Houston have been appointed Assistant Director of Medical Services and Deputy-Assistant Director of Medical Services (Sanitary), 1st (Peshawar) Division respectively, and Colonel R. Kirkpatrick, C.M.G.; Assistant Director of Medical Seryices, Abbottabad and Sialkot Brigades.

"Lieutenant-Colonel J, Ritchie has been appointed to the command of the Station Hospital, Sabathu, and Major F. W. Hardy to Allahabad.

" Leave.-The following letter has been circulated to all Administrative Medical Officers in India, and will be of interest to officers who are posted in India in the future ;-

" , So far as the exigencies of the Service admit, I am anxious that all Royal Army Medical Corps officers serving in India obtain their full period of sixty days' leave every year, and also six months' general leave once ,during their tour of service in this country. The unanimous consensus of opinion is that the restriction of Royal Army Medical Corps officers to a period of six months' general leave will allow of more officers being able to avail themselves of these privileges. I therefore consider that except in very exceptional circumstances, which must be fully explained by the

applicant, a longer period than six months should not be granted by the Divisional Commander; but it should be clearly understood that all questions of leave of officers are primarily for adjustment by the Divisional a~thorities, whose decision will invariably be upheld by me so far as practicable.

" 'It is immaterial whether the six months is taken in or out of India, and an officer, under ordinary circumstances, should not be granted more than one such period in his f u11 tour.

,. , I would add that, in the event of there not being sufficient tour-expired officers available for duty on homeward bound transports, duty passages will be allotted to a limited number of Royal Army Medical Corps officers to whom you propose to grant leave. Endeavours should therefore be made to arrange the dates so as to enable them to obtain passages either on the homeward or outward voyage accordingly. Preference will be given to those who have been longest in India.

NOTES FROM CEYLON.--Staff-Serjeant A. McOreeth writes, January 23, 1913: "It is not very often that one sees any account of the comings and goings, or of the doings of the members of the Corps stationed in the pear-shaped island known as the , Gem of the East,' so I think that it will not come amiss to send the following notes.

"The great event of the year abroad-from a military point of view-the arrival of the Trooper bringing relieving drafts, and the departure of the same with those whose tour had expired, took place last November.

"Regarding sport in Cey~on, we are fortunate in having such an enthusiastic Presidel).t as Lieutenant-Oolonel M. L. Hearn, whilst Oaptain P. G. Hyde ably carries out the duties of Honorary Secretary. Being only a small unit, we are amalgamated with the A.S.C. and A.O.O. forming the Staff and Departmental Sports Club. Our Oorps furnishes the majority of the .players in the various games played. There is a Pootball League in the island, and the team entered and did Ifairly well, finishing up fourth in the table, with a record of seven matches won, four lost, three games drawn. We lost several players on the departure of the trooper for 'England, but judging by the form shown by some of the new arrivals, and the general enthusiasm which prevails, it is hoped that the team this season will be even more successful than last.

"There is no League for either cricket or hockey, but friendly games are played, and the club does very well.

"Christmas was celebrated here in a fitting manner. On Ohristmas Eve there was a tea and Christmas tree for the children in the garrison serjeants' mess, of which the ~erjeants of the Corps are members. .

"On Christmas Day the company sat Gown to a sumptuous dinner, admirably cooked by Lance-Corporal Green, to whom great praise is due, also to the committee for the tasteful manner in which the dining. room was decorated.

"In the unavoidable absence on inspection duty of our Commanding Officer, Lieutenant-Colonel Heam, Major E. P. Sewell, accompanied by Captain P. G. Hyde, visited the company when they sat down to dinner, Rnd after wishing them the compliments of the season, referred, in a very neat speech, to the various successes that the Corps had met with during the year, both in sport and in various examina­tions (Corps and Educational). The health of the officers was proposed by Serjeant­Major B. C. Dring and was enthusiastically carried out with musical honours.

" In the evening a most enjoyable smoking concert was held, to which the numerous friends of the Corps in the garrison were invited; every item on the programme was well received by a very appreciative audience, the evening passing only too quickly, 'God save the King t' bringing the concert to a close at 12 o'clock, everybody agreeing that Christmas, 1912, had been the most enjoyable and happy one that they had spent in Ceylon.

also increased their garrisons, and Tientsin now holds a large force of International troops, as the following numbers will show:-

"British, 2,015 (including 625 Indian troops); American, 993; French, 1,071; German, 272 ; .Russian, 66(; Austrian, 45; Japanese; 1,344 ; Italian, 12.

"Since the revolution the' railway from Peking to the' G;reat· Wall' at Shan-hai­kwan . has been guarded: by . foreign troops, the British, American; French, Russian and J apaIleseeach holding aSt)ction' of the line.

