I. CALL TO ORDER PUBLIC MEETING

Vice-President Matthew O’Grady called the May 27, 2014 meeting of the Robbinsville Board of

Education to order at 6:06 PM. He read the Statement of Public Meetings and led the flag salute.

III. MOTION TO RESUME PUBLIC SESSION

On motion of Mr. Kochberg and seconded by Mrs. Gange, the Board voted 5-0 to resume Public

Session at 7:08 PM.

IV. BOARD PRESIDENT’S REPORT

Teachers of the Year

The Principals from each building introduced their schools’ Teacher of the Year. They provided the

Board with information about their accomplishments and about how they have impacted the lives of

the children they serve as well as their colleagues. Congratulations to Laurie Rotondo, Robbinsville

High School, Michael Passafaro, Pond Road Middle School, and Courtney Belets, Sharon

Elementary School.

Thea’s Star of Hope – Thea Danza & Family

Vice-Principal Nicole Bootier introduced Thea Danza, a second grade student at Sharon Elementary

School. With Mrs. Bootier’s help, Thea told the Board about Formal Friday, a recent fundraiser that

raised $4,000+ for Children’s Hospital of Philadelphia.

Robbinsville High School Team Nemesis

The RHS Robotics Team recounted their 2013-2014 successes for the Board of Education. They

informed the Board that they have developed a five year business plan to sustain the program as it

moves forward and described various components.

Panasonic Creative Design Challenge

Kudos to Harrison Young, Samantha Young, Anthony Heulitt, winners of the Panasonic Creative

Design Challenge and $4000 each in scholarship award money. The students described their award

winning car to the Board.

RHS Raven Chorus

Choral Director David Westawski introduced the chorus and shared the results of a recent choral

competition near Hershey, PA.

RHS Raven Chorus- Superior rating, 1st place in the AA division

RHS Select Choir- Superior rating, 1st place in the AA division, and Best Overall High School

Choral Ensemble

Additionally, the RHS Chorus and Band took home the Espirit de Corps award. This is a special

award and is not based on any scores from the competition. The competition staff evaluates groups

throughout the event to select the one group most exhibiting pride, spirit, enthusiasm, friendliness,

and unity of purpose.

The chorus performed Soon-ah Will Be Done by William Dawson for the Board and members of the

public.

V. SUPERINTENDENT’S REPORT – Dr. Steven J. Mayer

Dr. Mayer provided a presentation focused on the school-wide implementation of Chromebook

technology over the next two years.

Board members engaged in discussion and asked related questions including:

Lifetime of Chromebooks – 4 years

Professional Development – Most is no cost / District will pay for travel expenses / Train the

Trainer approach

Chromebooks can be used for PARRC testing

Districts visited – Hillsboro, Shore Regional, WWP

VI. SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Mr. Robert DeVita

School Business Administrator Robert DeVita reported on the following matters.

2014-2015 budget is open

2014 Audit will take place in September or October

Robbinsville transportation has moved to #1 in efficiency in Mercer County

VII. STUDENT GOVERNMENT REPORT – Emily Kratz

In her final report of the 2013-2014 school year, Emily Kratz reported on the following matters.

Chartwells projects a $40,000 profit / Metz projects $4,000. Committee recommends

Chartwells for 2014-2015 but will reconsider going out for RFP if the positive trend does

not continue.

D. NEGOTIATIONS – Mr. Matthew O’Grady

Mr. O’Grady reported that a memorandum of agreement between the Board of Education and

the Robbinsville Education Association has been reached. He said that the salary guides are

being reviewed after which REA will hold a ratification meeting followed by Board ratification

at the June 24, 2014 meeting. Dr. Mayer expressed appreciation to the REA and to the Board

for their willingness to work together and reach an agreement.

On motion of Mrs. Gange and seconded by Dr. Costanza and carried by a vote of 5-0, the

B. Qualified Purchasing Agent – 2014-2015

WHEREAS, the Public School Contracts Law gives boards of education the ability to establish

their bid threshold at $36,000.00; and

WHEREAS, N.J.S.A. 18A:18A-3a, permits a bid threshold of $36,000 if a Qualified Purchasing

Agent is appointed and also grants the authorization to negotiate and award such contracts below

the bid threshold; and

WHEREAS, N.J.A.C. 5:34-5 et seq. establishes the criteria for qualifying as a Qualified

Purchasing Agent; and

WHEREAS, Robert DeVita possesses the designation of Qualified Purchasing Agent as issued

by the Director of the Division of Local Government Services in accordance with N.J.A.C. 5:34-

5 et seq.; and

WHEREAS, the Robbinsville Board of Education desires to establish the bid threshold at

$36,000 as provided in N.J.S.A. 18A:18A-3; now, therefore, be it

Robbinsville Board of Education will make exception to this resolution for the following

Motion to adopt a resolution authorizing The Procurement of Goods and Services through State

Agency for the 2014-2015 school year.

WHEREAS, Title 18A:18A-10 provides that “A board of education, without advertising for

bids, or after having rejected all bids obtained pursuant to advertising therefore, by resolution

may purchase any goods or services pursuant to contract or contracts for such goods or services

entered into on behalf of the State by the Divisions of Purchase and Property”, and

WHEREAS, the Robbinsville Board of Education has the need, on a timely basis, to procure

goods and services utilizing state contracts, and

WHEREAS, the Robbinsville Board of Education desires to authorize its purchasing agent for

the 2014-2015 school year to make any and all purchases necessary to meet the needs of the

school district throughout the school year,

NOW THEREFORE, BE IT RESOLVED that the Robbinsville Board of Education does hereby

authorize the district purchasing agent to make purchases of goods and services entered into on

behalf of the State by the Division of Purchase and Property utilizing various vendors that have

State Contracts. The Purchasing Agent shall make known to the Board and Commodity /

Service, Vendor and State Contract Number utilized.

Motion to authorize the Superintendent of Schools to sign and file all grant applications to the

United States government and state government for educational program grants and to represent

the District as required in reference to such grant applications for the 2014-2015 school year.

A. NUSHIN KANUNI

Mrs. Kanuni inquired about the status of the security cameras. Dr. Mayer informed her that the

district has secured quotes and is working on a policy with the Mercer County Assistant

Prosecutor.

XV. OLD BUSINESS

Mr. O’Grady expressed appreciation to the Robbinsville Education Foundation for coordinating the

annual golf outing.

XVI. NEW BUSINESS

Mrs. DeVito noted that the BAPS Charities Walk was successful and expressed gratitude for their

donation of $4,000 for Project Lead the Way.

Mrs. Gange noted that she is please that Dr. Mayer, Dr. Foster and Mr. DeVita have signed new

contracts with Robbinsville Schools. Other Board members echoed her sentiment.

XVII. ADJOURNMENT

On motion of Dr. Costanza and seconded by Mrs. DeVito and carried by a vote of 5-0, the

Robbinsville Board of Education voted to adjourn the May 27, 2014 public session at 8:57 PM.
