On 12 March 2012 the Institute of International Relations and Economic Cooperation had

hosted, in the framework of celebrating 90 years of political relation between Romanian

and Iraq, the Conference IRAQ: PAST AND PRESENT having as special contributor His Excel-

lency MOHAMMED SAEED AL SHAKARCHI- Ambassador of Iraq.

The conference has enjoyed the presence of Romanian academic community, Doctoral

School of International Relations, experts in international relations, diplomats, journalists

and historians.

Opening the conference, Professor Dr. Anton Caragea highlighted the main elements of

the Iraqi-Romanian bilateral relations calendar for 2012.

This year is marking the 90 years anniversary of establishing political dialogue between

Romania and Iraq, 25 years from the

last public conference presenting Iraqi

realities to Romanian public ( last pub-

lic conference was held in 1987) and

the celebration of 30 years from the

highest level of economic bilateral

relations , registered in 1982, with a

level of bilateral trade reaching 386

million dollars ( over 800 million dol-

lars at present day US dollar value),

this level of economic exchange being

just a sign of the viability and ampli-

tude of the bilateral economic ex-

changes.

Fallowing this extensive presentation

of the bilateral relations landmarks

celebrated in 2012 by Professor Dr.

Anton Caragea the fallowing speakers

presented their salute for His Excel-

lency MOHAMMED SAEED AL

SHAKARCHI- Ambassador of Iraq and for the personalities present to conference.

The welcoming speeches where held among others by Honorary President of Academic

Community- Constantin Balaceanu Stolnici, Professor Dr. Petru Buneci, Professor dr. Acade-

mician Mircea Constantinescu etc.

The key speech of the conference was held by His Excellency MOHAMMED SAEED AL

SHAKARCHI- Ambassador of Iraq. His report emphasized on the historical evolution of Iraq,

from the time of Summer civilization to Assyrian Empire, culminating with the arrival of Is-

lam and with the moment of Karbala martyrdom of Imam Hussein and the fracture be-

tween the rulers, the guardians of power of this world and the oppressed of all social strata

in search of a better future , a fracture that will mark the history of Iraq.

The ample historical fresco presented to the audience by the Ambassador of Iraq had also

draw the attention of the public to the Ottoman legacy and to the independence fight con-

cluding the modern history of Iraq with the moment of 1958 revolution.

The recent history of Iraq was vivid reconstructed with an emphasizing on the difficult mo-

ments that confronted Iraq society under the brutal regime of Saddam Hussein but also on

the positive aspects of today`s Iraq. ( ( see next page )

Ambassador MOHAMMED SAEED AL SHAKARCHI had made an enthusiastic presentation

of Iraq today`s developments including: democratic credentials, building a civil society,

constructing a free market economy and a rapid economic development.

These elements are charting the profile of a society that is not perfect, but is aware of his

weaknesses and is trying his best to remedy them, and this is the essence of progress.

Marking the final moments of the conference, Professor Dr. Anton Caragea and Academi-

cian Constantin Balacanu Stolnici requested an appreciation vote and a thanking manifes-

tation for His Excellency MOHAMMED SAEED AL SHAKARCHI and for Iraq and in a unani-

mous response the audience pay homage to an exceptional and sophisticated academic

speech approving the handing on ceremony of the title of BEST AMBASSADOR FOR 2011

to His Excellency MOHAMMED SAEED AL SHAKARCHI – Iraq Ambassador .

The Conference IRAQ: PAST AND PRESENT has re-candled the tradition of presenting Iraq

realities to the Romanian academic community, after a 25 years hiatus and laid the founda-

tion of a better mutual knowledge and appreciation of the progresses made by Iraq in the

last span of time.

The great response from the Romanian side to the conference and bestowing the title of

BEST AMBASSADOR FOR 2011 to His Excellency MOHAMMED SAEED AL SHAKARCHI -

Ambassador of Iraq, had stated a clear signal on the importance that Romania is attaching

not only to reward an outstanding diplomatic activity but also to an important relation for

On 24 April 2012, in the

luxurious surroundings

of Palace of Geology,

the Official Opening of

the Exhibition ASTANA-

CAPITAL OF THE FU-

TURE took place. The

exhibition organized by

Embassy of Republic of

Kazakhstan in Romania

and Institute of Interna-

tional Relations and

Economic Cooperation

is destined to express

Romania’s support for

Astana candidature to

host EXPO 2017 Inter-

national exhibition.

