State Industrial development and Investment Corporation (RIICO) has taken a number of innovative decisions in the past few years to attract investment into the state.

An apex corporation of the Government of Rajasthan, mandated to play a catalytic role in the industrial development in the state, RIICO also develops and manages industrial areas, constantly upgrading its facilities and services to keep in step with the requirements and expectations of the entrepreneurs.

Each large, medium or small-scale enterprise gets easy access to a ready-to-use support from the agency with well-developed infrastructure facilities in the industrial areas. This apart, another unique role played by RIICO is to provide financial services to assist entrepreneurs set up their units, contributing much to accelerating the state's industrialisation.

SIMPLIFICATION OF LANDS RULES AND PREFERENTIAL ALLOTMENT OF LANDS

A case point is Rule 3 (W) of RIICO Disposal of Land Rules, 1979. Its provisions allow preferential allotment of land to focused categories of applicants on ongoing basis. Its provisions were earlier applicable to industrial land allotment in the National Capital Territory and state capital Jaipur alone. Now, these provisions have been made applicable to all industrial areas, irrespective of their location.

bridges and petrol pumps on industrial land without levy of any additional charges, liberalising previous policies of charging for land use change.

It is compulsory for allottee to complete construction of atleast 20% of the plot area with a pucca structure where roof has been built up. for some special category units this stipulation has been relaxed for calculating 20% constructed area. The land being utilized by allottee as stock yard of raw material and finished goods may also be calculated for the purpose of calculating constructed area.

In any industrial area any further sub division of sub-divided plot was not allowed under the prevailing rule. Now those areas where sub division has taken place before 01.05.08 will be treated as original plot and sub division of such sub-divided plot will be allow as per prevailing norms.

In case of death of original allottee relaxation in sub division policy has been allowed by permitting sub-divisions as per the will of deceased person.

Earlier there was provision of 15% concession in development charges for plot allotment with ceiling of area 2000 sq. mtr for physically handicapped. This concession has now been increased to 25%.

Earlier there was provision of 10% concession in development charges for plot allotment with ceiling of area 2000 sq. mtr. for woman entrepreneur. This concession has now been increased to 50%.

Reservation of 1% plots for physically handicapped

of total no. of plot up to ceiling of area 2000 sq. mtr. planned in industrial area has been provided.

To check land dispute relating to industrial plots decision has been taken to start allotment of plots in any new industrial area only after demarcation of plots and availability of infrastructure facilities.

RIICO takes its commitment to entrepreneurs seriously. The administrative machinery at RIICO is such that it is easily available for redressal of grievances. The institution also organises industrial camps at divisional levels. During these camps, unit officers are empowered to solve the problems on-the-spot. Such camps have already been organized in Jodhpur, Udaipur, Bhiwadi and Ajmer. Also, since its inception in 1969, RIICO has delegated substantial powers to its regional managers for speedy decisions regarding land allotment,

As a result of the expanding the scope of Rule 3(W), in consultation with industry representatives, a wider choice of location is now available to these categories of enterprises.

Moreover, land allotment has also been made more transparent. Earlier, land in saturated industrial areas was allotted through open auctions. Now sealed bids are invited. This ensures that only serious and authentic bidders take part in the process as the bidders are required to affix their photograph with the bid document and furnish identity and address proof.

In industrial plots, the height of buildings can now be up to 15 meters, without restriction on the number of floors within this height. Earlier such buildings were allowed only up to two stories (ground plus one).

The state-run industrial catalyst has also made provisions to allot land at concessional rates to industrialists for providing low-cost housing facilities to labourers and other people working in their units. Norms for housing facilities on industrial plots have also been liberalised.

In addition, RIICO has introduced some flexible policies for providing supportive services to people living and working in industrial zones. Hotels,

weigh bridges and petrol pumps can be constructed on the plots allotted for industrial purposes, without paying any extra charges.

Also, for hotels constructed without permission on the industrial areas, rules have been simplified and provisions made for their regularisation. Godowns for liquefied petroleum gas (LPG) constructed in industrial areas without obtaining proper permission will also be regularised.

Owners are being given special concessions in lieu of the land acquired from them. These include sale of vacant plot and no limit of time for construction or production of work.

regularisation and transfer of plots.

FAVOURED DESTINATION

In recent years, Rajasthan has emerged as a favoured destination for information technology industry, thanks to its good urban infrastructure with excellent lifestyle infrastructure like an international airport and good air and rail connectivity with major cities of the country. As a step towards fostering entrepreneurship in this industry, RIICO has set up an incubation centre at Sitapur, Jaipur, having state-of-the-art computing facility. The centre offers plug-and-pay facility for incubating business ideas for commercialising and also for research and development.

RIICO has recently decided to provide space to talented youth at discounted rates at this incubation centre. Facilities like furnished space, assistance in commercial isat ion of idea, networking opportunities etc are available at the center. Among other policy decisions taken for making Rajasthan hassle-free for entrepreneurs, it has been decided to undertake allotment of plots in the new industrial areas only after the development of basic infrastructure facilities, as also after completion of demarcation of plots.

Also, minimum construction requirement (20 percent of the plot area) has been relaxed for units l i ke b iomass -based power p lan t s and manufacturing units of herbal medicines, by accounting for the storage area in built-up space. It has also been decided to allow captive warehousing activities in the industrial plots.

