I. CALL TO ORDER PUBLIC MEETING

Board President Scott Veisz called the January 28,2020 meeting of the Robbinsville Board of Education to

order at 6:03 PM. He read the New Jersey Public Meeting Law Announcement and led the flag salute.

II. READING OF NEW JERSEY OPEN PUBLIC MEETING LAW ANNOUNCEMENT

The New Jersey Open Public Meeting Law was enacted to ensure the rights of the public to have advance

notice of and to attend the meetings of public bodies at which any business affecting their interests is

discussed or acted upon. In accordance with the provisions of this act, the Robbinsville Board of Education

has caused notice of this meeting to be published by having the date, time and place thereof posted in the

Trenton Times and the Township of Robbinsville Bulletin Board no less than forty-eight hours in advance of

the meeting. This notice was also posted at Sharon School, Pond Road Middle School and Robbinsville High

School. In accordance with N.J.S.A 18A:12-24.1 and Policy 0142 the Robbinsville Board of Education shall

be bound by the provisions of the School Ethics Act.

IV. MOTION TO CONVENE IN EXECUTIVE SESSION

WHEREAS, while the Sen. Byron M. Baer Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.) requires all

meetings of the Robbinsville Board of Education to be held in public, N.J.S.A. 10:4-12(b) sets forth nine (9)

types of matters that may lawfully be discussed in "Executive Session," without the public being permitted to

attend, and

WHEREAS, the Board has determined that one (1) issue is permitted by N.J.S.A. 10:4-12(b) to be discussed

without the public in attendance and shall be discussed during an Executive Session to be held on Tuesday,

January 28, 2020 at 6:00 P.M, and

WHEREAS, the nine (9) exceptions to open public meetings set forth in N.J.S.A. 10:4-12(b) are listed below,

and next to each exception is a box which will be marked when the issues to be privately discussed fall within

that exception, and after each exception is a space where additional information that will disclose as much

information about the discussion as possible without undermining the purpose of the exception shall be

written:

1. Any matter which, by express provision of Federal law, State statute or rule of court shall be rendered

confidential or excluded from public discussion.” The nature of the matter, described as specifically as

(or, in the case of a minor or incompetent, his guardian) shall request in writing that the same be disclosed

WHEREAS, the length of the Executive Session is estimated to be sixty (60) minutes after which the public

meeting of the Board shall reconvene and proceed with business where formal action will be taken.

NOW, THEREFORE, BE IT RESOLVED that the Robbinsville Board of Education will go into Executive

Session for only the above stated reasons; and

BE IT FURTHER RESOLVED that the Board hereby declares that its discussion of the aforementioned

subject(s) will be made public at a time when the public's interest in disclosure is greater than any privacy or

governmental interest being protected from disclosure.

• Statement by the Board President

The Robbinsville Board of Education strongly believes in creating and fostering an inclusive

environment. We recognize that our community is made up of residents from a variety of diverse

backgrounds, cultures and religions. Our goal is to create a school district that celebrates diversity and

tolerance across all spectrums. The Robbinsville Board of Education and Administration does not

condone negative statements or actions focused on any group, nationality, race and/or religion. By

continually working to achieve these goals, we can foster a more open, strong and resilient school culture

that will help make Robbinsville a better place to live, learn and raise a family.

• Congratulations to the Robbinsville Public Schools Logo Contest Winners

o Alex Scott – PRMS – Runner Up

o Katherine Nitti – RHS – Runner Up

o Achyut Seshadri – SES – First Place

Dr. Foster introduced the runners up and the winner of the Robbinsville Public School District Logo

Contest. Each student addressed the Board and members of the public and spoke about the inspiration for

their designs.

• Kudos Sam DeMartino, RHS Senior

RHS Senior Sam DeMartino was selected to have her photo appear on this year’s Girl Scout cookie

boxes. A Media Girl for her troop, Sam was selected for her work (public speaking / teaching programs)

involving STEM.

VII. SUPERINTENDENT’S REPORT – Dr. Kathie Foster

Dr. Foster addressed the Board and noted how appreciative the district is of their service.

