1. RULES
1.1 Races will be governed by the rules as defined in The Racing Rules of Sailing (RRS) and the
Australian Sailing (AS) Special Regulations.
1.2 Boats in Danger Within the waters of Port Philip and Corio Bay, Commercial Shipping has right-of-way whether
that Vessel is in a channel or otherwise. Any boat in the anticipated path of a commercial vessel may use every alternative means of propulsion to avoid collision provided that:
a) Propulsion is used to drive the boat the minimum distance necessary to avoid collision.
b) The course taken is no closer than 90 degrees to the direction of the next mark
c) The boat completes a two-turn penalty immediately on resumption of racing. d) Nothing in the Notice of Race or Sailing Instructions relieves a boat of her responsibility under
civil law to comply with the International Regulations for Preventing Collisions at Sea or local regulations.
e) Between sunset and sunrise, competitors are reminded that part of the definition of “room” includes taking into account the existing conditions (including visibility).

1.4 Safety Requirements: - a) A.S. approved lifejackets shall be worn at night and whenever conditions make working on
deck difficult or when crew capability is reduced.
b) The wearing of lifejackets is mandatory at all times for every crewmember on a boat which is not equipped with lifelines.
c) Transport Safety Victoria regulations regarding navigation lights apply at all times.
d) Transport Safety Victoria regulations regarding life jackets apply at all times.
e) Deck-stowed anchors shall not protrude beyond the gunwale or bow of a racing boat.
f) All boat crews shall demonstrate satisfactory Man Overboard (MOB) procedures – AS Special Regulations Part 1, Section 6 – Training - 6.01:2. and Appendix B. A Man Overboard compliance declaration must be lodged with the RGYC office prior to racing. Man Overboard compliance forms are available HERE
g) The minimum number of persons on-board a boat racing shall be two.

1.5 First race of the season. Boats intending to compete shall report to the race officials on the Race Committee vessel with all crew wearing an approved lifejacket before the warning signal for her first instance of racing for the season. Crew may remove their lifejacket when acknowledged by race officials unless Flag Y is displayed from the Race Committee vessel. Boats failing to comply may be scored Did Not Compete (DNC) without a hearing. This changes RRS A4, A5, and 63.1
1.6 Powered Winches
RRS 52 is amended to permit powered winches.
1.7 Spinnaker Poles RRS 50.2 is amended to permit fixed and retractable spinnaker poles not attached to the foremost mast for the purpose of setting asymmetrical spinnakers.
1.8 Retractable Keels
Retractable keels must be locked down at all times when racing.
1.9 Movable Ballast
Boats not racing in an IRC Class shall request permission from the Race Committee to use
movable and or variable ballast for the purpose of increasing stability. Any such request must be
accompanied by full details of the system involved, and any such system will be taken into
account in establishing the boat’s handicap. Stored power may be used for the operation of
movable ballast systems. This changes RRS 51 and 52 to the extent required by this paragraph.
1.10 Discarding elastic or wool bands when setting a sail is permitted. This changes RRS 55.
2. LOCATION OF RACE OFFICE, FLAG POLE AND OFFICIAL NOTICE BOARD
2.1 The Race Office is situated in RGYC Clubhouse general office. 2.2 The flag pole on which signals made ashore will be displayed is located in the North-West corner
of the Club’s property. 2.3 The official notice board is located east of the Club’s slipway.
3. CHANGES TO SAILING INSTRUCTIONS (SI’s)
3.1 Any change to the Sailing Instructions (other than as per SSI 3.2 below) will be posted before
0900 on the day it will take effect, except that any change to the schedule of races will be posted with three (3) days clear notice. This changes RRS S 3.1.
3.2 The Race Committee may issue a change of sailing instructions from the Race Committee
Vessel by displaying Flag 3rd substitute with three sounds. Further instructions will be issued by radio.

4. SIGNALS MADE ASHORE
4.1 When a signal is displayed over a class flag it applies to that class only. 4.2 When Flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the
race signal AP. This changes RRS S 4.2.
5. SCHEDULE OF RACES
5.1 Event Calendar
Races are scheduled as per the 2019/20 RGYC Official Sailing Calendar available HERE.
5.2 The scheduled times of the race warning signals are listed in the 2019/20 RGYC Official Sailing Calendar available HERE.
5.3 Re-sailed Races The handicaps for a rescheduled race shall be those current at the date of resail.