In an another investor friendly decision, a

provision has been made that in the industrial areas, apex industry bodies like the PHD Chamber, FICCI, CII and ASSOCHAM will be allotted land up to 500 sq mts to construct an office building on any one place in the state a Rs.1 token amount. The institutions will also be exempt from paying service charges. This will go a long way in building a relationship with industry through the chambers of commerce and their multi faceted activities.

CERAMIC HUB

Rajasthan will soon play host to two very unique clusters – a ceramic hub and an apparel park. These are two innovative decisions to boost investment in the state.

The 750-acre ceramic hub will be set up in Ghilot, near Neemrana, where land is in the process of being acquired. The proposed apparel park, which would be set up in Jaipur, has already attracted 133 applications.

In addition, a Memorandum of Understanding was recently signed by the Corporation for establishing Guargum Testing Lab in Boranada near Jodhpur. For the project APEDA will provide financial support of Rs. 3.83 crores. The lab will be known as Agro Test and Research Centre.

CREATING AWARENESS

A number of investment promotional programs have also been organized in recent years to create awareness about opportunities in specific sectors. Particularly noteworthy was a seminar on Technical Textile and a two-day 'Automotive Conclave'.

• Development of Industrial Areas : RIICO is emphasizing on acquisition of new land and creation of high quality infrastructure in the industrial areas. Upto November 2011, 323 industrial areas were established across the entire state. From December 2008 to November

2011, 7,796.41 acre land was acquired, 4,446.16 acre land developed and 3,773 industrial plots allotted. During this period, Rs 1,064.52 crore were spent on the maintenance and expansion of industrial areas while Rs. 1,929.53 crore were recovered from the industrial areas.

Achievements

RIICO SIMPLIFIES NORMS FOR TERM LOAN ASSISTANCE

Rebate interest rate for timely payment has been increased from 1.5% to 2.0%.

Promoters contribution has been reduced from 35% to 30% and 30% to 25% for loans under Project Loan Scheme and Good Borrower Scheme respectively.

Processing Charges, Service Charges and Up front fee have been reduced from 1% to 0.5% for loans up to Rs. 100.00 lacs to establish new project. Further the amounts of service charges have been restricted to a max. of Rs. 4.00 lacs on sanctioned amount of term loan.

The amount of pre-payment charges has been rationalised to 1% of the outstanding loan amount pre-paid.

The Financial Advisor has been delegate to disburse term loan where relaxation in any terms & conditions is not involved.

RIICO has simplified its policies relating to sanction to term loans to industrial units. Norms related to Equity Ratio, Maximum loan etc. have been relaxed.

Single Window Act: The State Government has introduced Single Window Act from the Financial Year 2011-12. Under the provisions of this Act, all Financial Assistance proposals of Rs. 1.00 crore and above are being sanctioned within a fix time frame.

Sanction and disbursement of term loan is a key developmental activity of the Corporation. During the present government’s regime (from December 2008 to November 2011), loans of Rs. 462.34 crore were sanctioned and Rs. 321.05 crore were disbursed. A recovery of Rs. 368.46 crore has been made during this period.

For the growth of exports, various projects are being implemented under this scheme to develop infrastructure. At present, 18 out of 27 projects have been completed and work is in progress for the rest of nine projects. During this period, (December 2008 to November 2011), Rs. 43.81 crore were spent on these projects. A total of Rs. 156.53 crore have been spent since inception of the scheme till November 2011. Under the ASIDE scheme, the Ministry of Commerce and Industry Department of Commerce, Government of India, has approved Rs. 16.54 crore as an additional grant to Rajasthan under the incentive scheme. RIICO is the implementing authority under this scheme to develop Link Road (4-lane) in Ghilot, Neemrana on Delhi – Jaipur Highway.

To address the regional inequality in industrial development, the Union Government has established five growth centers with the cost of Rs. 30 crore each in the state. Currently, the projects are under implementation in various phases. The project at Abu Road has been completed while the work at Khara (Bikaner),

Dholpur and Parbatsar (Nagaur), Jhalawar and Palsana (Sikar) and Hamirgarh (Bhilwara) is in progress. During the period (from December 2008 to November 2011), Rs. 27.62 crore were spent on these projects while a total of Rs. 135.49 crore have been spent since the commencement of these projects till November 2011.

To provide integrated infrastructure in rural and undeveloped areas for the small-scale industry, mini growth centres have been established, at a cost of Rs. 5.00 crore each. Earlier the Government of India used to extend a grant of 40% (maximum Rs. 2.00 crore) for each of these projects till 2009-10. Under this scheme the approved works for all nine centres in Sangria (Jodhpur), Kaladwas (Udaipur), Niwai (Tonk), Goregaon (Nagaur), Bayana (Bharatpur), Khushkhera (Bhiwadi), Hindaun City (Karauli), Baran (Baran) and Falna (Pali) have been completed.

GOI has modified this scheme w.e.f. 11.02.2010. The cost of each centres has been enhanced to Rs. 10.00 crore approximately and grant to 60% with a maximum Rs. 6.00 crore for each centre under modified scheme. GOI has sanctioned four projects worth Rs. 21.32 crore at Kishanghat (Jaisalmer), Palsana (Sikar), Bichhwal (Bikaner) and Shilpgrampal (Jodhpur) under this scheme. A grant of Rs. 12.79 crore has been approved for these four projects by GOI.