A. SCHOOL BOARD RECOGNITION MONTH

WHEREAS, The New Jersey School Boards Association has declared January 2020 to be School Board

Recognition Month, a time when all residents can acknowledge the contributions made by our local

school board members; and

WHEREAS, The Robbinsville Board of Education is one of more than 581 local school boards in New

Jersey, which sets policies and oversees operations for public school districts; and

WHEREAS, The Robbinsville Board of Education embraces the goal of high-quality education for all

New Jersey public school students; and

WHEREAS, New Jersey’s local school boards help determine the educational goals for approximately

1.4 million children in pre-kindergarten through 12th grade; and

WHEREAS, New Jersey’s 5,000 local school board members, who receive no remuneration for their

services, act as advocates for public school students as they work with administrators, teachers and

parents for the betterment of public education; and

WHEREAS, School boards strive to provide the resources necessary to meet the needs of all students,

including those with special needs; and

WHEREAS, Boards of education provide accountability to the public; they communicate the needs of the

school district to the public; and they convey to school administrators the public’s expectations for the

schools; and

WHEREAS, New Jersey can take pride in its schools, which rank among the nation’s best in key

achievement indicators such as the National Assessment of Educational Progress scores, and the

preparation for college through advanced placement offerings and SAT assessments;

Now, therefore, be it RESOLVED, That the Robbinsville Board of Education, does hereby recognize the

services of local school board members throughout New Jersey as we join communities statewide in

observing January 2020 as SCHOOL BOARD RECOGNITION MONTH; and

Be it further RESOLVED, That the Robbinsville Board of Education urges all New Jersey citizens to

work with their local boards of education and public school staffs toward the advancement of our

children’s education.

B. DISTRICT GOALS: Mid-year Review

Dr. Foster provided a presentation to review progress to date on the 2019-2020 district goals established

at the annual retreat of the Board of Education that took place on July 17, 2019 and indicated that it is

likely she will recommend that a new demographic study be completed. Board members commented and

indicated that they are proud of, among other things, the implementation of R’ville Ready Skills and how

these skills are impacting student growth.

C. SEMI-ANNUAL HIB REPORT: POLICY 5512

As required by policy 5512 (Harassment, Intimidation and Bullying), Dr. Foster reported on Harassment,

Intimidation and Bullying during Period 1 (September – December) of the 2019-2020 school year. She

informed the Board and members of the public that the district continually seeks ways to educate

students, staff and parents on HIB matters.

This year, in addition to updating HIB process and procedures, district staff has participated in the

following trainings:

• HIB and the Changing Legal Landscape Webinar

• The Role of the School Climate Team – New Jersey State Bar Foundation

• NJ Anti-Bullying Specialist Certificate Program

District schools are engaged in a variety of HIB related activities including Week of Respect, Make

Someone’s Day, World Day of Bullying Prevention, Positive Education Initiative, Character Strong, Start

with Hello, Student Voice Groups, All About You Counseling Lessons, Sandy Hook Promise Grant,

Responsive Classroom, Sharon School Promise Student Nominations, Climate and Culture Team

meetings.

VIII. INTERIM SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Mr. Mark A. Ritter

A. COMPREHENSIVE ANNUAL FINANCIAL REPORT: June 30, 2019 – Dave McNally, Holman

Frenia and Allison, PC

Auditor Dave McNally provided an overview of the CAFR. He reported that the Independent Auditor

Opinion (page 10) indicates that the financial statements are fairly stated and indicated that this is like

getting an A+ on a report card. There was discussion among the Board members about a few minor

errors in the enrollment and statistical data section of the report and Mr. McNally noted that a clean copy

will be forthcoming.

IX. ACCEPT COMPREHENSIVE ANNUAL FINANCIAL REPORT & CORRECTIVE ACTION PLAN

On motion of Mr. Galluccio and seconded by Mrs. Ciaccio, the Robbinsville Board of Education voted 9-0 to

accept the June 30, 2019 Comprehensive Annual Financial Report (CAFR) as prepared by Holman, Frenia

and Allison, PC., as per exhibits. There is one recommendation:

• 2019-001 Finding – It was noted during the audit that the Board of Education did not approve the

allocation to line items of the receipt of additional state aid by two thirds affirmative vote.

Corrective Action - Verify Board of Education approval of increase in line items when additional state aid is

received.

X. RHS STUDENT GOVERNMENT REPORT: Maya Johnson

Sports

• The hockey team currently has a record of 14-3

• Swimming - The girls swim team is currently 4-8, while the boys are 4-7. The county tournament is

coming up next week, and we wish them the best of luck.

