ABSTRACT Université Sainte-Anne, the only French-language university in Nova Scotia, offers university and college programs as well as French immersion and customized training programs. Recognized for the excellence of its programs and its unique and exceptional living environment, Université Sainte-Anne offers experiential learning opportunities that promote student engagement and success. The student experience is conducive to building a culture of excellence in research and development. The university is well engaged in the surrounding community and aims to increase the vitality of the regions surrounding its campuses.

In addition to professional programs, Université Sainte-Anne offers programs in business administration, education, social science and pure sciences. Its French immersion department is recognized as one of the best in North America. The student/faculty ratio fosters a climate of learning and academic spirit.

The administration and management of Université Sainte-Anne are grouped together at its Church Point, N.S. campus. Students are supervised and supported by attentive staff from their application for admission all the way through to graduation.

The university has developed a number of services and resources to enable students to discover and develop their academic, interpersonal, cultural and athletic skills. DOCUMENT DETAILS References to Université Sainte-Anne (hereinafter "the university") includes only the university’s Church Point campus. Unless noted otherwise, the university’s Rector’s residence building shall hereinafter be referenced “the building”. Unless noted otherwise, the individual or entity awarded the work described in this document shall hereinafter be referenced “the contractor”. 3.4 OBJECTIVE This document is intended to describe in detail the scope of work required to accomplish the installation of a new steel roofing system on the university’s Rector’s residence building. The scope also includes the repair of rotten eaves, fascia and building envelope.

3.5 AUTHORITY The university’s vice president of administration has authority over final approval of the details contained in this document.

3.6 SCOPE See section 6, “STEEL ROOFING INSTALLATION” for details on the project requirements.

3.7 RESPONSIBLE PARTY The Facilities Management department is responsible for establishing the criteria, specifications and performance of the materials and services to be provided by the contractor. The Purchasing department is responsible for establishing the quote process, documentation, evaluation, selection and final approval of the applicant(s).

BIDDING REQUIREMENTS The contractor must complete the requirements described in this section in order to successfully submit their proposal and be considered for the work described in this document. Bidders who submit a bid agree to be bound by the instructions, clauses and conditions of this bid solicitation and accept the clauses and conditions of the resulting contract.

4.1 CONTRACTING AUTHORITY The university’s contracting authority is noted on the title page of this document. The contracting authority is responsible for section 4 ”BIDDING REQUIREMENTS” of this document. The contractor must not perform work in excess or outside the scope of the contract based on verbal or written requests or instructions from anybody other than the contracting authority or other approved university representatives.

The contracting authority office hours are as follows:

Open: 8:00 am to 4:00 pm, Monday to Friday Closed: Statutory holidays and weekends

Office hours can be confirmed upon request.

4.2 TECHNICAL AUTHORITY The university’s technical authorities are noted in section 8, TECHNICAL INQUIRIES, located on page 19 of this document. The technical authorities are the representatives of the department or agency for whom the work is being carried out under the contract and are responsible for all matters concerning the technical content of the work under the contract. Technical matters may be discussed with the technical authorities.

4.3 CONTRACT EXAMINATION Contractors will be held to have examined the contract documents. Contractors must also inform themselves as to existing conditions and limitations. Quotations shall cover the execution of the whole of the work described in this document.

4.4 SUBMISSION FORMAT Quote submissions are to be contained inside a sealed envelope or package, clearly labeled with the respective request for quote number and closing date and time as noted on the title page of this document.

Quote submissions must be delivered to the university prior to the closing date and time and also be directed to the attention of the university’s designated contracting authority. Submissions received after the closing date and time will be disqualified from selection and award.

The RFQ Response form found in APPENDIX 1 on page 20 must be filled in and attached to quote submissions in order to be considered for award selection. The Contractor Compliance Agreement form found in APPENDIX 2 on page 21 must also be filled in and attached to quote submissions in order to be considered for award selection. Unless noted otherwise, the mailing and courier address is as noted in the document header.

