1.3 Utility and Environmental Conditions  

1.3.1 The Vendor is responsible for ensuring that all equipment and components provided are

suitable for the utility and environmental conditions as specified on the data sheets provided

separately.

1.4 Technical Integri ty 

1.4.1 The Vendor is responsible for the technical integrity of the equipment, including design,

materials, manufacture, assembly, testing, performance, and specified engineering services.

All these activities are to be in accordance with the scope of supply, this specification and

data and interface information supplied by the Purchaser.

1.5 Design Life

1.5.1 The Vendor shall design the equipment for 30 years design life. However, the battery

design life shall be minimum 15 years based on standard operation condition of 20°C.

1.5.2 The Vendor shall supply equipment which has a proven track record in similar offshore

operations extending over a minimum period of two years.

2.0 CODES, STANDARDS, SPECIFICATIONS AND REGULATIONS

The latest editions, as of the enquiry or purchase order date, of the following codes,

standards, specifications and regulations (as far as they are applicable) are considered part

of this specification and are to be used by the suppliers in their designs. Where 'In-House'

standards have been developed or are based on recognised National, International or

Industry Standards, these may be offered as an alternative, subject to review and approval

 by the Purchaser. However the base bid must be in full compliance. The applicable Codes,

3.0 TECHNICAL REQUIREMENTS

3.1 Scope of Work Summary  

3.1.1 The scope of work shall include but not be limited to the design, manufacture and testing of:

a) solar modules

 b) battery banks

c) control equipment

d) d.c. distribution board

e) battery charger

f) accessories

g) mechanical supports, enclosure and associated components

h) spares for start-up and commissioning

i) drawings and documentation

The vendor shall also include in a separate section of his bid, the following options which

may be purchased.

i) 2 years itemised operation and maintenance spares

ii) training proposal

3.1.2 The Vendor shall indicate the package envelope and interface points in the bid documents,

and no changes shall be made unless by mutual agreement.

All equipment located outdoors forming part of the SPSS shall have a minimum degree of

 protection of IP56 with the exception of battery enclosure which shall have a minimum

degree of IP54.

The size of the system shall be such that the energy requirements for the continuously

operation of the loads can be met by storage in the battery after charging by the solar

modules even under the minimum anticipated annual insolation conditions.

Site and panel temperatures must be taken into account for the performance of the solar

modules.

3.3 Electrical Requirements

The SPSS shall have a nominal output voltage of 24V DC. The voltage at the output

terminals of the SPSS shall be limited to plus 5% and minus 5% of the nominal DC voltage.

The limitation applies during continuous float charge operations and during battery

discharge operations and corresponds to the maximum load current for the specified

discharge time.

Charge controllers shall be provided for voltage control and regulation.

The SPSS shall be sized to supply the designated loads. Sizing of the battery charge

controller and solar array shall be based on the nominated average load. System components

shall be able to supply the nominated peak load while drawing down the battery capacity

information on his source of insolation data together with his design of the solar power

system.

3.5 Recti fier/Battery Charger

An auxiliary rectifier/battery charger shall be provided by the Vendor to charge the SPSS

 batteries from a diesel generator located on the platform. The diesel generator is only

operated during manned platform operations. Under normal unmanned platform operation,

the diesel generator is not operated.

The output voltage from the diesel generator shall be 415V AC, 3-phase, 50 Hz.

The SPSS shall be designed to allow external charging of the batteries from the generator

without disconnecting any cables.

3.6 Solar Power Supply System Information  

The Vendor shall submit the following information prior to commencement of detailed

engineering.

−  Number of solar modules and the average output of each solar module

− Average output of each solar module under the expected operational and environmental

conditions.

− The load pattern (min., average and max. currents)

only solar power from sun up at lowest insolation period of the year while carrying the

load.

− The maximum time taken to fully charge the battery at the end of the back-up time using

the auxiliary AC generator supply while carrying the load.

The solar modules and support frames shall be designed for easy assembly and removal.

Each module shall be capable of being removed as an entire assembly onto a vessel. Pad

eyes or similar lifting aids shall be provided and tested for this purpose.

The modules support frames shall be equipped with provisions for bolting to the flat

horizontal steel surface of the platform.

The assembly and supports shall be designed to withstand the wind load and stresses

imposed during lifting onto and off the platform for maintenance. The assembly shall be

easily accessible for maintenance.

3.8 Battery and Battery Boxes

3.8.1 Batteries

The battery shall be sealed lead acid, gas recombination gel type specially designed for

 photovoltaic applications and shall be suitably sized for the system. Detailed sizing

calculations shall be included with the Vendors bid.

Site temperature limits shall be taken into account in the selection of the battery due to the

effect on available capacity and lifetime expectancy.

The batteries shall be arranged to facilitate access for maintenance purposes. Insulated

intercell connectors shall be provided.

The battery boxes shall be of corrosion and battery electrolyte resistant, marine-grade 316L

stainless or GRP material.

The boxes shall have provisions for adequate natural ventilation to disperse gaseous

 products while maintaining the minimum ingress protection rating of IP 54 and shall be self

draining.

Battery boxes shall have front access doors and warning labels. Suitable support frames

shall also be provided.

Cable glands shall be provided for termination of Purchaser’s cables at the battery boxes.

Cable gland shall be sized according to Purchaser’s cable sizes which will be provided to the

Vendor during detailed design.

3.9  Control Equipment 

A charge/discharge controller shall ensure proper charging and discharging of the batteries

through the following functions :

− voltage and current indication

− voltage regulation to cater for float charge operation.

− overcharge protection of the batteries by switching off the solar array and/or charge

from the system if the battery is already fully charged.

3.10 Rectifier

3.10.1 A rectifier/charger shall be provided to charge the SPSS batteries from the platform’s a.c.

generator. Under normal platform operations, the generator is not operated. 

3.10.2 The rectifier shall be rated to simultaneously:

- fulfill the load requirements and

- recharge the battery within a period of 8 hours 

3.10.3 The rectifier shall perform battery charging only at the single-rate corresponding to the

 battery float charge mode of operation. Rapid charge facilities shall not be provided.

Special considerations shall be given to prevent overvoltage or other conditions resulting in

overgassing of recombination cells. 

3.10.4 The rectifier enclosure shall have ingress protection of IP56 min and rated Ex ‘de’.

3.12.1 All materials shall be suitable for exposure to the environmental conditions. The use of

marine grade 316 SS, GRP or equivalent materials is required. Care shall be taken to avoid

corrosion due to the application of dissimilar metals. Enclosures and junction boxes may be

manufactured of GRP.

3.12.2 All external bolts, screws, nuts and washers shall be 316 stainless steel.

3.13 Cables, Components and Accessories

3.13.1 Cables shall be XLPE insulated steel wire braided and have “Reduced Fire Propagation”

 properties in accordance to IEC 332 Part 3.

3.13.2 Cable glands and blanking plugs shall be certified in accordance with the requirements of

the associated equipment. Cable glands shall be nickel-plated brass and shall be ISO metric

threaded.

3.13.3 All cable entry shall be from the bottom.

3.14 Earthing

Earthing within the SPSS panels shall be the responsibility of the Vendor. This shall include

 bonding all components parts and doors to the equipment frame.

An earth rail, with suitable number of earthing bolts or screws shall be provided (for each

enclosure) close to the external cable glands to facilitate termination of cable earth braids or

The sound pressure level measured at 1 metre distance from the equipment at any position

shall not exceed 85 dB (A) at any load between zero and the rated output of the unit. If tonal

components are present, the noise limit shall be taken 5dB (A) more stringent i.e. 85 dB (A).

