"'While demanding every reasonable economy of expenditure, I shall not for a moment encourage any niggardly policy in the care of the unfortunate. Ordinary dictates of humanity demand that they have sufficient food and clothing, that they shall be eared for in properly constructed buildings and that they shall receive the services and have the care of physicians and at- tendants suitably compensated for rea- sonable hmirs of service. "Beyond this, in seeking to secure the economy of administration in state affairs to which the Democratic party is pledged I shall endeavor to prevent inordinate profit in state printing. "I shall oppose the scandalous pay- ment of attorneys' fees from the state treasury to members of the state legis- lature and endeavor to secure a reduc- tion in the number of partisan em- ployees in various branches of the state government rather than allow the insane to be housed in three story, nonfireproof structures (while other progressive countries are everywhere adopting the more economical two sto- ry cottage system) or to permit the unfortunate wards of the state to be deprived of such simple articles of diet as potatoes and eggs. Home Rule For Cities. "1 am especially in sympathy with the declaration of the Democratic jdat- form in favor of home rule for munici- palities. From my experience in the comj«troller's office of the city of Xcw York 1 appreciate the extent to which corrupt and extravagant government of cities is fostered by legislative in- terfireiicos in local affairs. This prin- ciple must be preserved. The bar of the state has been shocked by danger- ous encroachments upon the independ- ence of the judiciary made and at- tempted by the present executive. MR. STRAUS' OPPOSITION. The Real Animus of His Objection to Mr. Coler. It will probably be interesting to the general public and friends of Hon. Bird iS. Coler, the Democratic nominee for governor, to know the true inwardness of the opposition of lion. Nathan Straus to him. The facts in the case are matters at record and appear as part of the offi- cial proceedings of the city of New York in the minutes of the board of estimate and apportionment Mr. Straus chums that air. Coler op- posed "his plans to proyide pasteurized milk for the j»oor children of the city of New York. He has reported and in- timated that Mr. Coler opposed any plan to aid the poor of the city of New York. The records show that not only did Mr. Coler assist in the purposes of Mr. Straus, but lent his official influ- ence to accomplish it; not only to do this, but also to provide open air play- grounds for the children in the con- gested tenement districts of New York city. To those interested in this very worthy branch of charity this is very well known. Mr. Colcr'g exertions to hare Seward park and other parks in the course of construction used aa playgrounds are also well known by those interested in these projects. To return to Mr. Straus and his con- tention, the fact is that he did receive end used moneys provided by the city of New l'ork and took credit for what was accomplished -with this money as a purely private philanthropy. The particular Instance to which Mr. Straus takes exception is perhaps the most illuminating of all as showing his methods and purposes. He made application to the board of estimate arid apportionment, which provides all the moneys necessary to conduct the affairs of the city, for a sum of mon- ey with which to construct booths in Tompkins and Central parks. From these booths he represented that he wished to sell to the poor children of the city of New York pasteurized milk. This representation won favor and support from Mr. Coler, and not only did he lend his moral support, but gave it his official idd. Mr. Coler in- troduced the resolution in the l»oard of estimate and apportionment which provided $4,<HA! to be used for the construction of booths in Tompkins and Central parks. Uut Mr. Straus did not seem to be satisfied with getting what he asked for. "When he found that the appro- priation had been authorized, lie at once attempted to divert the original stated purpose and accomplish some- thing el«e. Instead of erecting these booths in Tomjtkins park and Central park he wanted the means that were provided for the two to l>e used for the one. And where did he want that one erected? Over on the east side among the surging, needy humanity that he pretends to succor? No; but in City Hall park, immediately In front «f the city hall. \t requires no stretch of imagination to realise that pasteurized milk aa a ebarity lo City Hall park falls far short of accom- plishing- its purpose a* s ebaritabta deed. Those unfortunatea woo fre- quent City HaU park am not la need of milk, but aometbiaff more aabatan- tlal. They need aseat and bread. It spends more per eap.tn than any other municipal- ity. Mr. Coler is responsible for the recog- nition of a humanitarian spirit in mu- nicipal government more than any other public official. It was through his efforts that the millions that are annually expended by the city of New York were distributed through sources which found out and helped the needy. It was by his effort that the system of disj>cnsing charity by the city was re- organized—reorganized so that abuses were corrected and impositions and im- postors were reduced to a minimum, •o that the money appropriated far charity would be used for charity and not to foster and encourage improvi- dence at the expense of the suffering* and needy. His work in this direction ts also a matter of public record. The plan under which the present administration is making appropria- tions for charitable purposes is one conceived iind inaugurated by Mr. Coler. Mr. Coler's public record where pub- lic charity is concerned is well and fa- vorably known to those engaged in that magnificent work. Ask the au- thorities of any of the organized char- ities iu the great city of New York, irrespective of creed or denomination, what Mi'. Coler's official action did for them. Their answer can be antici- pated; it will be one of sincere com- mendation. His private life also bears this out strongly. He is a charitable and a liberal man. He gives and gives gem-ron-dy. Mr. Straus sells his milk, ice and cual and in addition wants the city to pay his rent and hare the Impression created with the public that his is a private philanthropy. Resolved (if the assembly concur). That the following amendment to the constitu- tion be agreed to and referred to the leg- islature t o b e chosen at the next general election of senators: Section one, article twelve of the constitution is hereby amended to read as follows: It shall be the duty of the legislature to provide for the organization of cities and Incorporated villages, and to restrict their power of taxation, assessment, boffowing money, contracting debts, and loaning their cred- it, s o a s t o prevent abuses in assessments and In contracting debt by such municipal corporations; and the legislature may regulate and fix the wages or salaries, the hours of work or labor, and make provision for the jyroteclion, welfare and safety of persons employed by the $tate or by any county, city, town, vuTageor other eivU division af the state, or by any con- tractor or tub-contractor performing work, labor or services for the state, or for any county, city, town, village or other civil division thereof. "'While demanding every reasonable economy of expenditure, I shall not for a moment encourage any niggardly policy in the care of the unfortunate. Ordinary dictates of humanity demand that they have sufficient food and clothing, that they shall be eared for in properly constructed buildings and that they shall receive the services and have the care of physicians and at­tendants suitably compensated for rea­sonable hmirs of service.

