FOREWORD

Th i s r e p o r t was prepared under a subcon t r ac t wi th Union Carbide Corpora t ion , Nuclear D iv i s ion , a United S t a t e s Energy Research and Development Administra- t i o n (ERDA) c o n t r a c t o r . This subcon t r ac t was adminis te red by the O f f i c e of Waste I s o l a t i o n (OWI) , program manager f o r t h e Nat iona l Waste Terminal S torage (NWTS) Program. The p r i n c i p a l o b j e c t i v e of t he NWTS Program is t o provide f a c i l i t i e s i n v a r i o u s deep geologic formations a t m u l t i p l e l o c a t i o n s i n , t h e United S t a t e s t h a t w i l l s a f e l y d ispose of t he r a d i o a c t i v e waste genera ted by commercial ope ra t ions and t h a t must be d e l i v e r e d t o a f e d e r a l r e p o s i t o r y f o r t e rmina l s to rage . These f e d e r a l r e p o s i t o r i e s w i l l be l i c e n s e d by the Nuclear Regulatory Connnission (NRC).

The NRC g e n e r a l l y r e q u i r e s t h a t a s a f e t y a n a l y s i s r e p o r t be prepared by the a p p l i c a n t f o r a l i c e n s e f o r a major f a c i l i t y t h a t i s a p a r t o f t h e nuc lea r f u e l cyc l e . ERDA a l s o r e q u i r e s s a f e t y a n a l y s i s r e p o r t s (SARs) t o be prepared f o r a l l new nuc lea r f a c i l i t i e s cons t ruc t ed under i t s programs. Nei ther ERDA nor NRC has developed g u i d e l i n e s f o r the c o n t e n t s of SARs f o r f e d e r a l waste r e p o s i t o r i e s . I. BACKGROUND

A t p r e s e n t , f e d e r a l r e g u l a t i o n s and requirements f o r t he l i c e n s i n g o r approval of a waste r e p o s i t o r y f a c i l i t y do not e x i s t . It i s a n t i c i p a t e d t h a t i n t h e f u t u r e , P a r t 60 of T i t l e 10 of the Code of Federa l Regulat ions (10CFR60) w i l l be developed .and w i l l c o n t a i n requirements f o r a waste r e p o s i t o r y comparable t o those of 10CFR50 f o r nuc lea r power p l a n t s , i nc lud ing Genera 1 Design C r i t e r i a , (10CFR50, Appendix A) .

' It i s prudent t o assume t h a t , p r i o r t o t he c o n s t r u c t i o n of a waste repos- i t o r y f a c i l i t y , t h e ERDA w i l l be, r equ i r ed t o submit an SAR t o the Nuclear Regulatory Commission (NRC). A s wi th SAR's f o r o t h e r nuc lea r f a c i l i t i e s , t h i s r e p o r t must d e t a i l the c h a r a c t e r i s t i c s of t h e proposed f a c i l i t y and of the proposed s i t e a r e a , and d e s c r i b e t h e p o t e n t i a l f o r s a f e t y - r e l a t e d i n t e r a c t i o n s between t h e f a c i l i t y and s i t e . Since t h e NRC has not y e t i s sued a format guide f o r the p r e p a r a t i o n of such a r e p o r t , OW1 has proceeded independent ly wi th t h e development of a n o u t l i n e which w i l l s e rve a s t he b a s i s f o r t he ERDA des ign and f a c i l i t y l i c e n s i n g a c t i v i t i e s .

The N R C ' s l i c e n s i n g procedures f o r nuc lea r power p l a n t s and o t h e r produc- t i o n and u t i l i z a t i o n f a c i l i t i e s a s s o c i a t e d w i t h t h e nuc lea r f u e l cyc l e g e n e r a l l y r e q u i r e the t a Pre l iminary S a f e t y Analys is Report (PSAR) be submitted t o NRC by t h e a p p l i c a n t f o r a c o n s t r u c t i o n permit and t h a t a F i n a l S a f e t y Ana lys i s Report (FSAR) be submit ted by the a p p l i c a n t f o r a n ope ra t ing l i c e n s e . Th i s PSAR-FSAR terminology has been r e t a i n e d through- ou t t h i s r e p o r t .