3.15.2 Radio Frequency Noise Limitation

The production of radio frequency interference voltage shall not exceed the value of

suppression grade ‘N’ as defined in VDE 0875.

3.16 Inspection & Testing

3.16.1 General 

Inspection and Testing shall be in accordance with the relevant standards and codes.

Inspection and test plans shall be submitted to the Purchaser for approval at the bid stage.

The Purchaser will require a Factory Acceptance (FAT) which he may or may not attend at

his option. FAT procedures shall be submitted to the Purchaser for approval.

The Vendor shall give a minimum of 10 days prior notice regarding testing schedules.

3.16.2 Functional Tests

3.17 Painting

The Vendor shall offer his standard offshore painting system for Purchaser approval at the

 bid stage. The proposal shall be suitable for a tropical marine environment and be

compatible and of equal quality to the Purchaser specified system. For the external surface,

the colour shall be offwhite to BS 4800 code 10815. However, the vendor may offer his

standard colour at the bid stage for Purchaser’s approval. Vendor standard systems hall be

supplied with a repair kit.

3.18 Tagging

All external operating, measuring and indicating components shall be clearly identified with

 permanent descriptive engraved traffolyte labels that facilitate easy recognition by the

operator. Descriptive labels shall be white with black lettering. All components shall be

identifiable by permanent labels inscribed in accordance with the system of identification

used on the Vendor’s reference drawings and documents.

Rail-mounted terminals and terminals of equipment and components shall be identifiable by

numerical or alphabetical markings in accordance with the Vendor’s drawings. Terminals of

input and output supply cables shall be clearly marked to indicate the nominal system

voltage and the phase/polarity of the supply.

3.19.1 The Vendor shall provide details of training proposals for Purchaser approval at the bid

stage.

4.0 HEALTH, SAFETY AND ENVIRONMENTAL REGULATIONS

4.1 General

4.1.1 The Vendor shall be responsible for ensuring that the goods and services supplied meet all

applicable regulations on health, safety and environmental issues.

5.0 QUALITY ASSURANCE

5.1 General

5.1.1 The Vendor and his sub-Vendors shall have an established and documented Quality System

in accordance with ISO 9001/9002 or Purchaser approved equivalent.

5.1.2 The Vendor shall incorporate the Purchaser's specific quality requirements in the project

quality plans which shall be submitted to the Purchaser after award of purchase order for

review and approval. The Purchaser's review and approval of the Quality System Manual

and Quality Plans shall not relieve the Vendor of his contractual obligations andresponsibilities under this specification, which shall include any essential Statutory

Regulations.

5.1.3 The Vendor shall maintain his QA system throughout the Purchase Order period.

5.1.4 Where the Vendor subcontracts the whole or main parts of the work or materials, then these

requirements shall be applied in full to the sub vendors.

5.1.5 Control of sub-vendors and subcontractors shall encompass measures to verify that progress

and quality requirements are met. Surveillance/audit of sub-vendors shall be performed by

the Vendor as necessary.

note, the Purchaser reserves the right to refuse delivery and to return the goods to

Vendor at the Vendor’s cost.

5.3 Non-Conformity and Corrective Action

The Vendor shall notify the Purchaser immediately when a non-conforming product/work is

identified which requires repair, rework, replacement or a concession. The Purchaser will

review the non-conformance and either agree with Vendor's proposed repair procedure or

agree with a concession or reject the product/work. Non-conformities and proposed

corrective actions shall be properly and systematically documented for Purchaser's

appraisal/approval.

6.0 PRESERVATION AND PACKING & PREPARATION FOR SHIPMENT

6.1 Preservation Requirements

6.1.1 All equipment and materials shall be preserved for 12 months outdoor storage in a tropical

marine environment prior to shipment from the Vendor's works.

6.1.2 All equipment and materials shall be properly protected from damage for sea freight and

long term outdoor storage in a tropical climate. Each item shall be clearly identified with

Purchaser's name, Purchase order number and Tag number.

6.1.3 Exposed machinery surfaces shall be coated with an easily removable rust preventive. Items

vulnerable to damage shall be packed separately for installation at site. Any such items shall

 be properly tagged for ready identification and correct installation. The content of all boxes

or packages shall be recorded in detail on the packing list.

6.1.4 Protection of equipment and instrumentation during all phases of the works shall be in

accordance with the following:

a) Control valves, relief valves, level devices, and other instruments that will be installed

in pipe lines or vessels shall be protected so that foreign matter cannot enter the end

fittings, diaphragms, tubes, or other internal parts of the instrument. b) The Vendor's protective seals that cover openings or components of instruments such as

gauges, valves, indicators, and controllers shall not be removed until the components are

ready to be connected into the system

f) Care shall be taken in the protection and preservation of electrical and instrumentation

items.

g) Plywood shall be fitted with tape to the front of all instrument lenses or glasses.

h) Silica gel bags shall be maintained in all electronic instruments and cabinets or panels

and junction boxes and the like.

i) All instrument vents / openings shall be maintained / sealed.

6.2 Packing & Preparation for Shipment Requirements

6.2.1 The Vendor shall be responsible for the proper protection and the timely and correct

delivery of all equipment to the location specified in the Purchase Order.

6.2.2 The design of the equipment shall account for all anticipated loads, orientation, disassembly,

 protection and sea fastening.

6.2.3 The transported equipment shall have the necessary fastenings protection and lifting

facilities to satisfy lifting and sea fastening loads and restraints. Lifting and sea fastening

 procedures shall accompany each package.

6.2.4 During preparation for shipment, the following factors shall be considered:

a) No materials or equipment shall be released for shipment without the approval of thePurchaser’s Inspector.

 b) All machined surface and threaded connections shall be protected with a rust preventive.

All sensitive meters such as millivolt and milliameters shall be jumpered on the input to give

damping against mechanical shock.

6.2.6 Prior to packing all panels/cabinets/consoles shall be mounted on a suitable skid frame and

coated with a strip off, spray on, plastic lacquer.

6.2.7 All panels/cabinets/consoles shall be sealed in suitable plastic envelopes, with humidity

indicators and sufficient desiccant for 12 months storage sealed inside.

Panels/cabinets/consoles shall be bolted to the base of the packing case with interposing

shock proof mountings, and cushioned with an adequate thickness of packing material onsides, ends, and the lid.

6.2.8 The framed base, sides and ends of the packing case shall be constructed of 22 mm thick

tongued and grooved close boarding and lined with reinforced waterproof paper.

The lid shall be lined with roofing felt backed by 3 mm plywood.

6.2.9 Vendor may remove items from skids to permit shipment but must reinstate these on site.

7.0 SPARE PARTS AND SPECIAL TOOLS

7.1 Spare Parts  

7.1.1 The Vendor shall supply all start up and commissioning spares.

7.1.2 The Vendor shall complete 3 sets of the SPIR forms;

(i) start up and commissioning spares

(ii) capital spares (optional supply)

(iii) spares for two years normal operation (optional supply).

SPIR forms are included in Appendix A.

7.2 Special Tools  

7.2.1 The Vendor shall supply one set of any and all special tools required for erection or

maintenance of the equipment being provided.

7.2.2 Prior to shipment each special tool shall be tagged with a 316 stainless steel tag, clearly

identifying :

8.0 VENDOR DOCUMENTATION REQUIREMENTS

8.1  The Vendor documentation requirements together with the required quantities are given on

the attached VDRL forms.

8.2 The Purchaser reserves the right to request additional drawings and documents or copies of

drawings and documents to verify purchase order compliance without cost variation.

8.3 The Vendor shall identify the planned and actual submissions to Purchaser on their master

drawing and document schedules i.e. computerised Vendor Master Document List (VMDL).

The responsibility of updating the VMDL shall rest with Vendor.

