Message from the Mayor

Council takes illegal graffiti vandalism very seriously.

Not only does it cost Council and the community a lot of money to remove but it leads

to a reduction in the sense of pride that residents have in their community.

For this reason, Council leads the way in graffiti management through the

establishment of the Taskforce Against Graffiti (TAG) consisting of key stakeholders including NSW Police, Housing NSW, Juvenile Justice, Probation & Parole, utility

providers and youth services.

The TAG assists Council develop and implement Council’s Graffiti Management Plan which outlines the range of graffiti management projects and strategies that are

undertaken within the City.

The current Graffiti Management Plan is a five year action plan to be undertaken

between 2012 – 2017 and explores a range of cooperative partnerships that:

� better manage graffiti amongst government, non government and commercial

bodies

� engage and intervene with offenders to steer them away from illegal graffiti

� aim to reduce the incidence and likelihood of graffiti occurring in the first place.

Council will monitor the efforts of the TAG and the progress of the GMP during the

next five years to ensure that the projects are fulfilling their aim to reduce the

incidence of illegal graffiti vandalism throughout the City.

Key Issue - Graffiti Council defines graffiti as any writing, drawing, stencil or etching placed on private or public property or structures without the consent of the owner of the property.

In particular, the City suffers a high incidence of graffiti ‘tagging’. A ‘tag’ is the signature or nickname of a graffiti writer often made using spray paint or permanent

marker. The ‘tag’ may appear to look just like scribble but each tag has a personal

meaning for the graffiti writer and may also identify the name of the graffiti writers

‘crew’ or group of associates.

Other graffiti can occur as political statements, slurs, slogans, jokes, advertisements

or offensive marks and despite all the work carried out throughout Blacktown City by a number of stakeholders, graffiti remains an issue.

Council does recognise that street art (including graffiti styled art) is a legitimate art

form when undertaken with the permission of property owners, in consultation with the local community and in accordance with Council’s Public Art Guidelines and

Procedures for Commissioning and Approval.

Background - Cooperative Graffiti Management At Council's Meeting on 20 February 2008, Council resolved:

"That a Taskforce Against Graffiti (TAG) for the Blacktown Local Government Area

be established".

Subsequently, the Taskforce Against Graffiti (TAG) was convened and included key

representatives from:

� NSW Police � Housing NSW � Juvenile Justice NSW

� Probation & Parole (Corrective Services NSW)

� Endeavour Energy

� Railcorp � Sydney Water

� Department of Justice and Attorney General

� Blacktown Youth Service Association

� Other stakeholders as required

The TAG met quarterly between April 2008 and May 2011 and assisted Council with

the development and implementation of Council's Graffiti Management Policy and

Graffiti Management Plan (2009/2011).

In addition, Council established an Internal Taskforce Against Graffiti (I-TAG)

consisting of Council staff that met bi-monthly between April 2008 and May 2011 to

assist the TAG in implementing the Graffiti Management Plan (2009/2011).

Graffiti Management Plan (2009/2011) Council's Graffiti Management Plan (2009/2011) (GMP) was a two year action plan outlining a range of strategies to reduce the incidence of graffiti throughout the City.

The GMP was divided into five (5) action areas:

� Graffiti Management: Included actions that assist with the coordinated and cooperative management of graffiti.

� Graffiti Removal: Included actions that outline Council's graffiti removal projects.

� Graffiti Prevention: Included initiatives that aim to prevent graffiti through

education and the provision of legal alternatives. � Dawson Mall Pilot Strategies: Included initiatives that directly target Dawson

Mall, Mount Druitt.

� Policing and Justice: Included actions that focus on the identification,

apprehension, punishment and rehabilitation of offenders.

The TAG / I-TAG successfully considered, completed or commenced all (100%) of

the actions contained within the five action areas of the Graffiti Management Plan

(2009/2011). Examples of successful projects implemented as part of the Graffiti

Management Plan (2009/2011) include the:

� centralising of all graffiti management under one Council section including the development of the Coordinator Graffiti Removal role;

� expansion of the partnerships with offender services (Juvenile Justice /

Probation and Parole) to utilise offenders to remove graffiti throughout the City;

� trial of a graffiti education program in Primary Schools;

� partnership with NSW Police to trial the e-nose; and

� pilot of the Graffix mentoring project at Emerton Youth Recreation Centre

External Review To assist Council review the effectiveness of the Graffiti Management Plan and

Council's overall approach to graffiti management Council commissioned Dr

Cameron McAullife from the University of Western Sydney to undertake an evaluation and provide some recommendations for the progress of graffiti

management within the City.

Dr Cameron McAullife stated in his report to Council that “the GMP has been

successful in drawing together different stakeholders in graffiti management,

including police, probation and parole, State Government infrastructure providers and

other local parties impacted by graffiti, as well as culture and youth agencies. Accordingly, the I-TAG and TAG have been important for the ongoing consultation

and management of the GMP. These two groups should be continued. However,

there needs to be some realignment of the purposes of these groups to take consideration of the full range of graffiti management practices in the LGA."

