Club Events


ROYAL TAY YACHT CLUB ~ SAILING INSTRUCTIONS

Instructions 1 to 20 are general and apply to all races unless otherwise stated. Individual race sailing instructions are specific to those races and should be read in conjunction with sailing instructions 1 to 20.

1. RULES

Races will be governed by The Racing Rules of Sailing 2017 - 2020, The RYA Prescriptions, the

rules of each class concerned and these sailing instructions.

2. ENTRIES

Competitors are required to complete the appropriate entry form for all races prior to competing

in the event. Competitors failing to enter will incur a penalty of 1 minute, which will be added to

that yacht's elapsed time.

3. SAFETY

The safety of a yacht / boat / board and her entire management including insurance is the sole

responsibility of the owner/competitor who must ensure that the yacht/boat/board is fully found,

thoroughly seaworthy and manned by crew sufficient in number and experience and physically

fit to face bad weather. The owner/competitor must be satisfied as to the soundness of the hull,

spars, rigging, sails, engine and all other gear. The owner/competitor must ensure that all safety

equipment is properly maintained, stowed and in date and that the crew know where it is kept

and how it is used.

The club and the race organisers shall not be liable for any loss, damage, death or personal injury

caused to the owner/competitor, skipper, crew or other person involved in the management of

the race as a result of their taking part in the race or races.


Neither the establishment of these conditions, their use by the race organisers, nor the inspection

of the yacht under these conditions abrogates the responsibility of the owner/competitor. The

crew are none the less advised to satisfy themselves as to the experience of the skipper and the

adequacy of all safety equipment and insurance arrangements.

PERSONAL BUOYANCY - It is strongly recommended that adequate personal buoyancy is

worn at all times when afloat.

OPEN KEELBOATS, DINGHIES and CATAMARANS - Adequate personal buoyancy MUST be

worn at all times when afloat.

All yachts are required to conform to the following R.T.Y.C. Safety Code.

Yachts competing in Offshore Races are required to conform to the R.T.Y.C. Safety Code

including the additional equipment for offshore races. The Offshore Races will not be open to

Open Keel Dayboats.

For safety purposes Dinghies, Open Keel Dayboats and Keelboats are permitted to carry VHF

radio. This may only be used when racing for the transmission of safety information and for the

receipt of safety and official race information.

Racing Safety Certificate

1. A Racing Safety Certificate must be signed by his owner or his representative, be

countersigned by another boat owner who is not an interested party of the yacht concerned, and

be returned to the Sailing Secretary.

Entries to races will not be accepted unless a valid Safety Certificate has been lodged beforehand.

2. If boats do race without the race officer knowing that no certificate has been received, then

consequently no result will be recorded for that boat, for that day.

3. Spot checks that this equipment is carried may be undertaken anytime during the sailing

season.

RTYC SAFETY CODE FOR KEEL BOATS, INCLUDING SQUIBS & DAYBOATS TAKING PART IN INSHORE SERIES RACES.

The following equipment should be properly functioning and be of a size and type suitable and

adequate for the intended use and size of the yacht. Each yacht will be liable to inspection by

members of the Race Committee.

Equipment to be carried in all races

a) Anchor, chain and warp designed for the weight of the yacht/boat and of adequate length

b) Steering Compass

c) Leadline or echosounder

d) Fire extinguisher (if engine carried)

e) Flares;- Minimum 2 hand (red) and 2 hand smoke (orange). Or suitable alternative: Very pistol

or pack of mini – flares.

f) First aid kit

g) Fog Horn

h) Life jackets and waterproofs for all crew

i) Bucket on line

j) Torch


k) Bilge pump suitable for the boat

l) Clock or watch

m) Engine or paddle

n) Heaving line 4 - 5 fathoms (7.5 - 9.5 metres)

o) Spares and tool kit

Additional Equipment for Offshore races

a) Kedge anchor with minimum of 3 fathoms (5.55 metres) of chain and suitable warp

b) Hand Bearing Compass

c) Charts (for area to be sailed) and instruments

d) Radio capable of receiving weather bulletins

e) Navigation Lights

f) Radar reflector

g) Second fire extinguisher

h) Lifebuoy with self igniting light and 33 metres of floating line.

i) 33 metres of floating line

j) 2 Parachute flares; 1 hand (red); 1 hand (white)

k) Life raft or rubber dinghy and pump (pump to be attached to dinghy)

l) An engine, either inboard or outboard

m) Safety harnesses for all crew

n) Suitable attachment points for safety harnesses

o) VHF radio transmitter/receiver

p) Soft wood plugs for all holes/outlets in hull and to be attached or adjacent to the appropriate

fitting

4. INSURANCE

All entrants must have and maintain insurance cover against Third Party and Passenger Liability

for an amount of at least £2,000,000 or as prescribed by Class Rules, whichever is the greater.

