Road Classifications
• Functional Classification
Categorizing roads based on the type of service provided: freeway/expressway,major arterial, minor arterial, collector, connector or local road.
• Freeway/Expressway
A highway that serves inter-regional and intra-regional trips, and carries heavy

• Major Arterial
A road that primarily carries local and throgh traffic to and from destinations
otside local commnities& connects cities and rral centers, and carries
moderate-to-heavy volmes of traffic at moderate-to-high speeds. !xamples:

• Minor Arterial
A road that primarily connects collectors to higher order roadways, and carries
moderate volmes of traffic at moderate speeds. !xamples: *atfield oad&

• Collector
A road that is a principal carrier within neighborhoods or single land se areas.
Collectors lin( neighborhoods with major activity centers, other neighborhoodsand arterials and are generally not for throgh traffic. 2hey carry low-to-moderate
volmes of traffic at low-to-moderate speeds. 3ew collectors shold intersect
minor arterials rather than major arterials. !xamples:

• Connector
A road that collects traffic from and distribtes traffic to local streets within
neighborhoods or indstrial districts. Connectors are sally longer than local
streets and carry low volmes of traffic at low speeds. Connectors primarily serve
access and local circlation fnctions, and are not for throgh traffic. 2raffic
calming measres may be appropriate. A connector shold connect to a collector

• Local
A road designed to provide access to abtting property and to connect to higher
order roads. 3ew local roads shold intersect connectors, collectors or, if

necessary, minor arterials. 2raffic calming measres may be appropriate. 6ocal
roads are inappropriate for throgh traffic.
• Alley
An alley provides access to the rear of properties and may be pblic or private.
Alleys shold intersect local roads or connectors. Alleys are not for throgh
traffic.
• Jurisdictional Classifications
A classification of roads based on ownership of the road.
• Interstate Higways
'lti-lane federal highway that provides connections to major cities, regions of
the state and other states. "nterstate highways are major freight rotes.

A sprayed-on application of an asphaltic emlsion, with a thin layer of aggregate
spread over an existing srface. 2he emlsion improves or restores the
waterproof condition of the old pavement srface and arrests any scffing or
raveling. 2he addition of a cover of aggregate over the sprayed-on emlsion
restores and improves s(id resistance.

rotine maintenance. ehabilitation activities inclde hot and cold recycling,
strctral overlays and reconstrction. ehabilitation is intended to salvage,
strengthen and modernize badly deteriorated pavement. Contract overlays and
rehabilitation shold provide for an additional 7$-#$ years of serviceability at
redced maintenance costs.

A process of applying hot asphaltic concrete to an average depth of 7-7/# inches
to create a new, smoother driving srface.

2he combination of sbbase, base, base corse and srface corse placed on a
sbgrade to spport the traffic load and distribte it to the road bed.
• "ugg Mix
ometimes called cold mix, emlsified asphalt is mixed with aggregate at a site
near the road to be resrfaced. *pen-graded cold mix cres more slowly than
hot asphaltic concrete and generally re;ires a load limit for a short period. A
chip seal is often placed as a wearing srface. @here there may be trning
movements or other special needs, the softer open-graded cold mix may be
replaced with hot mix in critical sections.

• Reconstruction
Complete road reconstrction )i.e., remove and replace existing pavement on
essentially the present alignment for distance of at least $.8 miles.

• Routine Maintenance

operating and replacing traffic control devices, maintaining roadside facilities,
street sweeping, snow and ice control, grading npaved roads, emergency
pothole patching, and pavement joint sealing and s(in patching.
