Executive SummaryBrisbane City Council commissioned Air Noise Environment to undertake a road traffic noise

assessment for the proposed Grange Road and Raymont Road intersection upgrade. The purpose of

the assessment is to quantify existing and future road traffic noise impacts with and without the

upgrade in accordance with the TMR Traffic Noise Management Code of Practice Volume 1 (2013).

The study area consists of single dwelling residential houses along Grange Road and Raymont Road.

The residential houses include single storey and two-storey houses, and houses raised on stilts. In

terms of potential changes to noise levels, the proposed upgrade involves the widening of Grange

Road to provide space for turning lanes onto Raymont Road. The widening of the road will involve

the resumption of land, resulting in road traffic being located closer to nearby houses.

To assess the potential for road traffic noise impacts on the nearest sensitive receptors,

computational noise modelling was completed using the Calculation of Road Traffic Noise (CoRTN)

methodology. The model was verified by comparing predicted 2017 noise levels with road traffic

noise monitoring data obtained in April 2017. Attended noise measurements were also undertaken

which confirmed there were no extraneous noise sources influencing the road traffic noise

measurements. The verification study indicated the model was over-predicting by approximately

3 dB. A minus correction has been applied to the source noise levels for Grange Road to bring the

model within the +/- 2 dB allowable tolerance.

Noise levels for the year 2017 and 2029 (with and without the upgrade) were predicted at the

nearest 50 residential houses for comparison with the TMR noise criteria applicable to upgraded

existing roads. The results of the modelling indicate non-compliance at 27 receptors for the year

2017 and 2029 (10-years from construction). All exceedences are associated with houses located

along Grange Road. Exceedences of up to 7 dB are predicted for the ‘No Upgrade’ scenario and up to

8 dB for the ‘With Upgrade’ scenario.

The proposed upgrade is predicted to result in a 1 dB increase to noise levels at only 5 houses.

These houses are located on the eastern side of Grange Road, closest to the proposed road widening

section. A 1 dB increase is considered a minor increase and would not be discernible to a resident.

No additional houses are predicted to exceed the criteria with the proposed upgrade.

1 Introduction

1.1 Introduction Brisbane City Council commissioned Air Noise Environment to undertake a road traffic noise

assessment for the Grange Road and Raymont Road intersection upgrade located in Grange. The

purpose of the assessment is to quantify existing and future road traffic noise impacts, and identify

noise attenuation strategies for achieving appropriate acoustic outcomes where required.

The assessment has been undertaken in accordance with the Queensland Department of Transport

and Main Roads (TMR) Traffic Noise Management Code of Practice (Volume 1, Road Traffic Noise,

2013).

2 The ProjectThe Grange Road and Raymont Road Intersection Upgrade project extends south along Grange Road

from the intersection with Howard Street to the intersection with Dennis Street. The proposed

upgrade will involve the following works:

⚫ realignment of existing through lanes of the right turn lane on Grange Road (north of Raymont

Road) and resumption of land;

⚫ resumption of land on the western side of Grange Road to accommodate changes to left turn

lane on Grange Road (south of Raymont Road).

Residential houses on either side of both Grange Road and Raymont Road represent the nearest

affected sensitive receptors to the project site. The majority of houses are of weatherboard-clad

construction and typically two-storey or raised on stilts. No acoustic barriers are located along the

road frontage, except for one property with a 2 metre concrete blockwork fence and another

property with a wooden fence (no gaps) assumed to perform as acoustic barriers. All other properties

either have no fencing or standard wooden fences (not overlapping).

There is only minor variation in topography across the project area. Grange Road increases in height

slightly from an RL height of 28 metres at the Howard Road intersection to 33 metres at the Dennis

Street intersection. This corresponds to 3% road gradient (5 metres increase over a 180 metre

distance).

Figure 2.1 presents an aerial photo identifying the site of the road upgrade. Figure 2.2 presents a

layout of the proposed upgrade.

3 Noise Monitoring

3.1 OverviewTo provide a basis for verifying the accuracy of the road traffic noise model, noise monitoring was

undertaken at two central positions along the study area from 18 April to 24 April 2017 and 1 August

to 4 August 2017. In accordance with TMR requirements, a minimum of 48 hours of continuous

logging was undertaken, including coincident short attended noise measurements. A local weather

station was also situated in the area to measure meteorological conditions during the monitoring

period. The following sections present the monitoring methodology and results.