5. RIVER TRAFFIC

Attention is drawn to Rule 9(b) of the International Regulations for Preventing Collisions at Sea and

Dundee Port Authority Bye-Laws listed below.

While racing any yacht which is unable for reason of lack of wind, or any other cause to sail clear of

any commercial vessel passing up or down the river, shall paddle in order to get clear, and thereafter

retire from the race and so notify the Race Officer.

In the event of the Race Officer or member of the Race Committee observing that a yacht has

contravened the Bye-Laws the Race Committee may proceed against the yacht in accordance with

RRS 60.2(a) and (c).

Whenever possible, a safety boat will proceed in front of the commercial vessel passing up or down

the river. Any yacht sailing in the prohibited area, i.e. the area between the safety boat and the

commercial vessel, will be disqualified from that race and may be liable to prosecution under

local harbour bye-laws. The person in charge of the safety boat shall be the sole arbiter of the correct

distance the safety boat will proceed in front of any vessel. Any yacht, which causes the safety boat

to alter course, will be disqualified.

Safety boats engaged in ship escort duties may fly a blue flag.

IRPCS Rule 9(b)

A vessel of less than 20 metres in length or a sailing vessel shall not impede the passage of a

vessel which can safely navigate only within a narrow channel or fairway.


Bye-laws for the Regulation of Vessels Navigating the River Tay Estuary No

obstructions to other vessels

A vessel whether under power or sail which is not confined to the main channel shall not make

use of the main channel as to cause obstructions to other vessels which can only navigate within

such a channel and shall give other vessels a clear course and as wide a berth as safe navigation

requires.

Vessels not to impede or endanger other vessels

No vessels shall enter or cross the main channel except when the channel in the vicinity of the

vessel is clear and only in such a manner as not to impede or endanger other vessels navigating

the channel.

6. HANDICAPS DINGHY CLASS

The RYA Portsmouth or ISAF Handicap System will be used for all races.

The results of the racing will be calculated by the conventional corrected time method or on the

average lap time method described below. The method to be used will be displayed on the notice

board.

Average Lap Time Method - The race will end with the flying of Flag “S” from the Race

Box/Committee Boat at which time each yacht will complete the lap on which it is sailing. The

results will then be calculated based upon each yachts average corrected lap time around the

set course of the race, using the formula;-

elapsed time x 1000 x Max Number of laps sailed by a yacht

P.Y. No x Number of laps sailed by the specific yacht

The corrected average lap time will then be multiplied by the highest number of rounds completed

in the race by the fastest boat or boats to establish the overall placings.

Should a yacht have a higher corrected time than one of her competitors with the same, or lesser,

handicap number and that yacht has completed a greater number of rounds, then that yacht’s

final result may be calculated on the same number of rounds completed by her competitors with

the same, or lesser, handicap with the additional round or rounds discarded. The decision to do

this will be that of the Race Committee, which will be final.

KEEL CLASS

The RTYC Handicap System will be used for all races.

Yachts are required to comply with the spirit of Cruiser Racing, i.e.bunk cushions and cookers /

stoves must be carried in place.

Any deviation from Class Rules must be notified in writing to the Race Committee prior to

racing.

Restricted Sail (RS) Class Yachts will not fly spinnakers or cruising chutes whilst racing. If RS

yachts are racing in a class with yachts using spinnakers or cruising chutes an allowance of 4%

will be added to the PY number for the RS yacht

7. FINISHING

In all races, yachts should check and record their own time as they cross the finishing line in case

they may not have been seen due to darkness, severe weather or pressure of yachts. When

possible, the names of yachts finishing immediately ahead and astern should be noted.


Yachts finishing an Offshore Race/s where there is no Race Officer, should record their own

finishing time/s and deposit it/them in the mail box at the main clubhouse.

8. RETIRALS AND DECLARATIONS

A declaration is required from the helmsman or owners representative of yachts which have

RETIRED from the race. The retiral sheet will be at the race office and must be signed within 1

hour of finishing or coming ashore, whichever is the earliest. Failure to sign will result in

disqualification.

All yachts retiring from offshore races must report to the Sailing Secretary as soon as possible.

9. COMMUNICATION WITH COMPETITORS NOTICES

Notices to competitors will be posted on the official notice board located at the downstairs race

office by the beach clubhouse. Notices posted on the official notice board may also be posted at

the main clubhouse.

SIGNALS ASHORE - Signals made ashore will be displayed at the race box.