4.5 SUBSTITUTIONS All quotes submitted must identify (the respective request for quote number) and comply with the scope of work defined and product(s) requested. The university can consider substitutions to the listed products if they are of equal or greater performance to those requested. Product substitutions must meet the minimum standards as outlined in the scope of work.

4.6 SCHEDULE Proposed delivery date(s) or schedule(s) must be included in all quotes submitted. The RFQ Response form found in APPENDIX 1 on page 20 requires that this information be noted. Time constraints that must be fulfilled as part of the project criteria are indicated in section 5.2 WORK SCHEDULE under the GENERAL REQUIREMENTS section.

4.7 EVALUATION All submissions are subject to evaluation after opening and before contract award. Quotes will be evaluated not only on the submitted price but also on quality of goods, delivery, availability, parts, warranty and capacity of the supplier to meet the requirements of the procurement in accordance with the criteria stated in the scope of work. The university is not bound to accept the lowest cost quote but rather reserves the right to accept the response which, in the opinion of the university, best meets the established criteria providing the greatest overall value to the university.

4.8 TERMS AND CONDITIONS For any difference in the terms and conditions in this document from the “Université Sainte Anne PO Terms and Conditions”, the terms and conditions of this document will take precedence. The terms and conditions can be made available upon request.

4.9 CONTRACT TERMINATION The university reserves the right at any time, with 30 days advance written notice, to terminate the contract with the successful proponent without giving specific reason.

In the event of such termination, the university will only pay for costs incurred for services rendered and accepted up to the date of the termination. Despite any other provision of this contract, there will be no other costs that will be paid to the contractor as a result of the termination.

4.10 CONTRACT AWARD Notice in writing through reception of an official university purchase order shall constitute award.

4.11 PAYMENT TERMS Payment terms are net 30 days.

4.12 ERRORS AND DISCREPANCIES The contractor must ensure that all calculations and totals are correct in their submissions. If any discrepancies/errors are noted in the evaluation process, the unit price quoted will prevail.

4.13 QUOTE AMENDMENTS Amendments to quotes will be accepted by fax provided they are properly identified by company name, control number and due date. Faxes must be to the attention of the contracting authority as noted on the title page and received before the closing date and time. The university fax machine activity record will govern the receiving date and time. Amendments are to identify changes in price only and must not reveal the amount of the original quote submitted.

4.14 ADDENDUMS The contractor shall ensure that they have in their possession at the time of submission, all addenda that may have been issued by the university respective of this document. Confirmation can be obtained by checking the RFQ document as posted on the Public Tenders website at the following website:

http://www.gov.ns.ca/tenders/tenders/ns-tenders.aspx. The respective request for quote number is to be used for identification of the document on the Public Tenders website.

4.15 SOLICITATION PERIOD All enquiries must be submitted to the Contracting Authority no later than seven (7) calendar days before the bid closing date. Enquiries received after that time may not be answered.

4.16 WORKER’S COMPENSATION The contractor must maintain their account in good standing with the applicable provincial or territorial Workers' Compensation Board for the duration of this contract. The contractor must provide, within seven (7) days following a request from the university, a certificate or letter from the applicable Workers' Compensation Board confirming the contractor’s good standing account. Failure to comply with the request may result in the bid being declared non-responsive.

4.17 LIST OF PROPOSED SUBCONTRACTORS If the bid includes the use of subcontractors, the bidder must provide with their submission a list of all subcontractors including a description of the things to be purchased, a description of the work to be performed and the location of the performance of that work. The list should not include the purchase of off-the-shelf items, software and such standard articles and materials as are ordinarily produced by manufacturers in the normal course of business, or the provision of such incidental services as might ordinarily be subcontracted in performing the work.

