The pathetic state of affairs that exist withinthe Black Panther Party falls absolutely at thefeet of David Hilliard and the other cowardlymembers of the Central Committee who arealigned to him.Our party is one that abides by the principles

of democratic centralism. Their decisions flow "from the top to the bottom and if there are anydiscrep-mcies, the redress of grievances are dealt,with under the same structure, and the criticismsflow from the bottom to the top . We do notclaim to be beyond mistakes, and when they do-occur, particularly at the level of the CentralCommittee, the Panthers at the lower levels havethe right to criticize the leadership for any,short-comings that may exist .

There have been countless mistakes that havebeen made by the so-called central committee ofthe Black Panther Party, manifested in Davidand June Hilliard . While Huey P. Newton andBobby Seale were in prison and Eldridge Cleaver'was forced into exile, the decisions of theCentral Committee was based upon the whimsof David Hilliard, supported by June Hilliard.Masai Hewitt, Emory Douglas and Elbert "BigMan" Howard only went through the motions ofbeing functional members of the Central :Committee .Many of the mistakes made by the leadership

of the Party can be directly associated with themadness of the Hilliard dynasty . For example,-we can take the so-called Revolutionary People'sConstitutional Convention, which was a totalfiasco . The local leadership had informed the oldcentral headquarters of certain moves that werevery necessary . Yet the suggestions submitted tothe Central Committee, specifically DavidHilliard, were never moved on.

On the Assassination of DeputyField Marshall Robert Webb

Within revolutionary organizations there always exist .an Omnipresentcontradiction of great importance : Thecontradictions between the political machinery and the ,military machinery . Those brothers and sisters whowould prefer the mass organizing, deal with rallies,propaganda work and fund raising, etc . . and those whowould like to get down all the time, when it's time andon time. In essence, within the ranks of a vanguard Partythere comes into being a right wing element and a leftwing element. Such is the case concerning the contra-dictions within the Black Panther Party.

Sometimes, these contradictions can be resolvedthrough non-violent solutions and a marriage betweenthe political and the military takes place . Other times,because of violence perpetrated by the right wing cliqueto maintain its cowardly posture, the complete com--munion between the rhetoricians and the activist cannottake place. Again, such is the case concerning the contra-dictions that exist within the Black Panther Party .

On Monday, March 8, 1971, at approximately 3:00PM, three of our brothers were walking east on 125thStreet and 7th Ave in Harlem when they encountered 2fools (who are aligned with the Huey P. Newton andDavid Hilliard clique) selling the 'Black Panther News-paper'. As one of our comrades moved closer to con-fiscate the reactionary rag sheet, he was struck in theback of the head with a forty five. Brandishing 45's,-9MM's and 357 magnums, several other people emergedfrom out of nowhere . One person, whose name we donot know, shot a round from a 45 or 357 magnum intothe back of Robert Webb's head . The bullet entered theback of his head and exited through his mouth. Thevelocity of the bullet shattered the brothers brains . At _

7:30 PM, the Central Headquarters of the Black PantherParty in New York received a call from Harlem Hospital linforming us that our comrade Robert Webb was dead .

This cold blooded murder was ordered by the formerMinister of Defense, Huey P . Newton . On a voodoo)(video) taped telephone conversation Huey P . Newtonhad with our Minister of Information, Eldridge Cleaver, INewton stated, 'I'd like a battle brother . We'll battle itout.' Eldridge said that's not the best way to deal withit. Huey continued, 'Well this is the way I'm going todeal with it.' Eldridge replied, 'We'll see then OXXHuey then stated that he thought he had the guns andthat he was going to put his guns to work.

On Sunday, March 7th, we received information frominformed sources that Newton and David Hilliard had

sent 75 robots who are wired-up on their madness tocome to New York City to murder Panthers here .Several days before brother Robert was shot in the backof the head, many of our parents and relatives - fromcoast to coast - had been contacted by the F.B .I . Hoo-ver's hogs informed our families that they had receivedword that 'there was going to be a murder - and they feltit their duty to inform us.' This information correspondsdirectly with the information we received from othersources 24 hours before brother Robert was cut down in

THE TRIAL OFERICKA HUGGINSAND BOBBY SEALE

The jury in the trial of Chairman Bobby G.Seale and sister Ericka Huggins on trumped upmurder and kidnapping charges began hearingtestimony on Thursday, March 18. State'sAttorney, Arnold Markle, immediately called a`surprise' witness, sisterPeggy Hudgins, who wasone of the original 14 defendants in the case.Markle subpoenaed Peggy 40 minutes beforecourt started as the sister was waiting in a line toget into the spectators' section . This `surprise'pulled by Markle was a direct violation to PeggyHudgins right to counsel since this subpoena didnot reserve time for Peggy to confer with herlawyer, Catherine Roraback, before taking thestand. Defense Attorneys Charles Garry andCatherine Roraback immediately objected to the`surprise' pulled by Markle, calling it a"grand-stand play" andan attempt by Markle to

On March 17, Ruchell Magee (the onlysurviving revolutionary brother of the August 7,1970 shoot-out at Marin County courthouse inCalifornia) made a motion in the fascist court at'Marin County that pig Judge John P. McMurray,be disqualified "for cause" . Prior to Ruchell'Frequest, McMurray had made several biaseestatements in reference to Ruchell's beingchained to his chair in court. Ruchell had beenbrutalized and chained and gagged in front ofthis pig, McMurray, and no verbal or physicalattempt was made, upon the part of McMurray,to stop these blatant violations of brotherRuchell's rights . .Upon Ruchell's request that Judge McMurray

disqualify himself, McMurray called for a recessand `consultation' session. After the recessMcMurray returned to the courtroom andstated, "I refuse to act any further in thismatter".On March 18, Ruchell, who had been denied

the status of Propria Persona- (self-representation) because he allegedly : 1)didn't know the law: 2) had an I.Q . of 75 : 3)

get headlines. Defense Attorneys also arguedthat Markle was just trying to putPeggy Hudginsin jail by having her incriminate herself on thestand.

To counter that argument, Judge HaroldMulvey granted Peggy Hudgins from prosecutionwhich takes away her fifth amendment right andforces her to either testify or go to jail forcontempt of court. Peggy Hudgins way forces toaccept similar alternatives during the trial ofLonnie McLucas: either she testify for the pigs,or remain in jail indefinitely . She testified thatafternoon and all day Friday, March 19th, whileGarry and Miss Roraback objected to thequestions asked by Markle . Judge Mulveyoverruled most of the defense objections to thelarge amount of, hearsay evidence Markle wastrying to introduce.

Still in all of Peggy's testimony, the Chairmanwas only mentioned once, as giving a speech atYale University one night. She hadpassed a noteto another Panther announcing that a small childwas lost and would Chairman Bobby make anannouncement to this effect.

Most people who have ever met George Samsthought that something was wrong with himwith the exceptions of Judge Harold Mulvey .District Attorney Arnold Markle and StokelyCarmichael. Sams, who has a mental history thatdates back many years, is the only one who hasimplicated Chariman Bobby in the case . He saidthat Alex Rackley was murdered on orderscoming from Bobby Seale. The pigs know thatGeorge Sams is a madman. Officially, he isconsidered "a high-grade moron". Yet thesesame pigs say his testimony is competent enoughto railroad Bobby Seale and Ericka Huggins tothe electric chair.Need we further proof to the fact that the

Patrolman Carlos Ashwoodresumed the stand. AttorneyBloom again cross-examined anddirected a withering crossfire ofquestions to Ashwood .

With deliberate hesitation andsarcasm Woods responded withthe studied posture of an actorrehearsing his lines .Characteristically, "RingmasterMurtaugh" and his supportingcast (clown Phillips and clownWeinstein) entertained thecourtroom audience with theirantics .

Woods repeatedly used thephrase "Brothers" in the vein ofthe disciple Judas who also soldhimself for 30 pieces of` silver .At several points Woods'"impeccable memory" cameinto play. Newton not onlyrefused to do so, butthreatened to have EldridgeCleaver jailed in Algeria asTimothy Leary has been .Central to the disagreementwas the purge of ElmerGerard Pratt, commonlyknown as "Geronimo" or"G -1 by Huey P. Newtonand certain select membersof the Central Committee.At least three members ofthe Central Committeeknown to be residing inAlgeria (Eldridge Cleaver,Vnfhl"O" (genitor nnirDonald Cox) andGeronomo, himself amember, were notconsulted . This despite thefact that Geronimo hadasked repeatedly for anaudience with the partysince the date of his arrest,December 8th, 1970 inDallas, Texas.