CHANGES IN SAILING INSTRUCTIONS - Flag `L` flown before the scheduled start of a race

will denote that a change in the sailing instructions has been posted on the notice board. This

shall constitute official notice to each yacht in accordance with RRS 90.2(c) and it shall be the

responsibility of all competitors to consult the notice. Oral changes may be given on the water to

each competitor before the warning signal by an official boat displaying Flag “L”.

POSTPONEMENT SIGNAL MADE ASHORE AND AFLOAT - Flag AP with 2 sound signals

means the race is postponed. 1 sound signal will be made when flag AP is lowered.

Other flags may be nominated for use at race officer’s discretion.

11. STARTING PROCEDURE

Races will be started in accordance with RRS 26 with classes starting at 5 minute intervals other

than races with special instructions

INDIVIDUAL RECALLS

Individual recalls will be signalled in accordance with RRS 29.1 when a boat or boats are on

course side at the starting signal Flag X will be flown until all such boats are completely on the

pre-start side of the starting line or until 4 minutes have expired whichever is the earlier.

13. GENERAL RECALLS

General recalls RRS 29.2, in the event of a general recall the First Substitute which will be flown

to signal a general recall will be lowered one minute before the next scheduled class start. No

sound signal will be given. The Normal Starting sequence will not be interrupted by the general

recall. The start sequence for recall classes will commence after the last class to start normally


or 1 minute following the lowering of the First Substitute in the case of a recall class where there

are no other class starts.

14. SHORTENED COURSE

Courses will be shortened in accordance with RRS 32.2

15. ENTERING OR LEAVING THE RIVER TAY ESTUARY

All yachts must pass between the Red Middle and Green Middle buoys and the Abertay Cardinal

and Abertay Red Buoy when entering or leaving the River Tay.

16. PENALTIES

In accordance with the RRS and RYA Arbitration Scheme. The exoneration penalty in the case

of arbitration shall be 20%.

17. PROTESTS

Protests shall be written on forms available at the race office and lodged at the race office in

accordance with RRS 61. The time and place of any protest hearings will be posted on the notice

board in the main clubhouse after acceptance of protests. It is the duty of a yacht to find out

whether there is a protest against her and to collect her witnesses when appropriate. In

accordance with the RYA Rules Disputes procedure, on lodgement of a valid protest form within

the normal time limit, upon the agreement of all parties there is the option of RYA arbitration.

18. SCORING

The low points scoring system, RRS A4.1 will apply;

a) 2 or more boats will constitute a race

b) Ties will be broken by the number of first places procedure

5 from 6 races, 4 from 5 races to count. 4 races or less all to count.

All EVENING POINTS SERIES - SQUIBS

5 from 6 races, 4 from 5 races to count. 4 races or less all to count.

THE SQUIB CLASS CHAMPION TROPHY

Awarded to the boat with the best combined results 4 races from Series 1, 2 and 3

THE DINGHY & Dart 18 CLASS CHAMPION TROPHIES

Awarded to the boat with the best combined results 4 races from Series 1, 2 and 3

THE KEEL & SQUIB TUESDAY SERIES

The number of races to count for the series will be as follows;

7 from 9, 6 from 8 or 7, 5 from 6, 5 or less races no discard.

19. DUTIES

Series race duties (Race Box and Safety) will be allocated by the class captains. A boat which is

unable to compete through being on duty, will be awarded points equal to the average points

scored for the races she sailed in that series.

Points awarded for duties will be eligible for inclusion in the calculation of overall results. It should

be noted that a number of people are doing 2 duties which will both count.

Name of duty boats should be entered at the head of the Race Entry Sheet. No points for duties will be awarded if they are not claimed when the duty is completed.


20. TIME LIMITS

If any yacht in a class finishes a race within the prescribed time limit, racing will be extended for

all other yachts in that class. The time limit and the length of extension are specified in the

individual race instructions. When no yacht in a class finishes by the time limit, the race will be

deemed to have been abandoned.

21. EVENING POINTS RACES

STARTING LINE

The starting line will be the extension to seaward of a line between 2 triangles at the race box.

Mark `A` limits (see section 25 for start / finish line definition) the water to be sailed, which will

not necessarily be exactly on the line.

COURSE SIGNAL

Squib Class - The course to be sailed will be indicated by a number displayed on the race box

on Red course boards.

When an ORANGE FLAG is displayed at the Race Box MARK K (NEWCOMBE) will be

replaced with an ORANGE PILLAR laid east of the NEWCOMBE.

Dinghy Handicap - Courses will be set by the race officer and displayed at the race box.