4.18 COMMERCIAL GENERAL LIABILITY INSURANCE The contractor must obtain commercial general liability insurance and maintain it in force throughout the duration of the contract, in an amount usual for a contract of this nature, but for not less than $2,000,000 per accident or occurrence and in the annual aggregate.

The Commercial General Liability policy must include the following requirements:

1. Additional Insured: the university is added as an additional insured, but only with respect to liability arising out of the contractor's performance of the contract.

2. Bodily Injury and Property Damage to third parties arising out of the operations of the Contractor.

3. Products and Completed Operations: Coverage for bodily injury or property damage arising out of goods or products manufactured, sold, handled, or distributed by the Contractor and/or arising out of operations that have been completed by the Contractor.

4. Personal Injury: While not limited to, the coverage must include Violation of Privacy, Libel and Slander, False Arrest, Detention or Imprisonment and Defamation of Character.

5. Cross Liability/Separation of Insureds: Without increasing the limit of liability, the policy must protect all insured parties to the full extent of coverage provided. Further, the policy must apply to each Insured in the same manner and to the same extent as if a separate policy had been issued to each.

6. Blanket Contractual Liability: The policy must, on a blanket basis or by specific reference to the Contract, extend to assumed liabilities with respect to contractual provisions.

7. Employees and, if applicable, Volunteers must be included as Additional Insured. 8. Employers' Liability (or confirmation that all employees are covered by Worker's compensation

(WSIB) or similar program) 9. Broad Form Property Damage including Completed Operations: Expands the Property Damage

coverage to include certain losses that would otherwise be excluded by the standard care, custody or control exclusion found in a standard policy.

10. Notice of Cancellation: The Contractor will provide the Contracting Authority thirty (30) days prior written notice of policy cancellation or any changes to the insurance policy.

11. If the policy is written on a claims-made basis, coverage must be in place for a period of at least 12 months after the completion or termination of the Contract.

12. Owners' or Contractors' Protective Liability: Covers the damages that the Contractor becomes legally obligated to pay arising out of the operations of a subcontractor.

GENERAL REQUIREMENTS In this section, we will describe the general requirements to be followed by the contractor while completing the various tasks described in this document.

5.1 CONTRACTOR COMPLIANCE All work performed on the university’s premises is to comply with applicable workplace safety laws and regulations. The contractor (and sub-contractors, if applicable) must also abide by all applicable laws, codes, regulations, rules and respective university policies.

5.2 WORK SCHEDULE The work described in this document is to be completed by August 10th, 2020 (2020.08.10). The university reserves the right to impose a financial penalty on the contractor if the work in this document is not completed by the aforementioned completion date. The penalty shall be determined by the university and be proportional to the inconvenience caused by the delay.

The contractor is required to include a tentative work schedule describing the work commencement and termination dates with their proposal. The final work schedule is to be confirmed with the Facilities Management department prior to work commencement.

5.3 NOISE RESTRICTIONS AND HOURS OF CONSTRUCTION The hours of construction are to remain between 7:00am and 9:00pm to limit the exposure of construction noise to the occupants of the campus buildings and adjacent housing units. Noise levels are to comply with municipal noise by-laws if applicable. Any alterations to the aforementioned schedule is to be approved by the university.

5.4 PROTECTION OF BURIED UTILITIES The contractor is responsible to inquire to the university as to the existence and location of any buried utilities in proximity of the work area. Measures are to be taken by the contractor to protect these utilities from damage resulting from the work described in this document.

5.5 PROTECTION OF EXISTING FLOORS, WINDOWS, ETC. The contractor is responsible for protecting existing structures (ex. wall systems) from damage resulting from their activities. Structures are to be covered with protective materials suitable to protect them from being damaged, stained, scratched, deformed or otherwise altered from their original state. Any adhesives used to secure the protective material must be easily removed without otherwise damaging the substrate.

