Nehru Yuva Kendras were established in the year1972 with the objective of providing rural youthavenues to take part in the process of nation buildingas well providing opportunities for the developmentof their personality and skills.

In the year 1987-88, Nehru Yuva KendraSangathan(NYKS) was set up as an autonomousorganization under the Government of India, Ministryof Youth Affairs and Sports, to oversee working ofthese Kendras. NYKS is the largest grassroots levelvoluntary organization; one of its kind in the world. Itchannelizes the power of youth who are in the agegroup of 13-35 years on the principles of voluntarism,self-help and community participation.

To involve the rural youth in nation

building activities.

To develop such skills and values in them

with which they become responsible

and productive citizens of a modern,

secular and technological nation.

Vision of the organization focuses on developing long term strategies for good citizenship and youth leadership at the grass root level. Youth Clubs are formed and encouraged to participate in sports, cultural and local development activities. This leadership becomes highly useful in creating:-

Networks of volunteership.

Oppurtunities of participation in fundamental democratic practices of polity and development;

Instruments of empowerment of youth like skill-generation, awareness creation about health, life skills, and self employment.

Cyclonic Storm Helen is a relatively weak Tropicalcyclone that formed in the Bay of Bengal Region onNovember 18, from the remnants of Tropical StromPodul.

Late on November 17, the remnant energy of TropicalStorm Podul contributed to the development of atrough over the Bay of Bengal, located near theAndaman Islands. During the next couple of days, thestorm slowly organized and consolidated, promptingthe Joint Typhoon Warning Center (JTWC) to issue aTropical cyclone formation alert (TCFA) during the earlyhours of November 19. Later on the same day, the IndiaMeteorological Department (IMD) upgraded the stormto a depression, classifying it as BOB 06, followed by theJTWC reporting that the storm had reached TropicalStorm strength. A couple of hours later, the IMDupgraded BOB 06 into a Deep Depression, as the stormcontinued to intensify.

Shortly before landfall, the storm's convection sheared

to the north, causing its low level circulation to fully

expose followed by the JTWC issuing its final bulletin,

reporting that the storm had weakened due to land

interaction. Helen made landfall south

of Machilipatnam of Krishna district, Andhra Pradesh

and rapidly deteriorated into a deep depression.

Helen brought extensive damage to Machilipatnam

in Krishna district, with uprooted trees and electric lines.

The districts of Krishna, East Godavari and Srikakulam,

Visakhapatnam and Guntur suffered heavy rainfall.

Heavy damage to harvest crops was also reported, with

the West Godavari district being worst

affected. Paddy, coconut and banana crops have

suffered damage. The total loss incurred by Krishna and

West and East Godavari districts in the state of Andhra

Pradesh due to the cyclone Helen was estimated to be

Rs.1,628.73 crore ($262 million).

To assist people during natural calamities like floods

and earthquakes, the Nehru Yuva Kendra Sangathan

(NYKS) plans to form a disaster management cell in

Krishna district. To set up a 60-member cell to help

calamity-hit people recover from shock.

From medical to manpower, it will extend all support

Cell comprises active members of rural youth clubs

Special training for selected members in September

The services of the cell will not be confined to the

district alone but will be extended to the entire

State.

Besides helping the affected people in rebuilding

their lives, the 60-member cell will also prepare

people for eventualities. Active members of rural

youth clubs will form part of this first-of-its-kind cell.

Members of the cell will take the lead in rebuilding

calamity-affected areas and extend all sorts

support, from medical to manpower, to help

people recover from the shock.

The NYKS has considered nursing assistants (male

and female), masons, carpenters and plumbers as

skilled, and those who are not well versed in any

particular trade as unskilled.

The NYKS will bear their travel and other expenses.

Only those who are ready to go to any place at any

point of time have been drafted for the service.

Officials of the police, revenue, medical and health

and fire services will teach the members the

immediate steps to be taken during and after a

calamity.
