    I. SECURITY

    Sec 4. (1) (b) of RTI Act, 2005 i) Organisation, Functions and Duties

    The office of S.P. CID/SB-II was bifurcated from the establishment of S.P. CID/SB and redesignated as Office of the Superintendent of Police, Security on 26th September 1994. With the tremendous increase of VIPs and other dignitaries, the sanctioned strength of Security Unit alone is inadequate to handle the situation and hence a large number of Police personnel from other units are on attachment to this Unit.

    Sanctioned Strength of this unit is 226 including Officers, out of which there are 17

    vacancies. In spite of the shortage of man-power and attachment from other units, 4 personnel of this unit are on attachment to other units. The most important role of Security Unit is to protect VIPs and other dignitaries from all kinds of threat. All these VIPs and Protected persons are physically guarded by security personnel from the rank of Constable to Inspector through day and night. In addition to their physical protection, Anti-Sabotage checking, disposal of Bombs and Explosives, Pilot and Escort for VIPs and high dignitaries is the responsibility of Security Unit. Apart from the protection of VIPs and other dignitaries, Security personnel are also deployed to man all Access Points of Civil Secretariat (New Secretariat and Old Secretariat) and Assembly House where DFMD are installed, Raj Bhawan Gate, Chief Minister’s Secretariat, Thuampui Helipad and Lengpui Airport. There is no written instruction or manual regarding the exact functioning of security unit in Mizoram. The main duties however, are centred on providing security to protected persons of the state. Categories of protected persons was based on assessment made by the Review Committee comprising of S.P. Security, S.P. CID(SB), SIB and representative from Home Department. This Committee is now formed under the Chairmanship IGP(M) with S.P. Security as Secretary and AIG-I, AIG-III & S.P. CID(SB) as members. PSOs to the protected persons are deployed depending on the threat perceptions. For provision of full proof Security/making of Security arrangement in any circumstances, Guidelines and Instructions issued from time to time by MHA/IB are adhered to. Govt. of Mizoram had made a separate sanction for Lengpui Airport Security. It functions under S.P. Security and the staff are closely supervised by 1 (one) Dy.S.P. Unlike other states, the Airport Security Staff also man the Entrance of the Airport where DFMD is installed

    ii) Powers and duties of officers/employees/including Medical Staff

    S.P.: Pu H. Ramthlengliana, MPS: He supervises and makes decision over all the branches of offices under Security Unit and all the Security arrangement in the state is made under his close supervision. Addl. S.P.: Pi Lalthangpuii Pulamte, MPS: She is the D.D.O of the Unit. She supervises all the branches of Security in the making of Security arrangement, Ministerial works, enforcement of rules and regulations in the office and maintains discipline of the unit under the supervision of S.P. Security. Dy.S.P.(Hqr) : Pu Vanlalliana, MPS: He supervises all the branches of the Unit office and arrangement of Security and VIP movement under the supervision of S.P. Security. Casual leave of Constable to Head Constable/Havildar is granted by him. Dy.S.P. Airport: Pu CP Dahal, MPS: He supervises the Security of Lengpui Airport under the supervision of S.P. Security. Casual leave of Constable to Head Constable/Havildar of Lengpui Airport staff is granted by him. Inspectors : The Inspectors of this unit are deployed as (1) Reserve Officer – who makes sure that everything goes smoothly by looking after the transfer and posting, leaves, training, detailment of PSOs, arrangement of Security for VIP and other dignitaries etc. under the supervision of S.P. Security. (2) Motor Transport Officer – who looks after all the unit vehicles,

    consumption of POL, detailment of drivers and men under his branch including other duties allotted to him from time to time by S.P. Security. (3) Inspectors Lengpui Airport – They are deployed to supervise and make sure that their sub-ordinate officers and men perform their duties normally and that the civilian and passengers are given adequate security within the terminal building of the Airport (4) Inspector Raj Bhawan – He is deployed to ensure the Security of the Governor and he maintains the disciplines and orders to all other sub-ordinate ranks of Security at Raj Bhawan under the supervision of S.P. Security. (4) Inspector Equipment – who looks after all the Security equipments for Bomb Disposal Squad and Anti-Sabotage Squad. Sub-Inspectors : In Security Unit Sub-Inspectors are deployed in different branches, and their duties differ from place to place, they are also deployed at Reserve Office, Secretariat, Raj Bhawan, Lengpui Airport, Thuampui Helipad, PSO to VIP and other dignitaries etc. and they are responsible for maintenance of discipline and order to their Sub-ordinate ranks as per the chain of command. Asst. Sub-Inspector: Asst. Sub-Inspectors of Security Unit assist the sub-inspectors and even take-over the charge of sub-inspectors during their absence. They are also deployed at, Reserve Branch, Lengpui Airport and Civil Secretariat. Head Constable/Havildar: They are deployed as PSO to VIPs and other dignitaries and high officials, Access Control of Assembly House, Secretariat Gate, Raj Bhawan, Lengpui Airport, Thuampui Helipad in-charge of Guard, pilot and Escort, Armourer, etc. They are responsible for maintaining discipline among the NCO staff. Naik: They are deployed as PSO to VIPs and other dignitaries, Lengpui Airport, Secretariat Gate, Raj Bhawan, even in-charge of Guard, Pilot & Escort etc. during the absence of Havildar/Head Constable. Constable: They are deployed as PSO to VIPs and other dignitaries, Lengpui Airport, Thuampui Helipad, Guard, Pilot & Escort and any other suitable places of duty. IV Grade: Their duties mainly concentrate on cleaning and maintaining of office sanitation and helping office staff in their duties like getting and distributing files and papers in addition to their normal duties.