The opening ceremony was held in the presence of Members of Romanian Parliament and Ro-

manian Government, members of Diplomatic Corp accredited to Romania and countless Roma-

nian and foreign diplomat’s, academicians, personalities of culture and art etc.

In the opening speech, Professor Dr. Anton Caragea, Director of Institute of International Rela-

tions and Economic Cooperation (IRICE) had underlined that ASTANA-CAPITAL OF THE FU-

TURE Exhibition is destined to offer the official support of Parliament and Government of Ro-

mania to the bilateral strategic relationship between Romania and Kazakhstan and for the

candidature of city of Astana for EXPO 2017.

″ Astana must be the host of EXPO 2017 as it is the most dynamic city in the Asia region in

term of economic development and is the symbol of geopolitical shift towards Asia as the main

engine of economic growth and also because Astana is enjoying political support and eco-

nomic investments of 20 billions euro for holding EXPO 2017 in the best circumstances. Electing

Astana is the practical thing to do, is the common sense and the most successful choice″ , con-

cluded Professor Dr. Anton Caragea.

Taking the floor, Deputy Viorel Palasca, President of Romania-Kazakhstan Friendship Parliamen-

tary Group had conveyed Parliament support for Astana: ″ I assure you of all our support, a

traditional one I must add, for Astana receiving a new and deserved international recognition

as the host of International EXPO 2017 in a new, dynamic, modern capital that is combining in

an outstanding manner the architectural values and the creator spirit of inhabitants of republic

of Kazakhstan ″ .

Finally, the Deputy V. Palasca had address his warmest congratulations and appreciations for

the effort in impeccable hosting and organizing this event to H.E. Talgat Kaliyev- Kazakhstan

Charge d`affairs and to Professor Dr. Anton Caragea, IRICE Director.

Deputy Ahmet Aledin, Vice-Chairman of Parliamentary Commission for Culture had express the

general sense of unity among opposition and power alike in the Parliament in supporting the

strategic relationship Romania-Kazakhstan.

Senator Trifon Belacurencu had express the Romanian Senate salute and support for the exhibi-

tion, testifying that the Romanian decision to support Astana as host of EXPO 2017 is just an

episode in a long history of bilateral support and friendship.

Also he conveyed the Senate congratulation for peerless hosting and organizing this event to

H.E. Talgat Kaliyev-Kazakhstan Charge d`affairs and to Professor Dr. Anton Caragea, IRICE Di-

rector.

The rest of the main dignitary’s present at the exhibition such as Sali Negiat- Secretary of State of

Romanian Government, Professor Dr. Mircea Constantinescu, director of European Diplomacy

Academy had underlined the staunch support for Kazakhstan –Romanian friendship and sup-

port for Astana as host of EXPO 2017.

thunderous applause,

announcing that Astana

is having a street named

after in the heart of

Bucharest.

Equally warm was

received the letter signed

by President of Cultural

Committee Mrs. Raluca

Turcan expressing his

pledge in supporting all

Kazakhstan initiatives in

Romania.

Finally emotion

overwhelmed H.E.

Charge d`affairs of

Kazakhstan Talgat Kaliyev

took the stand and

express his appreciation

for the showered praises

and feelings of support

express toward his

country. This solidarity

and the desire of building

an improved connection

is a guarantee that the

present day perfect

political bilateral relation

and economic

investments of

Kazakhstan in Romania of more than 3 billion dollars are just the beginning.

In the end H.E. Talgat Kaliyev had presented a short movie about Astana preparations to

host EXPO 2017 and stated that the EXPO 2017 in Astana will be a universally shared

success.

The final moments of the ceremony where dedicated to a stroll along 20 huge photos of

today’s Astana landmarks and then the guest had enjoyed a huge cake named in honour

of Astana and patrimony champaign, made specially available for this event.

The Exhibition ASTANA-CAPITAL OF THE FUTURE was broadcasted by 6 Romanian

televisions’ (TVR Cultural, TVR Info, TVR 1, National TV, N24 Plus and Travel Mix) and

receives dozens of favourable reviews in the press supplementary emphasizing the strong

impression left by Kazakhstan to Romanian public.

