Introduction

The Faculty of Rural Engineering (LIF) is a structural unit of Latvia University of Agriculture (LLU) providing for the academic and higher professional education, as well as carrying out the scientific research work. The activities of the faculty are aimed to the development of a sustainable environment to meet the comprehensive demands of the society. Technologies and methods of a sufficiently high level (having a suitable material – technical basis) are used both for the teaching and research work being improved permanently.

The speciality of civil engineering includes the following study programmes:

� Bachelor Study Program

� 2nd Level ProfessionalHigher Education Study Program

� Master Study Program

� Doctorate Study Programm

Persons acquired the Master degree in Civil Engineering or in a relevant engineering science, may apply for the Doctorate studies in civil engineering science.

Perspective estimation of the doctorate study program The elaboration of the promotion works in the Civil Engineering science is based both on theoretical studies and experimental research work. While assessing the succession of the staff in Civil Engineering science and the demand for up-to-date scientific research promoting the development in construction branch and rural environment in Latvia, the doctorate program may be estimated as a really necessary one. The particular attention has been paid to the coordination of the individual research work topics of the doctoral students with the development tendencies in the Civil Engineering science linked with the general trends of Latvia. The areas of research activities to be pointed out as the more actual are the following:

� elaboration and investigation of construction materials incorporated by particular properties, a considerable industrial interest and competitiveness using the local and recyclable raw materials for production,

� saving of energy and environmental resources,

� integrated development of strategy and technology of construction linked with the prospective developments of European Union.

The main task of the doctorate study program of Civil Engineering science is to increase the cooperation of an international level. It is necessary to promote the development of integrated doctoral programs in which the research object and workshop of experiments are located in Latvia while the theoretical background has been elaborated in cooperation with the researchers of foreign universities at an internationally recognized level of scientific research in the given sub-branch. In this relation the significant improvements of the laboratory equipment have been realized as it is mentioned in the report of the International Accreditation Commission. For the last years both the managers of the faculty and the academic staff have paid a serious attention in order to accomplish this task.

The Doctorate study program has been elaborated basing to the constitution of Latvia Republic in accordance of the “Law on Higher Education” and “Law on Scientific Activities”. It is created by taking into consideration the rules No. 1001 by the Cabinet of Ministers of Latvia Republic “Regulation on the order and criteria of promotion” from December 27, 2005 as well as regarding the standards of international scientific qualification. The program has been developed according to the standard of the doctorate study program of LLU certified on October 11, 2006; as well as in accordance with the statute of doctoral studies of LLU from March 13, 2002, and by incorporating the doctorate study program in the civil engineering science for the years 2003-2010. The instructions outlined by the accreditation experts (year 2003) of LLU doctorate study program have been taken into consideration while developing and improving the programme. The current international accreditation of the doctorate study program of Civil Engineering science will expire on December 31, 2010.

Estimation and organization of the program

Aims and tasks of the study program

The aim of the doctorate program is to provide for the change of generations in Civil Engineering institutions and the academic staff of the the Faculty of Rural Engineering as well. The aim of studies and investigations is to ensure that the young researchers

� to be able to advance, formulate, investigate and carry out the solutions of the problems according to the principles of scientific research work;

� would have the erudition in the methods of general and specific scientific research work;

� would have an intimate knowledge in the chosen branch of science and could offer their original contribution in its development;

� could take part in a wider scientific context on the national and international scale regarding the corresponding quality of their scientific research work;

� could work independently, as well as to cooperate succesfully with other scientists in the collaboration projects;

� could acquire some experience and skills for the pedagogical work in order to be able to report clearly on the results of their scientific work both for the national auditorium and the international one as well;

� could elaborate and hand in his/her promotion work for obtaining the scientific degree of the Doctor.

The problem to be solved during the education of young scientists in the doctorate program is to provide the training of relevant skills in the applied engineering and/or fundamental scientific investigations, to develop the skills of the pedagogical work in a good academic level, what lead to:

� qualitative investigations and the creation of a new scientific cognitions in the material science, technology of construction materials, in structural engineering, geodesy and construction processes; � acquiring the advanced pedagogical and administrative skills; � taking part in international academic activities; � the preparation of qualitative papers on scientific investigations carried out and the elaboration of their promotion work.