N.B. - `$` denotes the start line. Marks shall be rounded or passed in the order stated. (P)

indicates a mark to be rounded or passed to Port. (S) indicates a mark to be rounded or passed

to STARBOARD. All marks are rounding marks, except those which are not touched by a string

taut around the course from the start to the finish, they are passing marks.

22. KEEL TROPHY RACES

START TIMES - Start times for all races vary and are as in Appendix A, attached.

STARTING LINES, COURSES & FINISHING LINES – With the exception of the start of the race

from Arbroath, all races will start and finish at RTYC Orange ‘A’ mark.

TIME LIMIT – Refer to Appendix A

All competitors must enter as instructed in Appendix A.

All yachts must be registered with Aberdeen MCA on Form CG66.


N.B. - ATTENTION IS DRAWN TO S.I. 15

RTYC Current Navigation Marks Co-Ordinates

N.B. These positions are for guidance only and must not be relied upon for navigation

purposes.

FINISHING LINE - The finishing line will be formed between the triangle on the race box and

mark `A` at RTYC. Competitors are requested to take their own times on all races. Start and

24. NON-SERIES RACES AND EVENTS

Courses are as stated in these instructions or set by the race officer as required.

STARTS/FINISHES - Unless specifically stated, all starts and finishes will use Orange mark `A`.

SPECIAL INSTRUCTIONS

1. For gate starts from RTYC yachts should record their start time when they first

cross the start line from west to east. For the race from Arbroath yacht start times

will be taken when the yellow outfall buoy is passed to port.

2. The start mark for all RTYC starts will orange ‘A’

3. For all Trophy Races it will be assumed that all yachts will use spinnakers. Any

yacht sailing white sail must advise the race box and other competitors by VHF

approx. 45 minutes before the start

For navigation of the Tay Rail Bridge all yachts must use the navigation spans

plus one span to the north and south.

For the navigation of the Tay Road Bridge all yachts must observe the spans with

fenders as obstructions i.e the navigation spans plus one span to the south. The

navigable spans for all races will be 3 spans to the south of the obstruction.

APPENDIX B

Addition of Clause 25 to the 2017 Sailing Instructions

Definition of the Start / Finish Line

25. START / FINISH LINE DEFINITION

Wherever possible there will be two permanent marks laid in the start area. One will be black

and the other orange/yellow. The purpose of these marks is to minimise line bias by the selection

of the one appropriate to the conditions. The Race Officer will determine which mark shall be

designated the start mark for each race. Communication of this prior to the start of a race will be

shown on the course chart displayed at the race box or in the case of those racing to the official

course charts (currently the Squib class only) by the display of the appropriately coloured board

next to the course board on the race box. Unless otherwise advised the mark designated as the

start mark ($) for each race shall also be the “A” rounding and finishing mark. In the event of

there only being one mark in the start area then this shall be the start and “A” mark for rounding

and finishing.

Where there are two start marks the orange/ yellow mark shall be used for RTYC Series and

Keel Series races for the starts and finishes.

For all races the Start / Finish mark and Mark A in the course will be the Orange A. All

races will be white sail.

The course for each race will be transmitted on VHF Channel 37/M1 approx 30minutes

before the start. Yachts should contact David Williams –Whizz on VHF Channel 37/M1, to

enter. Whizz will be the starting yacht and will count down the start on VHF

4 races must be sailed to constitute a series. The number of races to count for the series

will be as follows;

7 from 9, 6 from 8 or 7, 5 from 6, 5 or less races no discard.


Yachts should take their finish times as the Race Box will not be manned. Finish times

should be forwarded to David Williams.

APPENDIX D

Addition of Clauses 26 and 27 to the 2017

Sailing Instructions

Clause 26 - Sail Plans for Multi Rigged Boats

For boats such as Laser, Topper and Feva that have different rig options and therefore different handicaps you must elect at the start of each series which rig you are going to use. That will determine your handicap for the series. You must retain that rig for the series except for the option to use a smaller rig, but your handicap will remain that of the larger rig

Lasers with 2 rigs, the larger standard rig and the smaller radial rig must specify at the start of the series which rig you are entering under. If you enter the smaller radial rig then your handicap will be that of a Laser Radial. It is not permitted then to sail with the standard rig.

By entering as the larger standard rig your handicap will be that of the Laser Standard. In certain conditions you can opt to use your smaller radial rig but your handicap will remain that of the standard rig.

The RS Feva has the larger XL rig and the smaller standard rig, with different handicaps. The same

conditions as above for the lasers apply for the Fevas.

Clause 27 - Addendum to ISAF Rule 45

Rule 45 states in line 1 “A boat shall be afloat and off moorings at her preparatory signal”. Any boat

in contravention of Rule 45 line1 as described above will incur a 20% time penalty.