The Exhibition ASTANA-CAPITAL OF THE FUTURE, the most important cultural event

hosted by Romania in 2012, remained opened between 23 and 27 of April 2012 receiving

more than 18.000 visitors in this period of time, witnessing the powerful impression left by

Astana to Romanian public..

On 19 of April 2012 the Embassy of Bolivarian

Republic of Venezuela in Romania had organized

the official ceremony dedicated to celebration of

213 years of independence of Venezuela.

The official manifestation had enjoyed the

participation of academic community of Romania,

representatives of Diplomatic Corp accredited to

Romania and an official delegation of Institute of

International Relations and Economic Cooperation

headed by Professor Dr. Anton Caragea.

Opening the official program, His Excellency Z.

Coromoto Prieto de Rodriguez held a speech

highlighting the historical circumstances of

Venezuelan Declaration of Independence,

emphasizing that the great figure of XIX- century

and the architect of Venezuelan Independence-

Simon Bolivar had established a new geopolitical

equilibrium starting the long road of Latin America

to independence and to global asserting of power.

Today, Venezuela is holding high the banner of

Simon Bolivar ideals after 200 years and is

upholding the ideas of Latin-American unity, social

reform and the construction of a new human type:

dedicated to pursuing the independence of

peoples and the well being of humanity.

Today, Venezuela, under the leadership of a dignifying representative of Simon Bolivar

ideal`s , President Hugo Chavez Frias, is not just in name a Bolivarian Republic, but in true

a continuation of Bolivarian ideas and is upholding the effort of promoting American unity

and defense of human rights. In a word: is pursuing the legacy of Simon Bolivar.

Professor Dr. Anton Caragea , Director of Institute of International Relations and Economic

Cooperation of Romania had conveyed the Romanian side congratulation on this

magnificent occasion and emphasized that: the anniversary of independence of Venezuela

is a long standing tradition for romanian people as they had followed with great interest

even 200 years ago the news of Venezuelan struggle for independence and had observed

the exertions of Latin American freedom fighters under the leadership of Simon Bolivar as

an example and a model for our own efforts to gain our freedom from great powers

yoke .

Venezuela today is continuing the ambitions and extraordinary program of reforms

initiated by Simon Bolivar. As once upon a time the movement that lead to the liberation

of all Latin America had started with the Caracas proclamation of independence, today the

appeal for reforms initiated by President Hugo Chavez is announcing a new era of

freedom and human rights for the entire Latin American continent.

Even more important, today`s Venezuela understands that the legacy of Simon Bolivar is

yet to be fulfilled by unifying all Southern America.

In the participant’s applause, Professor Dr. Anton Caragea, the director of Institute of

International Relations and Economic Cooperation had warmly congratulated Mrs. Z.

Coromoto Prieto de Rodriguez Venezuela`s Charge`D`Affairs for irreproachable

organization of such an important moment, that is bringing Romanian and Venezuelan

people together.

The official ceremony had continued with laying flower riffs at the Monument of Simon

Bolivar located in the heart of city of Bucharest.

nia an academic

ceremony to mark

228 anniversary of

Simon Bolivar birth

had taken place.

D`Affairs in Romania had attended an academic debate on the personality of the great

statesman: Simon Bolivar.

H.E. Mrs. Z. Coromoto Prieto de Rodriguez highlighted the fact that Simon Bolivar ideas

are alive in today Venezuelan politics and in all of Latin America and their significance is

undiminished for today’s humanity, as their significance did not diminished from the XIX-

century.

On his turn, Professor Dr. Anton Caragea had underlined the fact that: the long line of

important events organized by Embassy of Venezuela under H.E. Z. Coromoto Prieto de

Rodriguez guidance had allowed for romanian public to get re-acquainted with the eter-

nal values of Simon Bolivar, values that are representative not only for today Venezuela or

South America but for all the mankind.

Yesterday it was the struggle of Simon Bolivar, today the flame is carried by other person-

alities such as Hugo Chavez, but the aim of the struggle remains unchanged: creating a

society that is promoting not the capital or money, but the human personality and happi-

ness as the only value and measure of things.