Research areas and degree to be awarded

The specific research areas listed below and recommended for doctorate studies in Civil Engineering Science at the Faculty of Rural Engineering are harmonized with the defined sub-branches of Civil Engineering Science in Latvia:

� Construction materials and construction technology

� Structural analysis

� Building structures

� Geodesy

� Heating, gas and water supplying engineering systems.

The scientific degree to be awarded- Doctor of engineering sciences (Dr.Sc.Eng.).

Organization of the study program Doctorate studies are organized according to the doctorate regulations of LLU and the “Standard of Doctorate Study Program of LLU”. Doctorate studies are organized and supervised by the Vice-Rector of Sciences of LLU, by the department of Doctoral studies of the university as well as by the Council of Faculty of Rural Engineering and related departments.

The duration of the Doctoral studies is 3 years for full-time studies. The duration of the Doctoral studies of full-time and part-time financed by physical and juridical persons are not limited. The applying for procedure has been determined by doctorate regulations. The promotion examinations in foreign language, branch and sub-branch of science are opened, and the examination commission consists of 3 doctors of sciences accepted by the Vice-Rector of Sciences.

The most essential part of the doctorate studies is scientific research. For carrying out the scientific research, it is available to use the teaching and research facilities and equipment of LLU and the information sources from the stock of Fundamental Library of LLU, National Library of Latvia, and Latvian Academic Library, as well as the technical and financial support of the enterprises interested in the results of the investigations.

The study programs envisage theoretical investigation (lectures and individual work), development of practical skills (laboratory works, seminars and industrial training), pedagogical activities (lectures, tutorials), and carrying out scientific research primarily. In order to increase dramatically the personal contribution to scientific research, the amount of the scientific work has been increased up to 90...100 CP for the training process, but the required amount of credits for the theoretical studies is reduced up to 20...30 CP (Table 1).

The promotion works are accepted for defence and examined by the Promotion Council of the related sub-branch of science approved by the Latvia Council of Sciences. In the Faculty of Rural Engineering of LLU, there is the Promotion Council in the sub-branch of hydrology, hydrotechnics and water management, which may be extended by involving some experts from other branches of engineering sciences. According to the cooperation agreements concluded

between the Faculty of Rural Engineering of LLU, Institute of Polymer Mechanics of Latvia University (LU) and the Institute of Construction and Reconstruction of Riga Technical University (RTU), the defence of promotion works may be realised also under Promotion Councils of LU or RTU. Degree of Doctor of engineering sciences (Dr.Sc.Eng) may be awarded after a successful defence of the promotion work.

The realization of the doctorate study programme in civil engineering sciences tales place by use of the former experience of Latvia civil engineering as well as that of the doctorate students of foreign universities. The principal attention in the practical realization of the programme is dedicated to the fact, that the claimants of the civil engineering doctorate degree would be able to carry out the scientific research on the level of the present requirements of the science. The doctorate studies are being specialized while increasing the independent work.

While comparing the doctorate programme of civil engineering sciences of LLU with that of Northen states (Denmark, Norway, Finland, Sweden), one of the differencies is that in their universities the duration of doctorate studies is 4 years. It offers 3 year investigation programme, and the 4th year goes on summarizing the results and drawing up the promotion work. In the Latvia universities LU, RTU as well as in the Vilnius Technical University the realization of the doctorate programmes proceeds like as it is in LLU, by paying a larger attention to the scientific investigation.

Students of the doctorate programme The doctoral students listed below were involved in the study programme during the years from 2003 up to 2007 :

Auseklis Gailums (applicant from 2005),- number of publications – 3.

Due to unfavourable coincidence of financial and domestic reasons the doctoral students listed above have interrupted their studies.

Now there are 5 doctorate students involved in the study programme, including 3 first year students and 2 second year students. The research topics developed by the doctorate students are as follows:

Academic staff of the doctorate study programme An academic staff of high scientific qualification of LLU takes part in the realisation of the doctorate study program of civil engineering science. The leading professors of the faculty, associated professors and assistant professors including doctors of engineering sciences, state professors – 4; doctors of engineering sciences, associated professors – 8; doctors of engineering sciences (Table 2) supervise the doctorate students and offer the study subjects and topics.