Under s e p a r a t e subcon t r ac t s the S tanford Research I n s t i t u t e (SRI) and .

B a t t e l l e Memorial I n s t i t u t e .(BMI) have prepared d r a f t o u t l i n e s - f o r a waste r e p o s i t o r y f a c i l i t y SAR. These two proposed SAR format o u t l i n e s form the i n i t i a l b a s i s f o r t h i s s tudy.

11. OBJECTIVE

The o v e r a l l o b j e c t i v e of t h i s s tudy was t o provide l i c e n s i n g engineer ing guidance t o the Of f i ce of Waste I s o l a t i o n towards the development of a waste r e p o s i t o r y f a c i l i t y . S p e c i f i c a l l y , t he o b j e c t i v e s of our s tudy were . to:

1. Review and develop comments on two proposed SAR format o u t l i n e s i n l i g h t of p a s t nuc lea r l i c e n s i n g experience and c u r r e n t U.S. Nuclear Regulatory Conrmiss i on Regulatory Guides. The documents reviewed were "Proposed O u t l i n e of S a f e t y Analys is Report f o r F a c i l i t i e s f o r Geologic I s o l a t i o n of Radioact ive Wastes ," Y/OWI/SUB-77122320, June 1977, by S tanford Research I n s t i t u t e , and "Proposed Out l ine f o r a Sa fe ty Analys is Report f o r -8 Radioact ive Waste Reposi tory," Y/OWI/SUB- 76/7253/1, May 1977 by B a t t e l l e Memorial I n s t i t u t e , Columbus ~ a b o r a t o r i e s Div is ion .

2. Provide a schedule con ta in ing guidance on the p repa ra t ion , review and submi t t a l o f SARfs f o r a waste r e p o s i t o r y f a c i l i t y .

3. I d e n t i f y any s t u d i e s o r development i tems toge the r w i th recommended t iming and j u s t i f i c a t i o n s of t h e i r need, should i t become apparent dur ing t h e development of t a s k s (1) and ( 2 ) above, t h a t a d d i t i o n a l in format ion would be necessary f o r the t imely l i c e n s i n g of a waste r e p o s i t o r y f a c i l i t y .

A . SAR Format Out l ine

An SAR format and con ten t guide which s a t i s f a c t o r i l y add res ses t he s a f e t y concerns r e q u i s i t e t o a waste r e p o s i t o r y f a c i l i t y can be developed w i t h i n the fundamental framework of Regulatory Guide 3.26 by the inco rpora t ion of t h e s a l i e n t f e a t u r e s of both the BMI and SRI proposed o u t l i n e s a s p a r t i a l l y i nd ica t ed i n Sec t ion I V of t h i s r e p o r t .

2. The chap te r s r e q u i r i n g t h e most s u b s t a n t i a l f u r t h e r r e v i s i o n and/or development a r e Chapter 3 " S i t e C h a r a c t e r i s t i c s , " Chapter 5 " F a c i l i t y Descr ip t ion ," and Chapter 6 "Process Systems." Addi ' t ional develop- ment would c o n s i s t of completing the f i n e s t r u c t u r e of t h e format and inco rpora t ing c o n s i s t e n t con ten t d e s c r i p t i o n s and c ros s - r e fe rences wi th i n the f orma t framework .