9. THE START.
9.1 Boats failing to start within 10 minutes after her starting signal will be scored ‘DID NOT START’ (DNS) without a hearing. This changes RRS A4 and A5
9.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. [DP]
10. TIME LIMITS
(a) The time limits for all boats to sail the course and finish are shown with each course description. (b) Any boat still racing when her time limit expires will be scored points equal to the number of
boats finishing within the time limit plus 30% of the number of starters rounded to the nearest whole number, but no more points than the number of starters. Such boats will be scored Time Limit Expired (TLE). This changes RRS 35, A4.2 and A5
11. PROTESTS AND REQUESTS FOR REDRESS
11.1 Forms and Lodgement Protest forms are available from the box beside the results notice board located at the rear of the Club’s main bar. Protests and requests for redress or reopening shall be delivered to the Race Officer, Club Captain, Chair of Yachting and Boating Committee or the Sailing Manager within the appropriate time limit. This changes RRS S 13.1.
11.2 Protest Time Limit RRS S 13.2 is changed to ‘The protest lime limit is 90 minutes after the last boat in her division has finished the last race of the day or the Race Committee signals ‘No more racing today’, whichever is later.
11.3 Notices will be posted as soon as practicable to inform competitors of the date, time and place of hearings in which they are parties or named as witnesses. This changes RRS S13.3
12. SCORING
12.1 Boats that join the series after one or more completed races will be given the Did Not Compete (DNC) score for each earlier race.
12.2 A boat that did not come to the starting area shall be scored the points for the finishing place two more than the number of boats that came to the starting area but not worse than the score DSQ. This changes RRS A9 and A5.
12.3 Change of Boat during season When a class boat is replaced by one of the same design during the season, the aggregate points scored will carry forward to the replacement boat. The replacement boat shall be allocated a provisional handicap. A replacement boat of a different design, or change of ownership, shall be deemed to be a new entry.

12.5 Number of Boats to Start
(a) A minimum of three boats are required to start in a class or division for a race to be scored. This changes RRS A4 and A5.
(b) A minimum or 2 boats are required to start to be scored for AMS and IRC results.
12.6 Dispensation for boats competing in away events. RRS A4 is changed as follows:- Boats undertaking racing or delivery to Australian Sailing recognised events on or during the RGYC club season may apply in writing to the Yachting and Boating Committee for an allocated race score to be applied as follows:-
(a) The boat’s allocated race score shall be the average of her scores in the ten (10) races in that series immediately prior to the race for which an average score is requested.
(b) If ten (10) races have not been conducted prior to the date of the requested event the boat’s allocated race score shall be the average of her scores for the first ten (10) races in that series.
(c) The scores of other boats shall not be changed
12.7 Changes Affecting Handicap The Club Handicapper shall be notified, preferably in writing, at least three hours before the race where any of the following changes are made:-
(a) Change of Helmsperson in a series where the substitute person has not completed at least 5 races in the series aboard the boat in question within the current sailing season.
(b) Any substantial change to hull, rig or replacement sails which is likely to change performance. (c) For Summer Series races conducted after March 1st 2020 crew members who have not been a
part of a boat’s crew for at least four (4) races in the series may only be part of the crew when a written application is approved by the Race Committee prior to the race/races in question.
13. SAFETY REGULATIONS
13.1 Sign- On Divisions 1, 2, 3, Etchells, Sports Boats, VX One & Corio Cruising Division For Summer Series Races boats departing the Marina shall notify “RG-Base” VHF 71, the name of the boat, sail number and the number of people on board and have their call acknowledged. If there is no response, boats shall notify the Race Committee Vessel (Call Sign “Alpha One”) instead.

13.2 Sign-Off Upon return to the marina boats shall notify RG Base VHF 71, the name of the boat sail number and the number of people on board. If there is no response, boats shall notify the Race Committee Vessel.
13.3 Boats failing to sign-on or sign-off will be scored their finish score plus five (5) points, but not worse than the score for DSQ, by the Race Committee without a hearing. The scores of other boats shall not be changed. This changes RRS A4, A5 and 63.1.
13.4 A boat that retires from a race shall notify RG Base or the Race Committee Vessel as soon as possible.
14. CREW DECLARATIONS
(a) For all events the owner or delegate shall submit a Crew Declaration containing
• The boat’s name.
• The sail number.
• The given name, surname and membership status (or receipt number) of each person aboard.
(b) Crew Declarations shall be lodged electronically by downloading and lodging a declaration through the ‘Memberpoint App’, PRIOR TO RACING. The ‘Memberpoint App is available through the RGYC website, or through the following links: For android devices, CLICK HERE, and Apple devices, CLICK HERE.
(c) If crew do not have RGYC membership, or a current day-pass for that day, a day-pass can also be obtained through the ‘Memberpoint App’, prior to being available for selection as crew.
(d) Boats failing to comply with SSI 15 (a), SSI 15 (b) or SSI 15 (c) shall be scored as their finishing score plus five (5) points, but not worse than the score for DSQ, by the Race Committee without a hearing. The scores of other boats shall not be changed. This changes RRS A4, A5 and 63.1
15. EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing
instructions. On the water, a boat can be instructed by a Yachting and Boating Committee
appointed Safety Officer to proceed immediately to a designated area for inspection.
16. OFFICIAL BOATS
Official boats may display the RGYC Burgee.

