Questions and Answers Question #1 ‐ Construction Note 15 on plan sheet 5 of 31 references Type B bus shelter per COT
Det T‐654, sheets 13‐21. The attached (from Tempe Website) doesn’t designate a “Type B”
shelter and the sheets are numbered 1 through 12. Can you confirm these are the correct
drawings for the bus shelter?
Answer #1.1‐ The attached drawings reference the 2015 Standard Details. The bus stop
passenger shelter Type B standard details (sheets 13‐21) should be used, see attached
Question #1.2 ‐ Please confirm if solar power is required.
Answer #1.2 ‐ A shelter solar lighting system is required. Solar powered lights are included as a
part of Detail T‐654, sheet 13 of 21 (2015 standard details). See attached.
Question #1.3 ‐ Sheet 3 of 12 shows a bench and trash receptacle to be confirmed by COT
Answer #1.3 ‐ Transit will furnish and install the bus stop seating, trash receptacle, bike hoop,
and schedule holder.

Question #2 ‐ Will there be SRP Drawing so as to coincide with line item #88 for on bid schedule? Answer #2 – It will be the responsibility of the Contractor to coordinate with SRP for the street light relocations. Separate plans are not provided Question #3 ‐ Re: MAG Spec 301, Drawing Sheets 5‐7 ‐ Project Specifications state that
Subgrade Preparation (Bid Item No. 6) includes "preparation of natural or excavated areas prior
to the placement of sub‐base material, pavement, curbs and gutters, driveways, sidewalks or
other structures." Owner‐provided quantities appear to only include roadway (AC) areas.
Please confirm the quantity should be increased to include curbs and gutters, driveways,
sidewalks, and bus stop pad.
Answer #3 ‐ Per MAG 301.7, the measurement of subgrade preparation quantity includes area under AC pavement and PCCP pavement. It does not include area underneath sidewalk (inclusive of the bus stop pads), concrete driveways/alleyways, or curbs/gutters.
Question #3.1 ‐ Re: MAG Spec 424, Drawing Sheet 6, Technical Specification "Bid Items" ‐ Item No. 7 ‐ Aesthetic Grading, states the work included in this bid item relates specifically to the grading within the roundabout central circle. The work is to conform to MAG Spec 424 and City of Tempe supplement. MAG Spec 424 states the specification includes "all work necessary to bring the surface of the parkway, between the back of curbs and sidewalks and/or the parkway between sidewalks and the right‐of‐way line to the grade and cross‐section shown on the plans, or as directed by the Engineer." Please confirm if Bid Item No. 7 payment will include only the roundabout central circle, or if other parkway grading is to be measured and paid under this item. Also please provide corresponding cross‐sections or grades for the central circle work. Answer #3.1 ‐ The intent of the Aesthetic Grading item is to provide payment for the decorative grading within the roundabout circle, and the quantity reflects this work. Grading between the back of curb and sidewalk is considered incidental. Grades and contours for the roundabout aesthetic grading are provided on Sheet 20 of 31.
Question #3.2 ‐ Re: Drawing Sheet 12 ‐ Bid Item No. 42 is titled '18" RGRCP'. Drawing Sheet 12 of the Contract Drawings calls for 18" RCP. Please confirm the material to be utilized for the 18" storm drain install ‐ Class V and rubber gasketed. Answer #3.2‐ RGRCP Class IV should be used. Reference Addendum No. 1 for details.
Question #3.3 ‐ Re: MAG Specs 205 & 215, Drawing Sheet 13, Bid Item No. 38 ‐ Drainage Excavation, is to conform to MAG Specs 205 & 215. The Technical Specifications are not clear on what quantity will be measured for payment (e.g. excavation, fill, both, or net). MAG Spec 215 states payment is per cubic yard of excavation. Please confirm payment under Bid Item No. 38 will be per cubic yard of excavation. If not, please clarify what cubic yardage will be compensated under Bid Item No. 38. Answer #3.3 ‐ The intent of this item is to cover the excavation required for the enlargement of the retention basin on the west corner of the intersection. Question #4 ‐ Even though there is no true intersection, do we need to add color to the
sidewalk ramps as stated in the COT T‐351 States?
Answer #4 ‐ Concrete coloring shall match existing concrete in the vicinity of the intersection. Question #5 ‐ What size rock do you want for the exposed aggregate concrete for the medians and for the banding of the sidewalk? Answer #5 ‐ Exposed aggregate rock size shall match existing as closely as possible.
Question #6 ‐ There are two different styles of existing sidewalk. One has 12” exposed bands
with 3’x3’ squares and the second is 18” exposed bands with 2.5’x2.5’ squares. The spec calls
out for the 12” exposed bands with 3’x3’ squares. Doing this will cause some areas of sidewalk
not match the existing. How should we proceed?
Answer #6 ‐ Sidewalk banding shall match adjacent banding dimensions where possible. Question #7 ‐ What vendor and style of bench would you like used for the bus shelter?