8.4 Drawings and documents are required to be project specific in nature.

8.5 Approval of drawings/documents by the Purchaser will in no way relieve the Vendor

responsibility for the correctness of information, their conformance with stated requirements

or acceptability of equipment and materials. This responsibility rests solely with the Vendor.

8.6 The Vendor shall allow the Purchaser fifteen (15) working days to review and respond to the

Vendor's submission of documentation. The fifteen working days is defined as from time of

receipt by the Purchaser to the time of despatch. The Vendor shall allow this review period

in his production schedule. However work shall proceed without delay in the event of latereturn of the documentation by the Purchaser.

If documents are revised, all sheets under cover of one project document number shall have

a new revision number and be resubmitted. The document must be complete even if the

revision is minor. All such resubmissions ( irrespective of the number of times ) are part of

the Vendor's Lump Sum Price.

Manufacture shall not commence until the Vendor has received written approval of his

documentation, including welding procedure specifications/qualifications, from the

Purchaser.

8.9 All documents furnished by the Vendor shall have a revision code following the document

number. For specifications, technical reports and other written material, the following shall

apply: Changes in one official issue from the last shall be clearly indicated by a vertical line

in the right hand margin adjacent to the current change and in addition the revision number

code is to be indicated within a triangle. All changes from the last previous issue shall be

thus indicated. Changes to drawings are to be shown in a similar fashion by "clouding in"

the change and placing the revision code in a triangle inside the "cloud".

8.10 Within 2 weeks after delivery of Equipment/Materials, 1 copy of Final Factory As Built

Documentation (draft set) shall be transmitted to Purchaser for review. The required

number of sets of Final Documentation shall be submitted after the draft set is accepted.

Replacements of any Final Factory As Built documentation with onshore or offshore as builts as a result of changes is part of Vendor's Lump Sum Price.

1.0 INTRODUCTION

1.1 General

Carigali Hess Operating Company Sdn Bhd (Carigali Hess) on behalf of its Shareholders and the Malaysia

Joint Authority (MTJA), is the operator of Block A-18 in the Malaysia-Thai Joint Development Area. The

block is located approximately 150 km NE of Kota Bharu in approximately 60m of water depth. The facilities

include central processing facilities at Cakerawala Production platform (CKP), a riser platform (CKR), and a

number of remote wellhead platforms (WHPs).

It is anticipated by early 2013, the current committed wellhead platforms (WHPs) will not be able to meet

Sale Gas DCQ of 790 MMscfd. Additional production will be needed to fulfil the Sale Gas Agreement

obligation, and such, WHP8 and WHP9 have been selected for development and ready to produce gas in

2013. Technip has been entrusted by Carigali Hess, to perform the detailed design and front end

engineering for WHP8 and WHP9 respectively.

Bumi B (BMB) has been identified as WHP 8. The development of BMB requires the capability to handle a

few numbers of HPHT wells. The BMB Platform is to be located approximately 5.5 km to the North of BMA.The BMB fluids will be transported to BMA via an intra-field pipeline where it is routed to CKR after

commingling with the BMA fluid via a topside tie-in. At CKR / CKP, the BMB production, together with

Cakerawala, Bumi, Bulan and Suriya streams will be combined for further processing, dehydration, CO2

removal, compression, metering and sales.

1.2 Objective

This document defines the minimum requirements for design, manufacture, supply of material, inspection,

testing, delivery and commissioning of Distribution Boards (DB), for installation and operation on the BMB

platform.

The equipment shall be completed, tested and supplied in accordance with the requirements in the inquiry

document, taking due account of preservation and transport requirements.

1.3 Definition

The following terms, as used in this specification, assume the meanings given below:

1.4 Design Life

The Vendor shall design the equipment for 20 years design life. Vendor shall supply tropicalized equipment

which has a proven track record in similar offshore operations extending over a minimum period of two

years.

The Vendor shall guarantee the availability and supports of components in the next 10 years or where it is

known that it will not be obsolete in the next 2 years from the equipment commissioning date as per

General Offshore Electrical Design, Doc No: CKG-EL-ES-0002, clause 2.7.1.

2.0 CODE, STANDARDS, SPECIFICATIONS AND REGULATIONS

 As a minimum, the equipment supplied shall be designed, manufactured and delivered in accordance with

the relevant sections of the National / International codes, standards and regulations listed in this Section.

Equivalent alternatives may be offered, however these shall be identified and mutually agreed on.

2.1 Indust ry Codes and Standards

The latest editions, as of the inquiry date, of the following national codes, industry or standards and local

regulations (as far as they are applicable) are considered part of this specification and are to be used by

the Vendor in his design. The codes, standards and regulations include but shall not be limited to the

following.

Vendor shall notify the CONTRACTOR of any apparent conflict between this Specification, Drawings,Datasheets, Codes and Standard, and any other relevant documents. Resolution and / or interpretation

precedence shall be obtained from CONTRACTOR in writing before proceeding with design / manufacture.

Order of precedence in case of conflict between documents shall generally be:

1. Local Regulation and Government Codes

2. This Specification

3. Datasheets

4. Reference Drawings

5. Reference Project Standards and Specifications

6. International Codes and Standards

The above order of precedence is only a general guide, where a conflict and / or discrepancy exist betweenthis specification and the above documents, drawings, codes, and/or standards, it is the responsibility of the

Vendor to bring it to the attention of the COMPANY immediately for decision and disposition of the

discrepancy or conflict.

In the event that the Vendor fails to highlight any discrepancies and / or conflicts, the most stringent

requirements shall apply. COMPANY / CONTRACTOR’s decision shall be binding on the Vendor without

any additional cost and schedule impact.

 All deviations from the requirements of the specification shall be clearly stated in the Vendor Deviation Form

as per Appendix 1. In the absence of such a statement, it shall be deemed that all requirements of this

specification are fulfilled without exception.

 All deviations from the requirements of the specifications shall be obtained approval from COMPANY /

CONTRACTOR in writing before proceeding with design / manufacture.

4.0 SCOPE OF SUPPLY

The scope of supply of this specification covers the minimum requirements for engineering, design,

manufacturing, inspection, testing, packing, documentation, transportation, delivery and commissioning of

The Vendor shall, wherever possible, draw upon his existing, pre-engineered or standard designs to satisfy

the requirements of the specifications.

Vendor may quote alternate arrangements and specifications if they are equal to or exceed the general

requirements of this specification. These alternates shall be clearly highlighted in Vendor's bid for

COMPANY / CONTRACTOR evaluation and approval.

The Vendor's submission should provide sufficient data to allow the DB to be evaluated against the total life

of field costs estimated to be incurred. In this respect, equipment capital cost, cost of spares, utility

requirements, weight, size, maintenance, reliability and production downtime cost may be considered.

The Vendor shall submit full technical details of the DB which meet the requirements detailed herein.

 Aspects of the requirements, which cannot be met, shall be identified and the variances explained.

The DB shall be designed, manufactured, tested, and supplied in accordance with the requirements in the

enquiry document, taking due account of preservation and transport requirements.

5.0 DESIGN REQUIREMENT

5.1 General

The DB shall be located outdoor in hazardous area on the BMB platform.

The DB shall be designed and certified for use in a minimum Zone 2, Gas Group IIA; temperature shall be

Class T3 and the enclosure protection shall certify as the “Increased Safety” (Eex-e) type and rack mounted

type. The minimum overall degree of protection shall be IP56.

The DB shall be designed, manufactured, tested and installed in accordance with the IEC series of

standards as detailed herein. The DB shall be certified suitable for the classified area by a recognized

Certifying Authority such as ATEX or equivalent internationally recognized Certifying Authority.

