1. INTRODUCTION The Public Works Department (PWD) is responsible for the Development and maintenance of all road assets in the state of Himachal Pradesh including the budgeting, programming, implementation and control of the Annual Maintenance Program. It was envisioned that the provision of more technical inputs into the process of governance would result in more rational, coherent and consistent plans and programs for the betterment of the population of the Himachal State To assist in controlling the above vision PWD has undertaken to develop a management Information System specially incorporating the Road maintenance management System as previously detailed in the body of this manual. Although the current Management Information System has been designed specifically for road maintenance and an open ended system capable of replication and integration with other future Mission Critical Systems required to be put in place by the department The Rural Roads Management System has been developed as a stand along manual and is used as the front end for the Road Maintenance System and is included as part of the full system as volume 4. One of the important activities of the PWD is to ensure that a significant amount of Government Funds invested on roads assets is preserved by the implementation of effective and timely road maintenance and other associated works. Postponed and delayed maintenance not only results in expensive reconstruction and high road user cost, but also adversely affects state development. 2. OBJECTIVES

A Road Maintenance Management System also known as Road Information System (RIS) is a information based computer package which facilitate maintenance management-planning tool, based on objective data, providing a systematic and uniform approach to Planning, Programming, Budget Its main elements are Basic Road Data Pavement condition or performance model Selection of intervention levels Listing of priorities for maintenance (renewal and overlay)

The RIS objectives include:

Integrate all PWD road management activities from inventory to generation of reports. Help PWD in decision making process and ensures that road maintenance remains

regular and timely. Assist PWD in planning, Programming, Budgeting, monitoring and implementation of

their Annul Maintenance Plan for their entire road network Improve the present database in terms of integration of data with other data, Security

and accuracy of data by designing uniform database;

Provide up to date information for Senior management personnel for making effective decisions;

Flexibility to accommodate the changes for future enhancements from the current database to any Relation Database Management System with or without much changes to the existing database design;

Operate under computer systems and software compatible with the existing systems being used by PWD.

To have a uniform and user friendly interface for accessing. The system is developed in Visual Basic as front end and MS Access as Backend Database with Crystal Reports as Reporting tool. This manual mainly aims at helping the user to familiarize with Application and navigating through various Forms, Queries and Generation of Reports which are menu driven and user friendly. RIS covers the requirements for the collection and management of road and pavement related data required for the establishment, operation and use of the Road Maintenance Management System (RMMS) in generating the Annual maintenance Plan and and integrate with Geographical Information System (GIS) to represent the road condition parameters on the Map The roadway and pavement related data required for the RMMS is required in two distinct but interconnected operations; road inventory and road condition. Road Inventory:

Road Name, Category and Location; Road Sections Pavement and Surface types; Pavement Structure and Treatment history;

Road Condition

Pavement surface condition; Cross drainage condition; Roadside condition; Traffic by number and type; and Pavement surface roughness.

For effective management two principal inputs need to be established:

well defined objectives appropriate and up-to-date road data to support management decisions

The RMMS database contains a road register for each road entered. The road register will be stored within the database of the RMMS/ GIS interface. It should be noted that once road and link name and location are adopted changes should only be required under exceptional circumstances. It is therefore important that when setting the road attributes that they suit the requirements for easy management of the road network. Where road conditions change these shall be adjusted when adopting the road sectioning numbers.

4. SYSTEM FUNCTIONALITY The overall functionality of the proposed system is identified (Fig 2.0) into modules like:

Fig 2.0 The Road Prioritization Model as shown in Fig 3.0 is integrated in the Maintenance Management System will support the decision making with regard to the nature of works to be commenced at any given road section.. The Database Management System would thus utilize this decision process as its first milestone in the Design and development process.

This has been allowed for in the computerized calculation. Roughness for BT roads will be undertaken using Bump Integrator to assess IRI

5. SYSTEM REQUIREMENTS Design and development of the system is organized keeping in view of PWD’s existing Hardware infrastructure. However it is recommended to have the following Hardware and Software. Server Configuration:

Intel Pentium PIV System with following configuration at Head office.

512 MB RAM

80 GB Hard Disk

CD R/W drive

Licensed Visual Basic 6.0 Software

Crystal Reports

Microsoft Office 2000.

