Panama to negotiate Double Taxation Agreements with Austria and Vietnam

On April 3rd, the El Salvadorian Vice-Ministers of Commerce & Industry and Economy & Foreign Affairs presented the Association Agreement (AA) between Central America and the European Union to the El Salvadorian Legislative Assembly for its ratification. The purpose of the partnership agreement is to strengthen and consolidate the relations between Central America and the European Union. This agreement will provide ample opportunity for El Salvadorian exporters to obtain preferential access to the European market, and will promote foreign investment in the region. With the ratification of the AA, the Latin American countries are looking to swap the Generalized System of Preferences (the GSP+) for a better, more permanent and expansive preference scheme, not subject to compliance with the requirements set by the European Union applicable to countries benefitting from the regime. Under the GSP+, El Salvadorian exports to the EU stand at an estimated annual figure of USD 300 million, making it the third most important market for this country, after the United States and Central America.

Customs Tariff Commission of the State Council of the People's Republic of China has decided that the General Administration of Customs Notice no. 9 of 2007 is to be continued for a period of 5 years. According to the final review of the findings regarding the product nonylphenol originating in Indian and Taiwan, with effect from March 29, 2013 anti-dumping duties will continue to be imposed. This is announced through the Ministry of Commerce Notice no. 17 of 2013.

The Panamanian Ministry of Economy and Finance (MEF) plans to create new Avoidance of Double Taxation agreements with Austria and Vietnam. The International Taxation Branch of Panama described the agreements as "tools that can prevent taxpayers from paying double or multiple taxes". The purpose of this negotiation is to provide continuity to the state policy initiated in September 2009, to ensure that the domestic legislation conforms to international standards, and to improve the country’s competitiveness.