In addition to the above variations, the input voltage may be subjected to transients comprising depressions

up to 20% of the nominal voltage at distribution busbar, during motor starting.

 All components and materials supplied by the Vendor shall comply with the statutory regulations, by-laws

and orders enforced by the relevant authorities.

The DB shall be designed to minimise risks of short circuits and earth faults and to ensure personnel and

operational safety under all operating conditions, inspections and maintenance.

Common illumination shall be provided internally the DB for maintenances.

Components shall be compact and standardized as much as possible. Electrically identical components

shall be of the same type and make.

Electrical insulation materials to be used shall be flame retardant to IEC 60332.

When the front cover of any functioning unit is opened, the minimum degree of protection from contact with

any live part shall be IP 20 as a minimum.

Insulated barriers between phase terminals shall also be provided.

Each compartment door shall contain a dra ing folder made of metal casing in hich one complete set of

5.4 Constructi on Requirement

The DB shall comply with IEC60439-1. The DB shall be made of high quality standard steel SS316L

internally and externally of at least 2mm thickness. The DB shall be insect and vermin proof.

The DB shall be designed for front-access. All cable entries into the DB shall be from bottom. All

connections are to be fully shrouded to provide the greatest degree of safety during maintenance.

The DB shall be designed such that anti-condensation heaters are not required in the specified environment

according to Design Basis Memorandum, Part 13 – Environment Criteria, Doc No: BMB-PM-ES-0001,Clause 13.0. The DB shall be natural cooling type.

 All cable entry shall be provided with pre-drilled gland holes with EX certified blanking plug. Incoming /

outgoing cable size shall be re-confirmed with CONTRACTOR upon manufacturing.

Minimum a breather gland shall be provided. The location shall determined by the Vendor.

The DB shall be designed for wall mounting complete with standalone support stand with roof.

The stand shall design to withstand 26.9 m/s @ 10m above MSL based on 100-year, 3 seconds gust wind

velocity as per General Offshore Electrical Design, Doc No: CKG-EL-ES-0002 Clause 2.1.

The stand shall be made of galvanized steel without a further paint coating.

DB shall be provided with removable lifting angles or pad-eyes suitable for cranes or slings to permit lifting

and erection without damage to the DB.

Bolts and nuts shall be of stainless steel and shall be anti-loosening type.

5.5 Incoming Units

Incoming units of the DB shall comprise of switches and shall be independent manual operating, air break

type with quick snap action make and break features.

The incoming units shall complete with padlock facility in off position and voltmeter, ammeter voltage

indicator lights complete with selector switch.

The neutral busbar shall have a continuous current rating similar to that of the phase busbar.

The supports and barriers shall be made from non-hygroscopic, non-tracking insulating materials.

 All insulation materials shall be suitable to withstand the effects of fault current to the value and time as per

specified.

5.7 Circui t Breakers

The DB shall be fitted with a suitably rated moulded case circuit breaker (MCCB) or miniature circuit

breakers (MCB) or motor protection circuit breakers (MPCB) for incomer and outgoing isolation as specified

in the drawings or data sheets.

The circuit breakers shall be of the current-limiting, quick make and break type, trip free, and shall open and

close all poles of the breaker simultaneously. The circuit breakers shall be in accordance with IEC 60947-2.

The circuit breakers shall be 3 or 4-pole type for 3-phase 4-wire system and 2-pole for DC system. Circuit

breakers shall be equipped with adjustable thermal and magnetic trip units.

The circuit breakers shall be provided with shunt trip for connection to earth leakage residual current device

wherever specified in the drawings.

 All circuit breakers shall have an interrupting rating greater than the system fault current. Incoming circuit

breakers shall be provided with current limiting features to limit let-through energy of short circuit current.

The circuit breakers shall limit the short circuit current level to the busbar ratings.

The circuit breakers shall be suitable for the characteristics of the load that the circuit supplies. Outgoing

units for the DB shall be suitable rated miniature circuit breakers with thermal and magnetic trip units.

 As a minimum 25% spare outgoing feeders shall be provided for all DB.

5.8 Contactors

Contactor shall comply with the requirement of IEC 60947.

5.10 Current Transformers

Current transformers shall be totally encapsulated in suitable cast resin and shall conform to IEC-60044-1,

complete with polarity marking.

Current transformers shall be installed in locations that are readily accessible for maintenance and

replacement.

 All current transformers and mountings shall be able to mechanically and thermally withstand the rated

short circuit current of the specific feeder or busbar.

Current transformers for measuring purposes should be of minimum accuracy class 3 with an instrument

security factor such that the instruments are not endangered at maximum fault current.

The secondary current rating of the current transformers shall be 5A or 1A for ammeters.

Instrument transformers shall be adequate for the associated protection, control and/or monitoring

equipment.

The accuracy class CTs for measuring purposes shall be as follows:

  Class 3 for ammeters, voltmeters and frequency meters.

  Class 1 for wattmeters and power relay.

  Class 5P for protection purposes.

5.11 Wiring and terminations

Internal wiring shall be single core, insulated, stranded copper conductors, flame retardant to IEC 60332-3Cat. A. and low smoke zero halogen (LSZH).

The minimum stranded conductor cross-sectional area sizes permitted shall be as follows:

Individual wires or cables terminating into fixed terminals / components shall be identified with ferrules ofinsulating materials in accordance with the relevant drawings Channels tubes etc shall not be filled to

insulating materials in accordance with the relevant drawings. Channels, tubes etc. shall not be filled to

more than 75% of total capacity during manufacture.

 All internal plastics cable supports shall be flame retardant to IEC 60332 and high temperature resistant.

 All relay contacts and devices requiring external connection shall be wired to clearly marked terminal blocks

located inside the unit enclosures.

Terminals shall be rail-mounted type and have screw connectors suitable for a minimum of 2.5 mm²conductors. Only one conductor shall be terminated into each terminal. Insulating shields shall be used to

separate terminals belonging to different voltages circuits.

Terminal blocks shall be arranged and positioned to enable easy access for cable terminations, testing,

inspection and maintenance. Sufficient terminals shall be provided to terminate all the spare cores of multi-

core cables. Each terminal block shall be provided with a minimum of 20% spare terminals.

 All AC and DC cables and terminals shall be clearly segregated and labelled must be consistent with

supplied termination drawings.

5.12 Markings / Labeling

Busbar / wiring conductors shall be marked for phase/polarity identification with the following colour at both

ends:

(a) Three phase

L1 phase : Red

L2 phase : Yellow

L3 phase : Blue

Neutral : Black

(b) Single phase

Live phase : Brown

 Alphanumeric notation, in accordance with IEC 60445 shall be used for identification and marking of

phases, conductors, terminals and components.

Each circuit / sub-circuit shall be clearly identified and marked at its respective outgoing MCCB or MPCB or

MCB.

Labels shall be engraved Traffolyte firmly fixed with SS316L corrosion-resistant rivets or self-tapping

screws. Lable colours shall be black letters in white background.

5.13 Earthing

 An earth rail, with suitable of earthing bolts or screws, shall be provided to facilitate termination of cable

earth braids or armouring. Individual connection of all earth wires shall be provided. The gland plate for

termination of outgoing cables shall be securely bonded to the earth rail. Each door shall be bonded to the

main body by means of flexible connection.

Each end of the earth rail shall be fixed with a threaded earth stud of not less than 6 mm diameter with nuts

and spring washers for connection of earth conductors to the earthing system or grid. 2 numbers of external

earth terminals shall be provided, suitable for connection to platform earth grid.

The electrical continuity of all exposed non-current carrying conductive parts of the DB components and

enclosures (e.g. doors) shall be connected by earth bonding conductors so as to maintain effective earth

continuity.

 Adequately size full length earth bar shall be provided for all DB.