Review Recommendations Further, to progress graffiti management within the City, Dr McAuliffe recommended that:

i. A new Graffiti Management Plan be devised for a further 3 to 5 year period including a dedicated position to coordinate the plan.

ii. Further research into the graffiti culture within the City be undertaken to

facilitate improved relationships and partnership with stakeholders. iii. The innovative Graffix program be expanded throughout the City.

iv. Council invest in the capacity for graffiti removal work to be undertaken by

Council staff (with a reduced emphasis on the use of contractors). v. The proportion of the graffiti management budget allocated to prevention

programs be increased.

vi. Efforts be continued to institute inter agency coordination in graffiti management.

vii. A legal graffiti program be trialed involving the identification of appropriate

spaces and engagement with local graffiti writers to steer towards vocational

outcomes. viii. The use of field technology and the Australian Graffiti Register be expanded

to include all Council staff, contractors and partnership agencies.

ix. Council investigate partnerships with local businesses and Chambers of Commerce to facilitate graffiti removal on commercial property.

x. The next Graffiti Management Plan express a commitment that all Council

sections have a role to play in graffiti management. xi. Council investigate ways that aerosol art forms can contribute to a re-

conceptualising of the City as a 'creative place' including exhibitions of

aerosol art at the Blacktown Arts Centre and street art projects.

xii. The successful partnership with Probation and Parole be continued and that emphasis be placed upon developing new projects with Juvenile Justice.

xiii. A referral mechanism for offenders (and those at risk of offending) be

developed with the objective of diverting offenders into preventative projects. xiv. The roles of I-TAG and TAG be reconsidered with a view to ensuring that the

full range of removal, prevention and enforcement options be considered and

discussed in an open and cooperative forum.

Leading Practice Approach In November 2010 the NSW Government Standing Committee on Public Works released the Report on Graffiti and Public Infrastructure. To build the report the NSW

Government Standing Committee on Public Works visited Council and interviewed a

number of Council staff. The subsequent Case Study of Council's Graffiti Management endeavours is described in the report as 'a highly coordinated

approach'. The report also highlights Council's 'strong partnership' with NSW Police

to apprehend graffiti offenders. Further, Council is already undertaking the recommendations outlined in the report aimed at local government.

This endorsement by the NSW Government indicates that Council's graffiti

management approach is considered leading practice for local government.

A new Graffiti Management Plan (2012/2017) Such has been the success of Council’s approach to graffiti management that at Council’s Meeting on 21 August 2011 Council resolved that:

1. The I-TAG and TAG be combined to form a consultative stakeholder body to be

named Taskforce Against Graffiti (TAG). 2. The TAG be convened to develop a new Graffiti Management Plan for a 5 year

duration.

3. The recommendations contained within the Evaluation of the Blacktown City

Graffiti Management Plan 2009-2011 by Dr Cameron McAuliffe be considered by the TAG in the development of a new Graffiti Management Plan.

4. A further report be presented to Council upon completion of the new Graffiti

Management Plan.

In this regard a new Taskforce Against Graffiti (TAG) consisting of internal Council

staff and interested stakeholders was convened for a period of six months (between

December 2011 and May 2012) consisting of interested stakeholders to assist

Council with the development of a five year Graffiti Management Plan (2012/2017) involving projects that:

cooperatively manage graffiti throughout the City reduce the incidence of graffiti in targeted areas

provide alternatives for those at risk of committing graffiti offences

identify the underlying causes of illegal graffiti

Graffiti Management Plan (2012/2017) - Action Areas The new Graffiti Management Plan has been divided into three (3) action areas;

1. Cooperation and Partnerships: Includes actions that assist with the

coordinated and cooperative management of graffiti.

2. Engagement and Intervention: Includes actions that work with those at risk of

graffiti offending and those involved with legal forms of street art.

3. Removal and Prevention: Includes actions that aim to improve graffiti removal

strategies and reduce the incidence of graffiti through the application of Crime

Prevention through Environmental Design measures.

Graffiti Management Plan (2012/2017) - Priorities Each action is prioritised as First, Second, Third & Fourth Year according to the following criteria:

First Year priority actions are:

� Projects that are ongoing programs or will be completed or commenced

with 1 year.

� Funded within the existing operational budget;

Second Year priority actions are:

� To be completed or commenced within 2 years.

� May be the subject to the identification of funding (grants);

Third Year priority actions are:

� To be completed or commenced within 3 years.

� May be the subject to the identification of funding (grants);

Fourth Year priority actions are:

Graffiti Management Plan (2012/2017) - Indicators Each action has a “success indicator” which provides a target for the action and it is expected that a wide range of evaluation tools will be employed during the project

process including;

The auditing of the incidence of graffiti before, during and after projects The recording of statistics concerning the incidence of graffiti

The documenting of preventative projects through digital photos, video

The usage levels of tag register technologies

Graffiti Management Plan (2012/2017) - Evaluation Yearly reviews of the Graffiti Management Plan will be undertaken by Council’s Coordinator Graffiti Removal which will be reported to Council’s Executive

Management Committee.

Biennial progress reports will be provided to Council in June 2013 & June 2015.

A final evaluation of the Graffiti Management Plan will be undertaken in May / June 2017 in consultation with an external auditor and the results of the final evaluation

reported to Council in June 2017.