3.2 Noise Monitoring LocationNoise monitoring at Position 1 was completed in April 2017. Position 1 was located immediately north

of the Grange Road and Raymont Road intersection, and setback from Grange at a distance of

approximately 9 metres. The monitor was in a free-field position and had a direct line of sight with

the road traffic. Initial noise model verification results indicated an over-prediction of the

computational model by more than 2 dB, therefore a second round of monitoring was completed in

August 2017. Position 2 is located north of Position 1 in the rear yard of 45 Prince Street. The noise

logger was located in an elevated position and representative of houses raised on stilts. Figure 2.1

identifies the monitoring location.

3.3 Monitoring MethodologyNoise monitoring was undertaken in accordance with AS 2702-1984 Acoustics – Methods for the

measurement of road traffic. An averaging time of 1-hour was used and measurements were made

over a minimum period of 48-hours. The microphones were situated in free field positions and fitted

with a windshield throughout the measurements.

Attended noise monitoring was also undertaken over a 15-minute period at the commencement and

at the end of each continuous monitoring period. The purpose of the attended monitoring was to

confirm that no extraneous noise sources such as construction activity were influencing the

measured road traffic noise levels. Pre- and post-calibration checks were also undertaken at the

commencement and end of the monitoring period.

Meteorological monitoring was undertaken using a Davis Vantage Vue Pro Weather Station. The

weather station provided temperature, pressure and average wind speeds continuously with 15-

minute averaging periods.

Due to security reasons at Position 1, the weather station was located at an alternative location to

the noise monitor and obtaining a suitable position, unaffected by surrounding structures, was

problematic (see Figure 3.1). The selected position was within the drip line of nearby trees (therefore,

rainfall data was not considered reliable). While the weather station was located at an alternative

location to Position 1, wind data is still considered representative of the likely wind speeds

experienced at the ground level noise monitoring location and surrounding residential houses. For

the purpose of the assessment, rainfall data has been provided from Brisbane City Council’s

Floodwise data (obtained at a location approximately 1.2 km south-west of Position 1).

During monitoring at Position 2, the weather station was located adjacent to the noise monitor.

3.4 Weather ConditionsThe weather data was analysed to determine whether the noise monitoring may have been

influenced by prevailing meteorological conditions. TMR specifies the following maximum acceptable

values as follows:

⚫ average wind speed up to 3 m/s;

⚫ rainfall up to 0.3 mm/h.

Road traffic noise measurements over a 24 hour period are to be discarded if there are more than

two consecutive hours of adverse weather conditions or more than three non-consecutive hours of

adverse weather conditions. Analysis of the weather monitoring data indicates that during the

monitoring in April and July 2017, no periods were affected by wind or rain. Therefore, all monitoring

data is considered valid for the assessment.

3.5 Monitoring ResultsTable 3.2 presents a summary of the measured LA10,18-hour noise levels for the monitoring period. The

LA10,18-hour noise parameter is defined as the arithmetic average of the LA10,1-hour noise levels between

6 am and midnight. The results are presented for full 24-hour periods of monitoring.

The results of the monitoring show that LA10,18-hour noise levels were comparable across each 24-hour

periods of monitoring. This indicates minimal change in road traffic counts between each day

(including the weekend). The measured LA10,18-hour noise levels have been used for the verification of

the road traffic noise model (as discussed in Section 5.3).

Noise levels at Position 2 were marginally higher than at Position 1. It is noted that the microphone

at Position 2 was slightly elevated (3.0 m above ground), which is likely to contribute to the higher

measured noise levels (due to lesser influence from ground absorption).

The results of the attended noise monitoring are presented in Appendix B. No extraneous noise

sources were identified as affecting road traffic noise level measurements during the attended noise

measurements.

4 Noise CriteriaThe relevant noise criteria for the assessment are presented in Section 3.2 Categories and Criteria of

the TMR Code of Practice. Table 4.1 presents the road traffic noise criteria applicable to this noise

assessment.

The criteria apply to noise sensitive land uses only, which includes the following (as defined by TMR):

⚫ a dwelling (detached and attached) including house, townhouse, unit, reformatory institution,

caravan park or retirement village;

⚫ a library, child care centre, kindergarten, school, school playgrounds, college, university,

museum, art gallery or other educational institution;

⚫ a community building including a place of public worship;

⚫ a hospital, respite care facility, nursing home, aged care facility, surgery or other medical centre;

⚫ a hotel, motel or other premises which provides accommodation for the public;

⚫ a protected area, or an area identified under a conservation plan as a critical habitat or an area

of major interest under the Nature Conservation Act 1992; and

⚫ a public park or gardens that is open to the public (whether or not on payment of a fee) for use

other than for sport or organised entertainment (passive recreation only).

As discussed in Section 2, noise sensitive uses in the study area include residential houses only.

