The project involves the transfer of 23 million m3/ a from the Berg River to existing Voelvlei Dam from 2021
It entails construction of a weir and abstraction works
Construction of the water transfer system at a discharge rate of approx. 4 m3/s (i.e. pump station and a 1.7mᴓ pipeline of about 6.3km long; 35m dynamic head), including off-take to the existing SwartlandWater Treatment Works to facilitate summer releases into the Berg River for environmental water requirements, thus eliminating the need to utilise the existing canal from which water losses occur
Construction of appurtenant works – fishway, canoe chute, roads, etc.
Project also entails the decommissioning of the existing canal that will be redundant due to the construction of the above
Electricity supply and associated installations to energise
the pump station
Implementation of measures to mitigate the impact of the
project on the environment, in accordance with the EA (June
2017) and EMPr (not yet in place)
The Employers procurement strategy is based on the FIDIC
Plant Design and Build Contract to implement this project.
We therefore require Professional Service Provider (PSP) to
provide the following services
Task 1: Tender Review
Task 2: Design Review
Task 3: Construction Monitoring
Task 4: Post Construction Monitoring
Task 5: Project Management
Task 1 : Tender Documentation Review
The employer (TCTA) has prepared the draft tender document for the Plant and Design Build Contract (FIDIC yellow book). The Consultant shall critically review the Tender document
The Consultant shall study all the existing information and provide the following services
Review of preliminary design, Consultant shall review previous designs, assess all relevant information and establish whether or not any additional information is required
The review and assessment will cover the following:
• Review the DWS feasibility study reports covering the planning and design of BRVAS to confirm the decisions and to determine where additional studies will be required to supplement available data
• Review the cost analysis of the system
• Review of position and layout of the infrastructure
• Review the operation rule/philosophy of the scheme
• We will expect the Consultant to identify gaps, discrepancies, errors or omissions and give recommendations
Tender Evaluation and Award of the Plant & Design Build
Contract
The Consultant shall assist TCTA with the tendering process and establishment of the Plant and Design Build Contract
In conjunction with TCTA, Consultant will organize a site inspection and meetings for Tenderers as well as assist in providing clarifications during the Tender
Participate in contract negotiations between TCTA and the preferred Tenderer
Participate in the preparation of the Memorandum of Understanding (MOU)
Environment (Natural and Social)
The Consultant will be expected to review and make inputs
into the Environmental Management Programme for
construction as required to be submitted to Department of
Environmental Affairs
Consultant shall also highlight specific areas where
environmental and social requirements may impose
particular conditions or create operational restraints on the
project
Land Acquisition
Consultant shall provide ongoing support prior to commencement of the Plant and Design Build Contract to ensure that contractors will be given access to site timeously
Health and Safety
Consultant shall ensure compliance with OHS act and the Construction Regulations 2014
These are the tasks under Task 1
Task 2: Design Review
Consultant will review and/or approve documents submitted
by the Contractor
Documents such as field investigation reports, studies and
surveys, designs, schedules and drawings
Environmental (Natural and Social) documents from the
Contractor will be reviewed by Consultant as well.
Task 3: Construction Monitoring
The Consultant shall provide suitably qualified personnel to monitor and administer the Plant and Design Build Contract
Task 4: Post Construction Monitoring
The objective of this task is to monitor completed infrastructure during the defects liability/notification period
Task 5: Project management
Project management section covers all the tasks required to fulfil Project Management requirements. This task is applicable to all the tasks above:
