Srinagar, Nov 1: In what points to rampant and arbitrary use of the controversial Public Safety Act, as many as 582 persons have been booked under the law in the past 116 days in Kashmir, sources disclosed.
Authoritative sources told Greater Kashmir that 582 “civil-ians” have been booked under the PSA during the ongoing pro-free-dom uprising that was triggered by the killing of Hizb-ul-Mujahi-deen commander Burhan Wani by forces in south Kashmir’s Anantnag district on July 8.
Of them, PSA warrants have been executed against 524 per-sons. They have been arrested and lodged in different jails.
During the ongoing uprising, the government has been accused by rights activists and the opposi-tion of arbitrarily using the PSA against protesting youth and separatists to quell the protests.
On October 15, three promi-nent rights bodies-Amnesty Inter-national India, Human Rights Watch, and the International Commission of Jurists-urged the J&K Government to end the use of PSA to arbitrarily detain
people, including children.The State Government also
came under sharp criticism from rights bodies for detaining “minors” under the law.
According to official sources, the North Kashmir’s Baramulla district spread over two police districts, Baramulla and Sopore, leads the PSA tally, with 125 persons arrested under the law against 129 dossiers issued by the district administration till date.
It is followed by Pulwama (79-96), Srinagar (56-74), Anantnag (59-59) and Bandipora (46-57). The Central Kashmir’s Gander-bal district is at bottom of the list with 19 PSA detentions taking place in the area which remained relatively peaceful during the ongoing agitation.
When contacted, Special DG (Coordination/ Law & Order), Dr. SP Vaid said the preventive detentions “have become a neces-sity to maintain law and order in Kashmir.”
“It is necessary to apply the law against those who are pelting stones and leading the agitation,” Vaid said.
“It is necessary to keep these elements behind the bars, other-wise they will ruin Kashmir.”

New Delhi, Nov 1: Concerned over burning down of several schools in Kashmir, the Centre has asked the Mehbooba Mufti government to check such attempts and make efforts for reopening the schools which have been closed for more than 110 days due to unrest in the Valley.
In a communication, the Home Ministry conveyed to the Jammu and Kashmir government to ensure protection of schools, especially those which are vulnerable to attacks, and make all attempts for reopening all educational institu-tions across the Valley.

Tral/New Delhi, Nov 1: Muzzafar Wani, father of Hizbul commander Burhan whose killing sparked unrest in Kash-mir, today expressed "deep pain" over the burning down of schools in the Valley and made a fervent appeal to those behind it to refrain from targeting educational institutions.
Muzzafar Wani, a retired government teacher, told PTI over phone from his residence in Tral of South Kashmir that "as a teacher, whenever a school is burnt down, my heart is set on fire."

Jammu, Nov 1: Eight people including four women and two children died while 23 others includ-ing three army porters were injured Tuesday in the ongoing border spat between Indian and Paki-stan forces.
Sources said Pakistani troops pounded civilian areas with shells both along the Line of Control (LoC) and International Border (IB) in Samba, Poonch, Rajouri and Jammu districts of Jammu region.
Defence sources also claimed that Indian forces killed two Pak soldiers and destroyed around 14 Paki-stani posts causing mas-sive damage to the other side in the retaliatory firing from the Indian side.

Jammu, Nov 1: The heavy shelling from across the border has trig-gered mass migration in the border belts of Samba, Ramgarh, RS Pura and Arnia sectors, the worst hit in Pak shelling which started right since early morning today, sources informed.
Sources informed that in view of the mounting number of injured and “continuous heavy shelling by Pakistan”, the govern-ment, while showing urgency, has virtually declared “health emer-gency” in the border belts cancelling the leaves of all the medicos.
All the SDMs, Block Medical Officers (BMOs) and Director Health Services, Jammu, have been directed to remain in regu-lar touch and work in close coordination with the Government Medical College and Hospital (GMC&H), Jammu, to meet any eventuality, sources informed.

Pak summons Indian envoy; India protests ‘unprovoked firing’

Srinagar, Nov 1: Uneasy calm prevailed in Kashmir on Tuesday even as protests and clashes were reported from South Kashmir’s Pul-wama district against the use of pellets and alleged vandalisation of residential houses by the forces.
Meanwhile, a complete shutdown was observed across Kashmir for the 116th consecutive day bar-ring a few areas of uptown Srinagar, even as there was
an increase in the number of private vehicles and street vendors in city centre Lal Chowk.
Reports said that mas-sive protests were held in Rohmoo village of South Kashmir’s Pulwama dis-trict against the use of pel-lets by the forces that had left over 30 people injured on Monday. The injured included two teenage girls, a woman and two youth, who were hit by pellets in their eyes.

Islamabad/New Delhi, Nov 1: India today protested to Pakistan over the “unprovoked firing” from across the border to give cover to “infiltrators” when its Deputy High Commissioner was summoned for the fourth time in just over a week over alleged "unprovoked ceasefire violations".
"Director General (South Asia & SAARC) Muhammad Faisal sum-moned Indian Deputy High Commis-sioner J P Singh today and strongly condemned the unprovoked cease-
fire violations on October 31 by the Indian Forces on the LoC in Nikial and Jandrot sectors," the Foreign Office said in a statement.
The statement said the firing killed six Pakistani civilians, includ-ing a woman, and wounded eight others.
Singh protested against the unprovoked firing from Pakistani Rangers, saying it was primarily to give cover to infiltrators, Indian offi-cials said in New Delhi.