Client Configuration:

6. RIS INSTALLATION

1. Insert RIS Ver 1.0 installation CD into the CD-ROM and Copy the folder HPRMMS

into your system C: or D: Drive which contains the Database and all the associated files

required to run the package.

2. Open the Folder in which the HPRMMS is copied and Double click setup.exe file for

installation and Follow the installation instructions

7. GETTING STARTED

Once the Package is loaded the starting screen looks as show below.

The user has to click the Next Button and the following screen appears as shown below.

Now the user has to select the Database which has been loaded into the Divisional computer either in C or D drive. Step 1. Choose the Drive C or D or E Step 2 Choose the folder in which the Database is stored. It is recommended to create a separate Folder by name AMP-Year ie AMP-06 and double click the folder. The database file will appear in file list box. Step 3 Select the File Eg Shimladatabae.mdb for Shimla District or corresponding district database.mdb file Step 4 Click OK button.

The User is allowed to choose from the given Buttons which helps to navigate us to the corresponding screen. From each screen the user is provided to navigate to previous screen or and EXIT the application. It is recommended that the user enters all the inventory details first and then can navigate to the correspondingly. If any new Road, Culvert, Bridge, Habitation, Retaining / Breast Wall, or New Traffic census or to modify and view existing details then the user has to select the inventory button. If the User selects the Inventory then the following screen will be displayed. The detailed work flow of Inventory Module is as shown in next page

8. INVENTORY MODULE

Road Inventory data is entered through the User-friendly screens and is stored in corresponding tables of the database. The completely road inventory is stored in the following four tables

RDS01 Road Inventory Data RDS02 Bridge Inventory Data RDS03 Culvert Inventory Data and RDS04 -5 Habitation and other Related Data. RDS06 Retaining and Breatwall Inventory Data RDS07 Traffic Data

The data pertaining to above tables are entered when ever there is a new Road, Bridge, Culvert, Habitation, Retaining / Breast wall or any new Traffic Surveys are conducted. The Data entry for the same is through simple screens through the corresponding buttons as shown above. Once these data is entered into the Database it is retrieved whenever the required information is needed through simple queries . Care has been taken to see that no redundant or inconsistent data exists in the database. Though some data is not mandatory it is required to enter all the details so that at later stages it should not be a hindrance for generations of required reports. When the user selects the Road Inventory the following screen is loaded where the user should enter the details by selecting the Road Category, District, Constituency, Block from the Drop down Box.

For making the Road number a standard Six Digit including the category where the first two, three characters stand for SH, MDR, Followed by 3 digit number. If the road number is of two digits then it is preceded by 0 (Zero) character thus making Six Digit. Corresponding the system give the prefix SH / MDR, once the user selects the road category.

The user has to select the District, Constituency, Block from the drop down combo box. The DRRP Number is prefixed by either SH or MDR depending upon the selection of road category followed by 00 and the user has to enter the road number say 01. The next text box ie Road Number is to be entered by the user is the number in use by the department say SH 1. The number stored in white text Box is the DRRP number which is of 12 characters and autogenerated. The first two characters are State, Next two Characters are District code, next two are the Block code followed by the road category and the road number ie HP 09 01 SH0001 where HP stands for Himachal Pradesh, 09 Distict Number of Shimla, 01 Block Number of ROHRU And SH0001 road category (State Hightway 1) Original Program is the one in which the user can enter the details of new roads funded by different sources and can give their description Eg ; PMGSY Phase I,PMGSY Phase II,… …, CRF / NABARD funded Road project

Since it contains only alphabets and numerical certain limitations (Validations) have been proposed. These limitations are proposed to avoid unnecessary symbols like “-“, “!“, “/“ etc., Limitations: User shouldn’t press any other keys except alphabets (A…Z, a…z) and Number

keys (1…9). If any other key is pressed a message will be displayed on the screen saying “Invalid key pressed”.