Since inception, the Government / Corporation has spent Rs. 48.79 crore on IID projects of the State till November 2011. During the mentioned period, Rs. 14.42 crore grants have been receive from Government of India till November 2011.

• Establishment of Mini Growth Centres :

Key Decisions Taken and Implemented by RIICO for industrial development

in the Bhiwadi industrial area. This would be the first car manufacturing plant in the state. The main car production unit is being set up on 455-acre land while its ancillaries are being built on 155-acre land. The company has already began production of some auto parts in this plant. The Rs 2,000-crore unit will generate jobs for nearly 4,000 people. The Honda Group Company has been allotted 60-acre land for manufacturing of two-wheelers. Honda Motorcycle and Scooters India Pvt. Ltd. is setting up a plant in Tapukada for the production of scooters and motorcycles. The state expects an investment of Rs 1,100 crore and direct employment for 3,000 people when the plant begins production. Over 10,000 people will get indirect employment from this unit. The commercial production of two-wheelers has started from August 2011.

RIICO has signed an MoU with the Japanese company JETRO for industrial development, under which, various Japanese units would be established in Neemrana industrial area. Land has been allotted to multinational companies like Nissin. Mitsui, Daikin, Mitsubishi, Daiki Color etc. In this zone, 11 units have started production while the work in nine units is in progress. The land was allocated to 34 companies in the Japanese zone, but due to global recession, three companies have returned the allotted land. Hence, 347.51-acre land has been allotted to 31 units till date. An investment of Rs 2,770 crore and employment generation for over 5,700 people is expected upon the commencement of operations under these projects. The MoU period has been extended till August 2012. This collaboration is an ideal example of the Indo-Japanese co-operation in India.

With RIICO’s consistent efforts, multinational companies like Autsuka Chemicals, Matso India, South Asia Breweries, Tata Bluescop Steel, Kaparo Fastners, Genpact, Texa India, Lafarge India Ltd, etc. have invested in the state. Several big companies have invested in RIICO industrial areas, i.e. Rosenberg (Khushkhera),

UB Group (Chaupanki), Infosys (Sitapura), Havells India (Neemrana), Shree Cement Limited (Khushkhera), E.I.D. Perry (Alwar), etc. Several major players like Sriram Piston, Motherson Sumi, T.P.S. Infrastructure, Sunbeam Casting, Clutch Auto, Veekay Polycoats, etc have entered the state.

Keeping in mind the vast opportunities in the field of solar energy in the state, the ‘Rajasthan Solar Energy Policy-2011’ has been announced. Under the scheme power generating units with over 1,000 MW capacity will be established in districts like Jodhpur, Jaisalmer, Bikaner and Barmer. In Bhadla village of Jodhpur district, 10,000 hectare land has been earmarked for the state’s first solar energy park. Ghilot Industrial area, earmarked to set up glass and ceramic industries, will also be used for the production of glass and ceramic-based solar components.

Saint Gobain Glass India Ltd., a subsidiary of multinational Saint Gobain Group listed in Fortune 500 companies, is investing Rs 1,000 crore to set up a float glass plant in Bhiwadi, Alwar district. This will be the largest float glass plant in the world. Presently, the company is conducting technical survey. RIICO has allotted land and the work on the project is in progress.

In order to give thrust to develop commerce and industry the State Government in its budget announcement for the year 2010-11 declared for development of an Exhibition Cum Convention Centre on approx. 42 acres land situated at Sitapura Industrial Area of RIICO at jaipur on PPP basis.

Transaction Advisors for detailed feasibility study and preparation of bid documents. Accordingly, bids were invited and M/s. Bhaskar Industries Ltd., Bhopal (Consortium) emerged as the highest bidder. After the approval of this proposal by the Board of Directors of RIICO in its meeting held on 19th October, 2011, the matter was placed before ECID in its meeting held on 18th November, 2011 wherein it was decided to place the matter before the stat cabinet. In accordance with the decision of the cabinet RIICO has issued Letter of Award (LoA) in favour of M/s. Bhaskar Industries Ltd., Bhopal (Consortium) the preferred bidder on 13th February, 2012 and has also executed Authorization Agreement on 10th March, 2012 with M/s. Diligent Pink city Centre Pvt. Ltd., Bhopal the SPV created by M/s. Bhaskar Industries Ltd., Bhopal (Consortium) for implementation of this project.

RIICO has approved participation in first phase of Metro Rail project in Jaipur through an investment of Rs. 100.00 crores by way of equity subscription. The Corporation has already released Rs. 42.33 crore.

RIICO has approved a participation of Rs. 10.00 crore in the share capital of Rajasthan State Petroleum Corporation Ltd.

There are three SEZs in the State. Two SEZs are situated in Sitapura (Jaipur) for Gems and Jewellery industry while one SEZ is in Jodhpur for the development of handicraft industry. In 2010-2011, SEZ’s achieved exports of Rs 778 crore. In fiscal year 2011-12, the exports have reached over Rs. 245 crore till date.

The Mansarovar Industrial Development Corporation has got its handicraft SEZ de-notified while Parsvanath SEZ Developers has also received the policy-based approval for its gems and jewellery SEZ from the Government of India. Additionally, eight SEZs have been notified in the state, out of which, IT, Light Engineering and Automotive SEZs are operating in Jaipur. In 2010-11 employment for 1600 people was generated and export of Rs. 155 crores was achieved. During 2011-12, exportes of Rs. 59.00 crores have been achieved till date.