At thistime Geronimo was placedin the difficult position of ,taking over whereBunchyleft off. Geronimo'sleadership ability,self-discipline and love forthe people was quicklyrecognized by members ofthe chapter. Our ability torecognize and deal with thecrises arising out of thestruggle in Babylon wasincreased greatly byGeronimo's example and hisconstant emphasis on eachparty member accepting theresponsibility ofrevolutionary leadership .

Because of the SouthernCalifornia Chapter'sadvances during this time,Geronimo's reputation grewin all the chapters, and hebecame a member of theCentral Committee (CC)and took on many of the

Atthe time he had fourcharges against him; a bombcase, false imprisonment,assault on a pig, and the LosAngeles 18 shootout.Geronimo wentunderground to avoid theclutches of the pigs becauseit was "time to concentrateon living to fight anotherday. " (See August 29,,1970issue of BP). Contrary tothe recent article in theparty paper purgingGeronimo he was fullysupported by the party atthe time of his move to gounderground as evidencedby the article "Reflectionso (Geronimo . . . . TheEssence of a Panther." inthe August 29, 1970 issueof the Black Panther.

While Geronimo wasunderground, many changeswere occurring in the Party.Huey P. Newton's thoughtsbecame "invincible" and headopted the title andposition "SupremeCommander. . ."

Geronimo was capturedby the pigs in Dallas onDecember 8, 1970 alongwith Will Stafford, WilfredCrutch Holiday, GeorgeLloyd and Melvin Smith.The chieftains of the partydid not even feel itnecessary to speak toGeronimo to find out whatreally happened andaccepted the words("evidence") of two peoplewho turned out to be pigs -Cotton and Gaines (Huey'sboys). Melvin Smith, alsoknown as "Cotton," wasthe only member of thegroup of four peoplecaptured in Dallas who wasnot purged from the BlackPanther Party. He andCurtis Gaines have beendetermined to be, beybTidall doubt, pigs themselves.In fact, "Cotton" has livedin a luxury to which he wasformerly unaccustomed,namely in the domicile ofone Raymond Callahan,

head of the CriminalConspiracy Section of theLos Angeles PoliceDepartment, and isroutinely . escorted by hisnewly found friend intowhatever courtroom he issummoned _ to "recount"Geronimo's deeds againstthe establishment. CurtisGaines from the BlackPanther `Party

chapter inDallas, where the arrest wasmade, has even beenrecognized by the BlackPanther Party *itself -earlier version - as a pigagent (see recent issue ofthe Black Panther paper) .These

CAIRO, Ill., March 7, 1971 -The following is an account ofthe incident which involved Mr.Levi Garrett and Mr. JamesAvery on the early morning ofMarch 6, 1971, according to Mr.Garrett and several othereye-witnesses.

The bartender of the "PythianClub", Mr. Joe Nelson shovedand pushed the wife of Mr.'Ronnie Garrett, the brother ofLevi Garrett. Ronnie went to heraid and was pushed and shoved

. by Mr. Nelson. A Mr. Gerald'Henderson went to Mr. RonnieGarret's help and fought withNelson for some time . Then Leviwalked up and as he did Nelsonsaid he was being "ganged upion" and went for help . Then Mr.Jim Avery came on the sceneand started a long argument withLevi Garrett.Avery said that he was tired

of these "damn" militants tryingto run the town and he wasthere to show them it was goingto stop. The argument continued'and in the process Avery said he,would stop Garrett and all theother "militants" if he had tokill all of them. At that point-Avery removed his pistol from a :.holster and fired at Garrett, theshot going between his legs andhitting the floor inside the,Pythian Club. As soon as AVery 'fired his shot Garrett and mostothers left the Pythian . Garrett'returned to his home .Sometime after this,

apparently, Avery was shot bysomeone . It was not Levi Garretthowever . According tonewsreleases, Avery was hit inthe shoulder and according towhich paper or which radiostation is listened to, was hit bysniper fire or from a person whofired a rifle (high-powered) athim from only six feet away . Apaper says an arrest warrant hasbeen issued on Garrett. When heis arrested bond will be

Officials of the Front havetried to point out to the press.that this incident is not unlike'many other such incidents which'happen throughout the year in''taverns and clubs, both whiteand Black patronized. The fact'that Avery was shot down placesa different coloring on the story,they admit. Avery has beenworking recently in cooperation'with the Mayor, other whites ofCairo and Leon Perry, aGovernor's aide to divide theBlacks and destroy the Boycott .(Avery also was recentlyimplicated in a $25,000-$75,000deal to assassinate the Rev.Charles Koen .

In responding to publishedreports that Rev. Charles Koen,executive director of the Fronthas said that as far as anyone cantell, except for Avery's story, itcould have been a white manthat shot him . "Since he hasfailed so miserably in doing whathe was paid to do, the whitesthemselves could have shotAvery . Of course he and thepress and the whites in this townwould blame Levi . Of course thepress would say he (Garrett) ismember of the Front. He is alsoa member of First MissionaryBaptist Church, but theywouldn't put that downidentification . The press also didnot tell the true story bydeclaring that Avery was illegallycarrying a gun and that he wasattempting to kill Levi. Theyonly took the word of Averyand the police and did not takethe time to investigate the factswhich would seem necessarysince they themselves had builtAvery up as a leader."

According to Garrett, he willattempt to file charges ofattempted murder on Avery forshooting at him inside thePythian Club .

The beginning date of the-Black people of Cairo's currentstruggle, was March 31, 1969,when the white vigilantes ofCairo shot into the all-Blackhousing project for over 2i/shours . This was not the firsttime whites had done suchviolence on Blacks . It marked anew age, however, in that Blackpeople stood up to the racistsand refused to give into these`adtions which were meant tokeep the Black man "in hisplace" .

Shortly after the shoot-outthe Black citizens began aneconomic boycott against theirwhite oppressors . They said"White Hats Must Go or BlackFolks Will Keep Their Dough" .The whitehats did not go - theyare still here and activelyinvolved in violence againstBlacks . However - neither didthe Boycott stop . It is still instrong effect . As a matter of factwhitehats did not go - but storeafter sotre of the whitemerchants has had to go, andothers are still going as thestrength and determination ofthe Black people grows andgrows.

Soon after the Boycott beganthe Black people began theirorganization - The UnitedFront_ They eallad the RavCharles Koen to return to Cairo,the place of his birth, childhoodand youth to lead them . Sincethen the Front has developed astrong local organization and hashelped create other Fronts inmany cities and a NationalOrganization which covers the

j country .The United Front too,

through adverse opposition fromthe Mayor, the white citizens, -the Governor and the FederalGovernment has remained . Earlyin the struggle, during thesummer of 1969, the Fronttraveled to the State Capitolwith a "Resolution to SaveCairo" . Pharoah Ogilviehardened his heart, arrested over200 Front supporters - andrefused to act on the Resolution .

i Like Ogilvie the city of Cairoand the REtail Merchants haveturned down one specificproposal after another which hasbeen drawn up by the Front as ameans of ending the racialturmoil and which would helpbring peace and harmony to thecity of deep trouble . They, like-the Governor, responded, notwith love, but with moreviolence . Today more than 100additional State Police are hereat the request of the Mayor. Thepolice seige of the Blackcommunity included these aswell as whitehats, city andcounty law enforcement'agencies . Even now Frontofficials have developeddocuments of progress to submitto responsible officials and'businessmen in a comprehensiveprogram to save the City .The Black people have, for ;

the most part, lived through 150 .nights of shootings by whitesinto their neighborhoods andhomes . Many have beenwounded . Tragically some havelost their lives . Black people

have not returned the violenceto the whites . They havedefended themselves in theirhomes. Hundreds have beenarrested in Cairo. The Front hasput up over, $50,000 .00 in Cashas bonds. Many Blacks have beenbeaten . Harrassment andintimidation are a constant partof their lives. But their spiritremains high . Their awarenessand understandings are deep .They, through God, have thestrength and determination toresist and finally overcome theiroppressors .The Front has developed a

Housing DevelopmentCorporation which has now,despite strong opposition, beenfunded . Eventually 100 newhomes for rental by Cairo's poor

and 200 to 300 homes for salewill be built . A housing factoryhas been in operation for about6 months. They have cuthousing costs by a full one-third.