By pressing Tab go to next text box. Current Program: In this text box user has to enter “Current program” Ex: AMP which stands for Annual Maintenance Program Thus specifying that the roads comes in annual maintenance program. If the Current program is other than AMP the system will not consider it for estimation purpose. Limitations: User shouldn’t press any other keys except alphabets (A…Z, a…z) and Number keys (1…9). If any other key is pressed a message will be displayed on the screen saying “Invalid key pressed”. By pressing Tab go to next text box. Enter the road Name and Road Total Length. And clik the NEXT button. The following screen appears

Here the user has to select the Division and Sub Division of the Road which are retrieved from a table called Demographic which is located in RMMS database. The Chainage Details ie ChFrom and ChTo which are in Km. Location From and Location To are Reference Points just to identify from where chainage exists it is a TEXT item and NOT the Chainage. The SecNo stands for Section Number which is auto generated and also the Section Length. If the road is already exists then the last change point is automatically displayed in the ChFrom as shown in the above picture where 198.4 Km of details has already been entered by the user. It will not allow the user to enter the number in Chainage From. If the details of the road are not present in the database, system allows the user to enter the Chainage From. After entering the information the user has to clik the next button and the following screen appears where the user has to enter the Pavement details and History

This screen takes all the pavement details for the section. The compulsory fields are Surface Type, Surface Width, Treatment Month and Year. The rest of the fields are optional and can be entered as and when the details are available through a different Screen called Modify Section Details. Once the user enters all the data Click the Save button. The record is saved in the database and it prompts with following screen where in user can keep entering the complete road length details. Once the Save button is clicked the following screen appears which allows you to navigate to enter the complete road length details.

The importance of the Modify Section Details is that the user can either Split or Join or Modify the Section Lengths. While enter the Data we have taken the One Km section. In Future if the Section length is to be modified then the user can choose this button where he can Split the Section of 1Km into two .500 Mts and the Total road number is modified accordingly in the RDS01 table and also simultaneously it will be updated in the Bridges, culvert tables too. The user has the choice to update the fields with this button. Suppose the Surface type initially was Katcha / WBM which is later changed to BT then the user can modify through this screen. Similarly the fields of the Road Inventory table (RDS01) fields can be modified or updated using this button.

The Above screen is used to Split the section length. This is used in the future if the length of section is increased and part of length is badly damaged and it has to be treated. This is basically for the easy management of the road sections. The following screen is used to join the Sections which are split at some time. If certain road characteristics are same then we can join the Sections or if the treatment of continuous two sections are treated at the same time.

9. PLANNING MODULE

The user has to Click the Planning Button once He/she entered all the Inventory Details In Planning module the work flow is Step 1. Enter the defects in the corresponding screens ie BT ,CC, WBM, CULVERTS, BRIDGES Stpe 2. Click the Packaging Button. Where the user is given the choice to enter the length of the Road to make a package. This is kept keeping in mind the Performance Based Maintenance contact where the a length of 150 or 200Km is taken . If the road length is more than the Sub Divisional length then the Software creates two packages with in the Sub Division. Step 3. The user has to enter the periodic quantities with in the Subdivision Step 4. The User has to Enter the Standard Schedule Rate for Labour, Material and Machinery. This is once in a year Step 5. Once the user enters all the rates then he has to click the Rate Analysis Button which prompts for the Sub Division and year and correspondingly generates the estimate. The following screens shows the process.

From this screen user has to select first the Road Number followed by Link and Section Number. Once the User selects these, if the Data pertaining to this Exists in the database then it gets displayed automatically on to the screen and the user will have the options to either Delete, Update, Clear or Exit. Delete : User has the option to delete the Record with proper prompt message. Update : User has the option to Update or modify some or all the values of the defects. If the user wants to modify he has to type the new values for the defects and then press the update button. Immediately the Type of Maintenance and the Rating value changes automatically if there is any change from the values entered by the user and is displayed on the screen immediately. Clear : User can just clear the screen if he does not want to perform any of the operations. Exit : user has the option to go back to the previous screen once he enters all the details for a particular surface type. If the data pertaining to the selected Road ,Link and Section number does exits then the user is prompted to enter the defect quantities in the respective text boxes which are white boxes and then press the Save button to save the data into the database. Type of maintenance and rating value are displayed on to the screen once the user clicks the save button. If the user does not click save button then the data is not saved into the database. Note - The following operations SAVE , UPDATE, DELETE, CLEAR and EXIT. are same in BT DFECTS, CC DEFECTS, OTHER DEFECTS and CULVERT DEFECTS .