Mahindra Group, in collaboration with RIICO, has set up an SEZ in Jaipur. It is expected to catalyze an investment of Rs. 11,000 crores. This SEZ will have zones for the various sectors. Initially, 155-hectare land is being allotted for various units in the IT and ITES zones. Proposals from major companies like Infosys, Wipro, Nucleus Software, Tech Mahindra, Deutsche Bank, Nagarro, etc. to set up their units have been received. Infosys BPO Ltd, EXL and Deutsche Bank have already started their operations. Apart from IT and ITES zones, the Government of India has notified SEZs for Light Engineering, Handicraft and Gems and Jewellery too and the land is being allotted for these SEZs. The Government of India has given unit the status of co-developer to M/s. Nucleus Software. Light Engineering/Automotive section in Mahindra World City (Jaipur) Ltd. has been operating since June 2011 and KnitPro has started exports from here.

So far, over Rs. 75 crore have been invested in Mahindra World City (Jaipur) Ltd. Exports worth Rs. 59 crore have been achieved in fiscal year 2011-12 while 1,700 people have got employment. Handicraft SEZ in the Mahindra World City unit has been started.

Under the Integrated Skills Development Scheme of the Ministry of Textiles, Government of India, Ten ‘smart centres’ will be established by the Apparel Training and Design Centre (ATDC) in textile industry hubs like Bhilwada,

Bhiwadi, Pali, Balotra, etc in the next two years. Under this scheme, over 12,000 people will be trained and given employment in the textile industry.

RIICO is setting up a new industrial zone for the food processing industry, especially for forest products. In this zone, a special package will be implemented to provide employment to ‘Sahariya’ youth. The scheme will give greater facilities to youth than given under the Rajasthan Investment Promotion Policy (RIPS).

The state government has taken key policy decisions to promote SEZs. An SEZ act is also under consideration. So far, the state government has taken following decisions to promote SEZs:

1. Rs 100 as Land Modification Charge. The Revenue Department has issued order for concessions in Land Modification Charge on 1 November, 2010.

2. Concessions in electricity charges for 10 years. Orders have been issued on 29 June,

2010.

3. Concessions in luxury tax (100%) and entertainment tax (50%) for hotel and entertainment industry for seven years. The order in this regard has been issued on 3 December, 2009.

4. Concessions in stamp duty for co-developers and their units. The order was issued on 29 June, 2010.

5. Concessions in stamp duty for registering rent deed to the units being established on rent. The order was issued on 29 June, 2010.

RIICO will organise an international ‘Textiles and Apparel Trade Fair’ from 22-25 November, 2012. An MoU has been signed on 7 November, 2011 with FICCI as the co-organiser.

To promote the ceramic industry in the state, RIICO, in association with the CII and the Indian Ceramic Society, organised an international exhibition of ceramic, glass and allied products

in Jaipur from 11-14 November, 2011. Over 180 companies, including 16 foreign firms, participated in the event.

promote investment in ceramic and glass-based industries in Rajasthan, the state government has declared a special incentive package. Under this package new investors will get up to 75 percent concessions on all kind of taxes, including VAT, from the day of starting commercial production till 31 March, 2018. The industries that adopt modern technology and expand its businesses will get concessions on additional tax paid. Moreover, new industries will get concessions on electricity charges, land tax and stamp duty while buying land. This package will last for seven years.

To test Guar Gum (guar) and its various products and to develop new products Agro Test Lab situated at Boranada, Jodhpur would be equipped with state-of-the-art technology. RIICO and APEDA signed an agreement for the same on 14 December, 2010. According to the MoU, APEDA would provide RIICO with Rs. 3.83 crore to set up the lab. First installment of the grant has already been received and the lab project report is under preparation.

ajasthan State Industrial Development and Investment Corporation Ltd. (RIICO) has posted an all time high profit of Rs. 291.02

crores for the financial year 2010-11, as against Rs. 153.28 crores in the previous year, registering an increase of 89.86 per cent. This was declared at the Corporation's 42nd Annual General Meeting in Udyog Bhawan by its Chairman, Mr. Sunil Arora.

RIICO's Chairman also informed that RIICO sanctioned Term Loan of Rs. 212.44 crores in this financial year as against Rs. 98.23 crores in 2009-10 registering an increase of 116.29 per cent. He also informed that during the financial year the Corporation disbursed term loan to the tune of Rs. 132.15 crores registering a jump of 127.61 per cent against the previous year. The Corporation also recovered Rs. 122.67 crores as against term loan extended (Rs. 89.19 crores principal and Rs. 33.49 crores interest).

During the year 1449 new industrial units commenced production and the total number of industrial units set up in RIICO's industrial areas stood at 28,579, as on 31 March 2011.

Bhanawat informed that during the above period an amount of Rs. 180.25 crores was sanctioned for development of new industrial areas and Rs. 561.30 crores for maintenance and upgradation of existing industrial areas. The Corporation made a recovery of Rs. 704.32 crores of land related dues as against Rs. 562.90 crores in the previous year, posting an increase of 25.12 per cent, he said.