5.6 PROTECTIVE BARRIERS & SECURITY The contractor is responsible for the installation of protective barriers in accordance with governmental regulations concerning occupational health and safety. The university has a limited supply of A-frame wood barricades than can be borrowed, at no extra cost, to help comply with regulations. The contractor must maintain installed barriers for the full duration of the work. The contractor must restrict access to the work area to prevent injury to the public, students, members of the faculty and staff.

5.7 PRODUCT DATA SHEETS All datasheets, specifications sheets and/or documents summarizing performance and other technical characteristics of products, machines, components and materials sold by the contractor to the university to accomplish the work described in this document must be recorded by the contractor and submitted to the university under digital PDF format for archiving and future reference.

The contractor is required to comply (within two weeks of the reception of an official request) with requests from the university for copies of purchase orders and/or invoices to confirm compliance with official requests for specific products and/or materials. The documents must be official and show quantities, supplier information, and product information. Note that pricing is not required to be shown and can be omitted from the documents at the contractor’s discretion.

5.8 INSPECTIONS AND PERMITS Unless noted otherwise, the contractor is required to comply with any and all systems of approval, permits and inspections applicable to the scope of work described in this document. These approvals include but are not limited to plumbing permits, electrical permits, service inspections, occupancy inspections, etc. Copies or original documents relating to the aforementioned are to be given to the university for archiving within two weeks of their official reception by the contractor.

The acquiring of a municipal building permit is the responsibility of the university.

5.9 CONSTRUCTION PERFORMANCE GUIDELINES All work in described in this document is to comply and adhere with the Residential Construction Performance Guidelines (RCPG) for Professional Builders and Remodelers, Fourth Edition, or equal guidelines. If another referenced document specifies higher performance values than the RCPG then that specific document prevails over the RCPG.

5.10 FASTENERS Fasteners used to secure the roofing panels and strapping are to be approved by the manufacturer of the roofing system and be corrosion resistant. All fasteners exposed to the outside environment used in accomplishing the requirements of this document are to be galvanised or have equal corrosion resistance. Fastener heads above the roofing panels are to be coated with a paint matched to the color of the roofing panels.

Fasteners used to secure strapping to the roof are to be suitably sized, corrosion resistant, and of an adequate quantity/type to secure the roofing system. Fasteners are to be sized as to not to extend through the roof and into the attic space of the building.

5.11 METAL PANELS AND TRIM The Metal Construction Association (MCA) Metal Roof Installation Manual (2014 or newer) is to be followed for best practice reference, installation and design of the roofing system and metal flashings. The MCA document can be found online and copies can be provided to the installer upon request. Any deviation from the practises described in the MCA document must first be approved by the University.

Cutting methods which use abrasives or heat above the melting point of the rust-inhibitive coating are to be avoided unless approved by the university. Approved methods of cutting include (but are not limited to) aviation snips, sheet metal hand shears, electric sheet metal shears, and pneumatic or electric nibblers. Any swarf generated by the installation, manipulation or cutting of the panels is to be thoroughly and promptly removed from the surface of the panels without causing damage to the surface coating(s).

Prefinished metals are to be adequately protected during fabrication, transportation, site storage and erection in accordance with manufacturer’s recommendations. Roofing products are to be installed in accordance with the manufacturer’s instructions and best practices and/or the Metal Construction Association (MCA) Metal Roof Installation Manual (2014). Manufacturer’s minimum bend radius’ must be respected. The roofing system is to comply with all applicable building codes and regulations.

5.12 PAINT APPLICATION STANDARDS The application of paint is to comply with the Painting and Decorating Contractors of America PDCA Industry Standards document dated 2013. The university, upon request from the contractor, can supply a copy of the PDCA standards. The paint system used is to be of an outdoor grade with high durability, performance and U.V. resistance. All paint systems and arrangements are to be approved by the university prior to application. Paint manufacturer’s application requirements are to be followed at all times.