Answer #8 ‐ Curb line staking is provided in the project plans. Questions #9 – There is no bid item for roadway excavation. Should we add it or include it sub‐grade prep? Answer #9 ‐ Roadway excavation is included under Item 6 – Subgrade Preparation per MAG Section 301.7. Questions #10 – Is there an anticipated start date? Answer #10 ‐ November/December 2020. Questions #11 – Is there DG in the retention basin? Answer #11 – Decomposed Granite has been added to the retention basin area. See Addendum No. 1. Questions #12 – The Retention Basin and the sidewalk on the east side of the project appear to
be outside the right of way, do we need TCE’s to work in these areas?
Answer #12 ‐ Proposed sidewalk on the east side falls within an existing sidewalk and landscape easement.
Questions #13– There is no bid item for Parkway grading. Should we add a line item or include
it one that already exists?
Answer #13 – Parkway grading is considered incidental to the cost of installing the sidewalk. Questions #14– Will the city ordinance for fees for closing sidewalks and lanes of traffic be waived for this project? Answer #14 – Traffic control for lane closures and sidewalk closures will have to be submitted for approval through the typical City processes. Questions #15 – Does the allowance for traffic control include the install and removal of temp
asphalt, curb and medians to allow traffic to be maintained? If it is not included in the traffic
control allowance can we add a line item?
Answer #15 – It is intended for all items related to maintenance of traffic fall under the traffic control allowance item. Questions #16 – I don’t see any electrical drawings showing the power source to the bus shelter. Answer #16 – Bus shelter is to be solar powered per provided details.

Answer #17 – Bus shelter is to be solar powered per provided details. Contractor shall coordinate with SRP to relocate the streetlights per Bid Item 92. Questions #18 – How are we to price the LED lighting on the bus shelter per COT T‐654. It says it may be solar or from power in the detail? Answer #18 – Bus shelter is to be solar powered per provided details. Question #19 ‐Re: Drawing Sheet 5; Contract Drawing Sheet 5 of 31 shows the relocation of the
existing fire hydrant (installation per Bid Item No. 27), as well as a 2" connection. No details are
provided for the depth of the existing water line, nor the invert of the line at the new hydrant
location. Please provide the invert elevations for the existing water line at all points of
connection, as well as the permanent hydrant location.
Answer #19 ‐ Contractor will be responsible for verifying depths of inverts prior to construction.
Question #20 ‐ Re: Invitation to Bid – Bid Item List; Bid Item No. 11 "Bituminous Tack Coat, SS‐
1H, Diluted" is listed in the Invitation to Bid to include a quantity of 4,569 square feet. However,
the bid item payment specification states that the bid item will be measured and paid by the
square yard of pavement. Please confirm the correct quantity for Bid Item No. 11 is 4,569
square yards.

Question #21 ‐ Re: Invitation to Bid ‐ Exhibit 7.3 – Competitive Sealed Bid Certification Form;
Form requests an "Arizona Sales Tax Number". Please confirm that a “Transaction Privilege,
Use and Severance Tax License Number" can be submitted in place of the "Arizona Sales Tax
Number”.

Question #22 ‐ Re: Invitation to Bid, Page 6 ‐ Notice to Contractors; Temporary Bidding Process
is noted to supersede the Invitation for Bid document, and specifically requires that the hard
copy of the bid bond is to be mailed to the City of Tempe. Please confirm when the hard copy
of the bid bond must be postmarked or delivered to the City of Tempe. Please clarify if we
must submit hardcopies of any of the other documents listed on 7.1 Bidder's Check Sheet and,
also clarify any post mark or delivery date requirement.
Answer #22 – Copies of all required documents, as outlined in the Invitation to Bid, must
accompany the bid submittal by the due date and time. The only hard copy required is the Bid
Bond and must be received within one week after the bid opening.
Question #23 ‐ Re: Invitation for Bid, Page 48; Signature Page ‐ appears to be the signature page
for a contract. Please confirm that this page is not required to be submitted with the bid.