Internal earthing and bonding wiring shall be identified by Green or Green with yellow sheath.

The earthing system for the 24V DC DB shall be unearthed (floating) type. Vendor shall ensure the system

earthing connection will not clash to the enclosure earthing system.

The Earth Leakage Monitoring (ELM) shall be provided at main busbar for each DB.

6.0 RESPONSIBILITY

The Vendor shall take full responsibility for the design of the DB. The systems shall be designed,

manufactured, tested, and supplied in accordance with the requirements in this specification.

7.0 TESTING

Inspection and tests to be carried out, on the various types of equipment as mentioned in this Specification,

shall be carried out at the Vendor’s workshop in accordance with the relevant requisition sheets attached.

Vendor shall prepare an overall Inspection and Test Plan (ITP) covering all equipment and indicating the

Vendor’s QA/QC/testing/inspection activities (example: review, monitor, hold point, etc.). The COMPANY /

CONTRACTOR shall review the ITP and indicate those activities required to be witnessed by the

COMPANY / CONTRACTOR at the Vendor’s facilities. The ITP shall list governing procedures,

specifications, codes, etc. for each of the fabrication, inspection and testing activity.

COMPANY / CONTRACTOR shall be notified at least three weeks before the date of commencement of the

tests. The Vendor shall inform COMPANY / CONTRACTOR as part of the bid, if any of the specified tests

cannot be performed.

The overall responsibility for entire system inspection rests with the Vendor. However, COMPANY /

CONTRACTOR and IVP, reserve the right to inspect the packages at any time during manufacture to

ensure that materials and workmanship are in accordance with the requirements of the referenced

specification, the packages data sheets, and/ or drawings, the applicable codes and other associated

standards.

COMPANY / CONTRACTOR representative(s) shall have the right to request additional inspection or

examination if deemed necessary to ensure that the equipment complies with the relevant codes and

standards.

Vendor shall assume about 14 days for the test duration. Any defects in Vendor’s sub-system shall be

rectified by Vendor during the test.

completed before the inspection and witness testing.

The test shall include the following factory and site acceptance test as a minimum:

  Point to point continuity tests.

  Power frequency withstands voltage tests.

the nameplates shall be in accordance with the specification.

One or more nameplates of engraved stainless steel shall be mounted on the outside of the DB.

Information given on these nameplates shall be as follows, but not be limited to:

9.0 SPARE PARTS

Vendor shall supply all start up and commissioning spares.

10.0 PERFORMANCE GUARANTEE

Unless otherwise agreed, all equipment shall be guaranteed as follows;-

  All equipment shall perform satisfactorily under the specific operating conditions as detailed on the

data sheets, this technical requisition, the primary codes and standards listed here in, and shall be

fit for the intended purpose.

  Tests shall confirm the Vendor’s guaranteed performance.

The Vendor shall guarantee the overall electrical integrity, workmanship and the materials used for the

construction. The Vendor shall guarantee the equipment for the warranty period and the conditions stated in

the Purchase Order. If any defect or mal-performance occurs during the guarantee period, the Vendor shall

make all necessary alterations, repairs and maintenance immediately and free of charge to the Company.

Vendor shall be capable of supplying the services of a competent on-site commissioning technician and

shall be responsible for verifying proper installation and ensuring that the installation complies with the

mechanical and design requirements for proper equipment operation.

11.0 DOCUMENTATION

This specification shall be used in conjunction with a requisition, request for quotation and / or purchase

order, and all data sheets. Where required, Vendor shall complete the VDF, VDRL, VMDL and SPIR forms,

data sheets and quotation of this package.

 All drawings submitted by the Vendor shall be prepared using AutoCAD Release 2002 and final drawings

shall be provided with CAD files. All documents shall be prepared in version 2003 of MS Office document.

The Vendor shall fully describe the courses offered, including the target group, session by session contents,

education/ experience prerequisites, length, schedule, location, facilities required, accommodation

arrangements, costs per person and minimum / maximum number of persons.

Training details shall be provided during bid stage.

 All training material, i.e. hardware, software, books, notes etc. shall be supplied by the Vendor. The Vendor

Carigali Hess Operating Company Sdn Bhd (Carigali Hess) on behalf of its Shareholders and the Malaysia

Joint Authority (MTJA) is the operator of Block A-18 in the Malaysia-Thai Joint Development Area. The block

is located approximately 150 km NE of Kota Bharu in approximately 60m of water depth. The facilities include

central processing facilities at Cakerawala Production platform (CKP), a riser platform (CKR), and a number of

remote wellhead platforms (WHPs).

It is anticipated by early 2013, the current committed wellhead platforms (WHPs) will not be able to meet Sale

Gas DCQ of 790 MMscfd. Additional production will be needed to fulfill the Sale Gas Agreement obligation,

and such, WHP8 and WHP9 have been selected for development and ready to produce gas in 2013.

Bumi B (BMB) has been identified as WHP 8. The development of BMB requires the capability to handle a few

numbers of HPHT wells. The BMB Platform is to be located approximately 5.5 km to the North of BMA. The

BMB fluids will be transported to BMA via an intra-field pipeline where it is routed to CKR after commingling

with the BMA fluid via a topside tie-in. At CKR/CKP, the BMB production, together with Cakerawala, Bumi,

Bulan and Suriya streams will be combined for further processing, dehydration, CO2 removal, compression,

metering and sales.

1.2 Objective

This document presents the specification for electrical requirement for offshore mechanical package units for

WHP8 & WHP9 development project.

This document is a supplement to Carigali Hess document title “Specification for Electrical requirements for

offshore package units” doc no. CKG-EL-ES-0004 Rev.05. This document shall be read in conjunction withCKG-EL-ES-0004 Rev.05.

This document is prepared as an attachment to the mechanical package unit and hence has to be read in

conjunction with the main package unit/ equipment specifications.

1.3 Definition

The following terms, as used in this specification, assume the meanings given below:

1.4 Design Life

The Vendor shall design the package electrical equipment for 20 years expected design lifetime. Vendor shall

supply tropicalized equipment which has a proven track record in similar offshore operations extending over a

supply tropicalized equipment which has a proven track record in similar offshore operations extending over a

minimum period of two years.

2.0 SCOPE OF SUPPLY

Package Vendor’s quotation shall be expected to cover all costs pertaining to the supply of the equipment,

testing, hook-up material, and all documentation as described in the specification.

Vendor scope of work and supply shall include but not limited to the following:

  Package unit local control panel or package control panel (unless DCS operated)

  Electrical equipment such as electric motors, heaters, etc

  On skid trace heating (if required)

  On skid cabling, including interconnecting cabling for package units consisting of more than one skid

  On skid lighting for sight glasses, instrument read out, etc  Terminal boxes at skid edge for field connection by Vendor (except for motors)

  Cable glands for cables within skid

  On skid earthing system (safety and continuity)

  Earth bolts/bosses for skid earthing to structure

  Support for junction boxes

  Type test certificates for all motors in the project and all other equipment installed in hazardous area

classification

The equipments normally NOT required in Vendor scope are as listed below:

  Switchgears or motor starters and circuit breakers for equipment such as electric motors, heaters,

package unit local control panel supply, etc, shall generally be installed in centralized MCC or

distribution panel

  General area lighting

  Power supply cables from MCC or distribution panels to package unit equipments

  Control cabling from/ to Vendor equipment to package unit

Vendor shall submit full technical details of the electrical packaged equipment, which meet the requirements,

detailed herein.

Vendor shall submit Electrical Utility List/ Power Consumption List indicating all the Electrical consumersrating, rated voltage and number of power supply feeders required from COMPANY's distribution board during

Bid.