During the financial year 2010-11, RIICO cleared Rs. 212.44 crores term loan to different projects. Automobile sector emerged as the sector with highest sanction of term loan of Rs. 38 crores

followed by textiles (Rs. 35.85 crores), plastic / PVC projects (Rs. 34.45 crores), power sector (Rs. 26.40 crores), service sector (Rs. 19.93 crores), steel sector (Rs. 17.96 crores) and Agro / Electronics / Stone Sector (Rs. 9.61 crores) . The above projects are expected to catalyze an investment of Rs. 531.98 crores and would provide employment to 2398 persons.

In the year a number of simplification measures were also taken facilitating a large number of entrepreneurs said the Managing Director.

Key Decisions for the Welfare of RIICO Employees:

On 1 April, 2010, the Corporation created a fund for its employees after completing the service on contributory basis for medical compensation. Through this fund, retired employees will get maximum Rs. 10,000 as annual (outdoor) compensation and maximum Rs. 40,000 as annual (indoor) compensation for treatment.

The Corporation has bought a group insurance policy for employees for the payment of leave encashment, through which, apart from the encashment of balance leaves, the employee’s

kin get Rs. 2 lakh cash in the case of natural death and Rs. 4 lakh in case of accidental death during the service period.

Amount of the financial support extended in the case of death of an employee as well as in the case of marriage of son / daughter of an employee of the corporation has been doubled w.e.f. 01.07.2011.

Similarly the scholarships given to the son's / daughter's of employee's of the corporation for scoring minimum 70% marks or standing first, second or third position in merit list in secondary and senior secondary examinations of Rajasthan and central board have been doubled.

Industrial Development and Investment Corporation Ltd. (RIICO) and Japan External Trade Organization (JETRO) was extended till August 2012, in the presence of Principal Secretary Industries & Chairman, RIICO, Mr. Sunil Arora, the agreement was signed between Managing Director, RIICO, Mr. Rajendra Bhanawat and Chief Director General, JETRO, Mr. Masaki Ida. The Commissioner, Investment & NRI, Dr. Purshottam Agarwal was also present on the occasion as were Sr. Director JETRO, Mr. Kenichiro Toyafuku and Sr. Inv. Advisor, JETRO, Mr. Hiroshi Daikoku.

Principal Secretary Industries, Mr. Sunil Arora said on the occasion that it was indeed commendable that an investment of Rs. 2520 crores had been catalyzed through 29 companies which provided employment to 5130 persons.

During the meeting Japanese investment received in Neemrana was reviewed and possibilities of future investment from Japan, as well as extension of Japanese Zone in and around Neemrana were also discussed. Commissioner, Investment & NRI, Dr. Purushottam Agarwal assured JETRO of all possible cooperation and support for Japanese Investment in Rajasthan.

RIICO’s Managing Director, Mr. Rajendra Bhanawat said that presence of prestigious Japanese companies like Daikin, Mitsubishi, Mitsui, Nippon Steel having turnover in the range of $ 12 billion to $ 50 billion, speaks of itself about the importance of this zone.

Earlier, Director General, JETRO, Mr. M Noguchi and subsequently Chief Director General, Mr. M Ida said that JETRO has created in Japan an image of Neemrana being an ideal investment destination. They said that if any Japanese company thinks for investment in India, the first destination which comes to their mind is Neemrana in Rajasthan. They said that the support of RIICO as well as the Government of Rajasthan is unparallel. Whenever any Japanese company seeks facilitations they always get it from the concerned authorities.

It is to be recalled that RIICO & JETRO entered into an historic agreement (MoU) in 2006 for the first time in India to invite high tech investment in the country. It has proved to be a unique example of Indo-Japanese cooperation in India.

Supplementing what the Union Minister said, Mr. Rajendra Pareek, Minister Industries and Water Resources, Govt of Rajasthan added, “To make any policy, programme or allocation effective, there is a need to include the practical aspects along with a strong political will.” As a responsible citizen, it is our duty to protect environment and water resources. The Conference assumes its importance in view of the fact that there is no industrial water policy in India and findings and recommendations of this conference could be helpful in formulating a clear-cut Industrial Water Policy. “Industrial Sector is open to new and innovative ideas and with involvement and cooperation of all stakeholders the objective of water use efficiency can be achieved, said Mr. Arvind Kumar, President, India Water Foundation.” This will also help in promoting inter-sectoral convergence between water and industry and centre-state synergy in water sector. As said by Mr. Sunil Arora, Chairman RICO, Rajasthan is one of the largest states in area but at the same time one of the most difficult when it comes to water availability. He hoped that the deliberations out of the conference will help in chalking out a consorted and well coordinated strategy for water conservation and its efficient utilization.

Environment, Mr. V.S. Singh at the

inaugural session of the 4th edition of Global Stone

Technology Forum in Jaipur recently. Mr. Singh

said that since the Department of Forest &

Environment was with him he was bound to ensure

development of the mining industry on a

sustainable level – however, it also had to be

ensured that it did not destroy the future.

Mr. Singh referred to the Supreme Court Team

which had come to examine the illicit mining in the

Aravali hills and its defacement. He further added

that the hill top mining should be avoided while

surface and sub-surface mining should be

promoted. A debate on this aspect had already

begun. The Additional Chief Secretary also pointed

out that the industry should use not only the primary

raw material for manufacturing but should also use

secondary raw material – available in abundance in

form of slurry – for manufacture of cement and

other products.