Economic development is areality . A clothing store ; a foodmarket ; and the beginnings of ashopping center, long delayed byillegal means by the Mayor willbe built . Other programs inemployment and production arebeing developed on acooperative basis, so that all thepeople can benefit . Politicaleducation on a continuing andmeaningful basis helps lead theBlacks to more realistic andunderstnadable involvement inthe struggle .

In the Courts the Front hasfiled a dozen or more suits inFederal Courts against theoppressive agencies in Cairo .Some have been won . Otherswill be . Blacks serve on juries .Today it is harder for thejudicial system to send a Blackman in Alexander County to thepenetentiary on trumped-upcharges than ever before. They

'supporters throughout thecountry . Much more is needed .

Millions of people acrossAmerica are aware of the plightof Cairo's poor and Blacksbecause of an elaborate 'communication systemdeveloped by the Front andbecause the Rev. Koen and otherleaders of the Front havetraveled hundreds of thousands#of miles to tell the Cairo story .

The most important part ofthe struggle is found within itsreligious dimensions . The Blackpeople of Cairo relate to a higherpower. Saturday rallies areaccentuated by deeply moving

sometimes still go . We must domore work in this . importantarea .

Hundreds of thousands ofdollars of foodstuff and clothinghas been distributed withoutcost to the poor of Soul Valley,as the Blacks have renamedLittle Egypt. These came fromthe contribution of friends and

spiritual services . God is praised.`God and the people are served.Without God the Front wouldperish . With God the Frontmoves on to greater and moremeaningful achievements . WithGod the people of Cairo, God'schildran, move from Racism andExploitation to FREEDOMAND LIBERATION .

people or resort to slander andinfantile temper tantrums . It isonly necessary to mentionbriefly the depths to which the(formerly) Black . Panthernewspaper has descended in3rder to distort, withhold or lieabout pertinent facts . It istherefore necessary_ to breakthrough the Oaklandinformation block and shedsomeTight on the situation .

Focus your attention on theexpulsion from the BlackPanther Party of the New York21 and to that of Elmer"Geronimo" Pratt . These are byno means the only cases worthyof mention, but they are primeexamples of the kinds ofunderhandedness and dirty workthat has been led by DavidHilliard (ex-Chief of Staff) andhis gang of lackeys in Oakland,California .You will recall that the New

York 21 was busted on bombconspiracy charges. They havebeen in the world's worst jail formany months, and during thistime several problems of aserious nature have sprung upwhich called for active moves onthe part of the Black PantherParty . Some of the problemswere of a highly legal, technicalnature, some involved bail andsome had to do with muchneeded contacts . Members of theNew York 21 wrote letter afterletter, addressed to the CentralCommittee of the Black PantherParty, stating their predicamentand outlining what wasnecessary to protect their livesand their freedom. DavidHilliard's clique chose not onlyto ignore those letters but keptthem secret from othe,) keymembers in the Party . Because

If we judge fromthe recent expulsions and purgesnot only of individuals but alsoof entire Party, branches, thenwe must conclude that theCentral Committee is DavidHilliard, Huey P. Newton andJune Hilliard, supported by suchreactionary lackeys as MasaiHewit, "Big Man", DougMiranda and Emory Douglas .

Following this armedstruggle with the Los Angelesmilitary, "Geronimo" wasindicted for attempted murder .This forced him undergroundand as soon as he went intohiding he discovered that he wassuddenly abandoned by thatOakland gang on Peralta Street .Without the much needed helpduring this period of urgentdesperation, Elmer Pratt wascaptured in Texas. Soonafterwards, every revolutionaryin Babalon was shocked to readthat "Geronimo" had beenlabeled traitor by David Hilliard& Co., and as a final fiendish act.he was purged from the BlackPanther Party for life!

This kind of thing violatesevery revolutionary principle .We can't have it and we won't .Elmer "Geronimo" Pratt is arevolutionary in the truest sense .He devoted his life, put his lifeon the line, because he believedin the Party, had faith in thepeople and believed in what hewas doing . In return he wasseized by the pig Texas Rangers,a direct result of betrayal byDavid Hilliard and his clique inOakland, California .And to what can all of this be

traced?In October 1968, Huey P.

Newton was tried, convicted and

swiftly dispawned to thepenitentiary for manslaughter,resulting from the death of anOakland pig . In November 1968,Eldridge Cleaver was forced tochange his base of operations toAlgiers. Kathleen soon joinedher husband there . In August1969, Bobby Seale was indictedand extradicted to Chicago forconspiracy to murder andconspiracy to kidnap . Theseconditions hurled David Hilliardunexpectedly to the forefront ofthe Black Panther Party . Hebecame not only the number

one spokesman for the Party,but also the sole adviser to HueyP. Newton and attorney CharlesR . Garry, and it was DavidHilliard alone who determined-Party strategy and policy .

Like a man craved withhunger for recognition, DavidHilliard seized the, opportunityto latch onto this newfoundpower and authority . He wieldedthis power and authority like ahatchet, taking the head of anycomrad who questioned orcriticized his actions . Slowly butrelentlessly he leaped on everyopportunity to centralize allpower in the grip of his neatlymanicured and expensivelyringed fingers .

During this same period, theBlack Panther Party wasenjoying glorious days, and moreand more the people grantedthat it was indeed the vanguardof the revolution in Amerikkka.This stemmed largely from thetremendous efforts put forth bythe countless thousands ofpeople to "Free Huey" . Forthirty-three months Huey sat ina prison cell as the Black PantherParty grew from a local cadre toa national organization . Andthroughout all of this, DavidHilliard's mouth whispereddistortions and mis-informationinto the ear of Huey P. Newton .When Huey was released from

prison in August 1970, there wasonly one person who reallyknew what was going on in theBlack Panther Party : DavidHilliard . He told Huey only whathe wanted him to know, andHuey's direction was establishedby the point of David's finger .

Since August 1970, the BlackPanther Party has progressivelyswerved from the position of

vanguard to cadres of newspapervenders and baby sitters . For`thirty-three long months HueyNewton talked every day withpolitical prisoners who wantedto strangle their captors and ripdown the walls to liberatethemselves. Huey's response tothis? A "bussing program" setup to cart people to thepenitentiaries on visiting days .To be very blunt about it,

Huey Newton came out ofprison more like a kitten than aPanther .

So . . . we return now to the

case of the New York 21 and tothe case of Elmer "Geronimo"Pratt . We add to those cases therecent slur tactics (as KathleenCleaver describes them) to whichthe (formerly) Black Panthernewspaper has degenerated ; weadd the record of the manymembers who have resigned indroves from the Party ; we recalland add the purges andexpulsions of not only individualmembers bu of entire branchesof the Party as well . And we addto the top of it all the expulsionfrom the Party of the entireInternational Section in Algiers.As for the so-called

"expulsion" of the InternationalSection (which are nothing but alot of hot air, signifying nothing)we note that it came in the wakeof Eldridge Cleaver's criticism ofthe counter-revolutionary actsthat were taking place, and itonly serves further todemonstrate the extent to whichthat Oakland clique will go tcsilence criticism .But the simple fact is that

neither the Black Panther Partynor any person who is part of itis above or beyond criticism .And, despite our lack of presentaccess to the news media, thoseof us who constitute theextreme left wing of the BlackPanther Party will continue tocriticize whenever criticism isneeded to exposecounter-revolutionary acts .

ELDRIDGE CLEAVER:Within revolutionary Marxist-Leninist

organizations involved in people's war, th'dere hasalways existed the problem of maintaining theunity of the political and military leadership.Ideally, a revolutionary Marxist-Leninistorganization involved in the people's struggleand the people's war does away with theclassical and bourgeois form of organization inwhich the political leadership of theorganization is represented by one element andthe professional standing army exists to dealwith the military aspect . In a people's strugglethere is no distinction between the military andthe political because everyone has to deal withboth of these elements.Once upon a time the Black Panther Party

had no problem on that level. When the Partywas a small organization, it wasn't a very wellknown organization, it didn't have any politicalprisoners around which we had to indulge inmass activity . It was' just Panthers, pigs, andguns . And the leadership was a unitaryleadership that had to relate to the business ofthe Party . The problem did not arise until Huevwas arrested. It's very important to realize thatwhen Huey was arrested, the Party no longerhad an the streets a leadership focus. In the firstplace, when Huey was arrested Bobby Seale wasin prison, He was in jail serving timO'for theSacramento bust, -then in AfMeda Cocinty foranother jive gun urge that he had there. So atthe time Huey was busted in October of '1967,Bobby Seale was in jail :until the end ofDecember or the beginning of : January,rightaround then . We didn't have a verysophisticated political analysis and machinery todeal with things like that and we had to move interms of practice. Of course, we had principlesto guide us, but we were immediately aware ofthe problems created by the fragmentation ofthe leadership . We worked out communicationschannels between the Party and Huey . BobbySeale of out. So, in effect, we were once againable to pull back together the focus ofleadership.And still there were always problems and