    II. CID (SB)

    Sec. 4. (1) (b) of RTI Act, 2005 (i) The organization is called Special Branch.

    Functions :- 1) The main functions of the Special Branch is to promptly communicate to Government and to the Director General of Police information on all matters of political and public importance. 2) The Special Branch also deals with matters of national security of individuals who are important to the nation. 3) Related to above the State Special Branch has to discharge other functions as follows :-

    a) to communicate to the Special Branch of others States information which is of interest to them;

    b) to communicate to Deputy Inspector General of Police, Range and Superintendent of Police of the District and other specified officers important information which is of interest to them.

    c) to prepare periodical reports on matters falling within its purview and to forward copies to those specified;

    d) to make secret enquiries into important matters of political nature or those affecting national interest;

    e) to help in the investigation of those crimes which have a political purpose or motive and in which political suspects are involved.

    Scope :- The scope of functions of the Special Branch and the subject dealt with includes the following :-

    i) Political movements and associations, their inception, progress and development – this includes societies having any political purpose avowed or concealed.

    ii) Political activities, open as well as secret and subversive. iii) Labour Unions, their formation and development and labour activities. iv) Volunteer organizations and their activities. v) Youth movements and students associations and their activities. vi) Religious and communal activities and religious activities having a political

    complexion. vii) Social and economic matters having political significance. viii) Movements and activities of foreigners believed to be politically motivated. ix) Anti-national activities or those likely to affect the security and safety of the State

    or of India generally. x) Security schemes, including security of vital installations and key industries. xi) Movements and activities of political suspects and surveillance and watch over

    them. xii) Censorship of newspapers, periodicals, pamphlets, party literature etc. xiii) Loyalty and reliability of Govt. services particularly of employee in defence

    services, transport and communications, services charged with the maintenance of law and order and those connected with vital installations and industries.

    Special function : The following matters are dealt exclusively by the State Special Branch :-

    a) The existence of any strong and widespread popular feeling on political matters of importance.

    b) The circulation of rumours, newsletters, posters, leaflets or other publications likely to disturb the public peace or to create disaffection, communal strife or disturbances.

    c) Attempts to tamper with the discipline, performance or loyalty of the Armed Forces or of the Police.

    d) Attempts to suborn the loyalty of other services of Government. e) Espionage and Fifth Column activities.

    (ii) Powers and duties of officers & employees :- The Deputy Inspector General of Police/Special

    Branch is the head of the Special Branch, subject to the general control and supervision of the DGP. He is responsible to the DGP and to the State Govt. for efficient performance of duty by the State Special Branch. He exercises full administrative control over the entire organization of the Special Branch at the State. He is authorised to send information and reports on matters which come within the purview of the Special Branch direct to the Govt. In all administrative matters, including discipline and service matters the DIG shall however, take up the matter with the DGP.

    The Superintendent of Police, Special Branch assists the DIG in his works at the Hqrs. There is only one Superintendent of Police for the whole State at present. The duties of the Superintendent of Police of Special Branch is different from those of Superintendent of Police of the district who are the heads of the District Special Branch within their own territorial jurisdictions and are responsible for all aspects of the District Special Branch work. He is the DDO of the establishment and is the sanctioning authority of all contingent expenditures. He is authorized to grant leave and reward to the staff and he is also the disciplinary authority, and reporting officer for the PAR of gazetted officers serving under him and he is the accepting officer of the PARs of the subordinate officers including service sheets of constabularies. The Superintendent of Police is under the direct supervision of DIG CID/Crime, Mizoram.

    Under the administrative control of the Superintendent of Police, there are various Police

    functionaries starting from rank of Constable to Additional Superintendents of Police.They are governed by and exercise the powers and duties conferred by the Mizoram Police Special Branch Manual, Mizoram Police Manual, various special and minor acts which are adopted by the Government of Mizoram apart from the CCS & CCA Rules and Financial Rules.

    The functions and duties of various Police functionaries under the Superintendent of

    Police, Special Branch are as follows:-

    (a) Addl. S.P :- There is one post of Addl. Superintendent of Police at CID(SB). He is over all incharge of all Branches of CID(SB) except Establishment and Account Branch. All files are routed through him by the Dy. SPs. All correspondence relating to monthly return, quarterly return are signed by him.

    (b) Dy. SP (Hqrs) :- He is authorized to sign contingency bills and pay bills. He function as DDO.

    He is incharge of Reserve Branch, Establishment Branch and Account Branch. (c) Dy. SP (Field) :- He is incharge of Field Branch and Confidential Branch. He assists Addl.