The review of the two (2) proposed SAR Format Guides, "Proposed Ou t l ine of Sa fe ty Analys is Report f o r F a c i l i t i e s f o r Geolopic I s o l a t i o n o f Radio- a c t i v e Wastes," Y/OWI/SUB-77122320, June 1977, by S tanford Research I n s t i t u t e , (SRI o u t l i n e ) and "Proposed Ou t l ine f o r a ~ a f e t ~ " ~ n a l ~ s i s Report f o r a Radioact ive Waste Reposi tory," Y/OWI/SUB-76/7253/1, May 1977, by B a t t e l l e Memorial I n s t i t u t e , Columbus Labora to r i e s Div is ion (BMI o u t l i n e ) , was conducted i n two phases. F i r s t , t h e genera l format and con ten t of the SRI and BMI O u t l i n e s were reviewed a g a i n s t c u r r e n t NRC SAR Format Guides from Div i s ion 1, Power Reac tors , and Div i s ion 3, Fue l s and M a t e r i a l s F a c i l i t i e s , t o g a i n a n overview of the degree of conformity wi th e x i s t i n g formats and t h e e x t e n t o f compliance i n address ing t h e informat iona l concerns of t h e Commission. The second phase cons i s t ed of a d e t a i l e d review of both format and con ten t cons ide r ing t h e unique f u n c t i o n a l char - , a c t e r i s t i c s of a waste r e p o s i t o r y f a c i l i t y .

A. Format and Content Overview

A fundamental assumption on which t h i s review i s based i s t h a t NKC r e g u l a t o r y requirements , s i m i l a r t o those .presented i n 10CFR50.34, 10CFR50.35 and 10CFR70, w i l l be developed and incorpora ted i n t o lOCFR60. From these r e g u l a t i o n s t h e NRC w i l l then g e n e r a t e Regulatory Guides express ing t h e i r i n t e r p r e t a t i o n of t h e requirements necessary t o comply wi th t h e e s t a b l i s h e d r egu la t ions . However, u n t i l such t i m e t h a t the NRC has completed 10CFR60 f o r p u b l i c a t i o n and use , guidance must be obta ined from jud ic ious , s e l e c t e d r e fe rence t o e x i s t i n g r e g u l a t i o n s and r e g u l a t o r y guides.

The NRC Regulatory Guides u t i l i z e d i n t h i s review were:

It should be noted t h a t R.cguletory Guides 3.5 "Guide t o t h e Contents of App l i ca t ion f o r Uranium M i l l i n g Licenses" February 1973; 3.15 "Standard Format and Content of L i c e n s e App l i ca t ions f o r S torage Orily of Uni r rad ia ted Reactor Fuel and Assoc ia ted Rad ioac t ive Mater ia l" October 1973; and 3.24 "Guidance on the License A p p l i c a t i o n , S i t i n g , Design, and P l a n t P r o t e c t i o n f o r a n Independent Spent Fue l S torage I n s t a l l a t i o n " December 1974, were considered but no t included i n t h e format and con ten t comparison because t h e i r s t r u c t u r e and content were n o t developed t o the corresponding l e v e l of d e t a i l ; however, a d d i t i o n a l i n s i g h t i n t o the s a f e t y concerns of NRC was obtained by eva lua t ing these guides a s w e l l ,

Of t h e fou r guides used i n t he comparison, Regulatory Guide 3.26 was chosen a s t he r e f e rence format because: a ) i t was u t i l i z e d by both SRI and BMI i n t h e i r o u t l i n e guide p repa ra t ion e f f o r t and, t h e r e f o r e , should a i d i n developing c o n s i s t e n t 'review comments; b) i t r e p r e s e n t s c u r r e n t M C guidance (even though Regulatory Guide '3.39, t h e most r e c e n t D i v i s i o n ' 3 format guide, was i ssued almost a yea r l a t e r t han Regulatory Guide 3 . 2 6 , ' t h e con ten t only d i f f e r s i n Chapmter 6 where the process systems a r e desc r ibed ) and c ) our i n v e s t i g a t i o n s i n d i c a t e t h a t a l l major s a f e t y concerns f o r a waste r e p o s i t o r y f a c i l i t y w i l l most l i k e l y f i t w i t h i n t h e format s t r u c t u r e of Regulatory Guide 3.26. The s e l e c t i o n of Regulatory Guide 3.26 a s t h e r e f e rence format does n o t imply t h a t e q u a l l y a t t r a c t i v e a l t e r n a t e approaches could n o t be employed. A t the p re sen t s t a g e of waste r e p o s i t o r y f a c i l i t y development a r i g i d SAR format o u t l i n e should n o t be expected; changes should be a n t i c i p a t e d and allowance made f o r i nco rpora t ion of t hese changes i n t o t h e SAR development plans. . . - .