5 Noise Modelling

5.1 Modelling MethodologyFor the purposes of the assessment, predictions were undertaken in accordance with the

methodology described in the United Kingdom, Department of Transport (1988) procedure,

Calculation of Road Traffic Noise (CoRTN). CoRTN is commonly adopted in Australia for the

assessment of road traffic noise impacts and has been subject to scientific studies to determine its

performance in Queensland conditions (see Section 4.3.2.1 of the TMR Code of Practice).

The calculation method gives consideration to various elements of the road design including traffic

flows, traffic fleet composition, road gradient, acoustic shielding by other buildings and elevations,

and road surface type. The method predicts LA10,18hour noise levels which are the noise levels exceeded

10 % of the time between the hours of 6 am and midnight.

The CadnaA (Computer Aided Noise Abatement Model) interface (CadnaA) developed by DataKustik

has been used to undertake the noise predictions in accordance with the CoRTN methodology. The

following sections discuss the modelling inputs, assumptions and results.

5.2 Modelling Inputs5.2.1 Traffic Data

Traffic data for Grange Road and Raymont Road has been provided by Brisbane City Council in the

Raymont Road / Grange Road Intersection Upgrade Technical Note Report1. The report provides AM

and PM peak intersection analysis data for No Upgrade and With Upgrade scenarios for the years

2016 and 2031. Heavy vehicle counts are also provided. It is noted that the analysis indicates traffic

volumes are identical without and with the upgrade.

For the purpose of estimating the Annual Average Daily Traffic (AADT), it is assumed the peak traffic

flows are 10% of the AADT. Furthermore, the CoRTN model utilises traffic counts from 6 am to

midnight. Based on a review of hourly 2015 traffic data for Stafford Road to the north2, it is assumed

that 18 hour traffic counts are 96% of the AADT.

To predicted future traffic noise levels, a 10-year horizon from construction has been considered. It is

anticipated that construction would be completed by late 2018, therefore, the year 2029 has been

considered. To estimate 2029 counts from 2016 and 2031 traffic data, a constant growth rate has

been assumed and estimates have been made through interpolation.

Table 5.1 presents a summary of the traffic data considered in the assessment. For the With Upgrade

Scenario, turning lanes on Grange Road (southbound right turn and northbound left turn) were

considered separately given the upgraded intersection would provide these as separate lanes to the

5.2.2 Road Surface

Table 5.2 presents the pavement surface corrections presented in the TMR Code of Practice. Site

observations indicate that the road link of interest comprises of a Dense Graded Asphalt (DGA)

pavement therefore, no correction to the predicted noise level is required.

5.2.3 Traffic Speed

The posted speed limit along both Grange Road and Raymont Road is 60 km/h. No change to the

speed limit have been identified with the upgrade.

5.2.4 Topography

Ground level terrain data for the road upgrade section has been provided by BCC in the form of 200

mm isopleth contour lines (DWG format). Terrain data for the area surrounding the road upgrade was

obtained from the Digital Elevation Model (DEM) 25 Metre Grid of Australia derived from LiDAR

model, which represents a National 25 metre (bare earth) DEM that has been derived from some 236

individual LiDAR surveys between 2001 and 2015.

The CadnaA model accounts for the influence of road gradients on predicted noise levels using the

terrain data provided and the CoRTN calculation methodology.

Building and barrier heights have been based on site inspections and a review of Google imagery.

The existing acoustic barriers included in the modelling are summarised in Figure 5.1. Only two

acoustic barriers (up to 1.8 m) were identified in the study areas (one concrete blockwork and a

second wooden paling fence with no air gaps). All other fences fronting houses were wooden with

gaps between palings and unlikely to provide significant acoustic benefit, and have therefore been

excluded from consideration.

5.2.5 Ground Absorption

To account for the influence of ground surface on the propagation of noise, a 0.75 ground absorption

value has been considered across the study area. A review of aerial photography indicates that the

ground surface of surrounding residential areas are primarily made up of absorptive ground (ie. grass

areas and garden beds), with smaller areas of reflective surfaces such as street pavement and

driveways.

In accordance with the CoRTN methodology, where barrier attenuation occurs, the greater of the

attenuation provided by the noise barrier and the ground absorption is applied.

5.2.6 Sensitive Receptors

Receptors have been modelled for each sensitive building using the Building Evaluation function of

CadnaA (see Figure 5.1). The Building Evaluation function provides the highest predicted noise level

at 1 metre from each facade of a building. The model does not automatically include a facade

correction in the predictions 1 m from a building, and the +2.5 dB facade correction has been applied

manually to the predicted results. A total of 50 sensitive receptor buildings have been included in the

study area.

