Position Responsibilities (including but not limited to): Plan and Design new transmission lines and modifications using transmission procedures,

guidelines, standards, sound engineering practices, and sound safety practices. Participate in the development of physical layout, scope, and cost estimates for projects. Develop and verify project structural designs for adequacy, and adherence to appropriate

standards & codes. These practices include, but are not limited to environmental and safety requirements.

Design physical layout, site design, access roads, site preparation, drainage, foundations and superstructures for substations and transmission lines.

Select material and equipment for design consistency and efficient installation. Provide technical support to internal customers and other internal departments. Prepare comprehensive written and oral reports of problems, investigative findings, and

engineering recommendations. Prepare project specifications, and develop procedures and technical documents. Develop cost effective and safe solutions to design requirements. Participate in project estimating and economic analysis. Coordinate with design consultants, and interface with in-house design staff. Actively participate on multiple project teams. Support Environmental and other permitting efforts. Development of Standards. Good working knowledge of industry standards, safety standards, and current design codes. Proficient office computer skills (Word, Excel, PowerPoint). Ability to physically navigate on foot in and around an electrical substations and along

transmission right of ways. The ability and knowledge to troubleshoot / problem solve safe solutions. Must be able to travel overnight outside normal work area as needed. Must be able to work overtime including nights/holidays/weekends for emergencies or other

special events.  Must have a valid drivers license with safe driving history.

Knowledge of the following is required: Soil Mechanics Foundation design Reinforced concrete design Structural analysis Structural steel design The fundamentals of surveying

Knowledge of the following would be beneficial: Substation construction and maintenance techniques. The correct applications of heavy equipment Electric utility operation practices Station materials Detailing structural components ANSI, ASTM, EPA, OHSA, ASCE, AISC, ACI, IBC, and the NYS Building Code Storm water / Drainage analysis and design

Preferences for Current Position: New York State Professional Engineers License ( or ability to obtain within 1 yr) 3 to 5 years work experience FE exam complete for Engineer with at least 4 years work experience Master's degree considered for 1 year work experience Desire to live in Beautiful Upstate New York.

Knowledge of Bentley MicroStation, AUTO-CAD, PLS-CADD, STAAD-Pro or other similar design software tools

1. Prepares standards, equipment specifications, design procedures, test procedures2. Performs power system studies such as protective relay coordination, fault studies, load

flows, service reliability, power quality, voltage stability, power system market operations and settlement studies, etc.;

3. Prepares engineering design and develops drawings and other documents for generation, transmission, distribution, substations and SCADA/EMS.

4. Prepares circuit maps, control diagrams, charts, data bases, and plans for different electrical facilities.

5. Provide assistance to all classes of customers, developers, and to other City Departments on technical matters relevant to electric utility services

6. Provide technical and financial inputs for projects in electric utility planning and budget process

7. Investigate and analyze engineering design problems; develop appropriate solutions; draft reports and make presentations

8. Prepares safety procedures for electric facilities9. Assist in efforts to keep up with the latest developments in the utility industry, to meet

North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Electric Reliability Council of Texas (ERCOT) and Texas Public Utility Commission (TX PUC) standards and regulatory requirements.

10.  Work closely with field personnel to support project energization.

Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of engineering design principles applicable to electric utility operations such as, generation, transmission, distribution, market operations and other related fields.

Knowledge of advanced mathematical techniques such as trigonometry, calculus, and coordinate geometry.

Knowledge of engineering standards, codes, practices, procedures, materials, and equipment used in the design, construction, and operation of the electric utility systems.

Knowledge of established engineering principles and methods.

Knowledge of preparation of cost estimates and engineering and feasibility reports.

Ability to perform more complex engineering calculations and to analyze engineering problems.

Knowledge of regulatory requirements within the local and state ordinances and laws.

Skill in oral and written technical and/or general communication including preparation of written reports.

Skill in negotiations and handling conflict resolution. Knowledge of City of Austin purchasing and contract policies and

procedures.

Job duties: Design or assist in the design of various transmission and distribution line projects.  Activities shall include, but not be limited to the following:1. Preliminary design and budgetary estimate for projects

ranging from 115kV to 500kV to include planning and desing for new lines, relocations, upgrades and fiber optic attachment.