The format and con ten t overview comparison has been summarized and i s presented i n Table 1. This summary i n d i c a t e s t h e l e v e l of agreement of both t h e format and d e s c r i p t i v e con ten t of the BMI and SRI proposed waste r e p o s i t o r y o u t l i n e s with Regulatory Guide 3.26, Fuel Reprocessing P l a n t s , SAR Format Guide. Add i t iona l ly , SAR Format Guides 3.25 - Uranium Enrichment F a c i l i t i e s , 3.39 - Plutonium and Fuel F a b r i c a t i o n P l a n t s , and 1.70, Rev 2 - Nuclear Power P l a n t s a r e compared on a chap te r by chap te r b a s i s wi th Regulatory Guide 3.26 i n Table 1. Regulatory Guide 3.25, whi le con ta in ing l e s s d e f i n i t i v e con ten t guidance than e i t h e r Regulatory Guides 3.26 o r 3.39, was included t o demonstrate t he precedence f o r inc luding " U t i l i t y and Support Systems" i n Chapter 5 " F a c i l i t y Design" r a t h e r t han i n Chapter 6 "Process Systems."

The comparative terms used i n t he summary, i n decreas ing o r d e r of s i m i l a r i t y a r e : .a .

On d e t a i l e d examination i t became apparen t t h a t the o u t l i n e was ove r ly concept s p e c f f i c and t h a t the o u t l i n e s t r u c t u r e conta ined t o o much r e p e t i t i o n . Some of t he format d i f f i c u l t i e s may have been introduced by f o r c e f i t t i n g t o Regulatory Guide 3.26 format (Fuel Reprocessing p l a n t s ) . It should be noted t h a t both Regulatory Guides 3.26 and 3.39 a r e geared t o b a s i c a l l y chemical p rocesses and t h a t t h e format s t r u c t u r e of t he f a c i l i t i e s d e s c r i p t i o n chap te r a l s o r e f l e c t s t h i s p rocess o r i e n t a t i o n , however, no t n e a r l y a s much a s Chapter 6 "Process Systems." V. SAR SCHEDULE GUIDANCE

SAR scheduling can be viewed from two a spec t s . The SAR development a c t i v i t i e s can be considered a s f r a g n e t s ( l o g i c sequence i n p u t s ) t o the o v e r a l l p r o j e c t schedule o r , a t the o t h e r extreme, the SAR, from planning inpu t s t a g e t o d e l i v e r y of t h e f i n a l bound copy, can be t r e a t e d a s a t o t a l schedule i n i t s e l f . Both viewpoints must be examined and subsequent ly meshed i n o rde r t o develop a c o n s i s t e n t o v e r a l l p r o j e c t schedule. The approach u t i l i z e d i n t h i s s tudy was t o main ta in t h e o v e r a l l p r o j e c t schedule a s a f i xed c o n s t r a i n t and developa r e a l i s t i c d e t a i l e d PSAR schedule w i t h i n the given framework; t h i s approach i s based mainly upon t h e document development phi losophy u t i l i z e d f o r many nuc lea r power p l a n t p r o j e c t s . I n a d d i t i o n , i t has been assumed t h a t the SAR document a c t i v i t y f o r the waste r e p o s i t o r y f a c i l i t y i s n o t on the c r i t i c a l pa th so t h a t maximum SAR manday e f f i c i e n c y can be achieved. This impl ies t h a t a s u b s t a n t i a l change i n t he d u r a t i o n of any SAR p repa ra t ion a c t i v i t y w i l l n o t s i g n i f i c a n t l y a f f e c t the o v e r a l l p r o j e c t schedule. I f t h i s i s not t he ca se , a l t e r n a t e schedules can be developed t h a t c o n t a i n g r e a t e r use of p a r a l l e l a c t i v i t i e s t o sho r t en t h e SAR d r a f t p repa ra t ion time d u r a t i o n a t t he . added expense of both a d d i t i o n a l manpower and.mandays.

