The Louis Berger Group/URS (JV) Facilities & Transportation Sector/ Project & Contracting

Office (PCO), Baghdad/Iraq. Manage the $100M Transportation Program (Roads, Bridges,

Railways, & Aviation) under the US Iraq Reconstruction & Relief Fund (IRRF). Projects

management, contract administration including modifications, planning including program

initiation & closeout. Coordinate with Iraqi Construction & Housing Ministry, State Commission

of Roads & Bridges, and Transportation Ministry including Iraqi Civil Aviation, Baghdad

Municipality, & the U.S. Mission Iraq Reconstruction Management Office (IRMO). Direct

coordination with the USACE on construction management progress. Write & review scope of

work, evaluate proposals. Coordinate with Government contract officers. Initiated 74 direct

contracts with Iraqi contractors (including 8 State Owned Enterprises) and significantly involved

in developing two Project Partnership Agreements with the Iraqi Ministry of Construction &

Housing.Plan, develop, & conduct capacity building through the Ministry Assistance Team.