The pursuit of happiness, a concept dear to XIX- century, must become once more an im-

portant political value in the world of today and this is the lesson that Bolivarian Vene-

zuela is offering to the world.

In the final of academic debate H.E. Mrs. Z. Coromoto Prieto de Rodriguez had offered

to Professor Dr. Anton Caragea a portrait of the great leader of Venezuelan Independence

and of Latin American unity: Simon Bolivar, as a token of appreciation for his role in pro-

moting Romania-Venezuela friendship and cooperation.

Expressing his gratitude for the heartfelt and amicable gesture, professor Dr. Anton Car-

agea had stated that he will continue his exertion as today Venezuela is the homeland of

the most daring and interesting political experiment of XXI century, a process that is hav-

ing his roots in Simon Bolivar practice and theory.

The meeting was concluded with a lunch offered by Embassy of Bolivarian Republic of

Venezuela for the romanian friends of universal legacy of Simon Bolivar.

On 12 March 2012 the public séance of

the Board of Institute of International

Relations and Economic Cooperation of

Romania was held in the presence of a

special guest: His Excellency MOHAM-

MED SAEED AL SHAKARCHI- Ambassa-

dor of Iraq.

The public séance was dedicated to the

preparative for anniversary of 90 years of

political relations between Romania and

Iraq.

Professor Dr. Anton Caragea had opened

the academic meeting by enumerating

the main events celebrated in 2012 in the

framework of Iraq-Romania relationship.

2012 is marking the 90 year`s anniversary of establishing political dialogue between Ro-

mania and Iraq, 25 years from the last public conference presenting Iraqi realities to Roma-

nian public ( last public conference was held in 1987) and the celebration of 30 years from

the highest level of economic bilateral relations , registered in 1982, with a level of bilateral

trade outreaching 386 million dollars ( over 800 million dollars at present day US dollar

value), this level of economic exchange being just a sign of the viability and amplitude of

the bilateral economic exchanges.

This year (2012) is starting under generous and favorable auspices in the bilateral relation

had stated professor Dr. Anton Caragea, pointing out that the restarting of academic coop-

eration by conferences highlighting the true image of Iraq to the Romanian public that is

marking an important evolution in the bilateral relation.

On the occasion of the public séance, at the proposal of Professor Dr. Anton Caragea, with

unanimity of votes, Ambassador of Iraq - MOHAMMED SAEED AL SHAKARCHI was voted

as the BEST AMBASSADOR FO 2011 for his initiatives successfully carried out last year, as

the visit of Minister of Foreign Affairs of Iraq to Romania and the preparative’s for the state

visit of President of Iraq to Romania.

In his response Ambassador of Iraq - MOHAMMED SAEED AL SHAKARCHI had publicly

express his gratitude to professor Dr. Anton Caragea for his courtesy in inviting him to

witness the public séance of Institute of International Relations and Economic Coopera-

tion and said that is deeply moved by the high esteemed and appreciation showed to him

and to his efforts by the academic community of Romania and stated that is considering

this high esteemed as a reflection of the interest and love that Romanian people is show-

ing to Iraq development.

Today, the relations between Romania and Iraq are relations between two democratic,

free countries, that are cooperating in a new world of shared values and this relation is

having all the chances to register a rapid growth.

Economic cooperation, collaboration between economic agents from Romania and Iraq,

the planning of a bilateral economic forum this year and the preparation for the visit of

.On 13 February 2012 a friendly and cooperation meeting between prof. dr. Anton Car-

agea, Director of Institute of International Relations and Economic Cooperation and H.E.

Mrs. Marta Fajardo Palet, Ambassador of Republic of Cuba had taken place.

Prof. dr. Anton Caragea express his amicable fillings and friendly interest towards the re-

cent evolutions in Cuba, that are consolidating Cuba`s economic development, open soci-

ety and are creating a sense of perfect unity between the people of Cuba and the govern-

ment. Cuba`s revolutionary transition under Commander Fidel Castro supervision and

President Raul Castro guidance is witnessed with sympathy and interest in Romania, em-

phasized prof.dr.Anton Caragea .

H.E. Ambassador Marta Fajardo Palet presented the latest achievements in bilateral rela-

tions : opening a bilateral chamber of commerce, developing cultural relations and build-

ing new bridges of understanding between Romania and Cuba.