The key s t a r t and s t o p d a t e s were obtained from OW1 and a r e l i s t e d i n Table 4. I n t he event of s u b s t a n t i a l ' change i n any of t he l i s t e d key d a t e s , a review of t he SAR schedule impact should be performed t o uncover p o t e n t i a l incon- s i s t e n c i e s and ga in advance warning of any r e s u l t i n g p r o j e c t schedule s l ippage .

I n o rde r t o maximize t h e SAR p repa ra t ion guidance, t he d e t a i l e d SAR schedule has been l i m i t e d t o t he PSAR s t age . This s e l e c t i o n was based on the judgment t h a t more and v a r i e d d i f f i c u l t i e s w i l l be encountered i n t h e PSAR p repa ra t ion than i n FSAR p repa ra t ion , and i t i s q u i t e ev iden t t h a t t h e r e i s cons iderably l e s s l ead time f o r PSAR p repa ra t ion than f o r FSAR p repa ra t ion . I n a d d i t i o n , the FSAR o f f e r s t h e a l t e r n a t i v e development approach of a c o n t i n u a l , low l e v e l of e f f o r t , updat ing of t he PSAR a s a means of compiling the SAR document, whereas t he PSAR r e q u i r e s a major, r e l a t i v e l y s h o r t term, e f f o r t .

The chap te r by c h a p t e r PSAR development s c h ~ d u l e shown on Figure 2 i s based upon t h e r e f e rence format developed i n Sec t ion I V and inc ludes the i n t e r f a c i n g a c t i v i t i e s of engineer ing , s i t e r e l a t e d a c t i v i t i e s and suppor t ing s t u d i e s . The l o g i c behind t h e s e q u e n t i a l p repa ra t ion of t h e PSAR c h a p t e r s has been b r i e f l y summarized i n a ma t r ix on Figure 3 and i n d i c a t e s t h e p r e r e q u i s i t e SAK chap te r con ten t knowledge r e q u i r e ? f o r a c o n s i s t e n t , complete PSAR document. A l t e r n a t e development schedules and sequence ma t r i ce s can be prepared i n a s i m i l a r manner f o r o t h e r assumed format s t r u c t u r e s .

Chapter 4 - Thi s chap te r should draw upon Chapters 3 and 9 and publ ished r e g u l a t o r y g u i d e l i n e s i n i t s i n i t i a l s t ages . The c r i t e r i a developed i n Chapter 4 w i l l be app l i ed t o t he f a c i l i t y des igns descr ibed i n Chapter 5 and t o t h e systems housed i n t h e s e f a c i l i t i e s i n Chapter 6. The c r i t e r i a developed i n Sec t ion 4.3 should subsequent ly be cross-checked a g a i n s t Chapter 9 , Sec t ion 6.1.4 and Sec t ion 3.7. Chapter 7 - Thi s c h a p t e r p re sen t s t h e des ign b a s i s and suppor t ing a n a l y s i s f o r demonstrat ing t h a t a l l r a d i o a c t i v e and non-rad ioac t ive waste m a t e r i a l s generated o n - s i t e w i l l be contained s a f e l y over the o p e r a t i o n a l l i f e of t h e waste i s o l a t i o n f a c i l i t y . This chap te r may a l s o provide g u i d e l i n e s f o r o f f - s i t e d i s p o s a l of s o l i d was tes and contaminated equipment should t h i s method be se l ec t ed . Chapter 8 - The o f f - s i t e dose assessment i s t h e key c o n t r o l l i n g a c t i v i t y i n Chapter 8 , and the development of t h i s chap te r r e q u i r e s i npu t from Chapters 3 , 5 , 6 , 7 and 9 a s wel l a s a working environmental dosimetry model.

