MONDAY, DECEMBER 19, 2016 (PAGE 4) DAILY EXCELSIOR, JAMMU PM to launch skill development initiatives today KANPUR, Dec 18: Prime Minister Narendra Modi will unveil tomorrow a clutch of skill development ini- tiatives aimed at skilling unem- ployed youth and also lay the foundation stone of the Indian Institute of Skills here. "Apart from launching 31 Kaushal Kendras which will serve as skilling centres and tar- get mainly unemployed youth for training purposes, the Prime Minister will also inaugurate an exhibition named Kaushal Mahotsav," a senior official in the Ministry of Skill Development and Entrepreneurship said. "The PM will also lay the foundation stone for the Indian Institute of Skills in Kanpur which will focus on providing industrial training," the official added. The Ministry of Skill Development and Entrepreneurship is also set to enter into a strategic partnership with the leather and textiles industry in Kanpur to place one lakh youth under the Pradhan Mantri Kaushal Vikas Yojana. Moreover, the National Apprenticeship Promotion Scheme will also be launched formally, the official said. The Pradhan Mantri Kaushal Kendras are state-of-the-art Model Training Centres (MTCs) which the Ministry of Skill Development and Entrepreneurship intends to establish in every district of the country. The model training centres envisage to create benchmark institutions that demonstrate aspirational value for competen- cy based skill development training. They would focus on ele- ments of quality, sustainability and connect with stakeholders in skills delivery process. The cen- tres will transform from a man- date driven footloose model to a sustainable institutional model. (PTI) Row over Army chief's posting NEW DELHI, Dec 18: The appointment of the new Army chief was today mired in a political controversy with Congress and certain other oppo- sition parties questioning the Prime Minister for superseding two senior officers and asking him spell out the "compelling reasons" for it. Amid the opposition attack, the Government justified the appointment of Lt Gen Bipin Rawat as the Army chief, insist- ing that his operational experi- ence and "general dynamism" tipped the scales in the officer's favour. BJP hit back at Congress and other parties, saying they should not politicise an issue related to defence forces. Congress leader Manish Tewari slammed the Government for "playing with institutions" and doing politics in the Army even as he wondered if it was "whimsical cherry picking". His comments came a day after the Government appointed Vice Chief of Army Staff Lt Gen Rawat as the new Army chief superseding his two senior offi- cers -- Eastern Army Commander Lt Gen Praveen Bakshi and Southern Army Command chief Lt Gen P M Hariz. CPI leader D Raja also ques- tioned the Government's move and said appointments whether in the Army, judiciary or those of CVC, acting CBI Director and to Central Information Commission have become controversial. Commenting on the matter, JD(U) MP Pavan Varma said, "Every question that is being raised is not about politicising an issue but about seeking a clarifi- cation for an answer." BJP condemned Congress for its attack on the Government over the Army chief's appoint- ment, saying there should be no politics on Defence forces and asserted that Lt Gen Rawat has been elevated keeping in mind the current security scenario. BJP National Secretary Shrikant Sharma said the new Army chief was picked up from a pool of five senior-most officers, who are all competent, and Lt Gen Rawat's appointment should not be seen as a negative against others. Lashing out at the opposition party, Sharma said Congress by "politicising" the appointment of the army chief was showing its "frustration" after it has been pushed to the "margins" of national politics following suc- cessive electoral defeats. Defence Ministry sources also asserted that selection of the army chief is the sole prerogative of the Government and it is based purely on merit, irrespective of the corps to which the officer originally belonged. The "outstanding" track record of Lt Gen Rawat, an infantry officer, as Commanding Officer of 19 Division in Jammu and Kashmir and his familiarity with the functioning of the Army Headquarters and MoD were cited by the Ministry as the rea- sons for his selection for the top position. Tewari said, "While Lt Gen Rawat, who is being appointed the COAS, may perhaps have all the requisite credentials but the fact remains that in a hierarchy conscious organisation where the principle of seniority is almost sacrosanct, the supersession of three senior officers, Lt Gen Praveen Bakshi, Lt P M Hariz, and perhaps even Lt Gen B S Negi, raises extremely serious and critical questions of institu- tional integrity." However, senior army offi- cials said that Lt Gen Rawat has only superseded Lt Gen Bakshi, the seniormost army commander and Lt Gen Hariz. Prime Minister Narendra Modi himself should spell out the "compelling reasons" behind this supersession, Tewari told reporters at the party office here. "Why the principle of senior- ity which has held the field for two decades now not respected by the Government. Is it that these officers who were super- seded unqualified in any man- ner? Or is it whimsical cherry picking which has been done by the BJP-led NDA Government," he said. "Why does the army have to go through unnecessary bloodlet- ting at the top? If it has been done, then reasons need to be put out in the public domain," he said. Raja said, "Appointments in the army have become controver- sial, the appointments in the judi- ciary are already controversial, the appointments of CVC, CBI director and to Central Information Commission, all these top-level appointments are becoming very controversial." (PTI) Rahul, Amarinder meet Radha Soami sect leader AMRISTAR, Dec 18: Rahul Gandhi, accompanied by Punjab Congress chief Amarinder Singh, today met the chief of the influential Radha Soami sect and is understood to have sought his "blessings" for the upcoming Assembly polls in the state. The Congress Vice President also attended the 'satsang' (reli- gious discourse) by sect leader Baba Gurinder Singh Dhillon at the sect headquarter at Beas, nearly 45 kilometres away from here. Rahul had