In the absence of finished floor levels, receptors have been modelled at 1.8 m above ground height

for ground floor levels and 4.6 m high for second-storey receptors (as per the TMR Code of Practice).

A number of houses in the study area are located on stilts and this has been taken into account

modelling. For example, where the house is raised by 2.0 m, a receptor height of 3.8 m has been

considered for ground floor.

5.2.7 Model Corrections

In addition to the 0 dB DGA surface correction and +2.5 dB facade correction, a calibration factor has

been applied to the predicted results based on the recommendations of a CoRTN evaluation study

undertaken in 1983 by NAASRA Working Group.

Table 5.3 summarises the relevant calibration factors and CoRTN accuracy for Queensland Conditions

(as presented in Section 4.3.2.1 of the TMR Code of Practice). As all noise monitoring positions are in

free-field locations, the -0.7 dB correction has been applied.

Based on the above results, the model is over-predicting by 2.8 to 3.4 dB. One factor which may be

contributing to the over-prediction is the accuracy of adopted traffic count data. The traffic data is

based on a traffic forecast model which accounts for survey data from the surrounding road network.

The daily traffic provided is derived from peak hour estimations assuming peak hour counts are 10%

of total daily counts. Predicted noise levels are expected to be lower if actual traffic counts are lower

than those estimated.

It is noted that the over-prediction of 2.8 to 3.4 dB is within the typical +/- 3.6 dB accuracy of CoRTN

model predictions in Queensland (as presented in Table 5.3), however, these differences are outside

the +/- 2 dB correction considered reasonable for the accuracy of a model. For the purpose of the

assessment and to avoid potentially onerous mitigation options from being recommended, the

Grange Road source noise level has been corrected by minus 1.0 dB to result in a 2 dB over-

prediction at the monitoring positions.

5.4 Modelling ResultsTable 5.5 presents the predicted LA10,18-hour (facade-corrected) noise levels for the year 2017 and 2029.

A comparison of No Upgrade and With Upgrade noise levels is also presented for each model year.

Appendix D presents predicted LA10,18-hour facade-corrected noise level contours for the Years 2017 and

2029.

The results of the modelling indicate exceedence of the 68 dB(A) noise criteria for 27 of the 50

houses modelled in the project study area for the years 2017 and 2029. The majority of exceedences

are associated with houses located along Grange Road. Exceedences of up to 7 dB are predicted for

the ‘No Upgrade’ scenario and 8 dB for the ‘With Upgrade’ scenario.

The proposed upgrade is predicted to result in a 1 dB increase to noise levels at only 5 houses. These

houses are located on the eastern side of Grange Road, closest to the proposed road widening

6 ConclusionsThe conclusions of the road traffic noise assessment are summarised as follows:

⚫ Sensitive receptors in the study area consist of residential buildings (in the form of single

dwellings). These houses are located adjacent to Grange Road and Raymont Road.

⚫ Comparison of measured noise levels with predicted noise levels indicate the model is over-

predicting by approximately 3 dB. A minus 1 dB correction has been applied to ensure the model

is predicting within the +/- 2 dB allowable tolerance referenced by TMR.

⚫ 27 of the modelled 50 residential dwellings in the study area are predicted to exceed the noise

criteria for the modelled scenarios (2017 ‘No Upgrade’, 2017 ‘With Upgrade’, 2029 ‘No Upgrade’

and 2029 ‘With Upgrade’). Exceedences of up to 7 dB are predicted for the ‘No Upgrade’

scenario and 8 dB for the ‘With Upgrade’ scenario.

APPENDIX A: GLOSSARY OF ACOUSTIC TERMINOLOGY

A-Weighting A response provided by an electronic circuit which modifies sound in such a way

that the resulting level is similar to that perceived by the human ear.

dB (decibel) This is the scale on which sound pressure level is expressed. It is defined as 20

times the logarithm of the ratio between the root-mean-square pressure of the

sound field and the reference pressure (0.00002N/m2).

dB(A) This is a measure of the overall noise level of sound across the audible spectrum

with a frequency weighting (i.e. ‘A’ weighting) to compensate for the varying

sensitivity of the human ear to sound at different frequencies.

Facade Noise Level Refers to a sound pressure level determined at a point close to an acoustically

reflective surface (in addition to the ground). Typically a distance of 1 metre is

used.

Free Field Refers to a sound pressure level determined at a point away from reflective

surfaces other than the ground with no significant contribution due to sound from

other reflective surfaces; generally as measured outside and away from buildings.

Hertz (Hz) A measure of the frequency of sound. It measures the number of pressure peaks

per second passing a point when a pure tone is present.