The parties had appreciated that between Romanian and Cuba there are large area of

common interests , designed to forge a good understanding between the two nations .

The Romania- Cuba relationship must be an example for a better relation between Roma-

nia and Latin America .

If in the last decade the bilateral dialogue with this area was faltering, now it is a auspi-

cious moment for reconstructing and rebuilding this framework of dialogue and friend-

ship.

The dialogue had continued on concrete aspects and analyses of economic, political and

On the occasion of 20 years of diplomatic relations between Romania and Tajikistan, the

Institute of International Relations and Economic Cooperation is celebrating this moment

by a round table dedicated to commemorate this 20 years of continuous economic, politic

and cultural relations between Romania and Tajikistan.

On 20 December 1991 Romania officially recognized the statehood of Republic of Tajiki-

stan and on 20 July 2012 the diplomatic relations have being fully established. These 20

years of diplomatic relations opened for Romania the opportunity to engage in economic

developments projects in Tajikistan and after the end of the civil war 91997) cultural and

political relations had emerged.

Today Romanian people observes, with brotherhood fillings, the full development of Tajiki-

stan in a modern country with a strong economy, a hub for commerce in the region and a

stable and democratic society in a volatile area.

2011 had marked an impressive re-launch in the political, cultural and economic coopera-

tion with the visit of Institute of International Relations and Economic Cooperation dele-

gation, headed by prof. Dr. Anton Caragea.

New political, cultural and economic programs are steadily developed and this 20 years

anniversary of diplomatic relations is just marking the special fillings of friendship and co-

operation between Romania and Tajikistan.

On 7 March 2012, on the occasion of the Meeting of Ambassadors of Latin America ac-

credited to Romania ( GRULAC), Professor dr. Anton Caragea and a delegation from Insti-

tute of International Relations and Economic cooperation held a working launch at the

invitation of Cuban Ambassador H.E. Marta Fajardo Palet.

The meeting was attended, at the invitation of H.E. Marta Fajardo Palet by H.E Claudio

Perez Paladino- Ambassador of Argentina, H.E. Maria Eliana Cuevas-Ambassador of Chile,

H.E. Jose Antonio del Busto – Ambassador of Peru, H.E. Raymundo Santos Rocha Magno-

On the occasion of the working launch important topics for the bilateral Romania-Latin

America common understanding where discussed . Cooperation on the field of energy,

investment opportunity`s on Romanian energy market and especially the Romanian evolu-

tion towards complying with European Union 2020 energy target`s plan were also im-

portant highlights of the bilateral agenda.

Improving commerce, investment opportunity awareness and an analysis of the Roma-

nian political evolutions in the perspectives of local and parliamentary elections were also

subjects of the bilateral exchanges of opinions and point of views.

In the end of the working launch H.E. Ambassador of Cuba- Marta Fajardo Palet express

warmest feeling of appreciation for the time speared by Professor Dr. Anton Caragea and

for the interesting exchange of views expressing the hope that this dialogue will be further

promoted.

Professor Dr. Anton Caragea conveyed his sincere express of gratitude for having this op-

The conference was dedicated to the 20th anniversary of Kazakhstan-Romania diplomatic

relations. A significant celebration, keeping in mind that Kazakhstan is today the most im-

portant economic and strategic partner of Romania in Central Asia.

Professor dr.Aurelian Bondrea held a welcoming speech for the distinguished guest on

behalf of academic community expressing the support for fostering Romania- Kazakhstan

cooperation and friendship.

The Conference was opened with the key-note speech of H.E. Emil Constantinescu, Presi-

dent of Romania ( 1996-2000) who stress important moments in the bilateral relations:

Romania and Kazakhstan in the last years. He elaborate on the hosting in Bucharest of

International Academic Conference KAZAKHSTAN CHAIRMANSHIP OF OSCE ( 24 Febru-

ary 2010). This being the only case when Romanian diplomacy supported openly the

O.S.C.E. restructuring agenda put forward by Kazakhstan or the hosting by Romania of

the International Conference celebrating 20 years of Kazakhstan achievements on the

road of independence.