The scientific supervisors of the doctorate students take part in working out the grants of Latvia Council of Science as well as they participate in the execution of international projects and carry out the investigations demanded by the market. The projects are connected with the safety of

buildings and structures and the optimization considering effects of mechanical loading and the environment impact as well.

The problems to be solved:

• Increasing of the Internet connection places available during the day;

• Increasing of the technical capability of computers and supplying the comprehensive engineering programs (ANSIS, NISA, COSMOS, etc.);

• Increasing the exploitation of equipment for testing full scale structures or models;

• To acquire and investigate the approatpriness of structures for the renovation ensured by the cooperation agreements with the foreign business companies agencies located in Latvia.

Source of funds and provision of an infrastructure Good progressing full-time doctorate students financed from the state budget receive the scholarship stated by the related regulations of Latvia Republic. Besides that, the doctorate students have the right to apply for financial support from European Social Funds. In order to improve the provision of doctorate students in the immediate future it is necessary:

� to obtain the additional funding from Ministry of education and science granted on the basis of the agreement;

� a wider use of grants awarded by Latvia Academy of Science for doctoral students;

� to prolong the time of doctoral studies up to 4 years.

In order to provide for the research work of doctoral students in civil engineering science, equipment for measuring deformation, temperature, moisture content and other physical parameters aided by data processing devices, as well as up-to-date geodetic apparatus have been supplied. For research works in building reconstruction the doctorate students have equipment for detecting steel reinforcement, equipment for the non-destructive strength tests of concrete, gauges for measuring the moisture content of materials as well as the device for the measurement of the heat flow in multi-layered structures. For the experimental tests of mechanical properties of materials as well as to observe the behaviour of structural elements under load the doctoral students use the testing equipment of the faculty of Rural Engineering. They take part in the execution of cooperation agreements with the agencies of foreign business companies in Latvia – AB Svenska SIKA, BAYOSAN Wachter GmbH & Co and others.

During the study year 2006/2007 the reinforced concrete floor structure has been built and steel portal frames were installed to test the full scale structures, as well as the personal computers for mobile use were supplied for the data processing. During the study year 2007/08 due to financial support both from European Social Funds and Regional Development Fund a test equipment Zwick for mechanical testing and modelling of construction materials and structures has been supplied and set to work. The Zwick equipment has been used for testing large scale construction products or structures (“sandwich”panels, frameworks of wells, masonry blocks etc.).

Selection of the academic staff, renewal, teaching and development One of the tasks pointed out realising the doctorate program is to ensure the change of generation of the academic staff of Faculty of Rural Engineering including those involved in the realisation of current programme and the education of young scientists. It is a normal practice when current professionals- doctors and habilitation doctors of science transfer their experience of pedagogical and research work to doctorate students. It is the most effective idea that when the experimental and theoretical research works have been organized and executed together with doctorate students. As result of this cooperation the young doctors of science due to their scientific erudition incorporate adequately a wider scientific context of both national and international scale.

The authorities of the Faculty of Rural Engineering as well as the academic staff promote the involvement of the doctorate students in the pedagogical work with the undergraduate and master level students, they have been included in international projects, in projects of Latvia Council of Science and into contracts related to scientific research.

Almost every doctorate student of civil engineering sciences carry out some tuition duties at the faculty simultaneously. For example, Normunds Osītis, a doctorate student at the Department of Architecture and Construction, leads a programme “Auditing Process of Energy” at Life Learning Center of Latvia University of Agriculture, and he takes part in supervising diploma projects and reviewing them as well. Ulvis Skadinš, a doctorate student at the Department of Structural Engineering, conducts the classes of practical design for 3rd

year undergraduate full-time civil engineering students, and delivers the course “Concrete and Masonry Structures” for the 4th year part-time students of higher professional civil engineering programme. Martinš Fibigs, a doctorate student at the Department of Architecture and Construction, delivers the courses “Agricultural Buildings” and “Farm Buildings” for both full-time and part-time undergraduate students, and he conducts tutorials for the computer-aided design with AUTOCAD. Armands Celms, a doctorate student of the sub-branch “Geodesy” delivers lectures and conducts the tutorials in geodesy for the students of Faculty of Rural Engineering.

