Award RFP #20-19-0514: Internal Audit Services Opening Date: May 14, 2019 Term of Contract: July 1, 2019 - June 30, 2020 with an option to extend for four additional years in one-year increments (Supporting Information – Bid Recommendation Memo, Award Report, and Disclosure Form) The Purchasing Office solicited bids to procure internal audit services. Request for proposal specifications were developed in collaboration with the Business Services staff. Proposal packets were distributed to 16 vendors as a result of advertising and direct solicitation. Five proposals and one no bid were received. An RFP review committee was established consisting of Christopher Carlos, Colleen Lipponer, Patricia McCabe, William Miller, Catherine Romano, Ryan Ruf, and Wendy Tromblee. The committee evaluated each proposal based on the vendor’s compliance with the RFP specifications using the evaluation criteria specified in the RFP. This was a two-phase evaluation consisting of review of the criteria and interview. The two vendors who scored the highest were interviewed. Based on both parts of the evaluation, the compilation of all evaluators scores were averaged and the results are as follows: Cullen & Danowski, LLP scored 90.42 points and Questar III BOCES scored 90.17 points. Cullen & Danowski, LLP of Port Jefferson Station, NY has provided services to Eastern Suffolk BOCES in the past and their performance has been found to be satisfactory. Request for proposal specifications were developed in collaboration with the Regional Information Center staff. Proposal packets were distributed to seven vendors as a result of advertising and direct solicitation. Three proposals and one no bid were received. A review committee was established consisting of Jessica Doherty, Janet Mahon, Tim Murphy, Trish Rivers, and Elaine Romeyk. The committee evaluated each proposal based on the requirements of the request for proposal. Vendors who scored a total of 80 out of 100 points qualified to be recommended for award. The three proposals received were qualified and are being recommended. the New York State Consolidated Fiscal Report submitted for the program be reviewed by an independent auditor before they approve it. To that end, the agency’s independent auditor, Bonadio and Company, LLP, has performed Agreed-Upon Procedures and issued their report, which contained one comment:

“Although the Consolidated Fiscal Report reporting period is January 1, 2018

amendment to the agreement with Frontline Technologies Group, LLC d/b/a Frontline Education to provide call-in and web-based availability for posting and filling daily substitute needs for Eastern Suffolk BOCES and subscribing school districts for an additional one-year term commencing on July 1, 2019 and ending on June 30, 2020, at a cost not to exceed $220,000.

window replacement project at the Brookhaven Learning Center West in the credit amount of $5,000. This credit amount was the result of an allowance within the specifications that was not used. The contractor, Empire Energy Specialists, and the architect, BBS Architects, Landscape Architects & Engineers, PC, have signed

agreement with the Comsewogue Union Free School District for the Summer Enrichment Program, which includes nine classrooms, a gymnasium, a cafeteria, a teachers’ lounge, and fields, for a term commencing on June 27, 2019 and ending on September 2, 2019, at a cost not to exceed $6,405.

The estimated cost is $7,574.88 for equipment and maintenance costs and 5,000 copies per month; additional black and white copies at $.0039. The monthly cost is changing from $141.66 per month for 3,000 copies per month to $157.81 per month for 5,000 copies per month. This is a replacement for an obsolete machine. PPP. Recommended Approval of the Transfer for Reimbursement of Funds from the

Graduating Senior Scholarship Account (formally general donations) to the Fitzgerald Donation Account

During the 2018-19 school year, in accordance with the donor’s wishes, the Fitzgerald Donation Account paid to support various activities in ESBOCES Special Education programs. At this time, it has an unfunded balance of $213.21. At the recommendation of the internal auditors, a scholarship committee was convened consisting of Peggie Staib, Colleen Lipponer, Maryellen Marinaro, and Trish Rivers to determine how to balance the account. The committee is recommending that $213.21 be transferred from the Graduating Senior Scholarship Account (formally general donations) to the Fitzgerald Donation Account.

RECOMMENDED MOTION: “BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the transfer of $231.21 from the Graduating Senior Scholarship Account to the Fitzgerald Donation Account.”

QQQ. Recommended Approval of the List of Eastern Suffolk BOCES School Library System Council Members for the 2019-20 School Year (Supporting Information – List of Eastern Suffolk BOCES School Library System Council Members)

A recommendation is made to approve the list of Eastern Suffolk BOCES School Library System Council Members for the 2019-2020 school year. The Council advises the School Library System of policies and procedures. The Council’s term is for three years and the Council meets four times a year, as specified in the Commissioner's Regulations.

RECOMMENDED MOTION: "BE IT RESOLVED, that the Board of Cooperative Educational Services, First Supervisory District of Suffolk County, hereby approves the list of Eastern Suffolk BOCES School Library System Council Members for the 2019-2020 school year.”

RRR. Recommended Approval of an Amendment to Resolution Approved at May 15, 2019 Board Meeting for Student and Staff to Attend the SkillsUSA National Conference

At the May 15, 2019, Board Meeting, the Board approved a resolution for one student and two staff members from the Gary D. Bixhorn Technical Center to attend the SkillsUSA National Conference in Louisville, KY from Monday, June 24, 2019 through Friday, June 28, 2019, at a cost not to exceed $5,200.00. It is recommended that the Board approve an amendment to the resolution for the additional expense of a single hotel room to be utilized by the administrator attending the conference. The cost to the agency will be $790.00 for the single hotel room. The total cost to the agency for the student and staff to attend the SkillsUSA National Conference will not exceed $5,990.00.
