1. Introduction

Riverbank Public School is an existing primary school located at the corner of Riverbank Drive and

Wentworth Street, The Ponds. Refer to Figure 1 for the location of the site. It is proposed to

construct additional buildings on the site, to provide additional learning areas and associated facilities.

This report has been prepared to address stormwater management issues associated with the

proposed works.

2. Existing site

Riverbank Public School is located adjacent to The Ponds High School, with the primary school

located on the southern part of the site and the high school on the northern part of the site. Within the

primary school area, a grassed open play area is located in the southern corner, a parking area along

the eastern side and school buildings along the northern side. Refer to Figure 2 for an aerial photo of

the site.

The existing Public School has a piped drainage system. It drains to a 200m3 rainwater tank, located

beneath the entry forecourt, near Wentworth Street. Overflow from the tank drains to the north and

connects to the high school drainage system.

There are two detention basins located on the high school site, and stormwater from the public school

drains to Basin 2, located along the northern boundary. Refer to Figure 2 for the location of the basin.

3. Proposed development

The works proposed for the site consist of new buildings containing general learning areas, toilets and

associated facilities. They will be located in the north-east corner of the public school, near

Wentworth Street. There will also be a new COLA over the existing games court and paved play

areas.

4. Flooding

Blacktown City Council has identified that a portion of the site on the northern boundary is identified

as low risk flood prone land. This is not located near the proposed works. Therefore the proposed

new buildings are not affected by flooding.

5. Stormwater management

The proposed buildings will be located on existing paved and landscaped areas, which contain an

existing stormwater drainage system. The existing pipes will be relocated clear of the proposed

buildings. Runoff from the new roof areas will be connected to the existing rainwater tank. The new

COLA will be located over existing paved areas and downpipes from the COLA will connect to the

existing drainage system.

The existing stormwater system currently drains to a detention basin, located on the northern

boundary of the high school, which has a volume of 975m3. Refer to Appendix A for the design

drawing of the basin. (The basin was called Basin 2 in the original design.) This basin has been

designed for runoff from the public school and part of the high school and has a catchment area of

32,000m2, of which approximately 15,700m3 is impervious. With the proposed works, the impervious

area in the catchment will increase to 16,500m2.

The existing basin was modelled using XP-Rafts, to assess the impact of the increase in impervious

area on the basin. The analysis showed that while there was a minor increase in water levels (less

than 10mm), the peak outflow from the basin did not change for a range of recurrence intervals, from

a 5 year AEP to a 100 year AEP. Therefore, no changes are required to the basin, and it provides the

detention required for the site. For further details regarding the analysis, refer to the calculation in

Appendix B.

The site currently contains a suite of water quality improvement measures including:

A bio-retention basin combined with the OSD basin

A 200m3 rainwater tank, used to provide irrigation water throughout the site.

Vegetated swales along parking areas

Enviropod inserts in grated inlet pits

The proposed works will result in the demolition of some of the existing swales and a portion of

raingarden. A new raingarden will be provided to replace the swales and provide treatment to the

new paved areas. Envirpod inserts will be provided in all new grated inlet pits.

The existing rainwater tank will be retained, with the new roof areas draining to the tank. This will

allow water from the tank to be used to flush toilets associated with the new works.

The proposed works are all located within the catchment of the existing bio-retention basin, which has

been sized to cater for the total catchment area. While there is an increase in impervious area, it is

minor compared with the total catchment and will not negatively impact the bio-retention basin. In

additional, all new roof area will drain to the rainwater tank for non-potable uses throughout the

school, reducing the volume draining directly to the bio-retention basin. Due to these considerations

and with the additional measures provided such as enviropod inserts in new pits, a Music analysis

has not been undertaken as we believe the quality objectives have not been compromised by the

works.

Drawing SW1 in Appendix A.

6. Erosion and sediment control

During construction, erosion and sediment control measures will be provided in accordance with the

“Blue Book” (Managing Urban Stormwater – Soils and Construction). Measures will include silt

fences on the low side of the works and construction exits for vehicles.

7. Conclusion

The works proposed for the site are an expansion of the existing public school. The existing

stormwater pipes will be diverted around the proposed new buildings. Runoff from new roofs will be

connected to the existing rainwater tank.

The existing detention basin on the high school site (known as Basin 2) has capacity to cater for the

increased impervious area on site. No changes are required to the basin.

In addition to using water from the existing rainwater tank to flush toilets, WSUD and water quality

improvement measures will be modified and increased as part of the new works. A new raingarden

will be provided, to replace lost swales and raingarden and enviropods provided in new pits. The

existing bio-retention basin formed as part of detention basin 2 will be retained and will not be affected

by the increase in impervious area.