Mr. Singh further said that the industry should

promote large scale mining in clusters using eco-

friendly technologies. He said the government also

would like to encourage the planting of vegetation

in adjoining areas.

Centre for Development of Stones (CDOS), Mr.

Sunil Arora said that the organization, established in

1998, has succeeded in providing a comprehensive

umbrella and platform to those related with the

stone industry like the quarry owners, equipment

manufacturers, stone traders, processing units, etc.

He added that it was a appropriate that the

He assured the stone industry that the State

Government as well as CDOS were committed to

play the role of a catalytic agent for spurring

research and investments. The stones industry, he

well for the State.

National Programme Coordinator of United

Nations Industrial Development Organization

(UNIDO - ICAMT), Mr. M.S. Dhakkad, said that the

UNIDO’s experience with CDOS has been very

good in the first phase. Now, he said that they were

planning to start the second phase with CDOS to

focus on technical research. The stress would be to

introduce a new technological upgradation

programme in Rajasthan for the stone mining,

quarrying and extraction industries to bring them at

par with international standards. He said this will

further make the sector more prosperous. As part of

this programme they are soon going to initiate

research on stone in universities and colleges.

Later, eminent architect, Mr. Ravindra Bhanawat

announced Rs. 1 lakh award for exterior facing

category to Mr. Arun K. Bij of New Delhi for his

NATCO Head Quarter project in Noida.

While proposing vote of thanks. CEO, CDOS, Mr.

R.K. Gupta said that the conference spread over two

days will have technical sessions on various topics

and going by the response of the participants on the

first day it will be milestone in the stone technology

sector in India.

n the occasion of the foundation laying ceremony of Rajasthan's industrial area dedicated to the

powerloom sector at Naya Gaon near Pali, the Tourism Minister, Ms. Bina Kak said that it will give a new direction to the development of the district. She was speaking as the Chief Guest on the occasion recently.

She said that the people of the district as well as the industrialists and public representatives express their gratitude to the Chief Minister, Shri Ashok Gehlot for having declared a powerloom sector area for Pali district in his budget speech. She said that the Chief Minister himself was to be present as the Chief Guest on the occasion of the foundation laying ceremony – however, owing to the unforeseen incidents in Bharatpur he could not make it to Pali.

She said that with the development of the powerloom sector not only the industrialists will stand to benefit but also the traders and labour. The sector will give rise to direct employment generation and give opportunities for indirect employment as well. She said that as many as 450 printing processing units were already working in Pali. Efforts were also afoot to tackle the problem of pollution through treatment plants.

Ms. Bina Kak also said that an invitation had been extended to the entrepreneurs of the powerloom sector in Bhilwara for setting up powerloom units in Naya Gaon at Pali. Endeavour was also being made, she said, for setting up an airport in Pali which will facilitate industrialists, businessmen as well as tourists visiting the district.

The Naya Gaon industrial area is being developed by RIICO over 284 acres of land at a cost of Rs. 39.58 crores. Of this 448 industrial plots planned over 167 acres will be available for allotment for

powerloom units. The sizes of the plots range from 500 sq. mts. to 10,000 sq. mts. The rate of allotment of the plots will be Rs. 600 per sq. mts. For commercial activity, an area of 21.47 acres of land has been earmarked while, 95 acres of land will be utilized for roads and other facilities. Around 250 powerloom units will be established in the area catalyzing an investment of around Rs. 700 crores. They will generate an employment of around 30,000 persons. The units will manufacture around 75 crore meter cloth per annum.

RIICO Invites Italian Investors to Invest In Rajasthan

ajasthan State Industrial Development & Investment Corporation Limited (RIICO) has extended an invitation to Italian

investors for investing in the State. The Corporation’s Managing Director, Mr. Rajendra Bhanawat, gave a presentation in this regard to Italian investors in New Delhi on Monday. He elaborated that the manner in which an exclusive zone for Japanese investors has been developed in Neemrana – in the similar manner an exclusive hub for Italian entrepreneurs could be created.

Mr. Bhanawat was making a presentation at the FICCI Chamber to a delegation of Italian investors. He informed that Rajasthan has tremendous potential and prowess for investment. He said that the State Government was leaving no stone unturned in facilitating investment.

The Managing Director outlined the fact that with almost 40% of the Delhi Mumbai Industrial Corridor (DMIC) passing through the State, there were numerous opportunities for setting up industrial projects here. Furthermore, Rajasthan’s NCR zone was well connected to Delhi thereby providing effective air, rail and road connectivity. He also emphasized upon the fact that there was industrial peace in the State owing to effective law

and order situation. Mr. Bhanawat also said that a market was available for the products manufactured in the State.

Being the largest State in terms of area, Rajasthan has reserves of oil and gas. The State, he said, was particularly strong in the sectors of textiles, dimensional stones, handicrafts and tourism – and had made a mark not only in the country but internationally as well.

Mr. Bhanawat said that in the past RIICO had been instrumental in attracting a number of MNCs as well as prestigious industries. He assured the delegation that if they decide to invest in Rajasthan, the State Government would provide all facilities to them.

ajasthan State Industrial Development & Investment Corporation Ltd. (RIICO) signed a Memorandum of Understanding with

Jindal Saw Limited for a Rs. 1500 crore project for mining of Iron ore, Copper and Ancillary Minerals. The agreement was signed between RIICO’s Managing Director, Mr. Rajendra Bhanawat and Mr. Dharmendra Gupta, Director (Project), Jindal Saw Limited. The project will be located near Bhilwara.