criticism about some people who wanted tomove in a purely military fashion, and from thecats who were more oriented to the militaryaspect there were criticisms of those who weretoo much involved in the political aspect of massmobilization . Objectively, both are in error.Both of these are mistakes in principle. Therewas some attempt made to bring our practicemore in harmony with our theory along thatline, but still I think that those of us who paidclose attention to the Party know that this hasbeen a continuing problem .Now the contradiction developed and

developed and developed. The Party itselfdeveloped into a very bureaucratic machineryfor dealing with mass demonstrations, aroundpolitical prisoners, publishing newspapers,getting out leaflets, and all of that massmobilization apparatus, rallies, the whole abilityto do that . Much of the Party's resources andpersonnel were channeled into that . Those whowere dedicated to mass mobilization tended tofavor and select people out of the mass of theParty who were similarly oriented . And cats whodidn't fit into that, were kind of shuttled to theside, dropped out of the Party, and all kinds ofthings . This contradiction presented itself as acritical situation that had to be resolved whenthe Panthers first started offing the courts .Because in the first place the wholecontradiction arose over how to deal with thesystem. And the focus of our contact with thesystem was the court situation . And all this massmobilization was around political prisoners,trials, court appearances, and so forth. So thatthe mass mobilization campaign is a symbol ofone form of dealing with that.

The best example that we have of another

alternative way of dealing with it is in the case'of Jonathan Jackson. And even though JonathanJackson was not- a member of the Black PantherParty, we have no problem or contradiction inrelating to the great revolutionary initiative hetook . In the first place, the Black Panther Partyis a vanguard organization . It is not a massmembership organization, and its job is tovanguard tactics and disseminate information sothat the people will know how to move and howto move on target . The type of action thatJonathan Jackson took has everything to dowith the way the Black Panther Party wasmoving, helping to create the right climate,helping to discredit the judiciary and turnpeople against it so that the gun would bepicked up. Jonathan Jackson represents some of

the fruit of the work of the Black Panther Party .So that when brothers start oofing the courst,going underground, and rejecting that wholescene there is still a need for mass mobilization .But it's not correct to say that the man who hasoffed the courts and gone underground nolonger has any politics, because that is politics,that is the supreme form of politics - war . Sothat we have to look at all these elements to seejust what is going on .

One of the charges brought against Geronimowas that he had the audacity to ask for moneyfrom Central . It's clear that a brother living inthat situation being searched for high and lowby the pigs has a great need for money, andwhen politics is being transformed into war, andwe know that this is the trend, this is the wayhigtory is moving, the way we want it to move,then the duties of the above ground apparatusbecomes one of relating to and enthusiastically

supporting the underground.One of the primary responsibilities of those

above ground is to see to it that theunderground has the resources that it needs tofunction, otherwise there is no reason for theexistence of that above ground apparatus.Because the needs of our struggle are to wagethe people's war, and that's a valid vanguardpoint of our whole apparatus, and that's whathas to be related to because that's where ourvictory is going to come from . This doesn'tmean that we don't still have any of theobligations and the need to mobilize on theabove ground level around our political prisonersand so forth. We still have that need . But whenpeople have conflicts in their own mind, whenthey see a contradiction, there should be nocontradiction between the underground and theabove ground . In successful struggles there aren'tbecause it's one and the same organizationmoving . So when the divisions arise, when werelate only one-sidedly, then we have a tendencyto begrudge everything on the other side, wehave a tendency, to be uncooperative, all kindsof little personality things come up which causethese problems and we're dealing with asituation of life and death . And people who havetransformed politics into war take a very dimview of people who don't understand that anddon't relate to that and patience is very shortand there is no-real need for too mach patienceor discussion .Now this contradiction is something that

developed while Huey was in jail, because :beforethis was all united and pulled together in Huey.Now Huey comes out of prison . Thecontradiction is already there. You could tellthat there was some faith and hope in thebrothers who had gotten down that Huey wouldthe able to deal with it, be able to resolve `thecontradiction . But Huey came out into the armsof this right-wing bureaucratic apparatus. TheBlack Panther Party has developed a left wingand a right wing . The right wing is based on thewhole apparatus that relates to the massorganizing, the legal, above ground apparatus,and then the brothers who are moving, outlaws,underground, those who have gotten down -those who have transformed politics into war -constitute the left wing of the Party. So thatHuey went to jail in October of 1967 and he gotout in August of 1970. Now during the timethat - Huey was on the streets before October1967 the Party was very small in numbers andmembership and very local in structure . It hadgotten to be widely known following theincident in Sacramento and so forth, andparticularly when a pig, Frey, was found deadon the ground in Oakland, 'i ne Party becameeven more widely known. The Black PantherParty was mobilized and developed and grewfrom a very small nucleus into a national andinternational organization prior to Huey beingreleased in August 1970.

.Now this doesn't mean that he doesn't know

anything about that, because he was in prisonand he had certain information, but if you lookat how this information came to him, throughGarry and these other lawyers, and from myown experience I know that you can read all thenewspapers and listen to all the visitors youwant to, but you're only getting a minuteportion of the information that's floatingaround in the environment outside . And it hurts .It limits your ability to make decisions onimportant problems . And you can feel it andyou know it . You've got big problems in termsof keeping up on things . Yvu can get the broadsweep of events, you can deal with that, you canstill move from jail and be in harmony on thatlevel, but in terms of those details, in terms ofthe daily conflicts and arguments that go downin the office, you are out of touch with that .And you can believe that whenever theseconflicts came up, the information that went to

Huey didn't come from the people who weregetting messed over . Huey's information camefrom David Hilliard and Garry and all thesepeople . So that the information was one-sided,so that over a period of time, you can see howhe wouldn't have all the information he wouldneed to make decisions on those kinds ofcontradictions, those kind of conflicts.

That's very important, because Huey hassigned this statement on Geronimo . Butanalyzing that document we see that thegrievance that the underground brothers hadwere against David Hilliard and June Hilliard .The first demand was that they had to go . Thenlater on things developed and they said theywere going to off David and June . So that youcan see that the brothers were trying to dealwith it and trying to get Huey to relate to it . Butat the pace with which Huey has been movingand the lack of knowledge about the details ofthe situation, the fact that he has only reallybeen out of prison a few months puts him in aposition where he thinks he understands what'shappening, but really doesn't . And when Hueygot out the behavior of David and his crew wasexemplary . They didn't go around doing thesame shit that had people up tight. They wereprobably very beautiful brothers, very helpful,very efficient, doing whatever Huey said do,kept shit moving, so that was all right with him,that was good, and that's "vhaz he needs. Andanyway, he'd want to

coming Jown while hewasn't there . Because a lot* Zktngs he saw werefucked up. All kinds of things had to bestraightened out and Huey would have atendency to look at these complaints as justsomething that had to be dealt with andcrganized so that we could get rid of all theinternal antagonisms. But the people who hadthese deep experiences and grievances, they&eren't in a position to just forget that . Butthey held back . And you see that they did holdback, because nothing happened during thattime, and Geronimo was right there when Hueygot out, they were all together, Geronimo wasn'tunderground then.

Another important thing is the centralizationthat Huey started in the Party after he got out.Before David was thery on the scene and Hueywas over there in prison, and David was dealing.

Now, David is still there, and Huey is rightbehind him, backing him . So that increases theauthority that he has so that he is able to dothings and it's not just automatically that Hueywould be able to see the effects of the choicesand the decisions and the way things are moving .He wouldn't be able to detect it and connectthat with past activity . Tt--t'c extremelyimportant, because all thus, things are involved .

Whether or not David and June can bereplaced is beyond a doubt. An organization ofour type is supposed to be a self-perpetuatingmechanism and it would be very shocking ifsomeone would say that the life and death ofthe Black Panther Party depended upon DavidHilliard remaining Chief of Staff and JuneHilliard remaining Assistant Chief of Staff. Andthis becomes important because this was thedemand by the underground brothers on thecase of David and June Hilliard, that they beremoved.

So that what we're faced with, brothers andsisters, is the possible destruction,self-destruction, of the Black Panther Partygrowing out of an inab,ility to resolve its owninternal contradictions . It's not going to stop theprogress of the struggle of black people for theirliberation . What it's going to do is eliminate anorganization that is not able to adapt itself tonew conditions of struggle .

