Dear Doug; This letter concerns the accompanying Stantec Engineering Limited (Stantec) report titled, Shaft 2 Trade-off Study for Rope and Skip Changing, prepared for Potash Corporation of Saskatchewans Allan Mine (PCSA). This report presents results of scoping level studies performed to determine preferred means for the changing, and in certain cases installing, of the following Shaft 2 hoisting plant equipment: 1. 2. 3. 4. Having reviewed this report in January 2010, PCSA directed Stantec on 14 January as follows: 1. The inclusion of a clamping and lifting device (CLD) and friction winch have been internally recommended; 2. The acquisition and installation of the CLD and friction winch are not expected to be carried out until 2015, earliest; 3. Stantec is to configure engineering and designs for the Underground Expansion Project for inclusion of the CLD and friction winch. The Project facilities thus expected to be affected are a. Site layout, b. Headframe, and c. Collar house 4. Stantec is to state how to get the necessary equipment information to carry out immediately the associated required civil / structural designs such that future CLD and friction winch rope changing features will be accommodated; and 5. Stantec is to assume use of the single winch option for 2011 hoisting plant changeover and subsequent rope and skip changing and maintenance requirements until the CLD, friction winch and associated infrastructure are acquired and installed.

INTRODUCTION BackgroundBeginning from 20 May 2009, and continuing intermittently to present, representatives of Potash Corporation of Saskatchewans, Allan Mine (PCSA) and Stantec Engineering Limited (Stantec) have discussed options for changing of ropes and skips at Shaft 2. By e-mail, dated 14 August 2008, PCSA requested better clarification on rope changing without the clamping and lifting device (CLD) and friction winches.

Option IdentificationIn this trade-off study, the application of sinking-type single rope winches in the rope and skip changing process is referred to as the Single Winch Option. The multi-rope friction winch, together with the clamping and lifting device (CLD), in the application of rope and skip changing, is referred to as the Friction Winch Option. This option includes the CLD as an essential accessory for multi- rope friction winch operation. The CLD would also be useful in conjunction with the Single Winch Option, but was not included as it not a must have for this option.

Trade-off Study ContentThis Shaft 2 trade-off study documents a scoping level presentation on the subjects of rope and skips changing. The presentation includes a Conclusion, Section 2.0; Filtering Criteria, Section 5.0; Estimates of Capital Costs, Section 6.0; Schedules, Section 7.0; Logic for Selecting Preferred Roping Options, Appendix A; and sketches and narratives describing rope changing methods, Appendix F. This study presents Single and Friction Winch options as follows: 1. Initial head rope, tail rope and skip removal during surface change-over; 2. Installation of head ropes, tail ropes and skips following surface change-over; 3. Removal and re-installation of guide ropes; 4. Future head and tail rope changes; and 5. Changing of skips. In this study, the practicality of the change method, the availability of infrastructure and compliance with filtering criteria were considered.

Disposition of this StudyIn the main section of this study immediately following, Single Winch and Friction Winch Options are identified under the heading, Conclusion. In this study, no specific favor is given to either Single Winch Option or Friction Winch Option. Favor is not given because of the following: 1. The significance of opportunity costs (revenue lost as a result of production stoppage estimated in December 2008 as $1 M per day) was not specifically considered in this study. 2. Additionally, PCSA has stated its intention to consider sharing the Friction Winch Option, specifically the friction winch itself, with other PCS potash operations. With respect to this intention, Stantec notes that sharing of equipment also appears practical for the Single Winch Option. 3.