"Beyond this, in seeking to secure the economy of administration in state affairs to which the Democratic party is pledged I shall endeavor to prevent inordinate profit in state printing.

"I shall oppose the scandalous pay­ment of attorneys' f ees from the state treasury to members of the state legis­lature and endeavor to secure a reduc­tion in the number of partisan em­ployees in various branches of the state government rather than al low the insane to be housed in three story, nonfireproof structures (while other progressive countries are everywhere adopting the more economical two sto­ry cottage sys tem) or to permit the unfortunate wards of the state t o be deprived of such simple articles of diet as potatoes and eggs .

*"l believe in the absolute independ­ence of the judiciary and its freedom from executive influence. This prin­ciple must be preserved. The bar of the state has been shocked by danger-ous encroachments upon the independ­ence of the judiciary made and at­tempted by the present executive.

MR. STRAUS' OPPOSITION.

The Real Animus of His Objection to Mr . Coler.

It will probably be interesting to the general public and friends of Hon. Bird iS. Coler, the Democratic nominee for governor, to know the true inwardness of the opposition of lion. Nathan Straus to him.

The facts in the case are matters at record and appear as part of the offi­cial proceedings of the city of New York in the minutes of the board of estimate and apportionment

Mr. Straus chums that air. Coler op­posed "his plans to proyide pasteurized milk for the j»oor children of the city of New York. He has reported and in­timated that Mr. Coler opposed any plan to aid the poor of the city of New York. The records show that not only did Mr. Coler assist in the purposes of Mr. Straus, but lent his official influ­ence to accomplish it; not only to do this, but also to provide open air play­grounds for the children in the con­gested tenement districts of New York city. To those interested in this very worthy branch of charity this is very well known. Mr. Colcr'g exertions to hare Seward park and other parks in the course of construction used aa playgrounds are also well known by those interested in these projects.

To return to Mr. Straus and his con­tention, the fact is that he did receive end used moneys provided by the city of New l'ork and took credit for what was accomplished -with this money as a purely private philanthropy. The particular Instance to which Mr. Straus takes exception is perhaps the most illuminating of all as showing his methods and purposes. He made application to the board of estimate arid apportionment, which provides all the moneys necessary to conduct the affairs of the city, for a sum of mon­ey with which to construct booths in Tompkins and Central parks. From these booths he represented that he wished to sell to the poor children of the city of New York pasteurized milk. This representation won favor and support from Mr. Coler, and not only did he lend his moral support, but gave it his official idd. Mr. Coler in­troduced the resolution in the l»oard of estimate and apportionment which provided $4,<HA! to be used for the construction of booths in Tompkins and Central parks.

Uut Mr. Straus did not seem to be satisfied with getting what he asked for. "When he found that the appro­priation had been authorized, lie at once attempted to divert the original stated purpose and accomplish some­thing el«e. Instead of erecting these booths in Tomjtkins park and Central park he wanted the means that were provided for the two to l>e used for the one. And where did he want that one erected? Over on the east side among the surging, needy humanity that he pretends to succor? No; but in City Hall park, immediately In front «f the city hall. \t requires no stretch of imagination to realise that pasteurized milk aa a ebarity lo City Hall park falls far short of accom­plishing- its purpose a* s ebaritabta deed. Those unfortunatea woo fre­quent City HaU park am not la need of milk, but aometbiaff more aabatan-tlal. They need aseat and bread.

true proportionately. It spends more per eap.tn than any other municipal­ity.

Mr. Coler is responsible for the recog­nition of a humanitarian spirit in mu­nicipal government more than any other public official. It was through his efforts that the millions that are annually expended by the city of New York were distributed through sources which found out and helped the needy. It was by his effort that the system of disj>cnsing charity by the city was re­organized—reorganized so that abuses were corrected and impositions and im­postors were reduced to a minimum, •o that the money appropriated far charity would be used for charity and not to foster and encourage improvi­dence at the expense of the suffering* and needy. His work in this direction ts also a matter of public record.

The plan under which the present administration is making appropria­tions for charitable purposes is one conceived iind inaugurated by Mr. Coler.

Mr. Coler's public record where pub­lic charity is concerned is well and fa­vorably known to those engaged in that magnificent work. Ask the au­thorities of any of the organized char­ities iu the great city of New York, irrespective of creed or denomination, what Mi'. Coler's official action did for them.
