SAILING INSTRUCTIONS

for the

Second Pursuit Series

1. RULES

1.1 Club racing will be governed by the rules as defined in The Racing Rules of Sailing 2017 – 2020 (RRS), the Notice of Race and these Sailing Instructions.

1.2 Local regulations will apply concerning safe navigation in close proximity of commercial and military vessels restricted in their ability to manoeuvre, and dive vessels. Full details will be given in the sailing instructions.

1.3 World Sailing Special Regulations 2020-21 for Inshore Racing, Appendix B, for all boats except Flying Fifteens, and Appendix C for Flying Fifteens, except that boats unable to comply with these regulations may be permitted to take part in these races at the Race Officer’s discretion.

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the RCYC website and may be communicated using the RCYC Racing WhatsApp group. Competitors who wish to join the group should contact the Sailing Secretary. Failure to receive WhatsApp messages shall not be grounds for redress. This changes RRS 60.1(b).

3. CHANGES TO SAILING INSTRUCTIONS

Any changes to the sailing instructions will be posted by 0900 on the day it will take effect.

4. SIGNALS MADE ASHORE

Signals made ashore will be displayed on the flag mast at the RCYC. Details of signals displayed ashore may be communicated using the WhatsApp group. Failure to receive WhatsApp messages shall not be grounds for redress. This changes RRS 60.1(b).

5. SCHEDULE OF RACES

Racing is scheduled to take place on 7, 21 and 28 August and 4 and 11 September.

6. START TIMES

The schedule of designated start times will be published on the RCYC website and may be communicated by WhatsApp. Failure to receive WhatsApp messages shall not be grounds for redress. This changes RRS 60.1(b).

7. RACE AREA, COURSES AND MARKS

7.1 Regatta style courses will be set in the Carrick Roads and may extend into Falmouth Bay, using navigational, PoFSA fixed marks and laid marks. A chartlet showing the locations of the marks and their descriptions is at Appendix A.”

7.2 Course information will be announced by VHF on channel 72 at ten minute intervals during the start sequence. Failure to hear or receive a VHF broadcast shall not be grounds for redress. This changes RRS 60.1(b).

8. AREAS THAT ARE OBSTRUCTIONS

8.1 Mooring areas. Straight lines between the course sides of the mooring buoys (whether a vessel is attached or not) of the outer line on both sides of the fairway are designated as continuing obstructions: see the moorings exclusion chart at Appendix B.

8.2 Prior to racing and after boats have finished racing, no boat should navigate within any mooring areas as shown on the attached moorings exclusion chart, except that: a. When making way to the start line from their mooring or returning to their mooring after

racing, and if necessary in order to avoid boats racing in the fairway, boats may navigate at

reduced speed and with due caution inside the first row of moorings next to the fairway on the Falmouth side.

b. In addition, boats making way from a mooring on the Flushing side shall cross the fairway at right angles, or as near to right angles as practicable. If tide permits, Firebirds may navigate in the space between the shore and moorings.

8.3 Commercial shipping. Moving exclusion zones around commercial vessels constricted by their draft or size are designated obstructions. Such exclusion zones extend to 100m on all sides of the vessel and include tugs, pilot boats and safety boats escorting the vessel. No competitor is at any time to enter the exclusion zone, and, if becalmed, is to use their engine or other means of propulsion to move out of the way. This should only be sufficient to move out of the exclusion zone, and the distance travelled should be the shortest necessary to keep clear. Competitors who unnecessarily interfere with shipping bring the sport into disrepute and shall be reported by the race committee under RRS 69 – Gross Misconduct.

8.4 St Mawes south cardinal buoy (Lugo Rock). St Mawes south cardinal buoy is designated an obstruction and boats shall pass to seaward of the buoy.

8.5 Diving activity. A 30m exclusion zone around a dive boat displaying IC flag A, an orange pillar mark indicating a diver beneath the surface, and a diver on the surface are designated obstructions. No competitor is at any time to enter the exclusion zone.

9. THE START

9.1 The starting line is a transit through the RCYC flagpole and a triangle on the clubhouse, which is defined at its inner end by the line of moorings and its outer end by Flushing New Quay.

9.2 No starting signals will be made. This changes RRS 26. 9.3 Boats are not to start before their designated start time; GPS time shall be used. 9.4 Boats which have not started shall avoid the starting area until five minutes before their

designated start time. 9.5 A boat that does not start within ten minutes of her designated start time shall be scored Did Not

Start without a hearing. This changes RRS A4 and A5. 9.6 Boats OCS at their designated start time will be given a five minute time penalty without a

hearing. This changes RRS 35, A4 and A5.

10. THE FINISH

The finishing line is a transit through the RCYC flagpole and a triangle on the clubhouse, which is defined at its inner end by the line of moorings and its outer end by Flushing New Quay.

11. PENALTY SYSTEM

RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

12. TIME LIMITS AND TARGET TIMES

12.1 The approximate target times for the reference boat in each race shall be as shown in the table below:

Failure to meet the target time shall not be grounds for redress. This changes RRS 62.1(a).

12.2 Boats failing to finish within 45 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5.

13. PROTESTS AND REQUESTS FOR REDRESS

13.1 Protest forms are available from the Sailing Secretary. 13.2 The protest time limit is 90 minutes after the last boat has finished each race or the race

committee signals no more racing today, whichever is later. 13.3 Notices will be posted as soon as possible to inform competitors of hearings in which they are

parties or named as witnesses, and the location of the protest hearing. These notices will also be communicated by WhatsApp.

14. SCORING

14.1 Two races are required to be completed to constitute a series. 14.2 In this series:

a. When fewer than five races have been completed, a boat’s series score shall be the total of her worst scores.

b. When more than four races have been completed, a boat’s series score shall be the total of her worst scores excluding her worst score.

15. REPLACEMENT OF CREW OR EQUIPMENT

There is no limit on the substitution of crew or equipment during a series, provided that boats comply with Government Covid-19 guidance pertaining at 1800 on the day of the race being sailed.

16. RADIO COMMUNICATION

16.1 The VHF race management channel will be channel 72. 16.2 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall

not receive voice or data communication that is not available to all boats.

17. SAFETY REGULATIONS

17.1 A boat that retires from a race shall notify the race committee by radio on Channel 72 or by telephoning the Sailing Office on 01326 311105 as soon as possible and no later than 60 minutes after finishing or retiring. Competitors not adhering to this procedure may be subject to protest by the Race Committee.

17.2 SMOD, MOCRA & FF15 competitors shall wear personal flotation devices (PFD’s) at all times whilst afloat.

18. PRIZES

In addition to Club trophies for first boats, keeper prizes will be awarded as follows: a. Average 7 or more starters prizes for 1st, 2nd and 3rd

b. Average 4 to 6 starters prizes for 1st and 2nd c. Less than an average of 4 starters prize for 1st

19. RISK STATEMENT

RRS 4 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone."

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

a. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

b. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

c. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

d. Their boat is in good order, equipped to sail in the event and they are fit to participate; e. The provision of a race management team, patrol boats and other officials and volunteers

by the event organiser does not relieve them of their own responsibilities; f. The provision of patrol boat cover is limited to such assistance, particularly in extreme

weather conditions, as can be practically provided in the circumstances; g. It is their responsibility to familiarise themselves with any risks specific to this venue or

this event drawn to their attention in any rules and in any information produced for the venue or event and to attend any safety briefing held for the event;

h. They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew.

20. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000,000 per event or the equivalent.
