CIRCULAR
Subject: - Regarding stamping of entitlement of wards and validity on Health Cards.
Government of NCT of Delhi is providing comprehensive health care facility to it's employees and
pensioners through various government dispensaries, hospitals and many empanelled hospitals
and diagnostic centers in Delhi and NCR area under Delhi Government Employees Health Scheme.
For availing this facility a health card is issued to each beneficiary, which mentions dependants,
entitlement of ward and validity of the card. It has been observed that some of the Health Cards are
not showing entitlement of wards of the employees and pensioners and also validity of the card is
also not mentioned in case of pensioners. This is causing problems to employees and pensioners
for availing cashless facility from empanelled hospitals and diagnostic centers and also
reimbursement of medical claims of the pensioners.
In view of the above mentioned facts you are requested to instruct the concerned officers that
entitlement of wards and validity of the cards must be stamped properly on the health cards in
future. In addition already issued cards may be recalled and eligibility and validity may be
stamped prominently. This may be taken up on priority in the interest of the employees and
pensioners for availing medical services properly under DGEH Scheme.

Subject: - Regarding simplification of referral system.
The matter regarding simplification of referral system was under consideration under this department for
quite some time. It has now been decided and Referral system has been simplified by dispensing away with
the requirement of authorization for investigations, before actually undergoing these tests, which are
necessary to arrive at diagnosis provided the tests have been advised by the specialist of the empanelled
hospital to which the patient has been referred to by Authorized Medical Attendant (AMA) or the doctors of
Government hospitals/dispensaries. The investigations must be undertaken from an empanelled
diagnostic center approved for particular tests under DGEHS. Authorization for undergoing Specific
operative/IPD procedure shall continue to be obtained from AMA before actually undergoing the same.