Chapters 10, 11 and 12 have a minimum of i n t e r f a c i n g and can be u t i l i z e d t o smooth o u t t he manpower loading dur ing SAR d r a f t p repara t ion .

Chapter 10 - This chap te r r e q u i r e s a cons ide ra t ion o f app ropr i a t e r e g u l a t o r y requirements and inpu t from Chapter 6. This chap te r can be considered t o be a low l e v e l o f - e f f o r t a c t i v i t y t o be developed du r ing s l a c k per iods and a s such, should not have any apprec i ab le impact on t h e o v e r a l l schedule.

Chapter 1 - This chap te r i s a gene ra l d e s c r i p t i o n o f the key f e a t u r e s of t he p l a n t . A s t h e schedule shows,the w r i t i n g of t h i s chap te r should begin when the f i r s t d r a f t s of a l l o t h e r c h a p t e r s of t h e PSAR a r e e i t h e r completed o r a r e over 70 percent complete. Subchapter 1.5 i tems r e q u i r i n g f i ~ t t h e r t e c h n i c a l in format ion w i l l most l i k e l y r e q u i r e i n p u t from Chapters . 5 . and 6.

Chapter 2 - The l a s t scheduled chap te r sununarizes a l l a s p e c t s which r e l a t e t o provid ing safety f o r the p r n t e c t i o n of opera t ing personnel and the pub l i c dur ing the a c t i v e ope ra t ing per iod and t h e extended pass ive per iod . The r a d i o l o g i c a l impact of normal and abnormal ope ra t ions i s the key a c t i v i t y and r e q u i r e s i n p u t mainly from Chapters 3 , ,5, 6 , 8 and 9.

The fo l lowing obse rva t ions a r e o f f e r e d f o r guidance a s a r e s u l t of a review of ' t he PSAR sctiedule.

Due t o the l a t e s e l e c t i o n of t he intended s i t e , p a r a l l e l e f f o r t s i n s i t e da ta c o l l e c t i o n a t s e v e r a l s i t e s may be r equ i r ed . Th i s w i l l then r e q u i r e a s u b s t a n t i a l l y l a r g e r da ta r educ t ion program l ead ing t o e i t h e r a number of d r a f t s of Chapter 3 corresponding t o t he va r ious candida te s i t e s o r t h e gene ra t ion of a combined, enveloping, Chapter 3 ( S i t e C h a r a c t e r i s t i c s ) . The over lapping of T i t l e 1 Engineering (Prel iminary Design) and t h e PSAR chap te r development w i l l r e q u i r e c l o s e i n t e g r a t i o n i n o r d e r f o r t h e SAR t o r e f l e c t t he c u r r e n t s t a t u s of des ign . Advance c o n t a c t wi th the T i t l e 1 engineer w i l l be necessary so t h a t good q u a l i t y gene ra l arrangement drawings w i l l be a v a i l a b l e f o r i n c l u s i o n i n Chapter 5.

3. With t h e overlapping of the des ign , s i t e s e l e c t i o n and PSAR p repa ra t ion , i t i s almost c e r t a i n t h a t . PSAR Amendments w i l l be requi red and, con- sequent ly , should be planned f o r .