D .C .I never have related to the robot mentality

that's able to produce by an erroneousapplication of Marxism-Leninism because thatshat when it is used wrong can lock amotherf--ker's mind down and have himbeating somebody in the head, wrong .Marxism-Leninism is designed to insurediscipline and democratic centralism . When youdon't apply all of it, you see it's not justcentralism involved_, in a Marxist-Leninistorganization, you're a fool to relate to it if it'sjust centralism, it's democratic centralism . And .if you have an organizational structure or theoryof organizatsonand you just take part of it, thenyou're jiving with it . If you're going to apply theMarxist-Leninist theory of organization to theBlack Panther Party and only practicecentralism, then you're messing over the peoplein the Party and that's what's been wrong withsome of that practice . It's been centralism andno democratic practice .You can see why people who have

successfully practiced Marxism-Leninism putemphasis on these things, that you must haveinternal criticism, and self-criticism, you haveunity, criticism, and unity. You can't neglectthat, if you neglect that, you're going to fall off

into all kinds of factionalism, all kind ofbullshit, and they say that, we read that, and wedon't relate to it, some of us don't relate to it,

but cats who relate to it always end up arguingwith other cats . But through this kind ofexperience it just serves to expose what's wrongwith the practice involved .

I think that this shows you, shows all of usvery clearly that we have to first of all, it has

everything to do with political education class,we have to understand absolutely that everyoneof us must understand all of the elements in thetheory that we're functioning on so that whenshit goes down you have the mental resources toanalyze that s--t right. And that's why it isnecessary to study. You know that we're aMarxist-Leninist organization, they got a lot ofpeople in the Party who just say our philosophyis Marxism-Leninism and even quote somethingabout dialectical materialism.

.The important thing is this : Marxism is the

economic analysis ; Leninism, and the reasonthey gave the man the respect of adding hisname to this, is because he supplied anotherimportant element, How the program of action .Lenin invented the form of the Party. WhenMarx was there he just had a big fat wangythang, a big old First International, he hadBakunin and all those motherf --kers, that sh :twasn't working man, and Bakunin was steadytearing that motherf--ker'- down, but Leninstudied the practice and experience of the firstInternational, he checked out what Bakunin wasdoing is absolutely right and necessary, and whatMarx is doing is necessary, but - neither one ofthem was doing it right . Marx wasn't relating tothe military and Bakunin wasn't relating to thePolitical sh-t . So Lenin resolved thecontradiction by creating the form of a Partythat could move on both levels at the same time .That's how he resolved that contradiction. Heanalyzed that sh-t, wrote it down, people startedadopting that to apply to their own struggle . Sothe cats who have understood that and applied itright, Whew! they've moved.

The information that we have here is thatthey were expelled from the Black Panther Partybecause of this open letter to the Weathermen ,underground from the Panther ?1 . Well, we havea copy here of this statement, we have it 11,0!71several sources, we've read it, we've analyzed itand we see no reason, there's nothing in thearticle that would justify anyone being expcllcd .The only thing that the article reflects is the factthat the doors within the Black Panther Partyare closed to criticism and self-criticism andideological .struggle . All of our information onthat situation still has not jelled but from whatwe see, it is a repeat of the same thing. I thinkthat a week before, there was this article byConnie Matthews in the paper and the nextweek she's an enemy of the people. Michael`Cetewayo' Tabor, who spoke at the Constitu-tional Convention and Dharuba who's very wellknown and respected in New York - all of asudden they're enemies of the people . Peoplecannot make these rash judgements and go offof misinformation to do these things, there mustbe proper investigation, all people involvedmust be consulted - especially when you sign anarticle, `Central Committee of the Black PantherParty'. It justmakes people want - to disassociate themselvesfrom this, it turns people off. But we're not sur-prised by this tactic, because it's been progres-sively being used because there's an inability toexpress the political reality involved . In the caseof Connie Matthews, Cetewayo, Dharuba, in thecase of Geronimo and most dangerously andmost outrageously, now in the case of EldridgeCleaver.

These vicious, distorted, perverse lies in theBlack Panther newspaper have been presentedspecifically to destroy the fruits of labor thathave gone into building the International Sec-tion of the Black Panther Party and to discreditthe solid working relationship we have establish-ed here with revolutionary governments andliberation movements that support our struggle .But these tactics, which are devoid of all politi-cal content, not to mention revolutionary in-spiration, are nothing new. Eldridge Cleaver hasbeen subjected to very revolting insults, threatsand lies, personally by Huey Newton over thetelephone. These tactics just represent, a weirdlast : stand oil the part ofDavid Hilliard and his

revisionist lackeys to maintain a position theyno longer deserve and that they cannot carryout . We see these people degenerating into aconcern for nothing but distortion and destruc-tion on the part of David Hilliard and hislackeys . Whatever these revisionist dogs can'tcontrol, they put themselves in a position wherethe oidy alternative they can use is slander,sabotage and destruction .

(approximately20 months) that this block on communicationsis only part of the overall calculations of DavidHilliard and his counter-revolutionary clique todistort and corrupt the basic principles under-lying the Black Panther Party and to transformthe Black Panther Party from a revolutionaryvanguard organization to a ridiculous showcaseof cowards and containment.

While these latest cases of slander, purge,these attacks on hard working revolutionarycomrades, who are facing serious penalties forthe contributions they've made to building theBlack Panther Party and advancing the revolu-tionary struggle ofAfro-American people withinthe United States, have received widespread,negative, publicity . There have been hundreds ofother less dramatic, similar cases where thevictims have not been so well known and whofelt that they had no recourse after a long trainof abusive, reactionary moves oil the part of thisclique, calling itself the Central Committee,hundreds of' beautiful brothers and sisters whohad dedicated their lives, dedicated their talents,their hearts, everything they had to the strugglefor Black people for their liberation in the U.S .have been forced out of the Party and preventedfrom joining with their comrades ill,fighting U.S..rascisin . Comrades in jail have been fronted off,shiised on . Brothers in exile, brothers under-ground have been practically ignored. Thisdestructive trend must be stopped, it will bestopped . The Party will be streagtlretled againand - will' be able - to niarclr` forward again' with

MICHAEL CETEWAYO TABOR - ON THECONTRADICTIONS WITHIN THE BLACKPANTHER PARTY

What I specifically want to deal with here isthe internal contradictions that exist within theranks of the Black Panther Party and severalother things . I think it's best to begin with thetime I was first released from jail after the 21bust . I came out around the latter part of July,early August 1970 . This was approximately aweek before the release of the then Minister ofDefense of the Black Panther Party, Huey P .Newton . It was also around the time of thePlanning Session of the forthcomingConstitutional Convention . The Planning Sessionwas held in Washington, D .C . After that the for-mer Chief of Staff of the Black Panther Party,David Hilliard, informed me to come to the WestCoast to meet Huey P . Newton and to receiveinstructions as to how to move on the situationin N.Y . My initial impression of Huey was agood one, it was right on . However, it was soonrevealed that the brother was bewildered andbaffled as a result of stepping out of the pene-tentiary after over 2'/2 years, and finding himselfin command of a nationwide organization .Whereas prior to his going to jail the Party was asmall one and a local one consisting of less- than30 members . One of the grave mistakes anderrors that was perpetrated at that time wasthat, upon his release, the only ear that heheard, the only ear, in fact, that he would listento, was that of the then Chief of Staff, DavidHilliard, who during the period of Huey's incar-ceration and after Eldridge had cut out and afterBobby's arrest, had assumed full control of theParty apparatus and was also in control of deter-mining the political policies of the Party .DavidHilliard, during that period of time had

' perpetrated deeds that could only be calledcriminal . They were gross and ;hideous ,vio--lations of all revolutionary principles . Henotedly and consciously set brothers up to be

arrested . He was opposed to all military activityand he moved very heavily against those bro-thers in the Party who were get down brothersand who did relate, in fact, to revolutionaryprinciples .