• Boys basketball - The team has a record of 11-4, making it one of the best starts of the season in the

program’s history.

• Girls basketball - The team has a record of 6-8.

• Wrestling currently has a 6-9 record.

• Julia Sabol was recently named one of the top girls soccer players in Central Jersey.

Arts

• The jazz band and choir hosted their annual Java Jam.

• Rehearsals for the spring musical, Guys and Dolls, are underway at the high school.

• The improv team hosted a cabaret this past Thursday.

Clubs

• On January 14, the Model U.N. club hosted its annual Night of Nations fundraiser. It was full of

interesting facts, delicious food, and a great insight into many countries’ cultures and customs.

PEI

• The first PEI workshop of 2020 was held this past Wednesday. The topic of this workshop was power

poses and the impact they can have on your thoughts and actions.

Other

• The high school just hosted a Snowball dance this past Saturday. All grades were invited at it was a great

night.

• Senior Sam DeMartino has her picture on every Girl Scout cookie box nationwide.

• The Virtual Enterprise students recently received 1st place for presentation and 3rd place for sales pitch at

the NY Metro Business Plan Competition.

• This past Friday, the. Chinese classes celebrated the Lunar New Year will an amazing festival full of

dancing, food, and good times.

• The first semester is ends this Thursday. In the next two days students will be taking finals for their

semester classes, and beginning their second semester classes on Friday.

XI. PRMS & SES STUDENT COUNCIL REPORT: James Cavanaugh Gialoreto

Jake Cavanaugh Gialoreto reported on Student Council initiatives at Sharon Elementary and Pond Road

Middle Schools.

• Student Voice / Play Unified sponsoring an anti-bullying poster contest

• PRMS Musical – The Little Mermaid – February 7th & 8th at RHS

• Kindness Week

SES

• Soup for Super Bowl – Collected food for Food Bank

• Pennies for Patients – Fundraiser for leukemia research

• Hawaiian Day – Upcoming

• Student Council to research organizations for fund raising

XII. PUBLIC COMMENT: AGENDA ITEMS ONLY

A. JOE GOLDING: Mr. Golding brought the Grade 8 band students to address the Board regarding the current

band schedule.

B. AMIT CHOPRA: Advocated for introduction new sports and activities such as karate, yoga, mindfulness,

badminton and volleyball. Will serve as volunteer.

C. LEIF BREEDEN: Addressed recent lockdowns / Suggested walkie talkies for all staff.

D. GWENDOLYN WOOD: Stated that karate and mindfulness protect the brain from stress. Will volunteer to

implement.

E. NOUSHIN KANANI: Discussed mindfulness and school culture / Social media rules for BOE members /

HIB report / CAFR

F. UNNAMED STUDENT: Asked about student focus groups

G. RAKHI UPADHYAY: BOE statement on diversity / Racialized remarks

H. ALEX SCOTT: Indicated that students at PRMS forced to choose between art and band

I. KERI FOX: Supports expanded options for students including yoga & the arts

J. ELISSA HARRIS: Read remarks to express a growing concern with a Board member

K. JAHNSEE SADULA: Board members should not discuss policy matters on social media / bias and

intimidation not acceptable / Increase funding for counselors in budget

L. MICHAEL TODD: Homework policy

XIII. COMMITTEE REPORTS

Each committee chair is invited to highlight items discussed during this month’s committee meetings, if

he/she so chooses. For members of the public, a copy of each committee report is on file at the Board Office.

The committee reports are also available for review in a binder at the front of the room.

A. EDUCATION, DEVELOPMENT & POLICY – Mrs. Lisa Temple, Chair

Mrs. Temple reported on the following matters discussed during the January 8, 2020 meeting of the

Education, Development and Policy committee.

Second Reading Policies: P&R 2330 Homework

In addition to the previous 2nd read changes made at the December meeting, the following updates were

made to the Homework Policy

• Thanksgiving was added as an additional break where no homework is expected to be completed

• Regarding on task time for homework, the phrase “over the course of the week” was added

• To help ensure the policy was being followed, an additional section was added regarding expectations

for Administrators

Expectations for Administrators:

Administrators will help students by:

1. Reviewing homework to ensure it is meaningful and relevant to the course and not “busywork.”

2. Articulating expectations for staff to coordinate assignments and avoid unreasonable workloads

for students.

