One day’s work in recounting the ballots cast for commissioners last month in Jersey City disclosed what might have been expected. In the first precinct of the Third ward the original returns gave the Hague candi' •dates an average of 365 votes, ana their opponents 6.

When the box was opened, 310 votes for the Hague men were found and for the anti'Hague candidates an average of 34. Ten ballots were marked void and twelve, disputed, were referred to Justice Kalisch.

Giving the. machine all of the voided and the dis puted ballots and they have only 332 and not 365, while their opponents gained 28, so that the theft in this pre- cinct was from 60 to 82 votes. There are 239 precincts in the city.

The Third ward is in the lower part of the city where the Hudson Democratic bosses have always obtain' ed their majorities. The Republican vote is in the hill sec- tions.

We shall hear a lot more about election methods in Jersey City before this recount is finished. It is known that the ward leaders are each given a quota and they in ttfrn tell every precinct captain on the day before election what majority he must return. Decapitation is the penalty for disobedience, but the precinct men seldom disobey. Miscounting the ballots is only one of the ways to obtain a quota.

One may wonder what the two Republican election officers were doing in the first precinct of the Third ward and in other words.

When Governor Larson set up Paul Seglie as the Republican leader in Hudson and reappointed him to the County Board of Elections, he turned the party machinery oyer to the Democrats again. In most of the election pre­cincts in Jersey City and throughout Hudson County there are four Democrats in each board, no matter what outsiders may call them.

YOUNG A GOOD LEADER• : ^

Great risk attended the recent conference to adjust the German war debt. For five years this subject had Europe toh\ apart and its constant menace kept oack the adjustment of affairs in the several nations involved.

In the first conference General Dawes and Owen D. Young, of the United States, dominated the meetings and thp agreement which has borne the name of General Dawes was reached. There were whispers at the time that Mr. Young's name might have been attached to it.

Almost from the signing of the pact things changed for the better. Germany and France both took strides ahead in the arts of peace. That England did not keep pace was due to local causes. Perhaps she would have done much worse than she did if the agreement had not been made. Belgium and Italy marched with France and Germany in progress and the return to stability.

But the Dawes agreement was recognized as being a stopgap and temporary. Hence the day when the new conference would have to be called was dreaded by all. But time and conditions pressed and it was called.

Fortunately Owen D. Young was one of the repre­sentatives of the United States. Chosen to preside over the general conference, he dominated it. When the first proposals and counter proposals were made and rejected, with scorn on both sides, it seemed useless to go on, but Mr. Young never lost hope and kept the conference at their task at times when they were all ready to throw up their hands and go home.

There were times when it was useless to bring the rival sides together and negotiations were carried on through Mr. Young. He evolved new ideas, whipped old ones into new shapes and finally brought accord.

The compromise was made acceptable to all sides, so much so that they seem to relish it. It makes for con- tinued peace and cordial trade relations and it assures the

‘Allies of the means with which to pay their staggering debts to the United States. That will benefit us and amount to an underwriting of a large part of our national debt.

Truly Mr. Young is the man of the hour interna tionaQy and a Mooes who is leadipg the nations into a brighter day.

Saturday evening, June itfa, Miss Elsie Rietzke of m Page avenue became the bride of Mr. John A. Boggetti of 201 C ourt avenue Lyndhurst. The ceremony was performed at the home of the bride's father by the Rev. Ferdinand o f Carlstadt. I t was a very quiet affair due to the recent death of the bride's mother. Miss Helen Rietzke, sister of the bride and Mr. Edward W halen of Riverside Avenue were the bridal attendents. Mr. and Mrs. Boggetti are on a honeymoon tour and upon their return will reside on Court Avenue.

On Saturday, Joseph Burkhardt, 51 years o f age passed away at Bergen Pines Hospital. Funeral services were held at the Collins Undertaking Parlors, Stuyvesant Avenue on Tuesday afternoon by the Rev. William Fabris o f St. Thomas Episcopal Church. Interment was held in Hillside Cemetery. Burkhardt was one of the oldest residents of this place. He is survived by a wife and several children.

Responsibility LawCHAPTER 116—LAWS OF 1929»

Effective November 15, 1929

THIS NEW LAW provides that whenever a pcrton has been convicted of a violation of certain provisions of the Motor Vehicle Laws, such as reckless driving, speeding, operating while intoxicated, leaving the scene of an accident, or has caused injury or death to any person, or damage to property while operating a motor vehicle, the Commissioner of Motor Vehicles shall require from auch operator, or the person in whose name the vehicle is registered, proof of financial ability to respond to any damages for future acddcnta.

_ On failure to furnish such proof, said operator's license or owner a registration shall be revoked.

IVoof of financial ability may be furnished by the filing of a certificate of insurance or a bond with Liability limits of $5,000- $10,000 for personal injury or death and $1,000 for property Jamage.

In lieu of the policy or bond, cash or securities may be deposited in an amount to be determined by the Commissioner.

A non-resident is subject to the same provisions, and for failure to comply therewith shall have his privilege of driving within the state suspended.

A special form of policy will be required to comply with the requirement* of the new law.

Saum has not presented the plans and specifications, and as the gas station m ust be fire ­p roo f, the perm it would have to be w ith held , un til the specifications had been approved o f b y the board. M r. Saum said tha t the bu ild ing is to be an a rtis tic one, and th a t the grounds w ou ld be im proved instead o f having the swam p there as is the case a t present.

M r. Saum w as ordered by M ayor B o g le to file h is specifications w ith the build ing inspector, and it would be up to him to see th a t the build ing is m ade o f b rick, cem ent o r any fire ­p roo f m aterial.