arrived on a char- tered flight from Bangalore and landed at the private airstrip at the sect headquarters last evening. Both Rahul and Amarinder went to the residence of Dhillon where they discussed various political issues related to the coming Assembly election, party sources said, adding the meeting lasted about an hour. Rahul sought Dhillon's "blessings" for Congress party to form government in Punjab for the "larger interest of the state", party sources said. Punjab Assembly elections, slated for early next year, are crucial for Congress, which has been out of power in the state for the last ten years. Earlier, Rahul and Amarinder sat at the 'satsang' for one and half hours in the VVIP corridor of front row. A few SPG men also remained present but they were not allowed to carry weapons, since security cover was provided by the Dera man- agement, the sources said. The two Congress leaders were driver around the sect's facility by Dhillon himself. The sect chief also showed the 'lan- gar' area (community kitchen) where food for one lakh or more devotees is cooked on special days. Rahul praised Dhillon for developing the Dera and also appreciated the traffic manage- ment by the sect volunteers dur- ing the congregation, party sources said. It was the second visit of Rahul at Beas, as earlier he had come here in March this year. His mother Sonia Gandhi has also visited the Dera. Dera Beas has never involved itself directly in poli- tics, though it is believed to be having influence over a section of voters. (PTI) State unit of AILU set up Excelsior Correspondent JAMMU, Dec 18: A 15-mem- ber committee of State unit of All India Lawyers Union (AILU) was constituted during general body meeting held here today. This committee will make preparations for the next national conference if AILU to be held at Jammu in April 2017. During meeting the organization also held discussions with regard to the participation of J&K in the national level conference being held at Madurai (TN) from December 27 to 29. It was decid- ed that a five member delegation from Jammu led by Jalmeria shall attend Madurai conference this month. Meanwhile, a seminar on the topic: “Constitution of National Judicial Commission” and “Independence of Judiciary” was held here which was presided over by advocate BS Manhas. HC Jalmeria, general secre- tary of the State unit of AILU, presented report on activities and conducted the proceedings of the seminar. Serious concern was shown over non serious approach of var- ious concerned quarters regarding constitution of much needed National Judicial Commission for the appointment, transfer and removal of the members of Higher Judiciary. This has result- ed into stalemate on the issue. The massive pendency of cases in the courts, is affecting the com- mon people in getting speedy jus- tice. Concern was also shown on the maneuvers to undermine the independence of judiciary which can result into denial of justice as per the constitutional guarantees. Excelsior Correspondent JAMMU, Dec 18: VHP sen- ior leader, Dr Rama Kant Dubey has taken the Government to task for increas- ing terrorist attacks in the State. Terrorist are repeatedly making the security forces and Army their targets. In a statement here, today Dr Dubey said the three Army men attained martyrdom in yet another terrorist attack in Kashmir valley yesterday and how long this will go and the government will look as a mute spectator. He demanded strin- gent action against terrorism and said that the experts from the State be taken into confi- dence for devising a concrete policy for neutralizing the ter- rorists and their over ground workers. Dr Dubey said it needs a will power like former Governor of the State Jagmohan to combat terrorism as no weak-kneed policy can tackle it. He wanted to know how for this will continue as the nation and State has bled a lot over the years due to Pak sponsored terrorism. 10 cattle roasted alive in Fathepur Excelsior Correspondent KATHUA, Dec 18: Ten cattle were roasted alive after a shed in which they were kept was dam- aged in mysterious fire late last night in Fathepur village of tehsil Bani in Kathua district. According to police the cause of fire is not known. The cattle belonged to Tilak Raj and Ashok Kumar of the same village. Both Tilak and Ashok are brothers. Police said all the ten cattle which were kept by the two brothers in the shed were roasted alive. However the cause of fire is not known, police said, adding it is investigating the matter. The Bani Police which dis- patched a team to the village to ascertain the situation has also registered a case under relevant sections of the law. 3 labourers injured in leakage of steam boiler Excelsior Correspondent KATHUA, Dec 18: Three labourers were injured one seri- ously due to the leakage in steam boiler at Chenab Textiles here today. The injured where identified as Koshal Singh, S/o Baldev Singh of Chandma Hiranagar, Chaju Singh, S/o Kanya of Kharot, Kathua and Prem Chand , S/o BeIi Ram of Dina Nagar, Punjab. All the three were first taken to District Hospital Kathua for treatment where from Koshal was referred to GMC Jammu as his condition was stated to be critical. The other two are undergoing treatment at DH Kathua and their condition is stated to be stable. The Hatli More Police Station has registered a case under relevant sections of the law in this regard. People protest against Govt Excelsior Correspondent POONCH, Dec 18: The local people here today held protest against Govt for its fail- ure to protect historic Fort building which is turning into ruins gradually. Several people including Poonch Youth Club, local NGOs and some BJYM mem- bers assembled outside Poonch Fort and held protest. They demanded that Govt should start renovation work on the Fort. The historic building has been turning into ruins and the Govt is showing now inter- ests in its renovation and pro- tection. They also demanded shifting of auto-stand near Fort and some khokhas/ Reharis in front of the Fort to properly maintain the front area of the Poonch Fort. Prime Minister NarendraModi will unveil tomorrow aclutch of skill development ini-tiatives aimed at skilling unem-ployed youth and also lay thefoundation stone of the IndianInstitute of Skills here.