17. RADIO COMMUNICATION
17.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and not receive voice or data communication that is not available to all boats. [DP]
17.2 Royal Geelong Yacht Club Base radio station, call sign “RG-Base”, keeps a listening watch on VHF Channels 16, 69, 71 and 73.
17.3 All radio communications between the hours of 18:00 on Friday and 18:00 on Sunday will be conducted on VHF channel 71. At all other times radio communication will be conducted on VHF channel 73.
17.4 For any series other than Summer Series the call sign and procedure is described in the appendix specific to that series.
17.5 The Race Committee may broadcast the course to be sailed, names/sail numbers of OCS boats, and/or other information of interest to competitors on the appropriate course VHF channel. The Race Committee may also transmit course information by Short Message Service (SMS). Any failure of, or defect in, such a broadcast will not be grounds for redress. This changes RRS 60.1(b) and 62.
17.6 Boats are required to keep a listening watch on the designated radio frequency for their course at all times during racing. [DP]
18. PRIZES
Prizes will be given as per the Prize list, available on the Club’s Website.
19. DISCLAIMER OF LIABILITY
Competitors participate in RGYC races entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing.
20. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000 with racing risk, per incident or the equivalent.

APPENDIX “A”
Shipping
1. Observe Victoria Marine Safety Regulations and in particular Rule Part 6, 112 (2) ie: Nothing in these Rules shall exonerate any vessel, or the owner, master or crew thereof, from the consequences of any neglect to comply with these Rules or of the neglect of any precaution which may be required by the ordinary practice of seamen, or by the special circumstances of the case. In complying with these Rules due regard shall be had to all dangers of navigation and collision and to any special circumstances, including the limitations of the vessels involved, which may make a departure from these Rules necessary to avoid immediate danger. What this means is that if you’re about to be involved in a collision, having stood on or give way in accordance with the Rule; every party involved is responsible in taking avoiding action to prevent a collision.
2. Local Rules require sail craft to keep out of the way of large ships and oil tankers. Do not impede the
safe passage of Commercial Vessel Shipping. Pass at least 500m ahead of their bow. Any boat found to have interfered with commercial shipping shall be disqualified without a hearing. This changes RRS A4,A5 and 63.1
3. Be mindful of larger ships’ bow flare. When closing any vessel, to prevent being overrun ensure you remain within sight of the Master / Officer of the Watch on the vessel’s bridge. Beware of overhanging bows and other parts of ship that might obstruct this line of sight. This means that your vessel may disappear from sight inside 500m from the bows of very large ships.

Competitors are reminded of their responsibility under rule 9(b) of the IRPCS, (b) “A vessel of less than 20 metres in length or a sailing vessel shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway.”
5. Shipping Sound Signal Meanings: One short blast – I am altering course to starboard (right). Two short blasts – I am altering course to port (left). Three short blasts – I am operating engines astern (stopping). Five (or more) short blasts – I’m unsure of your intentions and I doubt whether you are taking enough avoiding action to avoid collision.

“Club” Courses
1. Signal Box
The signal box is located at the North-West corner of the Marina.
2. Reverse Direction Signal
Course Signal over Flag R indicates the course is to be sailed in the Reverse Direction, leaving marks on the opposite hand
3. Club Course Additional Short Beat Signal
Flag K with a red or green flag
The first leg will be an initial short beat from the starting line to an inflatable mark laid to windward. This mark is to be rounded in accordance with the red or green flag displayed. i.e. Red = This mark is to be left to Port. Green = This mark is to be left to Starboard.
4. Club Course Starts
4.1 The Starting Area will be in the vicinity of the RGYC Marina.
4.2 The Starting Line for Combined Starts will be between a staff displaying an Orange flag on
the Race Committee Vessel and the course side of the starting mark.
4.3 Corio Cruiser Start Line (Non Combined Start). The starting line will be between a staff displaying an orange flag on the race committee vessel and the course side of the Yellow West Cardinal mark to the North-West of the Marina. (See Appendix “G”) This changes RRS S 9.2
4.4 An alternate Start Line may be announced via radio prior to the warning signal.
5. Marks
The Starting Mark for combined starts will be a Truncated Red & White Pyramid air bag.
6. Special Shortened Course Procedures
The race committee may shorten a race by either of the following additional procedures:-
a) The race committee may signal a special shortened course procedure at a rounding mark by
displaying Flag S over Flag H (with 2 sounds). Boats shall round that mark and then proceed
direct to the finishing line. This changes RRS 32.2.