In time, this led to what can only be calledthe ideological split in the Party, with the re-visionists headed by David Hilliard and workingin close conjunction with him, his brother JuneHilliard and several others . On one hand, theright side that is, and on the other hand, on theleft hand, there were the revolutionary brothers,those whose allegiance was to revolutionaryprinciples and to the ideology, the true ideo logyof the Party and not to any one personality .These brothers were deliberately and knowinglystifled and blocked by David Hilliard from estab--lisfng any real rapport with the people andfrom dealing with the pigs in a righteous revolu-tionary fashion . In time it's understandable, thatmany of these brothers became, many sistersalso, became disenchanted and their morales be-came crushed and they began to drift away fromthe Party one by one . Those who attempted todeal with the situation, by using revolutionaryprinciples of criticism and self-criticism, and at-tempted to enforce democratic centralism, aprinciple that had been abandoned by the Partysince David Hilliard became in control of theParty apparatus, were expelled from the Partyor, not only were they exp elled from the Party,but they were branded renegades and traitors tothe people and a long list of other names that Iwouldn't even waste time to go off into .Huey, not long after being released from

prison, began to drift off into the same bag asDavid . This was evidenced on a number ofoccasions and in many ways, there were -severalmanifestations of this. First of all, they bothshowed a very cold and callus attitude towardsthe well-being of the troops, the cadre, which isthe backbone of the Black Panther Party . They.refused to attend-to visit Party offices andbranches . This is most clearly seen in Oakland,California itself, where the National Head-quarters of the Party was located, and there, des-pite the fact that both of them lived in that area,they only, on a few occasions, after Huey's re-lease, went to the office to speak to the troops .This in itself, was a violation several of us com-mitted . We failed to criticize this properly, wefailed to take a firm stand on it. We were stillrelating too heavily to an image and we feltwithin our hearts that in a short time Huey, whowe had invested so much time, energy, blood,sweat and tears towards in se curing his release,which he failed to live up to, that the people hadof him, not the expectations that were super-man, but we just wanted him to be a righteousand truly dedicated servant of the people .

The conditions and the situation gotprogressively worte.VVe began to take not'eof thefact that a considerable amount of money wasbeing devoted toward the buying of clothes . Webegan to take note of the fact that $40 and $50and $60 was being spent on breakfasts . Webegan to take note of the fact that politicalprisoners, brothers and sisters, righteous, dedi-cated revolutionaries who had shed blood andhad risk their lives in order to secure the libera-tion of Black people in particular and all oppres-sed people in general, were left languishing inpenitentiaries throughout Babylon . These bro-thers and sisters had to, damn near, get on theirknees to get $5 for commissary, while Huey P .Newton and David Hilliard just wallowed in lux-ury . We began to take notice of many otherthings. The contradictions became more blatant,more blatant and more clear- especially irjview of the fact that the cadres in the street, thebrothers and sisters, the backbone of the Party,'were virtually starving to death . Many of themwere running around with no shoes on their feet .Many of them were out on street corners, dayand night, selling papers, damn near naked . Butbecause of their dedication, because of theirbelief in the brother, Huey P . Newton and be-cause they believed he was right on, they didn'tbeef about this .The morale situation in the Party

the so-called Constitutional Convention in Wash-ington, D .C . in November 1970 . It was at thatpoint that the masses of the people and also thecadre of the Party, felt that it was now theirduty, indeed their obligation, to stand up andvoice their criticisms would have to be listenedto and explanations would have to be given,explanations explaining why the Party had vir-tually abandoned all military activity, explana-tions dealing with why the community programswere damn near total flops . Explanations dealingwith, why political prisoners were not receivingany support, explanations why Huey P . Newtonand David Hilliard along with June Hilliard,John Seale and several others were-just squandering the Party's funds on their own.personalneeds and saying the hell with the cadre . Whenthese criticisms were voiced ; they were immed-iately suppressed, what resulted at that pointthen, on the part of Huey Newton and DavidHilliard and that clique, in order to maintaintheir power, they began pushing the line of "Wemust have blind obedience and unquestioningloyalty to the leadership." It was not the dutyor the function of the cadre to inquire as towhat the leaders of the Party were doing withthemoney, how they were living or what theywere off into . It was made known, explicityclear, that anyone that asked those type of ques-tions would be dealt with severely, they mighteven in fact, be offed .

By January of 1971, to me it became un-deniably clear, that certain fundamental andbasic changes had to be effectuated in the BlackPanther Party, in order to restore the true imageof the Party to the people, in order to becomewhat the Party was originally intended to he, avanguard Party, who is willing to lay down theirlives to secure the liberation of the masses andalso to meet the basic needs of the people . But itwas also clear it would be impossible to bringabout_these changes, to come any longer andcriticize them and to point out to them theirmistakes, because by this time they had becometotally unresponsive to any type of criticisms .So in the Eastern part of the country we beganmoving on the situation in a different manner .We began to emphasize to the cadre that theirallegiance should not be to one individual, butrather, to the principles of'revolutionarystrug- .gle .

--Another very tragic and demoralizing, in fact,

humiliating occurrence went down in the formof the Party paper, which was originally, forsometime, wens the true political organ by whichBlack people were educated as to the realities oftheir situation in Babylon . Under the leadershipand direction of David Hilliard, the Party paperdeteriorated into a scandal sheet . Full with re-dundant articles that no longer educated thepeople but rather only confused and turnedthem off . After the release of Huey P . Newton,the situation rather than moving progressivelyfor the better, did just the opposite, it becameworse . An order was handed down that thebranches and chapters of the Black PantherParty would have to double the sale of the Partypaper . It meant that also if a branch was onepenny short on their paper bill, the next weekthey would receive no papers at all . Thesituation developed to such an extent wherethey began to measure the revolutionarycapability and revolutionary sincerity of thecadre by way of how many papers they sold .That became the yard stick for where a brotherwas at . If you sold 200 papers a day, you wasright on . But if you got out there and you reallybegan trying to relate to the people and doingsomething more than just selling the paper thenyou were subject to severe criticisms, and inmany cases expulsion and perhaps possibly an a-whipping . Brothers and sisters, the cadre weresubjected

to all types of, abuses and humilia- .tions. When they went out into the streets, thepeople would cease to relate to them asPanthers, because they just weren't relating tothe people anymore. Not because they didn'twant to, but because they were being conscienti-ously and deliberately misguided by the leader-ship in the form of the Oakland clique . continued from pagepaper. Instead, the people came up to therifi andsaid, "How's business coming along?"

Another serious contradiction errupted overthe fact that the then Minister of Defense of theBlack Panther Party, Huey P. Newton, was livingin a lavish, exquisite, very expensive penthouse,overlooking Alameda County Courthouse inOakland. People began to wonder why this man,

who had been, up until that point, consideredmodest and humble and a true servant of thepeople, suddenly was going off into all these egotrips, spending huge sums of money on clothes,living in a penthouse. They began to wonderabout that . And their wonder and criticismswere justified. The troops and __ thecadre found themselves in a very perplexing situ-ation. They on one hand felt they had to defendthe then Minister of Defense, but at the sametime they felt quite hypocritical . The situationagain, went from bad to worse. Finally, aftermaking an analysis of the over all political situ-ation in the Party and digging what was goingdown and weighing it on the basis of socialpractice, we dug the only brother in the Party,in a leadership position, in a very high leadershipposition, who we could relate to, who wasproviding proper political direction was the Minister of Information, brother Eldridge Cleaverand along with him, the Field Marshall, D .C .,(Donald Cox) Kathleen Cleaver and the otherbrothers and sisters . However, Huey Newton dugwhere that was at, so what he did was put ablock on all communications with brothers andsisters in the Intercommunal Section. You werenot allowed to contact them and anyone whodid contact them was subject to expulsion .

That also made it even clearer in ourminds that what was going down was not a seriesof unconscious or non-deliberate mistakes . Butrather, they were a very planned and verycalculated attempt to use the Party not to servethe people, but to advance the personaleconomic needs and wants and desires of HueyNewton, David Hilliard and that clique . So thatin itself proves that these political mistakes thatwere being perpetrated, were not accidental,they *were not the result of individuals being sin-cere and dedicated, but making mistakes, butrather they reflected -a conscious and deliberate

plan on the part of the Oakland clique, headedby Huey Newton and David Hilliard to use theParty, not as a vehicle to serve the true interestand the needs of the people, but rather to ad-vance their own econoic wants and desires. Thiswas a devastating blow to myself, and otherdedicated brothers and sisters within the Party,but it didn't stop at this, it went even furtherbecause in the wake of all this we had to hearabout the expulsion of a brother we not onlyrespected and admired and had total faith in,but also who had proven himself time and timeagain as being a true servant of the people, and abrother who was a get down brother who wasqualified to get down, brother Geronimo . Idon't remember the date, but I remember theresponse and reaction of the brothers and sisters,not only in the Party, but in the street whenthey picked up that edition of the paper thathad in it the purge, the expulsion from the Partyof brother Geronimo and his branding as being apig . This is like the straw that broke the camel'sback, and that was the spark that set off theprairie fire . It would not be tolerated any longer .We started getting together on the East Coast

to righteously move on the situation and it blewour minds to find out that our views were notconfined to a few brothers and sisters in theParty, but also to brothers and sisters in theParty who had been keeping quiet, who hadbeen intimidated and afraid, they too began tovoice their discontent . They too began to comeout and say that they were tired of this sh-- .