The Conference titled: KAZAKHSTAN: 20 YEARS OF INDEPENDENCE AND PROGRESS ex-

press Romania support for the economic and political development of Kazakhstan, that in

a short span of time, only 20 years had become a supplier of security and stability in all

Central Asia area.

Expressing Romanian Government support for strengthening the Romania-Kazakhstan

relation, the Minister of Culture, Mircea Diaconu underlined the support offered by Roma-

nia to Astana bid of hosting EXPO 2017 by organizing the art exhibition ASTANA-CAPITAL

OF THE FUTURE.

The same pledge was contained in Minister of Economy speech and other officials present

at the conference and in the message of Romanian Parliament conveyed for this special

occasion by Vice-President of Cultural Commission of Romanian parliament Deputy Ah-

med Aledin.

Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic

The High Representative of Ministry of Foreign Affairs of Kazakhstan, H.E. Serzhan Oral-

bayevich ABDYKARIMOV had taken the floor expressing Kazakhstan side appreciation for

the organizers of Academic and Diplomatic Conference: ROMANIA-KAZAKHSTAN: 20

YEAR OF DIPLOMATIC RELATIONS. A STRATEGIC PARTNERSHIP. Kazakhstan is regarding

the relation with Romania with application and dedication as is the only strategic partner-

ship in the region. Romania is representing for Kazakhstan the main diplomatic partner in

this region, the main investment area in Europe, the most important economic and trade

partner and a political allied concluded Deputy Foreign Minister of Kazakhstan Mr. Oral-

bayevich ABDYKARIMOV.

The final key note message was expressed by H.E. Ion Iliescu, President of Romania ( 1990-

1996;2000-2004) who emphasized that Romanian stance in celebrating 20 years of diplo-

matic relations with Kazakhstan it is not only a testimony of unprecedented development

The insignia, official decree and the medal where entrusted to Deputy Foreign Minister of

Kazakhstan Mr. Oralbayevich ABDYKARIMOV to be offered to Minister of Foreign Affairs of

Kazakhstan.

The concluding speech of the conference had being held by H.E. Kazakhstan Charge

d`affairs to Romania Mr. Talgat Kaliyev who conveyed his heartfelt and sincere apprecia-

tion for the host and organizers of this impressive event.

After the conference, diplomats and academics present on the venue had visited a Book

Exhibition hosted on the Palace of Culture and Education and dedicated to Kazakhstan

I shall mention only a few

episodes of the past years

showing the utility and

the importance of this

strategic partnership. In

2010, Kazakhstan was in

charge of the Organiza-

tion for Security and Co-

operation in Europe Presi-

dency in a tense environ-

ment in which the Rus-

sian and American con-

cepts over the role and

even of the organization’s

utility were exacerbated,

the last high level Summit of OSCE had taken place in 1999 at Istanbul and no compro-

mise for any new summit was to be found.

It appeared impossible for young Kazakhstan, with its energetic but still young diplomacy

to succeed this stunt.

Since the very first hours of the new presidency, Romania showed its availability to support

Kazakhstani OSCE reformation and organizational reactivation concepts by means of a

new high level summit. Romania had the wisdom along with Kazakhstani diplomacy to

proceed in the best possible way : a summit of the wise held in Bucharest in which with

calm, diplomacy and especially with strong arguments, the European intellectual elites

and not only, were convinced of the OSCE reform necessity and of the organization’s fu-

ture preservation through a new summit.

High ranked Romanian intellectual personalities such as President Ion Iliescu and President

Emil Constantinescu took over the OSCE ideas’ flame and hence supported the OSCE re-

form. There was a clear test of how the strategic relations Romania – Kazakhstan func-

tioned not only for the bilateral relation’s sake, but for the guardianship benefit of an or-

ganization with a notorious past, fallen in the shadows.

I was proud when the planted ideas in Bucharest, February of 2010 blossomed in Astana,

December of 2010. It was more than Romania’s voice: it was the voice of Kazakhstan and

of a functioning bilateral relation. When the world was wondering whether the Kazakh-

stan presidency would be a success, Romania gave an intellectual and resounding answer:

YES.

Furthermore, at the Conference dedicated to 20 years of Kazakhstan independence in

November 2011, the intellectual and academic Romanian elite under the guidance of

natural leaders: President Emil Constantinescu and President Ion Iliescu knew how to

place the conference’s importance on the 2nd position after Washington’s conference.