Raitis Brencis, Andris Veinbergs un Normunds Osītis, the doctorate students at the Department of Architecture and Construction have taken part in the preparation and realisation of some projects:

1) Project of ERAF „Improvement of Scientific Infrastructure at LLU”, id.Nr. LLU AK 2008/02;

Some laboratories for testing acoustic properties and energy transmission have been built up in the framework of project for the tuition of students in the related courses of building acoustics and effectiveness of energy consumption. The laboratory of building physics has been supplied with new facilities for tuition of civil engineering students.

2) „Science and Innovations”, Action 2.1.1. „Elaboration of new composites and building product systems on the basis of foam gypsum with the fiber reinforcement of vegetable raw materials”;

3) Project „Formation for cooperation of science and industry in Jelgava and Shaulia” supported by Latvia – Lithuania Cross Border Cooperation Programme ERAF 2007 – 2013 from European Regional Development Funds (ERDF).

The doctorate students take an active part in teaching, research and public activities at the faculty demonstrating their attention to the pedagogical work and are hopeful that they will continue successfully the work of older colleagues. In its turn it is provided by the University that the doctorate studies are organized promoting the accelerated preparation of a new generation of scientists and academic staff focused for innovations.

Internal quality control of the doctorate study programme “Civil Engineering” Self-control and assessment of quality - it is a continuous process of perfection. It is necessary for the development:

1) to study all processes of activity;

2) to establish the mechanism for the perfection of every special process; 3) to involve everybody of staff in the development of process.

The quality of study process has been assessed at the meeting of the Council of Faculty of Rural Engineering. Any application for a new study program (including necessity and motivation, content of program, extent, comparison with the current ones) as well as for a new study course (including course content, credits, compliance of related academic staff with the aims of study programm) has been discussed and approved at the meeting of the Council of Faculty after the serious preparation of materials.

Before the presentation of the results at the meeting of the Council of Faculty the problems of doctorate study programme have been discussed at the meetings of departments of architecture and construction, and of structural engineering in viting related professionals from other departments. The problems dealt with study process have been developed (content of courses, methodology of lectures, tutorials, workshops etc.) as well as the issues of strategy and further development of the faculty are discussed, and some documents have been prepared for the aproval procedure at the council and Senate of LLU.

It is necessary for the improvements of internal quality system to implement the annual audit of the study process and the research work including regular reports on the current situation. It is necessary to increase the role of potential employers when assessing the study programs and its content, thereby improving the link „students – instructor – employer – graduate”. During the last years the convent of the counsellors has been established for the discussions on the content of study programs as well as into solving some financial querries.

A relevant role in the internal control of higher education pertains is the individual examination of academic staff. It is also realised through the doctorate programs of LLU. The general forms of the control are as follows:

• questionnaires of students;

• requirements for improvement of qualification of academic staff;

• control of study process.

Involvement of the students for the improvement of the doctorate study programme It is necessary to promote for the development of integrated doctoral programs by providing the research object and workshop of experiments are located in Latvia while the theoretical background has been elaborated in the cooperation with the researchers of foreign universities on internationally recognized level of scientific research in the given sub-branch. In this relation the significant improvements of the laboratory equipment have been realized as it is mentioned in the previous report of the International Accreditation Commission.

Doctorate students of civil engineering sciences take part in the activities for the improvements and readjustments of research infrastructure. Ulvis Skadinš, a doctorate student of the Department of Structural Engineering, has taken part in some jobs related to supplying and testing Zwick/Roel mechanical digital testing machine for full-scale models, and he carried out some required experiments, as well. Raitis Brencis, Andris Veinbergs and Normunds Ositis, the doctorate students, have been involved in the activities aimed for the improvement of facilities of laboratory of building physics. There are some units of equipment supplied and mastered by:

1) testing facilities for laboratory of building physics;

2) testing facilities for acoustics;

3) Climatic chamber fitted with software package for programming, logging and supervision of test chamber;

4) digital microscope;

5) digital surface microscope with data processing device.