4 . The development of a c c i d e n t s c e n a r i o s must be based on conceptua l design. This w i l l then r e q u i r e a cons t an t in format ion exchange between t h e a c c i d e n t s t u d i e s group and t h e group developing T i t l e 1 des ign t o i n s u r e t h a t a l l c r e d i b l e a c c i d e n t s a r e being included and a d d i t i o n a l l y , t h a t those a l r e a d y addressed a r e s t i l l v a l i d f o r i nco rpora t ion i n t o t h e PSAR.

5. P r i o r exper ience on a f i r s t o f a kind f a c i l i t y SAR i n d i c a t e s t h a t a c h a p t e r by chap te r o u t l i n e prepared and reviewed p r i o r t o t h e -commence- ment of chap te r d r a f t p repa ra t ion w i l l h e l p s i g n i f i c a n t l y i n p repa ra t ion e f f i c i e n c y , document c o n t i n u i t y and c h a p t e r c ros s - r e fe renc ing . Th i s o u t l i n e development a c t i v i t y i s shown on F igu re 2 i n p a r a l l e l w i th s t u d i e s and i n v e s t i g a t i o n s .

V I . SUGGESTIONS FOR ADDITIONAL SAR SUPPORT EFFORTS

It i s recommended t h a t t h e fo l lowing e f f o r t s be undertaken w i t h i n the time frames ind ica t ed i n o r d e r t o f a c i l i t a t e t h e t imely completion of SAR p r e p a r a t i o n a c t i v i t i e s f o r t h e waste r e p o s i t o r y f a c i l i t y :

1. I n i t i a t e a s tudy of acc iden t s c e n a r i o s f o r i s o l a t e d was tes s t o r e d i n deep geologic formations based upon t h e conceptua l f a c i l i t y des ign . T h i s s tudy should mechan i s t i ca l ly d e f i n e the p o t e n t i a l pa ths of waste r e l e a s e t o t h e biosphere and thus s e r v e a s t h e b a s i s f o r SAR Chapter 9 "Accident Sa fe ty Analys is ." A s the p re l imina ry des ign is def ined t h e s tudy should be expanded t o i nc lude f a i l u r e mode and mal funct ion even t s i n o rde r t o complete abnormal and a c c i d e n t i t ems which a r e t o be addressed i n Chapter 9. I n a d d i t i o n , t h i s s tudy should. provide the m a t e r i a l needed t o i n t e g r a t e SAR subchapter 3.7,'Summary of ( S i t e ) Condit ions A f f e c t i n g F a c i l i t y Cons t ruc t ion and Operat ing Requirements," subchapter 5.4 "Below Ground F a c i l i t i e s , " subchapter 6.1.4, " I d e n t i f i c a - t i o n of I tems f o r S a f e t y Analys is Concern" ( ~ i . o c e s s Systems), and the "Accident Sa fe ty Analysis" of Chapter 9.

The s tudy of acc ' ident s cena r ios should provide a comprehensive a n a l y s i s w i t h a t a b u l a t i o n of mal func t ions and a c c i d e n t s s o t h a t no unan t i c ipa t ed

Based upon t h e review, f i n a l mod i f i ca t ions could then be made t o t he proposed SAR format guide.

Review a l l 10 d i v i s i o n s of t h e USNRC ~ e ~ u l a t o r ~ Guides f o r p o s s i b l e a p p l i c a b i l i t y t o t h e waste t e p n s i t n r y f a c i l i t y , I d e n t i f y those t h a t have d i r e c t a p p l i c a b i l i t y and those t h a t c o n t a i n some degree of phi losophy guidance f o r f a c i l i t y des ign , c o n s t r u c t i o n and/or ope ra t ion . Th i s a c t i v i t y w i l l provide guidance t o t h e des igne r s and a l s o a s s i s t i n l i c e n s i n g defense a c t i v i t i e s by supplying a ready r e fe rence of e x i s t i n g NRC c r i t e r i a .

To be of maximum b e n e f i t t h i s t a s k should be completed p r i o r t o the s t a r t of T i t l e 1 Engineering and then reviewed a g a i n p r i o r t o PSAR submi t t a l .