5.13 REMOVAL OF CONSTRUCTION DEBRIS The contractor must remove harmful debris and waste material from the work site at the end of each workday and at the end of the project. The contractor is responsible for managing the proper disposal of debris and waste generated as a result of their activities in the affected building. The university campus and area directly surrounding the building is to be maintained free of any visible refuse, waste, empty containers, debris or similar materials resulting from their work or occupation of the work site. The university reserves the right to keep any waste it deems unsuitable for disposal. Waste is to be discarded in accordance with local and/or governmental regulations at the expense of the contractor.

Materials stored on site must be adequately protected against damage, theft and/or vandalism.

The inside of the building is, inasmuch as possible, to be maintained free of any refuse, waste, empty containers, debris or similar materials resulting from their work or occupation of the work site. Free access to the rooms and hallways are to be maintained to allow maintenance staff and security personnel to safely navigate the facility.

5.14 CLEANING Prior to commissioning and reoccupation, the contractor is responsible for cleaning the worksite to the satisfaction of the university. The worksite is to be free of dust, dirt, oil, surface stains or other similar contaminants. Cleanliness of the location to be approved by the university prior to commissioning. The removal of existing stains and surface blemishes are not the responsibility of the contractor. Documentation of existing stains is the responsibility of the contractor.

5.15 TOUCH-UPS After the completion of the work detailed in this document, the contractor is responsible for complying with requests for re-work requested by the university for unsatisfactory items relating to the items detailed in this document.

5.16 WORKSITE ACCESS Arrangements for vehicle parking, washrooms facilities, keys, visits, scheduling work outside of regular hours of operation, acquiring building access during holidays etc., must be made with the Facilities Maintenance Department with adequate notice. See section 8: TECHNICAL INQUIRIES for contact details.

5.17 WARRANTY PERIOD A warranty period of no less than 5 years is to be provided by the contractor, beginning on the day of commissioning, covering any defects in workmanship for the roofing system as installed. The warranty is to guarantee replacement or repair, at the contractor’s expense, any item or service that was provided by the contractor that is found to be defective or rendered no longer suitable for normal use by faulty work performed by the contractor. The contractor must honor and abide by all implied manufacturer’s warrantees. Emergency repairs performed by others will not void the warranty. Warranty contract is to be provided by the contractor with their quotation.

STEEL ROOFING INSTALLATION The university’s Rector’s residence building requires the installation of a new roofing system to replace the existing asphalt shingles. The existing asphalt shingles are problematic, and areas of the roof are allowing water to penetrate the building envelope. This section of the document will describe the construction and outfitting aspects of the project. Figure 3: Rector’s Residence Attic View, shows daylight penetrating the existing roofing system.

6.1 ROOFING SYSTEM The existing building roofing system consisting of asphalt shingles is to be replaced with a new prefinished steel roofing system complete with all metal flashings and trims (i.e. eave and gable end flashings with drip edges, ridge cap flashing, etc.). The existing shingles are to be either covered or removed depending on the metal product selection and manufacturer’s recommendation.

The contractor is responsible for implementing and maintaining strategies to prevent water from entering the building through the roof once the roofing system renovation is under way.

6.1.1 ROOF SYSTEM REQUIREMENTS Steel roofing panels are to have a galvanized (zinc), Galvalume, or equal coating(s). Steel thickness to be 26 gauge minimum with structural quality conforming to ASTM A653M or equal. Colour of flashings to match roofing colour. Colour selection by university from standard colour selection; color to match pre-existing colors on adjacent buildings (brown). All panels are to have a uniform color and match adjacent panels to the university’s approval.

All roof panel coating(s), thickness(es) and arrangements are be approved by the university. Metal roofing system manufacturer’s details are to be provided to the university for approval.

The roof section over the deck facing the roadside of the building is to be included in the scope of work of this document. Steel panels and flashings are to be full length where possible; overlapping seams are to be minimized. Positive drainage (consideration for grading) is to be provided on all aspects of the installation to ensure water drains away from the roof and building envelope.