Cooperation within the framework of doctorate study programme in Latvia and abroad Cooperation between the establishments of higher education in Latvia takes place according to agreements concluded between the Faculty of Rural Engineering of LLU and Institute of Polymer Mechanics of Latvia University, and with the Faculty of Civil Engineering of Riga Technical University. There is a developed cooperation with the Vilnius Technical University, University of Oslo, University of Tartu, Lithuania University of Agriculture and Estonian University of Life Sciences - the professors of the Faculty of Rural Engineering take part in the Promotion Councils as experts and reviewers of the research works of partner university doctorates. A full-scale cooperation in some research areas takes place with partners of Helsinki University of Technology, University of Oslo, Chalmers University of Technology and Technical University of Warsaw.

The cooperation between the universities takes place in some specific research areas:

� a gradual coordination and progressing integration of the doctorate study programs according to their structure and content;

� delivery of lectures (free of charge) of doctorate courses;

� cooperation in reviewing and assessing procedure of publications and promotion works;

� participation of doctoral students in the scientific conferences organized by partner universities and publication of correspondingly prepared papers in proceedings;

� cooperation in organizing research projects.

Under the framework of cooperation directions accepted by the supervisors of doctorate study programs it is envisaged to develop the cooperation with the academic staff of the universities in Estonia and Lithuania:

� organization of annual international scientific conferences of young scientists of Baltic states;

� publication of full texts of qualitative prepared papers in the proceedings under the supervision of international scientific committee;

� intensive traineeship and discussions between doctorate students in the universities of neighbouring countries.

Activities of international cooperation in research area:

� participation in organization and in the sessions of scientific conferences (Vilnius Technical University, Kaunas University of Technology, Estonian University of Life Sciences) ;

� reviewing and assessing promotion works (University of Oslo, Vilnius Technical University, University of Tartu);

� reviewing scientific papers (magazines “Civil Engineering and Management”, “Engineering Structures and Technologies”, Proceedings of Riga Technical University etc.) ;

� participation in special issues of magazine “Journal of Constructional Steel Research”;

� preparation of 4 scientific papers for publication in the encyclopedia “Encyclopaedia of Materials: Science and Technology”, Elsevier;

� to meet one’s commitments of editorial boards: both magazine “Engineering Structures and Technologies” and Proceedings of scientific papers of LLU.

Activities of international cooperation in education area:

� exchange of both experience and teaching aids of postgraduate and doctorate study programs in civil engineering sciences (Estonian University of Life Sciences, Vilnius Technical University, Helsinki Technical University, Technical University of Stockholm, Chalmers University of Technology, University of Oslo) ;

� participation in Germany-Latvia Twinning Contract “Implementation of Eurocodes in Structural Design Practice in Latvia”; discussions in workshops, preparation of structural design standards, lectures for civil engineers of Latvia;

� performing activities following the bilateral agreements of LLP/ERASMUS with Avans Hogeschool's-Hertogenbosch University of Netherlands and other universities).

Activities in cooperation with universities of Latvia, business companies, institutions and professional boards :

� participation in the organization of scientific conferences including framework of postgraduate and doctorate study programs (Riga Technical University, Institute of Polymer Mechanics of Latvia University) ;

� cooperation with agencies of the foreign business companies in Latvia – AB Svenska SIKA, BAYOSAN Wachter GmbH & Co and others;

� cooperation with design offices;

� cooperation with academic and professional organizations (Society of Material research, Latvian Association of Civil Engineers, Latvian Concrete Association, National Association of Mechanics etc.) .

Development of doctorate study programme in Civil Engineering sciences Tasks for organizing of doctoral studies:

� mastering the doctorate study program and elaboration of the possible variants of external studies for the academic staff not acquired for doctoral degree with the purpose to promote the progress of his/her career;

� to draw in doctorate studies everybody of erudith young women or men having both the Master’s degree and sufficient intellectual potential for mastering the research work in doctoral studies;

� with the purpose to increase the level of lecturers in civil engineering educational establishments (colleges), it is recommended to involve related persons of the teaching staff for mastering the doctoral studies;

� to popularize the doctoral study programmes in ministries, agencies and companies where the civil engineering professionals are employed;

� to work out the proposals for the regulations of the staffing in the institutions organized and supervised by both the Ministry of Regional Development and Local Government and the Ministry of Economics:

1) to include the requirement for holding the scientific degree as one of the most significant stimulating factor and the precondition for the development of the career,

2) the salary of the staff would be differentiated by taking into consideration the academic and scientific qualification;

� to draw in the doctoral students in the projects conducted by the researchers of the faculty.