    Superintendent of Police in compilation of DSI. (d) Dy. SP (VB) :- He is incharge of Verification Branch. All correspondence relating to

    Verification Branch, MT Branch and SMAC are routed through him.

    All GO’s are authorized to sign the Foreigners Registration Certificate in the absence of the Superintendent of Police.

    All the files of branches are routed through the concerned Dy. SPs before putting

    up to the Superintendent of Police.

    (e) Reserve Officer and other Officers with Constabulary in Reserve Office:- Reserve Officer (R.O) is in-charge of Reserve Office which is one of the branches of the office of the Superintendent of Police CID(SB). He is concerned mainly with the discipline and management of the forces and manpower available in the Unit. He and his staff are responsible for maintenance of Service books of all staff of CID(SB) excluding G.Os and Ministerial staff, and also proper maintenance and custody of Office equipments and monitoring correspondences.

    (f) Motor Transport Officer :- A Inspector of Police is placed as in-charge of M.T Branch. The sanction strength of driver for the Unit is 20 and is filled up at present. Their duties and responsibility are to look after and maintain the vehicles allotted to the Unit. The MT Branch is responsible for drawing of POL and issue to vehicles and taking of defective vehicles to workshop for repair.

    (g) Head Assistant (H.A) :- A ministerial Inspector is placed to look after all ministerial staff and

    deals with the general establishment and management of the account of the office. There are ministerial SI and ASI under the HA who function as Accountant, Pay bill Assistant, Cashier, Dealing Assistant etc. who are under the control of the Superintendent of Police.

    (iii) The procedure of decision making process, including channels of supervision and

    accountability.:- As the head of the office, the decision of the Superintendent of Police is final in cases concerning transfer and posting, distribution of works, granting of leave and sanctioning of rewards etc. Channel of supervision is as per the chain of command i.e in order of rank in the official position. The accountability of each rank differs and it depends on posting and work assign to each.

    (iv) Norms for discharge of functions:-

    The various functions of the Special Branch are governed by the Special Branch Manual, the Mizoram Police Manual, 2005, CCS and CCA Rules, Police Act and Cr.PC. Local laws, being in force in the State and other special laws as notified and amended from time to time by the Central and State Legislative Assembly.

    (v) The rules, regulations, manual and records, held by it or under its control or used by its

    employees for discharging its function:- Mizoram Police Special Branch Manual, 2005 and Mizoram Police Manual, Mizoram Police Act and CCS & CCA Rules, Financial rules, Local and other special laws as notified and amended from time to time by the Central and State legislators.

    III. CID (Crime)

    Sec.4 (1)(b) of RTI Act,2005 i) Organization, Functions and Duties

    Name of the Organization : The Office of the Superintendent of Police, CID(Crime), Mizoram, Aizawl

    1. Providing information pertaining to crime and criminals to the State Government, Central Government, Director General of Police and other authorized bodies, as and when required.

    2. Preparation and publication of Criminal Intelligence Gazette. 3. General watch and control over crime in the state as a whole, and assistance to the district police

    in prevention, investigation and detection of crime. 4. Study of trends of certain types of crime e.g. professional crime, grave and serious crime etc. with

    a view to devise and recommend appropriate prevention measures. 5. Investigation of important, complicated and serious cases of crimes in which professional gang or

    criminals are involved and also of crimes having inter-district, Inter-State or international ramifications.

    6. Management and Maintenance of State Crime Record Bureau. 7. Maintenance of handling and Photography Cell. 8. Liaison with other Departments and Organizations of the State, the Criminal Investigation

    Department concerned with matters relating to crime and criminals. 9. Timely preparation of periodical reports, returns and publications relating to the crime and

    criminals. 10. To act as Nodal agency for Anti- Human Trafficking Units in Mizoram. 11. To investigate cyber Crime cases and provides technical assistance to investigating officers of

    other units. 12. To enquire and investigate economic offences in the state. 13. Such other functions as may be assigned to the Branch by Director General of Police of the State.

    ii) The powers and Duties of its officers and employees: The Criminal Investigation Department (Crime Branch) apart from the ministerial establishment consists of executive Police Officers mentioned below:-

    1. Superintendent of Police, Criminal Investigation Department (Crime Branch): He is the over all in-charge of the State Crime Branch under the close supervision of the DIG (CID). He is responsible for the efficient working of the branches placed under his charge. He is responsible for timely preparation of periodical reports, returns and publications. 2. The Superintendent of Police, Criminal Investigation Department is assisted by one Additional Superintendent of Police, one Deputy Superintendent of Police and Head-Assistant and Accountant under him along with the requisite number of Ministerial staff of Sub-Inspector and Assistant Sub-Inspector. The strength of the ministerial staff depends on the volume of works. 3. Executive Staff: The remaining executive staff of the Department consists of such number of non-gazette officers and as many as is determined by the State Government. These are divided into a number of branches, each of which are entrusted with the conduct of a particular tasks assigned to him. They are also directly responsible for action, movement, good conduct and efficient performance of duties on the part of their subordinates.