RIICO’s Managing Director, Mr. Bhanawat said that as per the agreement, RIICO will acquire 325 hectares (1285 bighas) of land for the project. He further informed that the project will be operational in 2013. An employment to 216 persons had already been given and in the future another 1000 persons will be employed.

The Director (Projects), Mr. Gupta informed that with Bhilwara area having acute water shortage, the company will be setting up one Sewage Treatment Plant (STP) of 10 MLD to treat Bhilwara Town Sewage and Waste Water approved by the Bhilwara Municipal Corporation, near Bhilwara. For carrying the treated water to the plant near the mine a 23 km long pipe line is under construction.

Director, MNIT, Mr. Prof. I.K. Bhat expressed this gratitude to the State Government and CDOS for establishment of the Chair in the new research area relating to dimensional stones. He informed that the Chair would be operational from the next academic session. He further informed that this will enable students of mechanical and civil disciplines to pursue the research in the stone sector.

Mr. Rakesh Gupta of Nice Exports and Mr. Kamal Khetan of Khetan Tiles as well as senior officers of RIICO, CDOS and senor faculty of MNIT were also present on the occasion.

It may be recalled that on 23 December a similar MOU for establishing research Chair at Department of Geology at Jai Narayan Vyas University, Jodhpur was signed between CEO, DOS, Mr. R.K. Gupta and Mrs. Nirmla Meena, Registrar, in the presence of Vice Chancellor and eminent stone fraternity of Jodhpur.

at the Malviya National Institute of Technology (MNIT) in Jaipur.

A Memorandum of Understanding (MoU) to this effect was signed in the presence of Principal Secretary Industries and Chairman CDOS, Mr. Sunil Arora and Managing Director RIICO, Mr. Rajendra Bhanawat. The MOU was signed by Chief Executive Officer (CEO), CDOS, Mr. R.K. Gupta and Director, MNIT, Mr. Prof. I.K. Bhat.

On the occasion the Chairman of CDOS, Mr. Sunil Arora said that this Chair is being established subsequent to the announcement of the Chief Minister, Mr. Ashok Gehlot at the inaugural function of India Stone Mart 2011. He further informed that the setting up of the Chair will give a thrust to research in burgeoning dimensional stone sector.

Mr. Arora further informed that the Chair would cover research in the areas of mining, processing, conservation and restoration. Specifically, it would focus on standardization of Indian natural stones for structural applications, gainful utilization of stone waste generated during mining and processing of stones, physical, mechanical and thermo characterization of stone properties for promoting uses of stones as a sustainable green building material for various structural applications.

The Managing Director RIICO, Mr. Rajendra Bhanawat said that the research period would be for 7 years extended upto another 5 years. The annual financial support will be provided by CDOS to the extent of around Rs. 35 lakhs. He further informed that this initiative will go a long way in sustainable development of stone industry of the country.

Commerce and Industry (FICCI) inked an agreement to hold ‘Vastra-2012’, an International Textile and Apparel Fair from 22 to 25 November at Sitapura based EPIP in Jaipur. In the presence of Principal Secretary Industries & Chairman, RIICO, Mr. Sunil Arora the agreement was signed between RIICO’s Managing Director, Mr. Rajendra Bhanawat and Director, FICCI, Rajasthan State Council, Mr. Gyan Prakash.

On the occasion, Mr. Arora said that the Fair will provide market access and exposure to latest technologies, trends and fashion. He directed that a steering committee meeting be held next month to further streamline the details of organizing the fair in

terms of technical sessions, level of participation, etc.

The Managing Director of RIICO, Mr. Rajendra Bhanawat said that like India StoneMart and CeraGlass India – ‘Vastra-2012’ will be a comprehensive trade fair and conference to showcase the best and latest in textiles from fiber to fashion.

Director, FICCI, Rajasthan State Council, Mr. Gyan Prakash said that the objectives of the event were to showcase India as sourcing hub and investment destination in the textiles sector. Furthermore, an attempt will be made to bridge the gap between Indian and global companies through joint ventures, R&D based and strategic alliances.

The high level trade delegation from Canada was present to interact with the senior officers of the Government of Rajasthan.

The President of ICCC, Mr. Satish Thakkar invited the industrialists and businessmen of Jaipur who were present on the occasion to lead a delegation of small and medium enterprises (SMEs) to the town of Markham. He said that there were tremendous opportunities available in the area for such units to be established. Mr. Thakkar further said that Indian outbound investments in Canada have grown manifold, with Canada emerging as an

attractive destination for Indian MNCs seeking global markets, mergers, acquisitions and alliances.

The Mayor of the town of Markham, Mr. Frank Scarpitti said that the Chamber and the

administration of the town were committed to promote Markham as a globally competitive business destination and to building international business links. The Principal Secretary, Technical Education, Government of Rajasthan, Mr. Vipin Chandra Sharma said that the State had seen a massive expansion in technical education in the past two years. The State, he said, now already have an IIT and an IIM. The ITIs and polytechnic institutions were being given priority for promoting technical skill development. He invited development in the sector.

Principal Secretary, School and Sanskrit Education, Mrs. Veenu Gupta said that the school education was one of the largest sectors in the State with 10 million school students. The prime focus of the government, she said, was to improve the

infrastructure of the schools and provide accessibility to students.