It started with brothers and sisters just relat-ing to,two tunes that were currently on the hitparade, "Who's Gonna Take the Weight " byKool and the Gang and "Somebody's WatchingYou" . Brothers and sisters made it known thatway, that they were tired of this sh-- .Now behind that, word began coming in from

on the other side of the ocean that they overthere, Eldridge and Kathleen, Sekou, LarryMack, D.C . and all those righteous brothers andsisters in Algeria you know, like they was hip towhat was going on. They were deliberately shutoff from the situation and couldn't really moveon it . So finally Huey Newton and DavidHilliard came to the coast on one of theirspeaking tours, which they intended to get thou-

sands of dollars from . Each speakingengagement was done at a minimum of $2000apiece and none of that money was going to anyof the local branches and chapters, the troopswere starving to death .We decided that we had to move on the situa-

tion then . We drew a plan, that when we tookour stand, our principled and revolutionarystand against them, if they moved to expel us,then we would make it known to the people thehideous and corrupt deeds .that they hadperpetrated against . the masses and how theyhad violated the masses' trust. It's necessary atthis point, right now, for all righteous revolu-tionary brothers and sisters within the BlackPanther Party and on the block to begin movingto expose Huey Newton, David Hilliard, JuneHilliard and all of the rest of the bandits andtraitors who align themselves with them. It's alsoimportant for brothers and sisters to make itknown to those within the ranks of the Partywho are trying to straddle the fence, who arecoming out of that present opportunist bag, forthem to take a principled stand, for them tocome to begin relating to those principles theParty was founded upon and move on a basisand in accordance with that, rather than justrelating to a personality . Democratic Centralismmust be restored within the Party, criticism andself-criticism must be related to and those whoare responsible for the present state of f--ked upaffairs within the Black Panther Party must beremoved from their position immediately .

A Call For Progressive ArtistsThe process of re-establishing a truly Black

Community News Service offers us an'opportunity to unite progressive people togetherfor the sole purpose of striking a final blow tothis fascist government commonly known asBabylon .

This process that we are involved in not onlyentails combating the pig media or putting in theblood, sweat and tears needed to establish aPeople's Newspaper, but a tool to put an end tothe garbage publicized by the `Peralta StreetGang' headed by David Hilliard and Huey P.Newton.

However, the monumental issue that isnecessary to deal with, is a call for all progressiveartists to aid us in illustrating the continuous_misery and killing of Black people and offeringsolutions that will motivate the masses necessaryto ensure, another day of life, to ensure aPeople's Government, the uftimacy being ournational salvation .

Knowing that Black folks basically are notreading people, it has to be the job of theprogressive artists to shorten the long articles,which, at times, may be included in the'newspaper to a point where their picturesproject ten paragraphs. It is important that thisis done because for too long Black artists havebusted their a-es to get a piece of work intoeither the pig's magazines, pigs newspapers orthe champion nigger bootlicking magazines . Andin the end, it is just looked upon, read once andthen discarded in the nearest trash can.

But it must be fully understood that thisnewspaper, your newspaper, the Right On BlackCommunity News Service is something more.And your responsibility as a revolutionary artistfor a revolutionary newspaper would only allowyou to work unselfishly together with othercomrade artist with a common goal in mindwhich is to serve the people and liberateBabylon . Our art should offer methods forcarrying out this task. A method that willnecessarily include the gun . In short, we have to,draw pictures that will make people go out andkill pigs .

Most of all, we must constantly relate to theidea of politics guiding the brush, and the gunprotecting them both. We have to combat anyevidence of counter-revolutionary politicsappearing in any of our work. Such is the casewith the former Minister of Culture of the BlackPanther Party, Emory Douglas, who, up untilrecently was in the vanguard of revolutionaryartists . But now, because he allowed'counter-revolutionary, simple-minded, :

childish-like principles to interrupt, grasp andtwist his revolutionary theory on revolutionaryart to a point where he now maintains an AlCapp-type mentality, he can no longer beconsidered to be in the vanguard, to be therevolutionary artist he once was . Thisdevelopment, however, does not negate any ofthe guidelines and principles set forth by Emorybefore he tripped out into the madness of the`Peralta Street Gang'. I believe he was the bestrevolutionary art teacher we ever had . Now isthe time to materialize those ideas . To those ofyou who observe our revolutionary art, studythem very carefully . Every picture will be sayingit's time for a change, it's time to move to ahigher level. Look outside, it will say, tonightwill be right if conditions are favorable .

Bronx community worked dayand night to establish a collegein our community which isresponsive to our children'sneeds .

Nevertheless we have beenbetrayed .We have been betrayed by

President Michelin, who wasformerly the Director of Lincoln .Hospital, from which thecommunity made him resign bypetition .

Since the inception of HostosCommunity College, we havebeen betrayed because we askedfor the establishment of a,bilingual college and the,administration totally opposed itwithout consulting the studentsor the community.

The administration has madedecisions which are totallyopposed to the concept of abilingual community college :

1 . Hiring 35 white professors .

without consulting the studentsor the community .

2 . The majority of theseteachers are indifferent andiracist, do not come from ourcommunity, do not understand

. our problems as Puertorrique-nos, nor do they understand thePuertorriquenos who speak onlySpanish .3. Hiring only 6 bilingual

professors whose presence atHostos is not wanted .

4 . Making little or no effort torecruit more bilingual professors .

5 . Hiring only 12 Blackprofessors although the Blackstudent populace within HostosCollege consists of 40% of the,student body.We have been betrayed

because President Michelen isforcing the Puertorriquenos andBlack professors to resign, and ifthey don't, he then .pre-fabricates charges and firesthem .

The Administration has'placed our children in a ,,Death-Trap, a Death-Trap -because in case of fire there areno Fire-Escapes, nor is there anyinter-com system with which toinform the College Community .The building can accommodate300 students yet, there are 600students at Hostos and theRegistrar's office plans onadmitting another 750 students .

For many years now, the name of Ernesto CheGuevara has been the burning spirit that flames in thehearts of revolutionaries throughout the world. In op-pressed communities everywhere, revolutionaries havetaken notice of Che's proclamation, 'The duty of a re-volutionary is to make the revolution .' And many newhands have taken up the gun and the staccato ofmachine gun fire can be heard everywhere . One of the'best testimonies to the fact that the spirit of Che stillin the hearts of the people is the righteous examples thatguerilla's in the place or Che's birth - Argentina - arewaging against the U.S . empire and all the incumbentlocal running lackey dogs.

The guerilla's of Argentina are engaged in a day today struggle against the reactionary forces of oppression .The guerilla organizations consist of many differentgroups in the same"manner that the Palestine LiberationMovement is made up of several autonomous organi-zations.

The most popular group is the Montoneros (allegedlyresponsible for the kidnapping and revolutionary assassi-nation of General Abram Buru ) . Pig intelligence statest is 'virtually impossible to sort them out.' Then there isthe Liberation Armed Forces, the shirtless commandos,the National Revolutionary Army, the people'srevolutionary armed forces and several others .

'The Urban Guerilla uses armed struggle andconcentrates his activity on the physical exterminationof the agents of repression and is dedicated'twenty-fourhours a day to expropriations from the people'sexploiters .' Carlos Marighella

It seems obvious that the Argentinian guerillas havelearned from the teachings of Carlos Marighella and havebeen tempered by the rewarding expertise of theTupamaros in neighboring Uruguay . And bombings ofmilitary and police installations, businesses of the U.S .empire and the homes of U.S . agents, and theassassinations of soldiers and police is the order of theday.

with the massesand use 'armed propaganda' very effectively . A guerillaleader in the provincial capital of Tucuman addressed agroup of radical students and gave them $55,000 in cashfor food . Earlier the money had been ripped off from alocal bank . Before Christmas truck loads of hijackedtoys were distributed to poor children in oppressedcommunities and the free distribution of milk and foodto the poor has become commonplace.

Guerilla units of 30 or more men and women havebeen known to overrun police and military outposts.Small towns in the provinces of Buenos Aires have beenoverrun by guerillas who ripped off banks andbusinesses, destroyed telephone communications leavingthe local pigs completely demoralized.