Vendor shall complete/ fill-in all information required in the motor datasheets for each motor in the package. In

addition, detailed motor datasheets and general arrangement drawing from the motor manufacturer shall be

submitted for COMPANY/CONTRACTOR review and approval.

3.0 STATEMENT OF COMPLIANCE

Vendor shall guarantee the equipment complies with this specification and is properly designed, constructed

and suitable for the specified requirements.

The equipment shall be tested in the Manufacturer’s works to prove capability and compliance with this

specification. All tolerances shall be in accordance with this specification, and relevant standards.

If the equipment fails to comply with the specification, COMPANY/CONTRACTOR reserves the rights to reject

the equipment, or allow the Vendor to rectify the problem and retest, free of charge to the

COMPANY/CONTRACTOR.

Vendor shall notify the CONTRACTOR of any apparent conflict between this Specification, Drawings,

Datasheets, Codes and Standard, and any other relevant documents. Resolution and/ or interpretation

precedence shall be obtained from CONTRACTOR in writing before proceeding with design/ manufacture.

Order of precedence in case of conflict between documents shall generally be:

  Local regulation and government Codes;

  Reference Project Standards and Specifications;

  Datasheets;

  Reference Drawings;

  International Codes and Standards;

The above order of precedence is only a general guide, where a conflict and/or discrepancy exist between this

specification and the above documents, drawings, codes, and/or standards, it is the responsibility of the

Vendor to bring it to the attention of the COMPANY immediately for decision and disposition of the

discrepancy or conflict.

In the event that the Vendor fails to highlight any discrepancies and/or conflicts, the most stringent

“All drawings submitted by the Vendor shall be prepared using AutoCAD Release 2002 and final drawings

shall be provided with CAD files. All documents shall be prepared in latest version of MS Office 2003

document.

CONTRACTOR/COMPANY reserves the right to request additional drawings and documents or copies of

drawings and documents to verify Purchase Order compliance without cost variation.

Vendor shall furnish soft copies of drawings/documents that are of suitable first generation quality. Drawings

that are, in COMPANY/CONTRACTOR’s opinion, not of suitable quality will be returned to the Vendor for

resubmission.

 Approval of drawings/documents by the CONTRACTOR/COMPANY shall in no way relieve the Vendor

responsibility for the correctness of information, their conformance with stated requirements or acceptability of

equipment and materials. This responsibility rests solely with the Vendor.

Vendor shall allow the CONTRACTOR/COMPANY fifteen (15) working days to review and respond to

Vendor's submission of documentation. The fifteen working days is defined as from time of receipt by the

CONTRACTOR/COMPANY to the time of despatch. Vendor shall allow this review period in his production

Recommended spares shall take into account related factors of equipment reliability, costs of parts and

availability of equipment service facilities.

 All spare parts furnished by the Vendor shall be wrapped and packed to preserve items as new condition

under normal storage condition. The same parts shall be properly tagged by stainless steel tags and coded so

that later identification as to their intended usage will be facilitated.

 All items supplied shall be packaged separately and clearly marked as ‘Spare Parts’ and shipped with the

equipment. Packing lists shall be furnished complete and in detail so that parts can be handled without un-

crating, if desired.

Manufacturer shall provide adequate and all commissioning and start-up spares including all Manufacturer’s

recommended spares.

6.0 PREPARATION FOR SHIPMENT

Vendor shall be responsible for preparation of the equipment for export shipment and completion of all

required preservation for storage in tropical climates for a maximum period of 12 months.

 A careful inspection shall be made to ensure that all operating instructions and label plates are in place,

legible and have not been obscured during painting operations. Each item shall be clearly identified with the

manufacturer’s name, address, Purchase Order and tag number.

The shipping crates shall be constructed of wood and suitably packed to protect all items against damage

during the shipment and storage. Miscellaneous shall be tagged or marked with the tag item number for which

they are intended. All such parts shall be suitably boxed, firmly attached to the main item and shipped with the

unit.

Protection shall be provided against atmospheric corrosion while in transit and while in outdoor storage. All

exposed machined surfaces shall be protected with an easily removable rust preventative compound.

The contents of all boxes or packages shall be recorded in detail on the packing list. The transported packageshall have the necessary fastenings, protections and lifting facilities to satisfy lifting and sea fastening loads

and restraints. Two complete set of the installation, operating and maintenance instructions shall be packed

and shipped with the unit.

Purchase Order. If any defect or mal-performance occurs during the guarantee period, the Vendor shall make

all necessary alterations, repairs and maintenance immediately and free of charge to the COMPANY.

Vendor shall be capable of supplying the services of a competent on-site commissioning technician and shall

be responsible for verifying proper installation and ensuring that the installation complies with the mechanical

and design requirements for proper equipment operation.

8.0 QUALITY ASSURANCE

Vendor shall operate a quality system satisfying the latest ISO 9001 Quality Standards, or agreed equivalent

standard, commensurate with the goods and services provided.

Vendor shall demonstrate evidence of Quality Assurance in all aspects of the Vendor’s current design and

manufacturing practices. Quality Control procedures covering all aspects of design, manufacturing, inspection

and test relevant to the equipment shall be included in accordance to the requirements.

9.0 TECHNICAL ASSISTANCE

Vendor shall provide technical assistance and support at the integration yard jobsite (onshore fabrication

yard), at site (offshore platform) to successfully complete the work, If required. As a minimum, Vendor

technical assistance is required for equipment installation, pre-commissioning, commissioning, offshore hook-

up, site acceptance test and training (if applicable).

Vendor shall provide procedures and checklist for equipment pre-commissioning and commissioning including

parameters for performance acceptance test.

Vendor to quote rates including mobilisation/demobilisation, daily rates and response time for onshore

fabrication yard, offshore platform technical assistance/support during Bid.

For offshore assistance, the Vendor personnel shall possess a valid medical and sea survival training

certificate.

Lighting fixtures installed on package units shall be of the fluorescent type. Fixtures on

platforms with hazardous areas shall be certified Ex „e‟. Industrial types shall be used innon-hazardous areas on the Living Quarters platform.

Through vision gauge glasses shall be illuminated by fluorescent type luminaires.

Luminaires in hazardous areas may be certified Ex „e‟. Industrial types may be used on

platforms which do not produce or process hydrocarbons.

 All electrical enclosures and internal components shall be marked in accordance with

the relevant drawings.

Component numbers shall be in line with component lists.

 All labels shall be fixed with 316L stainless steel screws. Traffolyte labels with black

characters on a white background shall generally be used. Warning labels shall be of

traffolyte having white characters on a red background.

316L stainless steel labels with engraved or embossed text shall be used in especially

corrosive areas.

Labels shall generally be fixed to a non-removable part of the installation and not to the

component itself.

 All socket-outlets shall be marked with voltage circuit number and origin distribution

board number.

Control stations shall be identified by labels adjacent to each station. Process tag

number, service description, origin distribution board and circuit number information

shall be included in these labels.

1.0 INTRODUCTION

1.1 General

Carigali Hess Operating Company Sdn Bhd (Carigali Hess) on behalf of its Shareholders and the Malaysia

Joint Authority (MTJA), are operators of Block A-18 in the Malaysia-Thai Joint Development Area. The block

is located approximately 150 km NE of Kota Bharu in approximately 60m of water depth The facilities

is located approximately 150 km NE of Kota Bharu in approximately 60m of water depth. The facilities

include central processing facilities at Cakerawala Production platform (CKP), a riser platform (CKR), and a

number of remote wellhead platforms (WHPs).

It is anticipated by early 2013, the current committed wellhead platforms (WHPs) will not be able to meetSale Gas DCQ of 790 MMscfd. Additional production will be needed to fulfill the Sale Gas Agreement

obligation, and such, WHP8 and WHP9 have been selected for development and ready to produce gas in

2013.