Director of Rajcomp, Mr. Ashwani Kumar Sharma also gave a presentation on the opportunities available in IT and e-governance sector in the State. The Secretary of the Rajasthan Chamber of Commerce and Industry, Dr. K.L. Jain outlined the strengths of Rajasthan in terms of industrial peace and easy connectivity.

Later, the trade delegation and the representatives of the State Government as well as the industry in Jaipur had a one-to-one session for investment.

The Chairman of the FICCI State Council Rajasthan, Maharaj Jai Singh was also present on the occasion. The vote-of-thanks was proposed by Director FICCI, Mr. Gyan Prakash.

State Industrial Development & Investment Corporation Limited (RIICO), Mr. Rajendra Bhanawat recently launched e-tendering for the Corporation. From now onwards development works costing over Rs. 50 lakhs will have to be bid online by the contractors. RIICO is the first PSU in the State to adopt the e-tendering system.

Mr. Bhanawat said on the occasion that the new system will lead to more transparency as it will not be possible to know who has bid. This will also ensure that no cartels are formed by the working contractors and prospective bidders. He further added that there was expected to be more participation by bidders through this system.

It is to be noted that RIICO gets done development works for an estimated over Rs. 400 crores annually. To make the e-tendering operational, most of the technical officers of RIICO’s

infrastructure division have undergone training imparted by Department of Information Technology and Computers (DOIT & C).

Managing Director also directed to officials to explore the viability of having the wi-fi facility in RIICO premises to facilitate the entrepreneurs.

He hoped for a more proactive approach by the JETRO in getting the land allotted to the Japanese companies.

The President of JETRO, Mr. Yokoo said that a number of medium and small Japanese industries had evinced keen interest for investing in Rajasthan. He hoped for existing concessions in the central sales tax would be further extended for all new incoming Japanese companies in the agreed time frame. He was assured by Mr. Arora that the matter would be taken up in the suitable forum in the Government for this concession.

Corporation Limited (RIICO) will now develop a phase II for the Japanese investors at Industrial Area within the National Capital Region (NCR). This was decided today at a meeting of the Japan External Trade Organisation (JETRO) with the officers of State Government.

The JETRO delegation was led by its President, Mr. Hidehiro Yokoo, who said that a Phase II was required looking at the demand of land here by Japanese investors. Principal Secretary Industries and Chairman RIICO, Mr. Sunil Arora agreed in principle to provide 500 acres of land for the new phase of the Japanese zone. However, Mr. Arora emphasized that a time frame will be required for the land to be allotted in the new phase of the Japanese zone. The JETRO delegation proposed three years, which was agreed upon. The exact location of the area will be decided shortly.

Vastra 2012. A meeting was recently convened by Mr. Sunil Arora, Principal Secretary Industries and Chairman RIICO, to take the inputs from the textile trade pertaining to organizing the event.

Mr. Sunil Arora said that the fair will be an ideal platform for showcasing fiber, yarn, garments, and fashion segments of the textile sector. The international exposition will also give a fillip to the State in terms of investment.

RIICO’s MD, Mr. Rajendra Bhanawat said that this

is the first time that such a fair is being organized at such a level.

Also present on the occasion were Commissioner, Industries, Mr. Rajhans Upadhyay; Director Regional Office of the Textile Commissioner, Mr. R. A. Lal; Chief of Apparel Export Promotion Council, Mr. Sudhir Dhingra and President of Rajasthan Textile Mills Association, Mr. R.L. Nolkha.

he Union Minister for Overseas Indian Affairs, Shri Vayalar Ravi inaugurated the Protector Of

Emigrants (POE) office at Sitapura on the occasion. The Chief Minister of Rajasthan, Shri Ashok Gehlot was also present on the occasion.

The Union Minister said that with the POE services available in the State, the people will benefit. This is the 9th such office in the country, he said. He said that the credit of opening this office should also go to the Chief Minister, Shri Ashok Gehlot who had been consistently requesting for such facility for emigrants from Rajasthan. The office has been opened by the Ministry in cooperation with the Government of Rajasthan. It has fully online facility for applying, he said.

The Minister further added that a large number of people from Rajasthan go abroad for jobs, particularly in the Middle East. Statistics reveal that during the last three years more than one lakh fifty thousand workers of Rajasthan sought emigration clearance for going abroad.

The new POE office is housed in the Common Facility Centre (CFC) of RIICO at the Sitapura Industrial Area in Jaipur. The State Government has taken the initiative and provided premises for the office.

Shri Ashok Gehlot thanked the Union Minister for having opened the office in the State. The Member of Parliament of Jaipur, Shri Mahesh Joshi who had also been consistently requesting for such facility also thanked the Union Minister. The Industries Minister, Shri Rajendra Pareek and the Public Relations Minister, Shri Jitendra Singh were also present on the occasion.

POE offices, set up under the Emigration Act of 1983, provide assistance to emigrants going abroad for work. These offices grant emigration clearance to different categories of workers going to 17 designated countries. In this work, the POE offices also get assistance from the Indian Missions abroad. The opening of the new office at Jaipur will ensure that prospective emigrants from Rajasthan will not have to travel to Delhi for seeking emigration clearance. Now on, Registered Recruiting Agents of Rajasthan shall be filing their online applications for Emigration Clearance on poeonline.gov.in at POE office of Jaipur.