2. Develop material lists in Excel spreadsheets3. Develop structure framing structure details, to include

specifying all parts, hardware, insulators and grounding details for different pole materials, such as steel, round wood or laminated wood.

4. Be familiar with environmental and licensing processes and how to coordinate issues in the transmission line design process. 

5. Site new transmission line and be able to coordinate and asses the impacts of real estate, licensing and environmental constraints on the overall engineering process.

6. Develop project schedule that incorporates all facets of design, client reviews, licensing and all other activities for successful project completion

7. Develop plan & profile drawings under your direction.

8. Develop a complete design package that incorporates all necessary details for construction, such as work lists, construction staking table, stringing sag charts, etc.

9. Develop material and construction specifications10. Engineering calculations to assure safety and

performance of equipment and systems.11. Coordinating equipment delivery and design engineering

to meet construction schedules.12. Assist in checking completed job for adequacy of design

and documentation.Monitor the construction of transmission line project to ensure compliance with plans and specifications.  Activities may include, but not be limited to, the following: a)  Act as Resident Engineer on projects of any magnitude. b)  Safety and Security – Observes safety and security procedures; Determines appropriate action beyond guidelines; Reports potentially unsafe         conditions; Uses equipment and materials properly. c)  Interpret complex plans and specifications and apply available information to ensure that all project design requirements are satisfied. d)  Maintain familiarity with appropriate engineering and construction codes and ensure compliance with all codes. e)   Assist in preparation and/or monitoring of complex construction schedules to ensure timely completion of the work. f)   Assist in on-site design or investigation work to ensure adequacy of contractor’s methods. Assist with complex economic analyses of engineering

alternatives.   Assist with the preparation of reports and feasibility

studies.  Serve as project engineer or project manager on assigned

projects.  Promote efficient flow of information and ensure complete

and accurate record keeping. Be familiar with the Company’s drawing system and design and construction standards as well as applicable industry codes and practices.

 Shall keep informed of current developments in the area of responsibility. May assist in the professional development, training, and evaluation of departmental personnel. Perform other department duties as required.

Required SkillsShall be a Civil Engineer - Electrical Engineer, or the equivalent, with at least 1 to 5 years’ experience in the transmission engineering field; and, should be EIT-certified with the ability to be certified as a professional engineer as soon as eligible. Familiarity with industry codes standards and practices for electric utility practice. Interpersonal and communication skills. Demonstrated initiative and ability to lead. Attention to detail. Proficiency with Power Line and Structure modeling for computer aided and design development.  

Required ExperiencePLS-CADD and associated modules (POLE, TOWER), Excel, MFAD or Lpile, NESC.  Knowledge in ACI, ASCE Pole manual, AISC Steel manual preferred, but not required. EOE Minorities/Females/Protected Veterans/Disabled

Major Duties & Responsibilities

1. Provides specialized and technical expertise for high voltage transmission engineering processes by delivering professional engineering and design services to customers, engineers, architects, contractors and staff; conducting advanced system design review, including reviewing and verifying transmission installations, operation and maintenance; conducting reviews and verification of code compliance; reviewing engineering and