Bumi B (BMB) has been identified as WHP 8. The development of BMB requires the capability to handle a

few numbers of HPHT wells. The BMB Platform is to be located approximately 5.5 km to the North of BMA.

The BMB fluids will be transported to BMA via an intra-field pipeline where it is routed to CKR after

commingling with the BMA fluid via a topside tie-in. At CKR / CKP, the BMB production, together with

Cakerawala, Bumi, Bulan and Suriya streams will be combined for further processing, dehydration, CO2

removal, compression, metering and sales

1.2 Objective

This document amends and supplements to Carigali Hess document title “Specification for Electrical Cables

for High Voltage (HV) & Low Voltage (LV)” doc no. CKG-EL-ES-7909 Rev.08. This document shall be read

in conjunction with CKG-EL-ES-7909 Rev.08 with some additional / modified requirements laid down in thisdocument and Datasheet for Low Voltage Cables; doc no: 5155-BMB-ED-EL-7904.

These additional / modified items take precedence over those within CKG-EL-ES-7909 Rev.08.

This document is prepared as an attachment to the mechanical package unit / instrument package unit /

mechanical equipment and hence has to be read in conjunction with the main package unit / equipment

specifications.

1.3 Definition

1.4 Design Life

The Vendor shall design the equipment for 20 years design life. Vendor shall supply tropicalized equipment

which has a proven track record in similar offshore operations extending over a minimum period of two

years.

2.0 SCOPE OF SUPPLY

This document presents the specification for electric low voltage motors for the mechanical package units,

instrument package unit, mechanical equipment, etc. for WHP8 & WHP9 development project in Bumi-B

platform, that will define the minimum technical requirements for the design, manufacturing, inspection,

testing, supply of material including but not limited to the spare parts, special tools for maintenance, factory

testing and delivery of low voltage motors.

The Vendor’s quotation shall be expected to cover all costs pertaining to the supply of the equipment,

testing and documentation as described in the specification.

3.0 STATEMENT OF COMPLIANCE

Vendor shall guarantee the equipment complies with this specification and is properly designed,

constructed and suitable for the specified requirements.

The equipment shall be tested in the Vendor’s works to prove capability and compliance with this

specification. All tolerances shall be in accordance with this specification, and relevant standards as

mentioned in clause 2.1 of CKG-EL-ES-7909 Rev.08.

If the equipment fails to comply with the specification, COMPANY / CONTRACTOR reserve the rights to

reject the equipment, or allow the Vendor to rectify the problem and retest, free of charge to the

COMPANY/CONTRACTOR.

Vendor shall notify the CONTRACTOR of any apparent conflict between this Specification, Drawings,

Datasheets, Codes and Standard, and any other relevant documents. Resolution and / or interpretation

5. International Codes and Standards

The above order of precedence is only a general guide, where a conflict and / or discrepancy exist between

this specification and the above documents, drawings, codes, and/or standards, it is the responsibility of the

Vendor to bring it to the attention of the COMPANY immediately for decision and disposition of the

discrepancy or conflict.

In the event that the Vendor fails to highlight any discrepancies and / or conflicts, the most stringent

requirements shall apply. COMPANY / CONTRACTOR’s decision shall be binding on the Vendor without

any additional cost and schedule impact.

 All deviations from the requirements of the specification shall be clearly stated in the Bid documentation. In

the absence of such a statement, it shall be deemed that all requirements of this specification are fulfilled

without exception.

 All deviations from the requirements of the specifications shall be obtained approval from COMPANY /

CONTRACTOR in writing before proceeding with design / manufacture.

4.0 INFORMATION REQUIRED FROM VENDOR

Vendor shall submit with his bid the information listed below for every cable size included and specified in

the TRP.

a) The standards applicable to the cables offered.

b) Oxygen index and acidic emission factor of inner and outer sheath.

c) Standard drum length, size and weight.

d) Maximum cable length per drum, size and weight.

e) Dimensions.

1.0 INTRODUCTION

1.1 Scope

This specification covers the minimum requirement for the installation, testing and

commissioning of electrical facilities, which comprise all electrical installations for power

and lighting up to and including main supply facilities for instrument and process control

equipment and safeguarding systems telecommunication equipment etc

1.2 Definit ion of Terms

The following terms as used in this specification, assume the meanings given below:

COMPANY Carigali Hess Operating Company Sdn. Bhd., as the

 project developer and ultimate owner of the facility.

CONTRACTOR The company or consortium which is awarded the

main EPC contract of the project.

Independent Verification Party (IVP) The body or organisation appointed by the

COMPANY to carry out design verification and

quality assurance audit and/or inspection on behalf of

the COMPANY.

2.0 INSTALLATION

2.1 General 

2.1.1  The electrical installation shall be suitable for the environmental and design conditions given.

2.1.2 The electrical installation shall conform to good working practice of high quality and safety,and shall be neat and professional in accordance with good industry practice and

manufacturer’s recommendations.

2.1.3 The electrical installation shall be suitable for the life of the facility and ease of maintenance

and testing throughout.

2.1.4 The electrical installation shall be such that it is not liable to damage due to being kicked or

climbed and does not form a tripping hazard.

2.1.5 The electrical installation shall be performed by skilled craftsmen under competent

supervision.

2.1.6 All electrical works shall be executed strictly in accordance with construction drawings and

specifications. Deviation from drawings and specification shall be permitted only with the

approval of COMPANY.

2.1.7 Tools and test equipment shall be maintained in good working condition throughout with

current calibration certificates.

switchgear, etc. shall be protected in accordance with instructions from COMPANY and

manufacturers recommendations.

2.2 3 Space heaters and anti-condensation heaters mounted inside equipment shall be connected

and powered immediately upon final positioning or during long storage periods. Danger

notices shall be posted to indicate live equipment.

2.2.4 All equipment installed at outdoor locations and unfinished buildings shall be adequately

 protected against ingress penetration. Covers which are temporarily removed for

construction purposes shall be replaced when work is suspended. All open entries shall be

effectively sealed at all times against ingress of water and dust.

2.3 Hazardous Area Certification

2.3.1 These are shown on the Area Classification Drawings. All equipment to be installed within

hazardous areas must be suitable for such areas.

2.3.2 The installation of ‘Ex’ equipment shall be in accordance the equipment certificate of

conformity and the manufacturers instructions.

2.3.3 Site drilling of holes in certified Ex ‘d’ equipment is not allowed. Site drilling of holes in Ex

‘e’ and Ex ‘n’ equipment is subjected to manufacturers recommendation and COMPANY

approval.

Painting/Coating of Offshore Facilities.

2.4.3 Any welding shall be done in accordance with the specification on welding, AWS D1.1

Structural Steel Welding Code.

2.4.4 All fixing bolts, nuts and accessories shall be 316L stainless steel or non-corrosive material.

2.5.1 All electrical equipment shall be clearly identified by tag and/or service labels in accordance

with the drawings.

2.5.2 The labels shall be securely attached and must be visible after the equipment have been

finally located.

2.5.3 For removable items, such as relays, labels shall be installed on the mounting base and not on

the item itself.

2.5.4 On certified type equipment, the labels shall be tag number only fixed on the equipment

using an epoxy type adhesive, with tag and service labels affixed adjacent to the equipment.

2.5.5 All labels installed outdoor shall be corrosion resistant 316L SS or traffolyte with 316L

stainless steel screws. Dymotape labels shall not be used.

2.6 Energizing of Electrical Equipment

2.7.1 Temporary power supplies shall be provided during onshore construction and offshore hook-

up and commissioning.