" England.is not 1lht) only country that had reaSon to .gru~ble .at the weather during the past summer, as .the rainfall here broke all previous records; the result being that from July onwards polo and shooting have been practically ncm est. Since that month our polo:ground has be.en under water, which was 'most unfortunate, as polo is it very cheap . amusement here arid within .the reach of anyone who desires to play. The Mongolian pony, though by no means heautiful to look at, is JilUch better than his appearance would lead one ,to think; and he has the advantage of being procurable for a sum varying from six to ten pounds: The untrained pony-:-o'r griffen, as he is called locally-is, I should imagine, the most vicious form ofhorse·fieshthat can be found in any country, and even when trained a, large percentage of ,them can never be'induced to play polo or even remain on,. or in the vicinity of,thEl' ground while the game is going on .. A Tientsin '. team visited Peking in June, beating a team representing the latter city ,by 7 goals to 2.' The Corps was represented on both sides, Captain Hart playing for, Peking, and Major Hartigah for Tiehtsin.

"Small game shooting-mostly dUIlk. and snipe-'-is usually very good in, the vicinity of Tientsin during the ~pringand autumn, but in 1912 the wily snipe who visited us. in' large numbers during. the spring, was flooded out in. the autumn and consequently made no stay with us on.his journey south ... " .

~'Skating,whichis.tbe most popular f9rm of winter exercise, is now: in full swing. Although the country for miles round is at present under ice, the latter, owing to dust storms, is quite useless for skating purposes, although very suitable for piadza riding and ice·boat sailing. A mat shed skating rink has therefore to be erected each year. This is flooded twice daily and.is open from 11 a.m. to 1 p.m., and from 5 p,m. to 7.30 p.m. At the latter hour various members of the Corps can be seen striving very hard to overcome what seems to them-be it an outside edge or a Mohawk-an almost unsurmountable barrier to further progress in that most elusive art.

"Major Tamura, Senior Medical Officer of the Japanese Forces in Tientsin, was recently 'at home' to the medical officers of all the International troops. The function, which took place at the Japanese Military Hospital, was attended by the omcers"of the .. British, American and :B'rench medical services. General Sato, com­manding "the Japanese Tro::>ps in China, and his staff were also present..' A" series or papers dealing with the variotls dut,ies of an Army Medical Officer were read and afterwards translated into EngliRh by a Japanese interpreter.

" Lieutenant-Colonel'.MacDonald; as the senior officer present among .the guests, in, proposing a vote of thanks to our hosts, pointed out how . interesting and instructive it was to meet one's· colleagues of other armies, and to discuss with them in such' a pleasaut and friendly way the various subjects of.common interest .. After a photograph had beeutaken thewhole company was entertained, to tea by Major Tamura and his staff.'" . '. .." .

NOTES FROM DETACHMENT, NORTH CHINA COMMAND.-Quartermaster­Serjeant T. E.Coggon writes, Jahuary13, 1913: "The trooping season, as of yore, brought many changes among the N:C.O.'s and men, the departures consisting of Serjeant~Major Genese, three N.C.O.'s and two .men, who w~re replaced by' three N. O. O.'s .and three .men from England. Quartermaster,Serjeant" Ooggon, after a sojourn of ,over two years in the British Legation Guard, Peking, relieved the Serjeant. Major in charge of the Detachment, Tientsin. "

"Compared withthe winters of the past two years. the present one is very severe; the temperature averaging from 6° to 25° F. The country for miles around, which was flooded by heavy rains. in the autumn, also the canals and the' faHt-flowing Pei river are fro,zen over, arid the iceis over,eighteen inches thick. TheRe ideal conditionsprovide no end of , good sport. ice-skating and hO,ckey matches being freely indulged in,not for­getting the fine piadza rides (a Chinese form of sledge propeiledbY'aChinaiilau' with a spiked stick) for miles around the ice-bound tracts. A number of ice yachts, wind favourable, can also be seen flying across the ice.

"Chri~tmas has come and gone, and the usual successful dinner on Christmas Day and concert on Boxing Day were arranged. Christmas this year had a. very seasonable

aspect, owing to large falls of snow, snow-fighting forming an appetizer in the way of exercise. A number 'of visitors, aniong whom were members of the foreign"armies, appreciated the tasteful decorations of the hospital, for which credit is due to Oorporal Bateman and his Committee_ The detachment arrangements were in' the hands of Staff-Serjeant Dean and Committee, who worked like Trojans, and were'reWa'tded"by the success attained. A concert was organized by the Senior N.C.O. in the hospital on Ohristmas Day for the patients, both patients aud detachment contributing to a good evening's amuseme~,t: 'I

, "Several football matches have of late been participated in by the detachment against the French troops, who are a good sporting crowd. ' ' ,