b) The race committee may signal a special shortened course procedure at a rounding mark by
displaying Flag S over Flag K (with 2 sounds) plus announcement via VHF 71. Boats shall
pass within 20 metres of the mark and take their own finish time when abeam of the mark
specified and submit this time in writing to the Race Officer prior to close of protest time.
This changes RRS 32.2
7. Club Course Finishing Line
The finishing line will be between the staff displaying an orange flag at the Signal Box and a Yellow Inflatable Buoy laid approx. 50 mtrs to the North-East of the Signal Box. (See Appendix “G”) This changes RRS S 11.1. The Race Committee Vessel may be on station adjacent to the Signal Box.
8. Additional Club Course Sailing Instructions
Course Instructions for additional Club Courses will be available from the RGYC General Office
prior to 1000hrs on the day of the event. Flag L will be displayed ashore to advise that Special
Instructions will apply. Course flag will be Numeral Pennant 7 on the Race Committee vessel.
9. Corio Cruisers
Boats shall sail the Division 1 course unless:-
i) When course signal is displayed over flag “G” Division 2 course is to be sailed.
ii) When course signal is displayed over flag “T” Division 3 course is to be sailed.
10. Areas that are Obstructions
A total exclusion zone exists to the west of Corio Channel Beacons numbers 7, 9, 10 and 11 and
encompassing the Refinery Pier and northern end of Lascelles wharf.
A fine of up to $10,000 may be imposed for entry to this area, accidental or not. The area is under
constant video surveillance and competitors must make themselves aware of the exact zone limits.

APPENDIX “C”
Additional Sailing Instructions for Twilight Series
1. RULES
1.1 There will be three Divisions, (1, 2 and Etchells / Sports Boats / VX One). Boats will be allocated to a division according to their start of season handicap and shall sail the course appropriate to their division as indicated on the separately issued Starting Order Sheet, published for each race. (See clause 7 below)
1.2 RRS 47.1 is changed as follows: A boat shall use only the equipment on board at her preparatory signal however, any spinnakers shall not be used. This does not apply for Etchells, Sports Boats or VX One.
1.3 (i) RRS 50.1 is changed as follows: When headsails are being changed, a replacing sail may be
fully set and trimmed before the replaced sail is lowered. However, only one mainsail and, except when changing, only one headsail shall be carried set at a time.
(ii) In addition to a set-headsail, a Cutter-rigged boat may set a Staysail only when it is carried set for the entire race.
(iii) When a Mizzen sail is not carried set when the boats starts, it shall not be set at any time during the race.
(iv) A Staysail shall not be carried set by a sloop.
2. SAFETY
Sign- On
Boats departing the Marina shall notify “RG-Base” VHF 73, the name of the boat, sail number and the number of people on board and have their call acknowledged. If there is no response, boats shall notify the Race Committee Vessel (Call Sign “Alpha One”) instead.
Sign-Off
Upon return to the marina boats shall notify RG Base VHF 73, the name of the boat, sail number and the people on board. If there is no response, boats shall notify the Race Committee Vessel (Call Sign “Alpha One”) instead.
Boats failing to sign-on or sign-off will be scored their finish score plus five (5) points, but not worse than the score for DSQ, by the Race Committee without a hearing. The scores of other boats shall not be changed. This changes RRS A4, A5 and 63.1.
A boat that retires from a race shall notify RG Base or the Race Committee Vessel as soon as possible.