"Apart from launching 31Kaushal Kendras which willserve as skilling centres and tar-get mainly unemployed youthfor training purposes, the PrimeMinister will also inaugurate anexhibition named KaushalMahotsav," a senior official inthe Ministry of SkillDevelopment andEntrepreneurship said.

"The PM will also lay thefoundation stone for the IndianInstitute of Skills in Kanpurwhich will focus on providingindustrial training," the officialadded.

The Ministry of SkillDevelopment andEntrepreneurship is also set toenter into a strategic partnershipwith the leather and textilesindustry in Kanpur to place onelakh youth under the PradhanMantri Kaushal Vikas Yojana.

Moreover, the NationalApprenticeship PromotionScheme will also be launchedformally, the official said.

The Pradhan Mantri KaushalKendras are state-of-the-art

Model Training Centres (MTCs)which the Ministry of SkillDevelopment andEntrepreneurship intends toestablish in every district of thecountry.

The model training centresenvisage to create benchmarkinstitutions that demonstrateaspirational value for competen-cy based skill developmenttraining.

They would focus on ele-ments of quality, sustainabilityand connect with stakeholders inskills delivery process. The cen-tres will transform from a man-date driven footloose model to asustainable institutional model.(PTI)

The appointment of the newArmy chief was today mired in apolitical controversy withCongress and certain other oppo-sition parties questioning thePrime Minister for supersedingtwo senior officers and askinghim spell out the "compellingreasons" for it.

Amid the opposition attack,the Government justified theappointment of Lt Gen BipinRawat as the Army chief, insist-ing that his operational experi-ence and "general dynamism"tipped the scales in the officer'sfavour.

BJP hit back at Congress andother parties, saying they shouldnot politicise an issue related todefence forces.

Congress leader ManishTewari slammed the Governmentfor "playing with institutions"and doing politics in the Armyeven as he wondered if it was"whimsical cherry picking".

His comments came a dayafter the Government appointedVice Chief of Army Staff Lt GenRawat as the new Army chiefsuperseding his two senior offi-cers -- Eastern ArmyCommander Lt Gen PraveenBakshi and Southern ArmyCommand chief Lt Gen P MHariz.

CPI leader D Raja also ques-tioned the Government's moveand said appointments whether inthe Army, judiciary or those ofCVC, acting CBI Director and toCentral Information Commissionhave become controversial.

Commenting on the matter,JD(U) MP Pavan Varma said,"Every question that is beingraised is not about politicising anissue but about seeking a clarifi-cation for an answer."

BJP condemned Congress forits attack on the Governmentover the Army chief's appoint-ment, saying there should be nopolitics on Defence forces andasserted that Lt Gen Rawat hasbeen elevated keeping in mindthe current security scenario.

