
For this reason, Peter is strongly supportive o theseries o new initiatives rom the BAR Board in the
area o quality. Right now theres a strong push romthe Board to raise quality and improve membershipcriteria. BAR also needs to make sure that corporateprocurement departments and consumers knowabout the criteria or membership.
Keeping things in perspectivePeter says these are tough times or the industry; hebelieves a priority or BAR Members should be how to
manage client expectations, as clients are underincreasing pressure themselves. He cites examples oincreasing numbers o domestic removals wherecustomers are orced to move, and on the corporaterelocations ront, some companies have slashedremoval allowances or their employees and imposedtighter cost controls and restrictions. In these stressuland pressurised times, Peter believes that providing aquality service is one way o ensuring a successulmove and a satised client.
But he is also keen to point out that standards arenot all that matters in the removals world: in theseconditions, it is more important than ever to get thework/lie balance right. We all need to have a good
quality o lie, have hobbies and look ater ourpersonal lives. I run hal-marathons; its a great wayto relieve stress and stay in shape or all thechallenges in the business. Peter Weltenius, Director o Quality Service Standards

CMG News
The Commercial Moving Group (CMG) is a dedicated group of companies
within the British Association of Removers that specialise in all aspects
of commercial relocations.
In the Xpress LaneXpress Relocation is a amily run business based in Milton Keynes, specialising in commercial moving,
particularly in the education, aviation and healthcare sectors. The company has an enviable list o blue-
chip corporate customers and public organisations. Despite dicult market conditions, it is continuing to
invest in its feet and preparing or uture opportunities.
Since its establishment in April 1996, XpressRelocation has ocused exclusively on commercialmoving, with most o its businesses coming rom theeducation, aviation and healthcare segments. Over the
years the company has developed an impressiveportolio o clients, and has recently worked withhousehold names such as Virgin Active, Red BullRacing and Lloyds Pharmacy to take care o all theirmoving needs.
We have a major client, with current contracts inplace, in each o the sectors and together these makeup around 50% o our workload, Sales and MarketingDirector David Stanley says. The remainder o ourbusiness comes rom the banking / legal / accountingsectors, as well as one o moves obtained through oursales and marketing eorts in any industry throughoutMilton Keynes and the Home Counties.
David himsel has been at the company or almostten years, ater ourteen years at a major commercialmover in London. In those ten years, he has helped
Xpress Relocation grow into a orce to be reckonedwith in its market.
We have recently secured a ve year contract with amajor deence client to supply all their oce urnitureas well as the space planning and installation works,in addition to all the moves that go with it, Davidadds.
In the public sector, we have also secured a threeyear deal at the Open University sites throughout theUK to carry out all their moves and also provide a ulldesign and implementation service or the moves and
changes that they carry out on all sites.
Investing in the feetEconomic conditions have led to some belt-tighteningat the company, which streamlined its operationsrecently, but it has also been able to invest in 2012 inadding to its feet o vehicles. In May, the companytook delivery o a brand new 16 tonne vehicle with AirRide suspension, and earlier this year it updated its 7.5tonne feet due to the new emission regulations in
orce in Greater London.The tightening o standards in the Low Emission
Zone in London is just part o the recent trend o
increasing legislation on the transport and removalsindustry, and rising customer expectations. David saysthat the greatest challenge members now ace is inintegrating this legislation at a time where there is a
weak economy and pressure on company nancesacross the industry.
David says that the downturn in domestic moving hashad a knock-on eect on the commercial movingsegment, where domestic movers are now competing at
very low prot margins. The only winner is the clientin this situation, he says. This needs to be addressedsomehow otherwise smaller independent movers willnot be able to continue trading on such margins thenear uture.
The company is also eyeing up the opportunities orgrowth in the current climate. David says that asthings begin to pick up, which I eel may take another2-3 years to do so, we will see many mergers andtakeovers taking place, with the survival o the ttestbeing the key indicator. Branch and network closuresalways create business opportunities.
We also have to be prepared to take on works that inthe past we would have passed on, such as siteclearances; in utilizing our business partners in therecycling and environmental disposal elds, we cansupply our clients with the necessary WEE / Recyclingcertication.
Xpress Relocation also provides DSE Assessment orbusinesses. DSE stands or Display Screen Equipmentand applies to all businesses with more than 15 people.
As part o the Health and Saety Regulations Act 1992,DSE is an assessment that employers must carry out
or employees and their workstations
And as the removals industry continues to transorm,David believes that standards-based membership o theCMG is o course essential, but is less convinced that itis important or domestic movers.
Many clients may have heard o the BAR and thesign o the badge says what it should, but quoting BS1234 in order to secure the move will mean nothing tothe general public, he argues. However standards are
essential in the Commercial Moving Group, as theindustry expects this and many clients also insist nowon BS 8522. Refecting that commitment tostandards, in March this year, the Xpress Relocation
passed its BS 8522 re-assessment or the thconsecutive year, cementing its status as one o theUKs leading commercial movers.
