BACKGROUND

On 26 and 27 January 2013 Santiago, Chile will host the Summit of Heads of State and Government of the Community of Latin American and Caribbean States (CELAC) and the European Union (EU). The central theme for the Summit will be: “Alliance for Sustainable Development: Promoting Social and Environmental Quality Investments”.

As part of the preparatory process for the Summit, a CELAC-EU Ministerial Meeting will be held in the city of Puerto Varas, Chile, to adopt concrete proposals for policies or measures that may be submitted to the Summit of Heads of State or Government based on its central theme.

PURPOSE

The matters to be discussed at this meeting will be focused primarily on Investments, Corporate Social Responsibility and the promotion of Entrepreneurship and Innovation (momentum to I+D+ i and technology transfer), with emphasis on SMEs. These are highly important and useful issues for both regions with a view to develop better public policies.

This meeting is highly significant, since its conclusions are expected to serve as input for the discussions of Heads of State and Government in the 2013 CELAC- EU Summit.

Antecedentes:

Los días 26 y 27 de enero de 2013 se llevará a cabo, en Santiago de Chile, la Cumbre de los Jefes de Estado y de Gobierno de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) con la Unión Europea (UE). El tema central de este evento será: “Alianza para un Desarrollo Sustentable: Promoviendo Inversiones de Calidad Social y Ambiental”.

Como parte del proceso preparatorio de la Cumbre, se efectuará la Reunión Ministerial de CELAC-UE en la ciudad de Puerto Varas, Chile con la finalidad de adoptar propuestas concretas de políticas o medidas que puedan ser presentadas a la Cumbre de los Jefes de Estado o Gobierno, a partir del tema principal de la misma.

Propósito:

Las materias a tratar en esta reunión estarán enfocadas, principalmente, a las Inversiones, a la Responsabilidad Social Empresarial y al fomento al Emprendimiento y la Innovación (impulso a la I+D+i y a la transferencia tecnológica), con énfasis en las PyMES. Se trata de temas de alta importancia y utilidad para ambas regiones con la finalidad de desarrollar mejores políticas públicas.

Se destaca la importancia del encuentro, dado que se espera que las conclusiones sirvan de insumo para los debates de los Jefes de Estado y Gobierno en la Cumbre CELAC – UE de 2013.

Situada en la Provincia de Llanquihue, en la X Región de Los Lagos, y muy cerca de Puerto Montt, Puerto Varas es conocida como una de las ciudades más bellas y turísticas de la zona sur patagónica chilena. Desde ella se puede acceder al paso internacional Peulla que lleva hacia Bariloche (Argentina) siguiendo una ruta que bordea el espectacular lago Llanquihue, los saltos del río Petrohué, los faldeos del Volcán Osorno y que atraviesa el Lago Todos los Santos y el Parque Nacional Vicente Pérez Rosales. Puerto Varas es también conocida como la ciudad de las rosas, por la profusión de rosales plantados en sus calles. Su gastronomía se destaca por la repostería y comidas tradicionales alemanas, que pueden encontrarse en muchos de los cafés, restoranes y hoteles de la zona. También hay una interesante gastronomía asociada a las buenas carnes del sur de Chile (vacuno, cordero, ciervo, jabalí, cerdo y otros), a las cecinas y cervezas hechas por descendientes de colonos alemanes, a los pescados y mariscos del vecino y pintoresco Puerto Montt, a los quesos sureños y a la industria del salmón que ha aportado un gran desarrollo a la región.

Esta zona del sur de Chile es también una gran productora de berries como frambuesas, arándanos, moras y otros, que pueden comprarse en su estado natural o transformadas en artesanales mermeladas, conservas y licores.

A 50 kilómetros de Puerto Varas se encuentra el Río Petrohué, considerado a nivel nacional e internacional uno de los mejores para la pesca dada la gran diversidad de especies.

Puerto Varas is also known as the city of roses, for its manicured rose gardens lining its streets. Its gastronomy stands out for its pastries and traditional German cuisine, which can be found in many of the cafes, restaurants and hotels speckled in the area. There is also an interesting gastronomy that is associated with fine meat from the South of Chile (beef, lamb, deer, boar, pig, and others), going from the sausages and beers prepared by descendants of German settlers, to the fish and sea food from the neighbouring and picturesque Puerto Montt, and wide array of cheeses, as well as the salmon industry which has brought great

development to the region.