Army chief was picked up from apool of five senior-most officers,who are all competent, and LtGen Rawat's appointment shouldnot be seen as a negative againstothers.

Lashing out at the oppositionparty, Sharma said Congress by"politicising" the appointment ofthe army chief was showing its"frustration" after it has beenpushed to the "margins" ofnational politics following suc-cessive electoral defeats.

Defence Ministry sourcesalso asserted that selection of thearmy chief is the sole prerogativeof the Government and it is basedpurely on merit, irrespective ofthe corps to which the officeroriginally belonged.

The "outstanding" trackrecord of Lt Gen Rawat, aninfantry officer, as CommandingOfficer of 19 Division in Jammuand Kashmir and his familiaritywith the functioning of the ArmyHeadquarters and MoD werecited by the Ministry as the rea-sons for his selection for the topposition.

Tewari said, "While Lt GenRawat, who is being appointedthe COAS, may perhaps have allthe requisite credentials but thefact remains that in a hierarchyconscious organisation where theprinciple of seniority is almostsacrosanct, the supersession ofthree senior officers, Lt GenPraveen Bakshi, Lt P M Hariz,and perhaps even Lt Gen B SNegi, raises extremely seriousand critical questions of institu-tional integrity."

However, senior army offi-cials said that Lt Gen Rawat hasonly superseded Lt Gen Bakshi,the seniormost army commanderand Lt Gen Hariz.

Prime Minister NarendraModi himself should spell out the"compelling reasons" behind thissupersession, Tewari toldreporters at the party office here.

"Why the principle of senior-ity which has held the field fortwo decades now not respectedby the Government. Is it thatthese officers who were super-seded unqualified in any man-ner? Or is it whimsical cherry

picking which has been done bythe BJP-led NDA Government,"he said.

"Why does the army have togo through unnecessary bloodlet-ting at the top? If it has beendone, then reasons need to be putout in the public domain," hesaid.

Raja said, "Appointments inthe army have become controver-sial, the appointments in the judi-ciary are already controversial,the appointments of CVC, CBIdirector and to CentralInformation Commission, allthese top-level appointments arebecoming very controversial."(PTI)

The Congress Vice Presidentalso attended the 'satsang' (reli-gious discourse) by sect leaderBaba Gurinder Singh Dhillon atthe sect headquarter at Beas,nearly 45 kilometres away fromhere.

Rahul had arrived on a char-tered flight from Bangalore andlanded at the private airstrip atthe sect headquarters lastevening.

Both Rahul and Amarinderwent to the residence of Dhillonwhere they discussed variouspolitical issues related to thecoming Assembly election,party sources said, adding themeeting lasted about an hour.

Rahul sought Dhillon's"blessings" for Congress partyto form government in Punjabfor the "larger interest of thestate", party sources said.

Punjab Assembly elections,slated for early next year, are

crucial for Congress, which hasbeen out of power in the state forthe last ten years.

Earlier, Rahul andAmarinder sat at the 'satsang' forone and half hours in the VVIPcorridor of front row. A few SPGmen also remained present butthey were not allowed to carryweapons, since security coverwas provided by the Dera man-agement, the sources said.

The two Congress leaderswere driver around the sect'sfacility by Dhillon himself. Thesect chief also showed the 'lan-gar' area (community kitchen)where food for one lakh or moredevotees is cooked on specialdays.

Rahul praised Dhillon fordeveloping the Dera and alsoappreciated the traffic manage-ment by the sect volunteers dur-ing the congregation, partysources said.

It was the second visit ofRahul at Beas, as earlier he hadcome here in March this year.His mother Sonia Gandhi hasalso visited the Dera.

Dera Beas has neverinvolved itself directly in poli-tics, though it is believed to behaving influence over a sectionof voters. (PTI)

This committee will makepreparations for the next nationalconference if AILU to be held atJammu in April 2017. 10 cattle roasted alive in Fathepur

KATHUA, Dec 18: Ten cattlewere roasted alive after a shed inwhich they were kept was dam-aged in mysterious fire late lastnight in Fathepur village of tehsilBani in Kathua district.

According to police the causeof fire is not known. The cattlebelonged to Tilak Raj and AshokKumar of the same village. BothTilak and Ashok are brothers.

Police said all the ten cattlewhich were kept by the twobrothers in the shed were roastedalive. However the cause of fireis not known, police said, addingit is investigating the matter.

The Bani Police which dis-patched a team to the village toascertain the situation has alsoregistered a case under relevantsections of the law.