construction documents; operating advance computer models and performing simulations to optimize transmission systems; and providing technical assistance and training to engineers, vendors, contractors and design professionals on existing or planned SMUD equipment. 2. Conducts economic and technical feasibility studies of transmission systems by determining the optimal layout of high voltage transmission facilities, including project installation costs, overall life cycle maintenance costs, and minimizing required transmission equipment design and installation to meet adopted and required codes; reviewing and approving design criteria, technical proposals and equipment specifications; monitoring, communicating and overseeing the resolution of project technical, budget and schedule issues; and reviewing andapproving work performed by others in the grid assets business segment. 3. Monitors and supervises project implementation by providing training, project management services and inspection assistance for feasibility studies, design projects; and by inspecting and commissioning services for high voltage transmission systems and equipment. 4. Plans, coordinates, prioritize, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract. 5. Directs the activities of contractors, technical consultants and staff and monitors their activities and work products for adequacy and compliance with contract terms and related project schedules and milestones. 6. Assists in developing transmission standards by conducting technology reviews; analyzing existing system designs; conducting performance verification; preparing program presentations; and coordinating activities with other related SMUD departments and outside organizations. 7. Assists SMUD’s Environmental Health and Safety department with conducting environmental impact studies by providing technical expertise and exhibits for project environmental review as required by the California Environmental Quality Act (CEQA). Supports the review of project proposals from local agencies as they are made available in the CEQA Clearinghouse. 8. Works with SMUD’s Real Estate department to evaluate proposed encroachments into the SMUD Transmission line rights of way. 9. Provides for customer satisfaction with programs and services by preparing and reviewing the preparation of numerous documents, including reports, calculations and analyses, designs, contracts, cost estimates, educational and factual materials and oral presentations; conveying technical data; promoting and marketing SMUD programs; and answering questions and providing solutions, recommendations and training for customers, consumers, contractors, vendors and trade allies and the Board of Directors, staff and management. 10. Maintains knowledge of current practices and codes in transmission system design, including Title 8 General Orders (GO 95, GO 128, GO 165, others as needed), NESC and other state-of-the-art and emerging

technologies with potential application for SMUD and customer projects.

Minimum Qualifications

EDUCATION and EXPERIENCE:Education: BS degree from an accredited college majoring in engineering or related discipline. Experience: 7 to 10 years of progressively responsible relevant work experience in professional engineering and technical activities with significant experience designing, constructing and/or operating high voltage transmission systems; preparing or interpreting design drawings, specifications and manuals; supervising technical programs and projects; using computer applications for technical design and analysis.

Experience in the design construction of energy efficiency systems for buildings; supervising the work of project teams of engineers and technical specialists in the efficient design and analysis of buildings and/or industrial processes and/or major energy-using systems; and the design and/or analysis of facilities for energy efficiency.

KNOWLEDGE OF: principles and techniques of budgeting and project planning; techniques of data collection and analysis; concepts and principles related to implementing problem solutions; techniques of cost estimating and economic analysis; federal, state and local laws, codes, standards and regulations pertaining to compliant design and practice; principles of transmission line design and mechanics of materials; types of equipment used in transmission design, construction and operation and associated limitations; analysis and computer applications for designing systems; standard design procedures and construction documents; civil and electrical test equipment; construction observation; principles of contract and project management; procedures and practices for monitoring and managing projects; safety policies, practices and procedures; English grammar, punctuation and vocabulary standards. SKILL TO: lead professionals in complex projects; manage multiple projects and programs; independently review and assess technical issues and regulations; compile and prepare technical, statistical and/or analytical reports and presentations; manage and oversee the work of project engineers, technical staff, contract personnel and consultants to provide technical design strategies and review of transmission systems; instruct staff and design professionals on design and installation of transmission systems and equipment; prepare drawings, specifications, proposals, contracts and case studies; observe construction electrical, civil and other project systems; use test and monitoring equipment; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

 Desirable Qualifications

It is desirable for the candidate to hold an MS Degree in a relevant discipline. It is desirable that the candidate have experience in transmission line modeling software such as PLS-CADD or Sag10.

Primary Responsibilities• Work collaboratively on a team environment to understand scope, prepare deliverables, and

provide project updates.

•  Perform cost effective designs based on industry, company, and/or client standards.

• Generate design criteria, reports, design verifications, and clearance tables for PLS-CADD.

• Build and modify pole and tower models for PLS-CADD design.

• Develop construction assembly drawings, material selection, and structure loading packages for

submittal to vendors.

• Develop construction specification packages that include drawings, one lines, phasing, and

standard installation specifications.

• Travel out of town for short periods of time as required by projects and assignments

• Attend external and internal meetings to support processes.

Qualifications• Bachelor’s degree in Electrical Engineering, Civil Engineering, or related field

• At least 3-10 years’ experience designing and engineering transmission lines between 69kV and

765kV

• Proficient in PLS-CADD, PLS-Pole and PLS-Tower

• Knowledge of MFAD, LPILE, and NESC requirements as well as NESC, ASCE, IEEE, and RUS

design standards
