The development planning process has become ever more complex over the years, now requiring a multitude of associated technical and environmental assessments and reports to support a planning submission.

Robert West provides a range of appropriate skills and experience to deliver these studies, working alongside the clients’ own sta! and/or its planners, architects and other professionals. From a conventional civil and structural engineering background, "rst established in Kent and in Worcestershire some 40 years ago, the practice has in recent years developed skills in:

transportation planning tra#c and highway engineering $ood risk assessments SUDS and water management drainage and utilities layouts infrastructure design

Sometimes a single such skill is provided, whilst on other projects the full range of services is required, enabling an Environmental Statement to be produced. In the latter case, selected studies are sub-let but managed and co-ordinated, including

geotechnical geo-environmental air quality noise vibration ecology archaeology minerals studies

But the service does not have to stop there. Throughout the process our sta! will have communicated regularly with the planning authority, highways authority, Environment Agency and other regulatory bodies. We are available to continue right through the planning process including supporting a client’s application through an appeal where necessary. Beyond that we have the ‘downstream’ in-house skills to complete the detailed engineering design of both buildings and infrastructure and to manage the project right through its complete life cycle, including the construction stage.

Transport planningFrom the earliest stages of the masterplanning process Robert West provides strategic transport advice to inform design development leading to the provision of a Transport Assessment and Travel Plan.

We always listen to our clients to understand their objectives, and our pro-active attitude and approach is often described by our clients as di!erent to most other ‘tra#c engineers’. We believe that the decisions made during the early stages of the design process are critical to a successful project, and therefore we always take a step back and consider the possible solutions rather than just opting for the obvious.

In most cases we recommend early dialogue and engagement with the highway authority, since an agreed scope of works avoids the risk of abortive work and unnecessary delay to the planning application process.

Our proactive attitude and approach is often described by our clients as di!erent to most other ‘tra"c engineers’.

Infrastructure

Flood risk and drainage strategies

Robert West has been delivering highways and infrastructure design for over 30 years. During this time we have designed a multitude of assets including bridges, roads, gyratory systems, cycleways, pedestrian priority areas, signalised junctions, retaining walls, subways, earthworks, drainage and sewerage systems, pumping stations, car parks, loading bays, bus stations, railway stations, marinas, pontoons and river walls.

Modern developments will frequently incur the provision of some such features. Through careful and innovative design we will seek to minimise the extent, content and therefore costs of these provisions, consistent with meeting acceptable standards of safety and operation.

In recent years $ood events have become more prevalent and headline news. All planning applications for developments in Flood Zones 2 or 3 and all those covering more than one hectare require a Flood Risk Assessment to accompany a planning application.

For developments in Flood Zones 2 and 3 we use our skill and experience to provide solutions which facilitate development, either by challenging the views of the Environment Agency or by advising clients how to develop their designs to overcome constraints.

In respect of surface water drainage, our designers utilise a range of solutions to attenuate discharge rates to meet requirements. Often the means of attenuation is dictated by the constraints imposed by the site, but where possible ‘sustainable urban drainage systems’ (SUDS) are evolved and designed, normally being the preferred solution of the drainage authority and of the Environment Agency.