6.1.2 SNOW GUARD A suitable snow guard system is to be proposed in the quotation document to address snow and ice falling above main and secondary entrances to the building. The guard systems should be limited in dimension and scope as to only resolve snow falling directly atop the aforementioned entrances to the building and on the main entrance deck.

6.1.3 CHIMNEY CRICKET The chimney is to be flashed complete with either a saddle or cricket.

6.1.4 RAIN GUTTERS A suitable seamless rain gutter system is to be proposed in the quotation document to address roof water falling onto the secondary roof above the deck section. The gutter should be limited in dimension and scope as to only resolve excess water pouring directly atop the secondary roof and causing premature failure of the building envelope. The gutter is to be arranged as to prevent water from eroding the building and surrounding infrastructure and lead to eventual failure of the building envelope. The arrangement should also prevent water from entering the basement space through the foundation. Gutter color is to be chosen by the university from manufacturer’s color base and should match the original building color scheme.

6.1.5 VENTED RIDGE CAP A vented metallic ridge cap is to be installed on all roof peaks to allow air to circulate from under the new roofing panels to the atmosphere. Vented foam closures should only be installed opposite the prevailing winds.

6.2 REMAINING EXTERIOR ENVELOPPE Individuals responding to this request for quote document are required to provide pricing in their submission for the repair of rotten sections of the exterior envelope and roofing system trim. The pricing is for evaluation and consideration by the university and be separate from the pricing from section 6.1. See “Figure 5: Deteriorated Clapboard” below for a photo of a typical rotten section of exterior clapboard siding.

The contractor is responsible for implementing and maintaining strategies to prevent water from entering the building envelope once the envelope system renovation is under way.

6.2.1 ROOFING SYSTEM FASCIA, EXTERIOR TRIM, CLAPBOARDS & CORNICES Rotten sections of fascia, exterior trim, clapboards and cornices are to be replaced, properly caulked and have exposed surfaces and edges prepped to exclude water and provide proper surface profile for solid stain paint system, and covered with an approved solid wood stain to match the existing envelope color arrangement.

Care must be taken to remove any loose paint or rotten wood so that caulking/sealants bonds to a suitable substrate as required by the respective product manufacturer. If a suitable substrate cannot be reached within the maximum distance allowed for joint bonding as required by the sealant manufacturer, the substrate is to be built up using a method approved by the university. Sealant color to be approved by the university.

In addition to nailing, new joints are to be glued as necessary for weather resistance. Glue type to be approved the by university and suitably formulated for performance and longevity. End joints are to be evenly distributed in new built-up members. All new flat work is to have shoulder joints or equal. Any new wide-faced miters are to have backs reinforced with corrosion resistant metal rings and outdoor rated glue or equal adhesive. All new fasciae and other flat members are to be installed with maximum practicable lengths to reduce the number of splices. Any new cornices are to be braced, blocked, and rigidly anchored for the support and protection of vertical joints or equal.

All new fascia, exterior trim, clapboards and cornices arrangements and shapes are to be kept as close as possible to the original (existing) building arrangements. All new arrangements are to be approved by the university and is to comply with applicable codes, standards, and manufacturer’s application requirements.

6.3 EXTRAS Any additional construction, service, or system that the contractor feels would be beneficial to the performance of the facility can be quoted separately from the items required in this document.

These additional items are to be listed individually as extras and adequate details should be included in the quote for their evaluation by the university. The university can either approve or refuse noted extras at their discretion.

ARCHITECTURAL DRAWINGS Requests for photos and limited (unofficial) dimensions can be made to the facilities management department. We suggest that contractors visit the site in order to properly asses the scope of work for bidding purposes. Arrangements for vehicle parking, washrooms facilities, keys, visits, scheduling work outside of regular hours of operation, acquiring building access during holidays etc., must be made with the Facilities Maintenance Department with adequate notice.