3. Responding to parents who have concerns about unreasonable student workloads.

Random Drug Testing Policy Update

The committee was provided Rich Young’s concerns with some of the aspects of the policy, which will

be discussed in more detail next month. In addition, Ms. Avery will be discussing her thoughts and

observances with how the policy is working with the committee in February’s meeting.

Lunch Fines and Divorced Parents

The committee discussed if there was a way to address and help resolve issues with unpaid lunch fines

amongst divorced parents who share responsibility for this expense. As no student is prohibited from

purchasing a meal despite an unpaid balance, it was determined that no change is to be made from a

policy perspective.

Attitudes in Reverse (AIR) Therapy Dog Program

Funds raised from Scoring Points for Kids were donated to Attitudes in Reverse “AIR” – a local

organization focused on mental health awareness in kids. In a kind gesture back, AIR has donated the

funds back to RHS to be used for their programming. Guidance has determined that grades 7,8 & 9 will

participate in the workshops. The program also includes a Parent Night in which the exact presentation

students receive will be given to parents. During the course of the program a 3 question survey that will

be administered to students regarding mental health. Parents will have the opportunity to opt out.

• Monday, March 2nd: Attitudes in Reverse at Pond Faculty Meeting

• Monday, March 16th: Attitudes in Reverse Parent Night at RHS Auditorium for 8th, & 9th Grade

• The week of March 23rd: 7th and 8th Grade Workshops

• The week of March 30th: 9th Grade Workshops

B. PERSONNEL – Ms. Jane Luciano, Chair

Mrs. Luciano reported on the following matters discussed during the January 21, 2020 meeting of the

Personnel Committee.

Review Regular Personnel Agenda: Including new employees, subs, sports and extra-curricular

coaches

BCBA Position: Committee discussed rationale for adding a BCBA to the staff for 2020-2021. Based on

that recommendation, committee supports this addition as long as fits into the budget.

C. FINANCE, FACILITIES, & TRANSPORTATION – Mr. Vito Galluccio, Chair

Mr. Galluccio reported on the following matters discussed during the January 22, 2020 meeting of the

Finance, Facilities and Transportation meeting.

Finance

• Audit Presentation – getting answers from our questions to auditor.

• December Transfers (see attached)

• Budget Calendar

• Budget discussion – March 10

• Preliminary adoption – March 18

• Final adoption – April 28

• Revenue projection and proposed tax levy (see attached).

Facilities

• List from Mr. Murphy

• Conducted QSAC walkthroughs

• Baseball and Softball fields being prepped for winter

• Gym floor was resurfaced for basketball season

• Dugout being repaired, not a teardown

• Concrete at back of HS, front of HS and Sharon steps

ESIP Update

• Recommending do not go forward

• Payments to Honeywell will be 360k in operating budget and Honeywell gets fees

• Facilities energy audit

• Report from Transportation Office

• Bid results for late run from 12-18-19 – late bus routes. 2 additional runs at PRMS and RHS would

cost 30k for remainder of this year. The annual cost is 60k in 2021. Will be considered as part of

budget process.

D. COMMUNITY RELATIONS – Mr. Chris Emigholz, Chair – No January meeting

E. AD HOC SECURITY – Mr. Rich Young, Chair – No January meeting

F. NEGOTIATIONS – Mrs. Shaina Ciaccio, Chair

Mrs. Ciaccio reported that the meeting to establish ground rules for negotiations between the Robbinsville

Board of Education and the Robbinsville Education Association took place on January 9, 2020. The first

meeting of both teams will take place on February 3, 2020.

Motion to amend an employment contract for Assistant Superintendent Kimberly Tew for the period

dating from July 1, 2019 through June 30, 2020. Originally approved on June 25, 2019 in the amount

of $141,384, the contract will be retroactively amended to reflect a salary of $145,600.

• Mrs. Temple asked to review PRMS band schedule.

• Mr. Emigholz suggested to consider plans to enrich the opportunities currently offered to students.

• Mrs. DeVito noted that RHS sponsors a club fair for students and that kids often have the autonomy

to create new clubs.

• Mr. Galluccio enjoyed the band presentation and indicated that the district has increased spending on

students over the past few years.
