Overview

Growing Church Bringing Hope Project Manager This is a temporary post (8 months) to help deliver the strategic projects supporting the Diocese of Newcastle’s vision for ‘growing church bringing hope’.

There are several projects currently underway to address numerical, spiritual and missional growth across the diocese. The Diocese of Newcastle, in line with a national trend, has seen a general decline in attendance at many churches over recent years with the consequential impact this has on those churches to generate the capacity, and resources, for growth. With further work due to commence in 2020 to help the diocese move to a sustainable position for growth, the need has arisen for a project manager to continue with the implementation of the projects currently underway whilst also initiating and contributing to new projects and other strategic initiatives as they arise in 2020. The existing projects include:

initiatives to reimagine our rural church; working with urban parishes with a low per capita church attendance where there

is an appetite and potential for growth; the launch of our first diocesan Resource Church which includes an ambitious

reordering project to help to build upon the early successes.

Background The simple yet profound values of the Diocese of Newcastle – generous, engaged, and open - have become not only a way of expressing the aspirations of the Diocese but a prism through which we view our mission. They inform and inspire the way we work and our behaviour.

Framed by the Rivers Tyne and Tweed the Diocese of Newcastle is the Church of England’s most northerly diocese. This Diocese in the ‘land of the Northern Saints’ was formed in 1882 and comprises 172 parishes across 2,110 square miles. The Diocese covers the local authorities of Northumberland, Newcastle, North Tyneside and also small parts of County Durham and Cumbria. The twelve deaneries within two archdeaconries serve a population of 800,000 people across a variety of communities ranging from sparse rural, thriving suburban to larger inner city areas of deprivation.

A cohort of 152 stipendiary and self-supporting clergy under the episcopal leadership of a diocesan bishop, the Rt Revd Christine Hardman, and the suffragan Bishop of Berwick, the Rt Revd Mark Tanner, are resourced by a team of lay and ordained supporting ministers and 116 readers. A small administration team is based at Church House, North Shields which also houses the Joint Education Team (a joint working initiative with the Diocese of Durham), the Lindisfarne College of Theology and a Religious Resources Centre.

The Diocese of Newcastle is committed to flourishing churches and communities and has developed a vision for growing church bringing hope as part of a response to the challenges faced by the church in our rural, urban and suburban settings.

The Growing Church Bringing Hope Project Manager will report to the Transformation & Strategy Programme Manager. Key relationships include the Bishop’s Staff Team, the Bishop’s Council, Area Deans and Deanery Lay Chairs, Church House Staff and the Resource Church.

Reporting to the Growing Church Bring Hope Project Manager There are no direct reports.

Key responsibilities

Project Management

Manage the initiation, delivery and closedown phases for each of the Growing Church Bringing Hope projects; Oversee the day to day implementation of each project, proactively monitoring overall progress and ensuring

that each project delivers to the appropriate quality, time and budget; effectively co-ordinate project interdependencies; identify and manage risks and barriers to delivery that arise, initiating mitigating actions as appropriate; Build and maintain effective working relationships with project stakeholders; Produce and maintain, in partnership with stakeholders, the detailed project control documents including

schedule, scope, finance, risk register; Produce and disseminate project reports for the Project Board(s) including the tracking of the delivery outputs

and outcomes; Coordinate the project(s) evaluation.

Finance Monitor and manage the project finances including budgeting, forecasting and tracking actuals

Communications Ensure effective organisation and communication structures; produce and manage the communication plan for each project;

Co-ordinate and prepare project publicity working with, and aligning with, the Diocesan Communications Department.

Respond to queries from clergy, lay representatives and diocesan staff and ensure regular communication to all stakeholders together with a mechanism for feedback.

Person Specification: key criteria

Qualifications & Training

• Educated to degree level or equivalent • Project management qualification or substantial experience of managing projects.

Experience • Ability to manage significant projects (financial and people) working with multiple stakeholders to deliver key outcomes on time and within budget;

• Proven experience of managing people, both paid and volunteers;• Evidence of financial acumen: previous experience of developing and managing significant budgets;

Knowledge & Skills • Excellent project management skills; able to produce plans and deliver results without losing sight of strategic context • Knowledge of project evaluation processes • An able communicator able to tailor delivery to different audiences • Ability to form effective working relationships with a diverse range of people • Ability to work collaboratively, motivate people and handle potential conflict• Ability to lead, encourage and motivate others;• Able to demonstrate self-awareness and emotional intelligence;• Able to exercise sound judgement and decision making;• Excellent IT skills, including Word and Excel;• Understanding of the structures of the Church of England and empathy with the aims and objectives of the Diocese.

Salary Grade 4 Salary: probationary period £24,892 pa (£31,115 pa FTE); on completion of probationary period £26,202 per annum (£32,753 FTE).

Pension Contributions Employees will be automatically enrolled into the Church Workers Pension Fund (CWPF) Pension Builder Classic Scheme. The Newcastle Diocesan Board of Finance contributes 10% of pensionable salary as an employer contribution to the Scheme. This is a non-contributory Scheme and staff may voluntarily contribute to the Scheme if they wish to do so. Employees have a right to opt out of the Scheme after enrolment.

Hours of Duty The post is offered on a part-time basis (0.8 FTE) working 30 hours per week. The normal office hours are 08:30 to 16:30 Monday to Friday. The post may require availability and attendance at evening and weekend meetings and events. Overtime is not paid but time off in lieu is provided. Lunch and any other breaks are unpaid.

Annual Leave The leave year runs from 1st January to 31st December. It is the custom for staff to use annual leave between Christmas and New Year when the office is closed. Full-time staff receive 25 days paid leave per leave year exclusive of 8 public holidays and 4 additional holidays approved by the Board.

Contract The post is offered on a temporary basis for 8 months. The employer is the Newcastle Diocesan Board of Finance The post is subject to a one-month probationary period.