10. THE START Div 1 and Div 2
RRS 26 is changed as follows:
10.1 WARNING SIGNAL.
Five minutes before the start time of the first boat/boats the Course Flag shall be displayed (with
one sound).
10.2 Australian Sailing prescribes that when handicap starts apply a boat’s preparatory signal is deemed made four minutes before the boat’s starting time. Note: Flag “P” will not be displayed.
10.3 One minute before the start signal of the first boat/boats a board with the number ‘zero’ will be displayed (with one sound).
10.4 START SIGNAL. Replacing number zero board with a board with number ‘one’ (with one sound) indicates the start of the first boat/boats.
10.5 SUBSEQUENT STARTS. i) The number board is replaced each minute by one containing the next higher number in the
sequence (with one sound). ii) Boats may start any time after their starting time has been displayed and removed.
11. INDIVIDUAL RECALLS RRS 29.1 is changed as follows: - Flag X shall remain displayed until the boat has returned completely to the pre-start side of the line or one minute after her start time, whichever is earlier.
12. THE START Etchells / Sports Boats / VX One
12.1 Warning signal for Etchells / Sports Boats / VX One and will be 1745 hrs.
12.2 Races will be started by using RRS 26.
13. TIME LIMIT
13.1 The race time limit is 20:00 hours.
13.2 Any boat still racing when her time limit expires will be scored points equal to the number of boats finishing within the time limit plus 30% of the number of starters rounded to the nearest whole number, but no more points than the number of starters. Such boats will be scored Time Limit Expired (TLE). This changes RRS 35, A4.2 and A5.

Additional Sailing Instructions for Tuff Marine Series
1.0 RULES The International Regulations for Preventing Collision at Sea shall apply after sunset.
2.0 SIGN-ON
a) On departing the Marina, boats shall notify the Race Committee Vessel (Call Sign “Alpha One”) on VHF Channel 71, the name of the boat, sail number and the number of people on board.
b) Boats failing to sign-on will be scored their finish score plus five (5) points, but not worse than the score for DSQ, by the Race Committee without a hearing. The scores of other boats shall not be changed. This changes RRS A4, A5 and 63.1.
c) There is no requirement to sign-off at the conclusion of racing and any such calls may not be acknowledged.
3.0 CLASS FLAG
The Class Flag shall be Flag J
4.0 COURSE
4.1 The course to be sailed will be selected from the Club Courses in Appendix B. 4.2 When a course is shortened, the Race Committee Vessel may display an amber flashing light
along with conventional signals. 4.3 Boats shall sail the Division 1 course unless:-
i) When course signal is displayed over flag “G” Division 2 course is to be sailed.
ii) When course signal is displayed over flag “T” Division 3 course is to be sailed.
5.0 THE START
5.1 Start Line. The starting line will be between a staff displaying an orange flag on the race committee vessel and the course side of the yellow West Cardinal mark to the North-West of the Marina.
(See Appendix “G”) This changes RRS S 9.2 5.2 An alternate Start Line may be announced via radio prior to the warning signal.
6. THE FINISH
The finishing line will be between the staff displaying an orange flag at the Signal Box and a Yellow Inflatable Buoy laid approx. 50 mtrs to the North-East of the Signal Box. (See Appendix “G”) This changes RRS Appendix S 11.1. The Race Committee Vessel may be on station adjacent to the Signal Box.
7. FINISHING
When crossing the finishing line it shall be the responsibility of boats to illuminate their sail number
so the Race Committee can identify the boat. (It may be necessary to alter the trim of the mainsail
in order that the number may be seen). Boats are requested to notify the Race Committee by radio
(VHF 71) on approaching the Finish Line.

8. SPECIAL SHORTENING COURSE PROCEDURE
The race committee may signal a special shortened course procedure at a rounding mark by
displaying Flag S over Flag K (with 2 sounds) plus announcement via VHF 71. Boats shall pass
within 20 metres of the mark and take their own finish time when abeam of the mark specified and
submit this time in writing to the Race Officer prior to close of protest time. This changes RRS 32.2
9. PROTESTS The protest time limit is 1200 hours on the Monday following the event. This changes RRS
Appendix S 13.2.
10. RESAILED EVENTS Races not completed on the scheduled day shall not be rescheduled.

The finishing line will be between the staff displaying an orange flag at the Signal Box and a Yellow Inflatable Buoy laid approx. 50 mtrs to the North-East of the Signal Box. (See Appendix “G”) This changes RRS S 11.1. The Race Committee Vessel may be on station adjacent to the Signal Box.

7. FINISHING Boats are requested to notify the Race Committee by radio (VHF 71) on approaching the Finish Line.
8. SPECIAL SHORTENED COURSE PROCEDURE
The race committee may signal a special shortened course procedure at a rounding mark by displaying Flag S over Flag K (with 2 sounds) plus announcement via VHF 71. Boats shall pass within 20 metres of the mark and take their own finish time when abeam of the mark specified and submit this time in writing to the Race Officer prior to close of protest time. This changes RRS 32.2
9. PROTESTS
The protest time limit is 1200 hours on the Monday following the event. This changes RRS S 13.2.
10. RESAILED EVENT
Races not completed on the scheduled day shall not be rescheduled.