Counter-revolutionary vigilante groups, organized bythe pig police are on the rise. But this has not dented thespirits of our comrade brothers and sisters in Argentina.

On February 6, about a dozen guerillas armed withmachine guns and including at least one doctor strippedthe San Lucas Sanatorium of medicine and equipment.The hospital officials said it was enough medicine andequipment to start a righteous underground - or aboveground - clinic . If anything, it looks like the struggle inArgentina is about to become more intensified . , And theBlack Panther Party says, Right on to that.

On January 25, 1971, the pigsof the New York CityCorrection Commission, headedby Correction Commissioner,McGrath, working in closeconjunction with New YorkMayor Lindsay and DA Hogandropped a 72 count indictmenton seven brothers incarcerated inthe Tombs (Manhattan Men'sHouse of Detention), for theirparticipation in the October 22,1970 rebellions, protesting theinhumane conditions andbrutality perpetrated against theinmates .

Brothers, Curtis Brown,Franklin Myers, RichardoDeLeon, Nathaniel Ragsdale,Stanley King, Herbert X . Blydenand Louis Cabrera weredelegated by the inmates of theTombs to represent them on theInmates Committee formed bythe incarcerated brothers .Some of the Tombs 7 have a

knowledge and goodunderstanding of the law andhave been applying "each oneteach one" amongst their fellowincarcerated brothers . Many ofthem have been intensifying thestruggle within the Tombs andwhen on the streets, wereintensifying the struggle . Forthese reasons and others the

The purgecontained mainly lies and'half truths . In the purge,Huey P. Newton stated thatGeronimo demandedmoney. This is a half-truth .The leadership of thePanthers had refused tohelp him in his undergroundefforts while he and thosewith him were threatenedwith survival. This despitethe fact that in the August29, 1970 issue which wasprinted after his departure,the Black Panther paperstated that "Geronimo isfirst and foremost aPanther, a revolutionaryand a true Black liberationfighter for the freedom ofhis people" and that "he isgone to intensify thestruggle and help to bring itto a higher level. " Therefusal to supportGeronimo made it moredifficult for him to eludethepigs and ultimately ledto his capture. The articlealso stated that Geronimosent money to his relatives

at Christmas time; this wasimpossible because he wasin jail long before and longafterChristmas both in 1969and 1970. There were manyother inconsistencies in thearticle . But to state that theworst thing that G had donewas to threaten the life ofthe Supreme Commanderand Minister of Defense ofthe Black Panther Party,Huey P. Newton, is notonly a lie but shows thedepth of idolatry and heroworship the party has falleninto after Huey P. Newton'srelease from jail. In fact, nosuch threat was ever made,although the SupremeCommander had issuedorders to have Geronimo"offed . "Through this action, the

Black Panther Party has leftthese men captive by thefascist pigs in a state of nosupport. Immediately afterthe purge of Geronimofrom the Black PantherParty, he was extraditedfrom Texas to California.where he was indicted foranother trumped-up crime,murder. That charge waspremised on the testimonyof an ex-deputy sheriff, piginformant by the name ofJulio Baxter, who sought to"take over" the local

On February 9th, 1971 Huey P. Newtonspoke before an audience of about 8,000 peoplein Princeton New Jersey . Although Princeton isone of the richest Communities in the UnitedStates, the audience was mainly composed ofBlack students and adults.

The man who organized the engagement isnamed Bill Wheatley . When Huey Newtonfinally arrived (hours late) he met with BillWheatley to inquire about the money for theengagement. There had been an unconditional-honorariuimof $3,500.00 but Bill Wheatley onlyhad $2,200.00 on hand. Upon hearing this,Huey Newton became outwardly angry andcalled Wheatley a blue-eyed liar and toldWheatley that he had to confess to being a liarand a crook who had tried to beat the Partybefore he would be allowed to leave the room.Wheatley tried to explain that certain peoplehad committed themselves to donate certainamounts of money the night of the engagementand that these would bring the total of moneythe Party would receive well over $3,500.00.Also present at this meeting was Huey Newton'scut buddy and the Chief Perpetrator of madnessin the Black Panther Party, David Hilliard . DavidHilliard had spoken in Princeton last year andWheatley had set that engagement up too.Wheatley asked Hilliard to verify the fact that hehad gotten paid after the speaking engagementwas over last year, just as he had promised to dowith Huey. David just shook his tiny head andbrushed his suede maxi coat and said that heknew nothing about what Wheatley was talkingabout.

Now that the BlackPanther Party has said thathe is a counterrevo-lutionary and that "AnyParty member orcommunity worker whoattempts to aid them in anyform or manner shall beconsidered - part of theirconspiracy to undermineand destroy the BlackPanther Party," they haveallowed the pigs to vamp onGeronimo . On Friday night,February 18, 1971,fourteen pigs beatGeronimo in the LosAngeles County Jail andthrew him back in isolationwith no medical attention .

It was clear to see that Huey Newton andDavid Hilliard's first interest was money. Hueysaid that if Wheatley did not have the moneythere at that time that he should not speak atall. Bill Wheatley had worked very hard toarrange this engagement and had even put outmoney from his own bank account to makecertain that Black people from the Blackcommunity could come and hear Huey Newtonspeak, by renting buses. It was evident that hewas not out to `beat the Party' or the people .

Moreover, despite repeatedrequests by Geronimo thathe be permitted tocommunicate with Huey P.Newton, David Hilliard andthe leadership of the BlackPanther Party, since hisarrest, this opportunity hasbeen denied him. Not onemember has been sent tohear his side of the story.

Geronimo has alwaysbelieved that in order for arevolutionary party tosurvive and expand no oneindividual should placehimself in a position of suchabsolute unquestionedleadership . To do so wouldbe to stunt the canstanidevelopment 6f newleadership from the ranks ofthe party. The Jersey City N.C.C.F ., which is anorganizing arm of the Black Panther Party, haseight children in the office and no electricity oitelephone. We were told by David Hilliard that$1,000.00 of the receipts from Princeton wouldbe given to us in order for us to turn our lightsand telephones on again. However, DavidHilliard proved to be a demagogue once again.The three round trip tickets from California thatwere donated and the honorarium totaled over$5,000.00 and we still are without phones,electricity and heat . The local branch receivednothing No one received anything from thespeaking engagement in Princeton except HueyP. Newton and David Hilliard, the rip-off men.

3. We want an end to the robbery by the CAPITALIST of our BlackCommunity.

We believe that this racist government has robbed us and now we aredemanding the overdue debt of- forty acres and two mules. Forty acresand two mules was promised 100 years ago as restitution for slave laborand mass murder of black people . We will accept the payment in currencywhich will be distributed to our many communities. The Germans are nowaiding the Jews in Israel for the genocide of the Jewish people . The Ger-mans murdered six miiii .., Jews . The American racist- has taken part inthe sin-tghter of over fifty million black people ; therefore, we feel that thisis a modest demand that we make.

4. We want decent housing, fit for shelter of huntlan beings .

We believe that if the white landlords will not give decent housing toour black community. then the housing and the land should be made intocooperatives so that our community, with government aid, can build andmake decent housing for its people .

S. We want education for our people that exposes the true nature of thisdecadent American society. We want education that teaches us our truehistory and our role in the present-day society:

We believe in an educational system that will give to ourpeople a knowl-edge of self. If a man does not have knowledge of himself and his positionin society and the world, then he has little chance .to relate . to anythingelse .

6. We want all black men to be exempt from military service.

We believe that Black people,should not be forced to fight in the mili-tary service to defend a racist government that does not protect us . Wewill not fight and kill other people of color in the world who, like blackpeople, are being victimized by the white racist government of America.We will protect ourselves from the force and violence of tile racist policeand ti ._ racist military, by whatever means necessary.

7. We want an immediate end to POLICE BRUTALITY and MURDERof black people:

We believe we can end police brutality in our black community by or-

ganizing black self-defense groups that are dedicated to defending our

black community from racist police oppression and brutality. The Second

Amendment to the Constitution of the United Staves gives a right to bear

arms . We therefore believe that all black people should arm themselves

8. We want freedom for all black men held in federal, state, county

and city prisons and jails.

We believe that all, black people should . be released from the manyjails and prisons because th :,y have-not received a fair and impartial trial.

9. We want all black people when brought to trial to be tried in court by

a jury of their peer group or 'people from their black communities, JIS

defined by the Constitution of the United States .