This area in the South of Chile is also a major producer of berries such as raspberries, blueberries, blackberries, and others, which can be purchased in their natural state or processed in homemade jams, preserves and liqueurs.

And 50 Km from Puerto Varas lies the Petrohué River, acclaimed at national and international level as one of the best rivers for fishing given its great diversity of species.

El Volcán Osorno cuenta con un centro de esquí que se encuentra a menos de una hora de la ciudad, al cual se puede acceder por una ruta totalmente pavimentada hasta el refugio Teski Club, que va bordeando el Lago Llanquihue. Por estar justo en la ribera del lago, el centro de esquí tiene una vista espectacular sobre la región, divisándose desde él incluso el mar en el vecino Estuario del Reloncaví.

Clima

Puerto Varas tiene un clima oceánico lluvioso. Las precipitaciones se producen durante todo el año, y son más intensas en invierno y sobre todo en la primavera. Es justamente ese clima el que produce una naturaleza extraordinaria y bosques siempre verdes.

La temperatura promedio anual es inferior a 12°C, siendo la de Enero de 18°C y en invierno en Julio cercana a 5°C. El viento es un factor muy importante en la definición del clima de la ciudad, ya que la sensación térmica invernal puede llegar fácilmente a valores cercanos a 0°C como promedio.

Volcano, which is accessible via a fully paved road that borders the Llanquihue Lake to the Teski Club inn. Because it sits on the lake shore, the ski centre offers a spectacular view overlooking the region, and even a glimpse of the sea, in the neighbouring Reloncaví Estuary.

Climate

Puerto Varas has a rainy oceanic climate. With frequent rainfall throughout the year, it becomes heavier in winter and especially during the spring. It is precisely this climate that produces an extraordinary natural landscape, the evergreen forests of the Lakes.

Annual average temperatures are below 12 ° C, rising to 18 ° C in January and falling to approximately 5 ° C in winter. Wind is a very important factor in determining the city’s climate, since the winter chill can easily reach values close to 0 ° C as an average.

ACCREDITATION

For security purposes, and to facilitate the identification of participants of the “CELAC-EU Ministers of Economy Meeting”, an on-line accreditation system has been arranged through a link to the Ministry of Foreign Affairs of Chile website: www.minrel.gob.cl, accessed through the CELAC-EU banner.

A user name and password are required to access the on-line Accreditation system.

Accreditation passwords will be distributed via email to the various embassies of participating countries. They will be responsible for obtaining and verifying information from participants, and registering it in the accreditation form posted in the above mentioned website. Accreditation of each country’s embassy staff will use the same passwords.

For full completion of the registration form, a digital colour passport type photograph must be attached, in JPG format, clearly showing the face of the participant, with a resolution not higher than 300 dpi and size under 500 kb. The photograph is required to process the delegate’s accreditation.

Registration will close on Thursday 22 November 2012, at 11:59 pm local time. Meeting this deadline will ensure efficient processing of information and subsequent delivery of ID badges.

Por razones de seguridad, y con el fin de facilitar la identificación de todos los participantes de la “Reunión de Ministros de Economía CELAC-UE”, se ha dispuesto un sistema de acreditación en línea, que será accesible por Internet, a través de un enlace en el sitio web del Ministerio de Relaciones Exteriores: www.minrel.gob.cl, ingresando en el banner de CELAC-UE.

Para ingresar al sistema de Acreditaciones en línea se deberá contar con un nombre de usuario y una contraseña. Las claves de acreditación serán distribuidas vía correo electrónico a las distintas embajadas de los países participantes. Ellas serán las responsables de obtener y verificar la información de los asistentes, además de registrarla en el formulario de acreditación publicado en la página web antes mencionada. La acreditación del personal de la embajada de cada país deberá realizarse usando las mismas claves de acceso.

Para completar el formulario de registro íntegramente, deberán adjuntar una fotografía digital en la que se pueda distinguir claramente el rostro del participante, la que deberá ser en formato JPG, tipo pasaporte y en colores, con una resolución no superior a 300 dpi y un tamaño no mayor a 500 kb. La fotografía es indispensable para dar curso a la acreditación del delegado.

El plazo de cierre de las inscripciones se ha establecido para el día jueves 22 de noviembre del presente año a las 23:59 horas locales. El cumplimiento

de dicho plazo asegurará un eficiente procesamiento de la información y posterior entrega de credenciales.

