The City of Beaverton (pop. 97,514) is a major economic hub in the Portland metro area, along with being Portland’s second-largest suburb and the fifth-largest city in Oregon. HIGH TECH & CHIP MANUFACTURINGAttracted by the Portland area’s educated workforce and relative low cost of doing business, tech companies continue moving to Portland—opening major branches and, in some cases, relocating to the area entirely.

With over 19,300 employees, Intel is the area’s largest private employer. Intel acquired its first Portland location in 1974. The company is currently expanding its presence with forthcoming D1X microprocessor chip facilities at the Ronler Acres Campus in Hillsboro. This is part of a five-year, $6 billion expansion, and is part of the company’s long-term plans for growth. Intel is the largest property taxpayer in Washington County, with payments of approximately $30 million a year.

Other notable Portland-area high-tech companies include ON Semiconductor and Tektronix.

SPORTSWEARNike has its world headquarters in Beaverton and employs 12,000 Portland-area residents. The company designs, develops and manufactures footwear, apparel, equipment and accessories. From here, Nike orchestrates production and design for one of the world’s most recognizable brands. In 2019 Nike will complete a $1 billion expansion of its Washington County campus.

HEALTHCARE AND RESEARCH

Health services are another major employment sector for the Portland area. The top healthcare employers in the area are Providence Health Systems, with 17,543 employees, and The Oregon Health Sciences University (OHSU), with 16,200 workers. 1. RENTS Rents are based on a April 2019 rent roll. Current scheduled rents average $1,149 per unit or $1.30 per sq ft. The projected rents are based on highest achieved rents for most units. The increase to the market rents is 3.9% over current scheduled. More than one unit has achieved the highest achieved rents indicating the ability of the property to continue to increase rents.

2. VACANCY, CONCESSIONS, AND BAD DEBT/RECOVERY

Royal Crest Apartments experienced above market-rate vacancy over the previous 12-months due, in part, to the renovations at the property. The projected operations stabilized the vacancy at 5.0%. The projected operations include an additional economic loss of 0.5% for concessions and bad debt.

3. OTHER INCOME Other Income includes administrative fees, month-to-month income, pet fees, laundry income and utility charges (RUBs). For the previous 12 months, other income totaled $34,070, the majority of which is from utility collections (RUBs). Royal Crest Apartments implemented RUBs in 2017 and are now fully realized. Residents are charged approximately $59 per month for water, sewer, and garbage. The RUBs cover more than 70% of those total expenses.

OPERATIONS ANALYSIS4. PROPERTY TAXES Oregon’s property taxes are evaluated on a fiscal year starting July 1. Property tax values for the 2018-2019 tax

year were published October 15. Projected operations include current taxes for the 2018-2019 property tax year.

Royal Crest Apartments’ taxes increased 3.74% over 2017-2018. In Oregon, property taxes are not reassessed on sale and are limited to a 3.0% annual increase at the state level. Property taxes paid prior to November 1 each year receive a 3.0% discount. The gross property taxes for Royal Crest Apartments, which are adjusted for the 3.0% discount, for the 2018-2019 tax year total $45,381 and are used in the projected operations.

5. PROPERTY INSURANCE Property insurance reflects the current policy premium of $11,532 annually or $240 per unit.

6. MAINTENANCE/REPAIR The management fee has been adjusted to reflect costs for a property like Royal Crest Apartments in the metro area that is managed by an independent, third-party management company. The management fee is projected at 3.0% of GOI (Gross Operating Income).

7. TURNOVER Turnover has been adjusted for painting costs which are considered capital costs. The turnover expense represents costs for cleaning and make-ready processes in a unit and does not include capital expenditures.

8. RESERVES Lenders require reserves be set aside to address future capital costs associated with any property as it ages. The projected operations include reserves of $250 per unit or $12,000 annually.