Questions #24 ‐ Re: Invitation to Bid ‐ Exhibits 7.3 and 7.4; Both Exhibit 7.3 and Exhibit 7.4
reference Rio Salado Parkway. Please correct the project reference.

Question #25 ‐ Re: Signage Plans; Signage plans indicate 19 locations with posts /signs/
foundations and 10 locations with beacons/signs/foundations. Please confirm that
foundations and posts for the locations with beacons will be measured/paid under items 58/59,
and that item 62 is only for the beacons/pushbuttons/controller/solar panel, with connecting
wiring.
Answer #25 ‐ Item 62 consists of the electronic portion of the RRFB installation: beacons,
wiring, controller, pushbuttons, etc. Item 58/59 provides the signposts and foundations for the
RRFB and standard street signs.
Question #26 ‐ What is the meter servicing and will be need to hook up whatever it is servicing?
Answer #26 – Two water meters are included as a part of this project. An existing 2” water
service meter is being relocated outside of the proposed pavement (see Construction Note 22
and Removal Note 13 on Sheet 6 of 31, Bid Item No. 28). A new 1” water service meter is being
provided for the landscape irrigation (see Sheet 23 of 31, Bid Item No. 76).
Questions #27 ‐ It is at the end of a 12” DIP waterline and I’m wondering are we going to have
to install a blow off because it appears to dead end at the current meter
Answer #27 – The 2” water meter is being relocated along the existing line. Since we are not
modifying the waterline vertical alignment and since the meter is not at the end of the line, a
blow off valve is not required.
Question #28 ‐ Can the intersection be under full closure at any point?
Answer #28 –A short‐term closures might be allowed if coordinated well in advance.
A long‐term closure is possible provided that the City can validate the need.
Question #29 ‐ Is there any existing elevation info? I’m not seeing any on the drawings

Question #30 ‐ Will the City be furnishing the bus shelter & accessory items for the contractor
to install or will the contractor need to procure them?
Answer #30 – City of Tempe Transit will furnish and install the bus stop seating, trash
receptacle, bike hoop, and schedule holder.
Question #31 – Bid Items No. 1, 2, 43, and 92 include the word “allowance” and share a
description along with Bid Item No. 4 that states "the allowance for . . . will not exceed . . .for
this . . .item of work, with no markup, which shall be full compensation for this item complete
in place." Is the intent for these allowance items to be billed on a T&M basis, or are these
merely fixed price items, with any variance in actual cost the responsibility of the contractor?
Answer #31 – T&M basis, not to exceed.
Question #32 – Bid Item No. 34 – Remove and Salvage Bus Stop Equipment, calls to remove the
existing bus stop and return to the City. Bid Item No. 24 states to "provide all materials,
equipment, and labor to install a new bus stop pad, shelter, and accessories..." Please confirm
the Contractor is to procure and install a new bus stop shelter and accessories in accordance
with the City of Tempe Standard Details T‐654, Type ‘B’, and the existing bus stop shelter will
not be utilized on this project.

Question #33 ‐ Item 62 – Solar Powered RRFB ‐ The measurement and payment for this item is
per RRFB assembly. The Bid Schedule shows a quantity of 10 EA and the plans show (3) Dual
Sided RRFB Assemblies and (6) Single Sided RRFB assemblies. Please send an RFI to the City
requesting more information as to where the 10th unit is or if the Bid Schedule quantity is an
error.

Question #34 – Item 90 – 2.5” Street Light Conduit ‐ Can the SRP plans be provided so that the
quantities can be verified? By the quantity that is shown on the bid schedule, it appears that all
new conduit will be trenched in for the new streetlights. Typically, if there is an existing street
light circuit then the utility company will design the street lighting to be extended from existing
street light junction boxes to the new locations of the streetlights. Which is the case, as it will
result in a different unit price?

Question #35 ‐ Will ABC be required under the PCCP sections or can they be placed on prepared
subgrade?
Answer #35 – PCCP can be placed directly on prepared subgrade.
Question #36 ‐ Will there be any colored concrete on this job?
Answer #36 – Concrete colors shall match existing adjacent concrete.