2.7.2 Details of temporary power supply system shall be submitted to the COMPANY for approval

 prior to installation.

2.7.3 Power distribution throughout construction sites may only be energized after acceptance by

the COMPANY.

2.8 Electrical Equipment

2.8.1 Electrical equipment shall be installed in accordance with the installation instructions and

supporting drawings provided by the respective manufacturers.

2.8.2 Manufacturer’s supports drawings, together with weights and loading data for all electrical

equipment shall be checked against the design of the relevant buildings and equipment layout

 before installation.

2.8.3 Any equipment modifications required during installation shall be approved by the

COMPANY prior to implementation. All modifications shall be recorded and the

information incorporated in the ‘as-built’ drawings.

2.8.4 Electrical equipment shall be located so as to minimize the risk of damage due to vibration.

If such locations cannot be avoided, the use of anti-vibration mountings shall be considered.

2.8.5 Electrical equipment shall be so selected and located that it is unaffected by water, (including

2.8.7 Layout of Electrical Switchgear and MCC rooms shall permit practical installation of new

 panel or additional sections of Switchgear or MCCs.

2.8.8 Transformers 

Each transformer enclosure shall have a minimum of 1m clear space all round.

Transformers shall be positioned and oriented in such a way as to minimize cable crossings.

Transformers shall be located such that they can be practically removed for major

maintenance.

2.8.9 Switchgear and MCCs 

Switchgear and MCCs should only be installed when the switchgear and building works are

complete, so as to minimize the ingress of dust and dirt during and after erection.

Temporary air-conditioning shall be provided for the switchgear and MCC rooms before

erection commence.

Switchgear and MCCs supports shall be in accordance with manufacturer’s drawings and

shall be level to within the Manufacturer’s specified tolerances.

The floors of switchgear and MCCs rooms shall be smooth and level to permit the handling

of equipment on rollers regardless of whether cranage is provided.

All withdrawable switching devices shall be checked for free movement and correct

alignment.

2.8.10 Electric Motors 

Whilst in outdoor storage before commissioning, motors shall be provided with initial and

thereafter periodic preservation procedures in accordance with manufacturer’s instructions.

As a minimum these shall include proper sealing of motor shaft and cable entries, and for HV

motors, the energisation of the anti-condensation heaters.

The location of the remote control unit (RCU) and/or safety switch should be on the opposite

side of the motor to the main terminal box.

Where required, shim plates shall be of non-magnetic material.

2.8.11 The procedures for the installation of busducts require COMPANY approval.

2.9 Cabling

2.9.1 General

Reservation of appropriate routings and adequate space for cable installations shall be made

in coordination with other engineering disciplines concerned. A dimensional shop drawing

of cable routing plan shall be made before installation commences.

Cable ends of all types of cables shall be suitably sealed to avoid ingress of water during

HV Multicore 12D

Single core cables pertaining to three phase circuit shall be laid together and separated from

multi-core cables. They shall be laid in trefoil formation rather than laid flat except in the

case of short cable runs.

Instrument, telecommunication and computer/data cables shall be laid on trays/ladders

separated from those used for HV and/or LV cables.

The armour of cables shall be solidly bonded at both ends

2.9.2 Cable tray/ladders and supports

Cable tray/ladders including accessories, bends, risers, droppers, reducers, etc. shall be

supplied from one manufacturer.

Shop-drawings for cable routes shall be prepared in conjunction with piping and equipment

layouts to ensure that cables will avoid exposure to excessive heat, chemical, spillage,

mechanical damage, etc.

Stainless steel grade 316L cable tray/ladder and unistrut shall be used offshore.

All cable tray/ladder supports and all cabling support materials shall be corrosion resistant to

suit offshore environment, and painted/coated in accordance with document No.

CKG-ME-ES-0004 - The Painting/Coating of Offshore Facilities.

2.9.3 Cable Installation 

Cables shall be laid on racks, ladders or trays in accordance with the design and shop

drawings. Any deviation from the drawings shall be approved by the COMPANY.

Cables shall be supported by cable racks, trays or cable ladders all the way up to their

termination.

Cable penetrating through decks shall be protected from damage due to being kicked by the

application of heavy duty kick plates

application of heavy duty kick plates.

Cables entering equipment which may require to be replaced or removed for maintenance at

any time shall have its cable looped prior to entry.

Cables entry to equipment shall be from the bottom or side. Top cable entry is not permitted.

Cable splicing requires the approval of COMPANY.

Cables or cable supports shall not be fixed directly or indirectly to plant, equipment or piping

which may require removal or replacement.

Cables shall be terminated, glanded and tested shortly after installation. Uncompleted cable

installation shall be properly coiled, identified, supported and capped off to prevent

contamination.

The bending radius of cables shall not be less than that specified by the cable manufacturer

Cables shall be properly identified per service grade and segregated into groups in

accordance with the drawings.

Cables shall be installed with the use of pulleys, winches, drums and cable rollers. The

maximum pulling tensions stated by the manufacturer shall not be exceeded.

Cable installed inside horizontal racks/trays/ladders shall be fastened by means of nylon

coated or PVC jacketed 316 stainless steel tie wraps every three (3) metres. For vertical runs

of cable on racks/ trays/ladders, nylon coated or PVC jacketed stainless steel tie wraps shall

 be used to support the cables at one (1) metre spacing.

2.9.4 Cable Termination 

All steel braided armoured cable entries into equipment shall be made by means of suitable

 brass double compression cable glands. Barrier glands are required into Ex’d’ equipment

termination if the cable is not of the effectively filled type.

Certified plugs shall be used to blank off all unused entries in certified Ex ‘e’ and Ex ‘d’

equipment and similar certified adaptors shall be used to match metric glands to non-metric

equipment entries. Entries shall only be made in certified enclosures by the manufacturers.

In general, when lugs, wire pin, etc are used, they shall be of the compression type.

All wires shall be identified by means of ferrules of insulating material or by plastic code

markers. Marking shall be in accordance with the related design and manufacturer’s

drawings.

3.0 TESTING AND COMMISSIONING

3.1 General

3.1.1 All testing and commissioning activities shall be supervised by an authorised and competent

 person approved by COMPANY.

3.1.2 A formal electrical safety codes and practices shall be prepared and approved by COMPANY

 before any testing and commissioning works commence.

3.1.3 All testing and commissioning activities shall be offered for witnessing by COMPANY or

IVP representative.

3.2 Procedures and Responsibilit ies

3.2.1 The procedures and responsibilities for the pre-commissioning and commissioning activities

shall be prepared by CONTRACTOR and approved by COMPANY/IVP at least three

months before any pre-commissioning activities commence.

3.2.2 The procedures and responsibilities for the pre-commissioning and commissioning shall

cover both onshore and offshore activities.

3.2.3 CONTRACTOR shall maximise the pre-commissioning and commissioning activities

onshore at the fabrication yard and minimise the pre-commissioning and commissioning

activities offshore.

3.3.1 All pre-commissioning and commissioning activities shall be documented in an IVP

approved ‘Check Sheet’.

3.4 Test Equipment and Tools

All the test equipment and tools require for pre-commissioning and commissioning shall be

calibrated and maintained in good order throughout.

3.5 Funct ional Tests

3.4.1 CONTRACTOR shall prepare the functional test procedures for all equipment for

COMPANY/IVP approval at least three months before any tests commence.

3.4.2 Functional tests shall be carried out to demonstrate the correct operation of all equipment and

complete systems.

3.4.3 Special attention must be paid to equipment interfaces where there is a greater likelihood of

functional discrepancies.

3.4.4 Where complicated control and/or interlock systems are used, special case-by-case functional

check lists and system logic diagrams are needed to demonstrate compliance with the design

requirements.