"Several members also belong to the Civilian Football Club, which is entered in the North China Football Association, and compete in the competitions with the various details and, company teams of the two regiments, and some good contests are seen. Quartermaster~Serjeant Coggon and Staff-Serjeant Dean have been registered' its referees for the Association. ' There is also a team of Chinamen from the Anglo-Chinese College in the competition, and they give the best a good fight, and are quite a gentle­manly crowd ofspoftsnien, don't at all dislike a good hefty charge, and are quite able to return the same. '

.. A few concerts,haye been held at the hospital during the season. ,A very good one was given by ,:Bandmaster Macdonald and members of the band of the P.A. Somerset Light clnfantry, which was as good a concert as one could wish to hear, ihere being some splendid ta.lent, especially among the comics, the sketch items being excellent, and greatly appreciated by the patients and the Royal Army Medical Corps. PROCEEDINGS OF A MEETING OF THE COMMITTEE OF THE ROYAL ARMY MEDICAL CORPS CENTRAL MESS FUND (WHICH WAS APPOINTED AT THE LAST ANNUAL GENERAL MEETING OF THE CORPS),' HELD AT THE ROYAL ARMY MEDICAL COLLEGE, ON NOVEMBER 4, 1912.

The following representatives of the various messes were present ;­Aldershot.-Major A. R. Greenwood, Captain T. J. Wright. Chatham.- Major G. A. Moore. Cosham.-Major W. P. Adye·Curran. Curragh. -Captain H. B. Kelly, Lieutenant R. T. Vivian. London.-Captains A. B. Smallman and G. A. D. Harvey. Netley.-Major D. Lawson. Woolwich.-Major A. C. Chopping. Majors J. C. Jameson (Woolwich) and A. H. Mitchell (Netley) were unable to btil

present, as were several representatives of messes abroad who had been invited to attend.

Major D. Lawson (Netley) having been elected Chairman on the proposal of Captain G. A.D. Harvey (London), seconded by Major G. A. Moore (Chatham), the question of the proposed Central Mess Fund was thoroughly discussed, and the following resolutions were carried unanimously ;-

(1) "That the annual subscription of half a day's pay, recommended by the Annual General Meeting, is necessary if the Fund is to be a success."· (If all officers of the Corps on the active list subscribe, it is estimated that the income of the Fund will be about £580 per annum.)

(2) "That the Fund be expended in granting financial help ;­"(a) To new messes, on starting. "(b) Towards outlay required in refitting messes. "(c) To messes in temporary financial difficulties. " (d) In fitting out messes for camps .of instruction. "(e) In any other cases where the necessity for help may arise."

In all the above cases the grant of assistance will be entirely at the discretion of the Central Committee, who will decide whether it shall take the form of a loan or donation.

(3) .• That all officers subscribing to. the Central Fund be, ipso facto, honorary members of all Royal Army Medical Corps messes."

(4) "That until a sufficient sum has accumulated, 20 per cent of the annual income of the Fund be set aside to maintain, where necessary (local funds not being available), messes closed during war, and to assist them to reopen."

(5) "That at future meetings of the Committee, five members constitute a quorum."

(6) "That it is most desirable that the opinion of every officer of the Corps be obtained as to whether he is willing to subscribe to the proposed Fund; and that to ensure a complete and prompt reply a copy of these resolutions be sent, semi-officially, to every D.D.M.S. and A.D.M.S. with a request that he will kindly circulate them in his command and return the result to the Honorary Secretary."

INTERNATIONAL OONGRESS AND EXHIBITION OF PHYSIOAL EDUO.A'l'ION.

FACULTY OF MEDICINE OF PARJS, MARCH 17 TO 20, 1913.

Under the distinguished patronage of M. Fallieres (President of the French RepubUc) , M. Loubet (tate President of the Republic), and of M. Poincare.

THE aim of the Congress is to discuss the different methods now in use, to point out their failings or qualities, so as to organize a more complete, more scientific, and more methodic teaching of physical education.

The Congress is divided into a theoretical and a practical part. The theoretical part includes seven sections: The physiology of corporal exercises; kinesipathy; school physical education; military gymnastics and military. sports; games and sports; touring, Alpine climbing, boating; feminine physical education.

The Committee has organized practical demonstrations of methods of physical education, in which groups of English, German, Belgian, Danish, French (Ecole militaire de Joinville, 400 men; Marine Fusiliers, 350 men), Italian and Swedish gymnasts will take part.

An Exhibition of Physical Education and Sports has been organized by Dr. Albert Weill, at the Faculty of Medicine, from March 17 to 26. .

On the occasion of the Congress, the steamship companies have granted reduced fares to members of the Congress travelling to Paris. ~- The French railway companies will also grant a reduction I of 50 per cent, the ticket being valid from March 14 till April 10.

For the right to tbe badges, fetes, demonstrations, and to the pUblications of the Congress, the fee is 20 frs., members of any Congressman's family only paying 10 frs.