Las credenciales de las delegaciones podrán ser retiradas en la Oficina de Acreditaciones habilitada en el Hotel Cumbres Patagónicas en la ciudad de Puerto Varas, a contar del día el día martes 27 de noviembre, entre 08:30 y 18:00 horas. Adicionalmente, en esta oficina se podrán resolver casos excepcionales de quienes, por diversos motivos, no hayan podido completar su registro en línea dentro del plazo estipulado.

Los participantes deberán usar sus credenciales en forma permanente, a la vista y en todo momento. Su uso es obligatorio. Se impedirá el ingreso a todos los recintos si la persona no está acreditada o no está usando en forma apropiada su credencial.

La seguridad de la Cumbre es responsabilidad de Carabineros de Chile. Su personal usará el uniforme institucional y si opera de civil, deberá portar necesariamente una credencial que lo identifique.

TRANSPORTATION

Ministers of Economy and Official Delegations attending the Ministerial Meeting must make air travel reservations from the International Airport in Santiago to the El Tepual Airport in Puerto Montt well in advance. After their arrival, authorities and delegations shall be transported in executive van type vehicles to the Hotel Cumbres Patagonicas, meeting venue, in Puerto Varas.

To attend any official activity outside the meeting venue, transportation will be provided in executive buses

Similarly, upon the closing of the ministerial meeting, ground transport will be provided to the Puerto Montt Airport to take the flight to the International Airport in Santiago, Chile.

• De acuerdo a la legislación local vigente, todos aquellos pasajeros extranjeros no residentes en Chile, que paguen el total de sus cuentas en dólares americanos (efectivo, cheques viajeros o tarjeta de crédito internacional) están exentos del pago del 19% de impuesto local sobre sus gastos personales.

Para las actividades que se desarrollen fuera de las reuniones de trabajo, los desplazamientos se efectuarán en forma centralizada en buses ejecutivos.

Arrivals

Heads of Delegation and other participants to the meeting will be received at the Santiago International Airport Comodoro Arturo Merino Benítez by Executive Secretariat staff to assist them in admission formalities into the country and baggage collection.

After their arrival, delegates will be conducted to the Protocol rooms or the third floor of the Domestic Flights area (depending on the time of departure of the flight to Puerto Montt).

Los Jefes de Delegación y demás participantes en la reunión serán recibidos en el Aeropuerto Internacional de Santiago, Comodoro Arturo Merino Benítez, por personal de esta Secretaría Ejecutiva, quien los asistirá para realizar los trámites de ingreso al país y retiro de equipaje. Posteriormente los Delegados serán conducidos a los salones de Protocolo o tercer piso de Embarque Nacional (dependiendo del horario de salida del vuelo a Puerto Montt).

Para la adecuada coordinación y con el propósito de prestar la mejor atención a los asistentes, se requiere conocer con la suficiente antelación los datos

Salidas

Los Jefes de Delegación y demás participantes serán asistidos por personal de esta Secretaría a su partida del Aeropuerto Tepual.

Las Delegaciones serán recibidas a su llegada al Aeropuerto de Santiago por personal de esta Secretaría Ejecutiva, quien los asistirá para realizar los trámites de salida del país. Los delegados serán conducidos a los Salones de protocolo o tercer piso Embarque Internacional, dependiendo del horario de partida de su vuelo con destino final.

Pasajeros viajando con destino a EE.UU. deberán presentarse 3 horas antes de la salida. Pasajeros viajando en otros vuelos internacionales deberán presentarse con 2 horas de antelación.

El Teatro del Lago está ubicado en la orilla oeste del lago Llanquihue en Frutillar, Región de Los Lagos, Chile, a sólo 25 Km (15 min en bus o auto) de Puerto Varas. Inaugurado en noviembre de 2010, se ha convertido en el espacio para conciertos más grande construido en el país desde los años 1950, con más de 10 mil m2. Su sala principal, denominada Espacio Tronador-Sala Nestlé, tiene una capacidad de 1.178 personas y cuenta además con un anfiteatro para 270 espectadores y cinco salas multipropósito.

Teatro del Lago is located on the west shore of Llanquihue Lake in Frutillar, Lakes Region, Chile, a mere 25 km (15-minute car or bus ride) from Puerto Varas. Opened in November 2010, it is the largest concert arena built in the country since the 1950s, extending over 10 thousand m2. Its main auditorium, called Espacio Tronador-Sala Nestle, houses 1,178 people and also has an amphitheatre for 270 spectators, as well as five multi-purpose rooms.