These were other proofs of a working partnership. Moreover, on April 24th of 2012 Roma-

do such a gesture, followed afterwards by Germany; I wish to highlight that Romania was

the first country to support Astana for EXPO 2017.

Romania sustained during my

mandate, through my visit in

Astana in 1999 and Nursultan

Nazarbaev President’s visit in

Romania in 1998, Kazakhstan’s

successful initiatives such as:

dismantling the nuclear exercise

polygon from Semipalatinsk, the

decision to renounce to nuclear

weapons, joining the United

Nations, integrating in OSCE in

Europe in order to give a Euro-

Asian political dimension to the new born state.

Today, at almost 20 years from all these diplomatic decision which proved acuity and re-

gional, continental plus international integration desire, one can appreciate the stabilizing

and creative role of the dense diplomatic activity in building Kazakhstan nowadays.

Even after finishing my mandate as Romania’s President, aware of the enormous responsi-

bility I have as opinion leader, I have continued to support the bilateral agenda by partici-

pating to important events for our country and Kazakhstan.

Almost two years ago, I had the pleasure to hold a main speech entitled Do we still need

OSCE : for what ? for whom ?, within the OSCE 2010 Conference. Kazakhstan Presidency,

held in Bucharest February 24th of 2010.

In November 2011, when the Conference : Kazakhstan 20 years of independence and

prosperity was held in Bucharest, the biggest manifestation held outside Kazakhstan bor-

ders – excepting the one in Washington, I had the pleasure to remark in my speech Ka-

zakhstan : 20 years from independence, the positive evolution over these two decades of

independence : building a country, strong institutions, a successful economy, building a

new capital, contributing to the general safety by abandoning the nuclear equipment pro-

duction and becoming an exporter of security in such a difficult region such as Central

Asia ; all these are important results, one could say impressive ones, which bring near more

Europeans on the Kazakhstan model.

Moreover I salute Romania’s decision to support Astana, Kazakhstan’s capital candidacy for

organizing the International Exhibition in 2017, considering that this is a necessary step in

re-establishing Silk Route, a resonant geopolitical project in the 21st century.

Today, when Romania-Kazakhstan relations have reached a profound, solid and developed

level while transforming the two countries in a role model for collaboration, I can only

hope for further cultural, academic, economic and political efforts; everything that has

been built in these 20 years will become a foundation for a strengthened relation and we

shall not speak only about a strategic partnership but also of a privileged strategic partner-

ship between our countries.. Thank you!

a

great honor and joy to participate at the 20 years of diplomatic, political and cultural rela-

tions Romania - Kazakhstan Conference.

20 years may mean little at a historical scale, but mean enormously in a lifetime or in a

political life, moreover if this timeframe has been filled with events and the diplomatic and

cultural relations between Romania and Kazakhstan enjoys undoubtedly this quantity of

positive events.

In the past 20 years our countries had been involved culturally, politically and diplomati-

cally in a project of rebuilding the Silk Road in the 21st century, a road of civilizations, of

exchanging ideas, mentalities: the road of culture. This is an ambitious project in which

Romania and Kazakhstan find each other today as they were to be found during Middle

Ages on the same road of transporting goods..This a cross-centuries link rebuilt today, fo-

cusing on the cultural values to be restored between Astana and Bucharest : cultural and

artistic projects, exchanging ideas, `programs, supporting Kazakhstan’s candidacy for As-

tana capital at EXPO 2017, all these belong to the same big project of culture unifying

people and civilizations.

(..)Thus, on behalf of my mandate, we will make all the necessary efforts to finalize the

already advances negotiations for achieving a Cultural Cooperation Agreement between

our countries. It will be another proof of Romania-Kazakhstan friendship’s vitality.

These are elements of an extremely strong and impressive cultural relation; however, I do

not wish to speak another 20 years about the achievement of these past 20 years of ex-

ceptional cultural and diplomatic relations, although I do have all the necessary docu-

ments to do so!

The central message I wish to send is our decision to continue using culture in building

communication, civilization and dialogues bridges, to open knowledge windows and to

leave the wind of friendship and cooperation to maintain fresh what we call the strategic

relation: the relation Romania- Kazakhstan.