Tasks for the doctoral students to achieve the aim of the program: � full mastering of skills to use both classical and comprehensive methods for

engineering investigations, cooperating with the Engineering Expertise Centre as well as with industrial enterprises;

� to extend the understanding and improve the extent of knowledge in material sciences and structural analysis as well the skills for the use of numerical methods in the solution of research problems;

� to achieve a good standard of foreign languages in research and educational work;

� to carry out the investigations on advanced topics in civil engineering science promoting the development of national economy;

� to publish the results of investigations in scientific issues and to make presentations in international scientific conferences;

� to work out and hand in the promotion work prepared and fulfilled up-to high scientific and technical level.

Self-Estimation The implementation of the doctorate study program goes on according to the recommendations of experts of International Accreditation Commission and corresponds to requirements stated, and aims and tasks advanced. The studies of doctorate program in Civil Engineering are organised according to the regulations of Doctorate studies in LLU and to the standard of doctorate programs of LLU. The research works carried out by the doctorate students correspond to the level of investigations carried out in the countries of European Union. The leading scientists of LIF are able to ensure successfully a qualitative supervision of the doctorate student work. As aesult the specialists of high qualification are educated ready to take jobs in the university and institutions of Latvia, foreign enterprises and institutions and organisations of European Union.

It is necessary to state the public procurement in civil engineering in order to attain some balance between the amount of research topics to be provided for different branches, to promote the solving of the problems of high priority having some financial support from Latvian Council of Science. Transferring to the unique system of scientific degree like in Sweden and Finland the preparation of high qualified professionals would be expected more intesively and of lower expenses.

Strong points

During the period of time to be assessed the material resources of civil engineering study programmes have been improved: the laboratories are supplied by a new measurement and testing facilities, computer classes are completed with corresponding techniques and software. The cooperation with foreign universities and Latvia ones has been extended (participation in conferences, publications etc.).

It is remarkable that the procurement of libraries with scientific and professional text books has been improved essentially. The univertsity and departments allocate the funds for supplying new text books. The students have the possibility to use the Internet connection of sufficiently high speed for data processing. The material resources for computer classes have been extended continuously supplying new new high processing computers and software as well. Professors and lecturers of civil engineering are issuing 4-6 new written training aids and/or text books. The priority of last year activities is supplying and set up of facilities for laboratories of testting and modelling of structures and building physics using the European Structural Funds. During the period of time to be reported the testing equipment for full scale structures or models has been installed and introduced into operation. Applying procedure for doctorate studies has been opened around the year. It is concluded that step by step the interest increases, the motivation

improves for extending his/her knowledge base and qualification in the conditions of comprehensive labour market. Besides that an increasing of the salaries for academic staff of LLU has been a good practice. Six persons have been applied successfully for the doctorate studies in civil engineering sciences.

Weak points

The experiment is one of the most significant parts in civil engineering research. Presently the weaker point in the structure of resources of the study programme is the acquirement of laboratory equipment and facilities perfectly for fundamental research. The laboratory staff trained for the purpose has been required to complete this job.

Due to the unsufficient funds for studies the students are working simultaneously in the industry, therefore there may be some interruption of studies for a definite time, the acquirement of study program has been delayed and consequently the deadline of completition and defence of promotion work moves away. There is a lack of interest among students for the traineeship in foreign universities due to unsufficient language skills. Many professors of LIF are associated for partial staff only and it is the reason sometimes for incuring the collaboration between the doctorate student and his/her scientific supervisor.

A number of doctorate students in the programme of civil engineering sciences is not reasonable and subjected to annual changes. The result is that the most goal-directed and capable ones take part in the research work. That is linked with the low prestige of the academic education in this country and with the unsufficient salaries for the starting years of the academic career. These reasons are often observed, reducing the motivation of the doctorate students to continue their studies.

Technologies of building insulation constructions using light heat isolation materials. Issues concerning constructions’ heating, regulation of wall mass (including wall thermal capacity) and processes of constructions’ drying are researched.
